										<content:encoded><![CDATA[<p><strong>Russia’s military engagement in Africa has grown since its full-scale invasion of Ukraine, in a deliberate and cost-effective strategy to broaden its frontline against the West.</strong></p>
<p>The continent offers the Kremlin a low-risk, high-yield theater to destabilize NATO’s southern flank, sustain its war economy, and pre-position military assets in the event of a broader conflict against NATO partners and their allies.</p>
<p>In Libya, Russian assets have dug in at airbases like Al-Khadim and Jufra, giving Moscow a permanent Mediterranean launchpad. This presence has become even more critical following the fall of the Assad regime in Syria and the resulting collapse of Russia’s military foothold at Tartus.</p>

<p class="dcr-1hirwfs">Sweden confirmed its first case of the more contagious variant of mpox, a viral infection that spreads through close contact, marking the first time it has been found outside <a href="https://www.theguardian.com/world/africa" data-link-name="in body link" data-component="auto-linked-tag">Africa</a>.</p>
<p class="dcr-1hirwfs">The person was infected while in a part of Africa where there was a large outbreak of the disease, Olivia Wigzell, director-general at the Swedish public health agency, told a press conference.</p>
<p class="dcr-1hirwfs">Earlier on Thursday, the World Health Organization <a href="https://www.theguardian.com/world/article/2024/aug/15/uk-prepares-mpox-cases-global-emergency" data-link-name="in body link">declared mpox a global public health emergency</a> for the second time in two years, after an outbreak in Democratic Republic of Congo that has spread to other countries.</p>

<p>There was no known link between an alleged plot to <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/austria-extremism-arrests-security-taylor-swift-7ece0b264f6e4152b8214c9fba8c425b" data-gtm-enhancement-style="LinkEnhancementA">attack Taylor Swift shows</a></span> in Vienna and the group or its affiliates elsewhere in the world, but both suspects appeared to be inspired by the Islamic State group and al-Qaida, Austrian authorities said Thursday.</p>
<p>In a regular report to the council, <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/united-nations-islamic-state-africa-27c309f74a92429a9ef72d2811956efb" data-gtm-enhancement-style="LinkEnhancementA">Vladimir Voronkov</a></span>, the undersecretary for counterterrorism, told members that IS group affiliates have “expanded and consolidated their area of operations” in West Africa and the Sahel.</p>

A paramedic, Vivian Achista, said at least 10 had been shot dead.</p>

										<content:encoded><![CDATA[<p><strong>Moussa Faki welcomes Giorgia Meloni’s plan to strengthen relations but says ‘we are not beggars’</strong></p>
<p class="dcr-1lpi6p1">The chair of the African Union Commission has said “we are not beggars” as the Italian prime minister, <a href="https://www.theguardian.com/world/giorgia-meloni" data-link-name="in body link" data-component="auto-linked-tag">Giorgia Meloni</a>, outlined a plan aimed at helping African countries to prosper in return for curbing illegal immigration.</p>
<p class="dcr-1lpi6p1">Speaking at the much anticipated Italy-Africa summit in Rome, Moussa Faki welcomed Italy’s overtures for a mutually beneficial strengthening of relations with the African continent, but said: “We cannot be satisfied with mere promises that can’t be kept.”</p>
<p class="dcr-1lpi6p1">Faki said a “paradigm shift” was required to usher in “a new model of partnership” and pave the way “towards a more just and coherent world”. He said: “Africa does not want to reach out. We are not beggars.”</p>

										<content:encoded><![CDATA[<p>Italian Prime Minister, Giorgia Meloni, on Thursday said Africa and the dangers posed by artificial intelligence (AI) would be the major issues of discussion at the G7 meeting.</p>
<p>Italy took over the rotating presidency of the Group of Seven (G7), which includes the United States, Canada, Japan, Germany, France, Britain and Italy, at the start of January.</p>
<p>It will host numerous ministerial meetings throughout the year, including a leaders’ summit in June.</p>
<p>However, Meloni said she wanted to hold a special session before June focused on AI.</p>

<p>GABORONE, Botswana — An ongoing <a href="https://www.al-monitor.com/originals/2023/07/saudi-arabia-uae-turkey-algeria-and-egypt-express-concern-over-niger-coup" target="_blank" rel="noopener">military coup in Niger</a> is threatening French and American efforts to combat Sahel and North Africa-originated jihadism. Russian flags waved by local Nigerians shortly after the takeover illustrate whose side the rebels are on in the battle of influence between Moscow and the Europeans.</p>
<p>Niger became a key regional country for France following the 2021 military coup in Mali and the ensuing decision by Bamako to sever security ties with Paris. Having championed the battle against Islamist extremists’ groups across Mali for several years, France deployed some 4,500 troops in the north of the country in the framework of Operation Barkhane. The contingent was forced to leave Mali after the severing of security relations.</p>
<p>A familiar scene on a smaller scale took shape last February in Burkina Faso when the Burkinabe army announced the end of cooperation with French troops present in the country in the framework of Operation Sabre. The transition government established in Ouagadougou after the September 2022 military coup had decided to abandon the defense accords linking the two countries.</p>
<p>Pushed out of Mali and of Burkina Faso, <a href="https://www.al-monitor.com/originals/2023/04/france-alarmed-over-wagners-role-sudan-russia-expands-africa" target="_blank" rel="noopener">Paris</a> decided to lean on Niger (alongside its long cooperation with Djibouti) in its efforts to fight jihadist groups increasingly present in the Sahel region, in North Africa and even in central and south Africa, including al-Qaeda affiliated groups, African Islamic State branches and Boko Haram.</p>
