<p class="paragraph inline-placeholder" data-uri="cms.cnn.com/_components/paragraph/instances/clrt6py0200053b6h5t1zi5v3@published" data-editable="text" data-component-name="paragraph" data-article-gutter="true" data-analytics-observe="off">Smith, who survived the state’s initial attempt to execute him by lethal injection in 2022, is tentatively set to die Thursday evening as the state endeavors to use a <a href="https://www.cnn.com/2023/10/06/us/us-executions-death-penalty-dg/index.html">wholly new method of execution</a> some experts are concerned could cause him to experience excessive pain or a torturous death.</p>
<p class="paragraph inline-placeholder" data-uri="cms.cnn.com/_components/paragraph/instances/clrt9els600003b6hlrnm7n5y@published" data-editable="text" data-component-name="paragraph" data-article-gutter="true" data-analytics-observe="off">Little is known about how the method, known as <a href="https://www.cnn.com/2023/11/08/us/alabama-first-execution-nitrogen-gas-2024/index.html">nitrogen hypoxia</a>, will be carried out because the state’s published protocol bears redactions experts say shield key details from public scrutiny. The state, in court records, indicated the redactions were made to maintain security and it believes death by nitrogen gas to be “perhaps the most humane method of execution ever devised.”</p>

										<content:encoded><![CDATA[<p class="gnt_ar_b_p">DADEVILLE, Ala. – Authorities in Alabama were imploring people to come forward with information Sunday about a shooting that killed four people and injured 28 others during a teenager’s birthday party.</p>
<p class="gnt_ar_b_p">The shooting happened at a birthday party in downtown Dadeville at around 10:30 p.m., Sgt. Jeremy Burkett of the Alabama Law Enforcement Agency said. There was no initial confirmation about what led to the shooting, and Burkett did not identify a suspect but said the person is no longer a threat to the community.</p>
<p class="gnt_ar_b_p">“There were four lives tragically lost in this incident and there’s been a multitude of injuries,” Burkett said during a news conference Sunday.</p>

										<content:encoded><![CDATA[<p class="gnt_ar_b_p">Parts of the southeastern U.S. were reeling Friday after extreme weather and tornadoes tore a swath of destruction across the region Thursday night, killing at least nine people in Alabama and Georgia.</p>
<p class="gnt_ar_b_p">The National Weather Service issued dozens of tornado watches and warnings across several states including Alabama and Georgia, which received the brunt of the severe storms. At least 35 possible tornado touchdowns were reported across the Southeast, Federal Emergency Management Agency officials said.</p>
<p class="gnt_ar_b_p">An EF2 – defined as a tornado with winds between 113 and 157 mph – was confirmed in<a class="gnt_ar_b_a" href="https://twitter.com/NWSBirmingham/status/1613970969621676032" target="_blank" rel="noopener" data-t-l=":b|e|k|${u}"> Winston County, Alabama</a>, weather service forecasters in Birmingham said Friday as storm surveys continued.</p>
<p class="gnt_ar_b_p">At least seven people died in central Alabama, where the weather service reported a “large and extremely dangerous tornado&#8221; Thursday that slammed into Selma and nearby areas, reducing homes and businesses to battered and shredded piles of debris.</p>

										<content:encoded><![CDATA[<p>HUNTSVILLE, Ala. — The U.S. Supreme Court will hear oral arguments Tuesday morning in a <a href="https://whnt.com/news/federal-court-alabama-congressional-maps-likely-violate-voting-rights-act-must-be-redrawn/?ipid=recirc_two">lawsuit alleging the Alabama map of congressional districts</a> improperly dilutes the voting power of Black voters in the state.</p>
<p>The <a href="https://whnt.com/news/alabama-news/u-s-supreme-court-to-hear-arguments-over-claims-alabama-congressional-map-violates-voting-rights-act/">high court ordered the hearing </a>after Alabama appealed the ruling of a three-judge panel.</p>
<p>That panel agreed with the plaintiffs in the case and directed the Alabama Legislature to redraw the seven-district map to include two majority Black districts or two near-majority Black districts.  The panel had directed the maps to be redrawn in time for Alabama’s primary election in May.</p>
<p>But the State of Alabama appealed to the U.S. Supreme Court.</p>
<p>The district court had pointed out that the previous map had been drawn in a week by the Alabama Legislature and assigned experts to help redraw the map if the Legislature failed to do so.</p>

										<content:encoded><![CDATA[<p><span class="story_dl">May 23 (UPI) &#8212;</span> A week after Alabama passed one of the United States&#8217; most restrictive anti-abortion laws, state lawmakers approved a proposal that criminalizes doctors who don&#8217;t make every effort to save a baby&#8217;s life in the event of a failed abortion.</p>
<p>The Alabama House passed the proposed law by a <a href="https://www.cbs42.com/news/local/more-abortion-bills-in-alabama/2020027682" target="_blank" rel="noopener noreferrer">vote of 66-18</a> Tuesday, which now heads to the Senate.</p>
<article>If signed into law, <a href="https://www.al.com/news/2019/05/alabama-born-alive-abortion-bill-how-they-voted.html" target="_blank" rel="noopener noreferrer">the bill requires</a> physicians to perform life-saving procedures to aid fetuses after failed abortions. If they fail to comply, doctors face up to 20 years in prison and a $100,000 fine.Debate over the new bill was as sharply divided as the &#8220;heartbeat&#8221; law the chamber passed <a href="https://www.upi.com/Top_News/US/2019/05/09/Alabama-Senate-tables-abortion-bill-after-uproar-on-chamber-floor/1341557420366/?upi_ss=abortion" target="_blank" rel="noopener noreferrer">last week</a>.</p>

<p>Critics of the bill argued that it&#8217;s unnecessary and politically-motivated, since late-term abortions in Alabama are already illegal.</p>
<p>&#8220;The situation still exists to where it could still happen,&#8221; Rep. Ginny Shaver, the bill&#8217;s author, replied.</p>
<p>Gov. Kay Ivey signed the &#8220;heartbeat&#8221; law <a href="https://www.upi.com/Top_News/US/2019/05/15/Alabama-governor-signs-near-total-abortion-ban-into-law/6411557960504/" target="_blank" rel="noopener noreferrer">May 15</a>, which bans nearly all abortions and imposes a penalty of up to 99 years in prison for doctors who perform abortions when a fetal heartbeat is detectable.</p>

<p>Shaver said she was inspired to write the bill after hearing stories about failed abortions, but Democratic Rep. Merika Coleman said that&#8217;s hearsay with no supporting testimony or statistics on the rate of late-term abortions in Alabama.</p>
<p>&#8220;I think it&#8217;s irresponsible for us as a legislature to pass laws when we don&#8217;t have the data that actually backs it up,&#8221; Coleman said.</p>
<p>The Alabama bills are part of a growing national movement by conservatives to outlaw abortion &#8212; which aims to get the issue before the U.S. <a class="tpstyle" title="Supreme Court" href="https://www.upi.com/topic/supreme-court/?tps=1">Supreme Court</a> for a possible dismissal of <i>Roe vs. Wade</i>, the landmark 1973 ruling that legalized the procedure nationwide. Thousands of demonstrators <a href="https://www.upi.com/Top_News/US/2019/05/21/Rallies-in-all-50-states-aim-to-halt-anti-abortion-movement-in-US/6251558438858/?upi_ss=abortion" target="_blank" rel="noopener noreferrer">on Tuesday </a>staged rallies in all 50 states and Washington, D.C., in support of abortion rights.</p>

										<content:encoded><![CDATA[<p class="speakable">At least 23 people were confirmed dead, and &#8220;many, many&#8221; injured when an apparent large tornado destroyed several homes in a southeast Alabama community Sunday, according to officials.</p>
<p class="speakable">Lee County Sheriff Jay Jones told The Associated Press late Sunday evening that children are among the dead. He says it&#8217;s possible the death toll could continue to rise, but authorities are pausing search efforts overnight because conditions are too dangerous in the dark due to massive amounts of debris.</p>
<p>An 8-year-old girl in Beauregard &#8212; an area of apparently greatest destruction &#8212; is among the dead, the news outlet reported.</p>

<p>The deaths and injuries occurred in the community of Beauregard in Lee County, an area in the eastern part of the state near the Georgia line, Rita Smith with the Lee County Emergency Management Agency told The Associated Press.</p>
<p>Jones said the apparent twister traveled straight down a key local artery in Beauregard and that the path of damage and destruction appeared at least a half mile wide. He said single-family homes and mobile homes were destroyed. He had told reporters earlier that several people were taken to hospitals, some with &#8220;very serious injuries.&#8221;</p>
<p>“I cannot recall, at least in the last 50 years, and longer than that, a situation where we have had this type, this loss of life that we experienced today,” Jones told CBS affiliate <a href="https://www.wrbl.com/news/local-news/breaking-at-least-10-people-dead-in-lee-county-following-tornado/1824442170" target="_blank" rel="noopener noreferrer">WRBL-TV</a>.</p>
<p>Alabama Emergency Management Agency spokesman Gregory Robinson said no deaths have been reported in the state beyond Lee County.</p>

<p>“We’ve got about 150 first responders out there,” Smith told AP by phone earlier. “They are doing a phenomenal job. Sadly, we know that we have two known confirmed fatalities and many, many injuries.”</p>
<p>She said multiple homes have been destroyed or damaged in Beauregard, a community about 60 miles east of Montgomery, the state capital.</p>

<p>Numerous tornado warnings were posted across parts of Alabama, Georgia, Florida and South Carolina on Sunday afternoon as the powerful storm system raced across the region.</p>
<p>Weather officials said they confirmed other tornadoes around the region by radar alone and would send teams out early Monday to assess the situation involving those and others.</p>
<p>The threat of severe weather was expected to continue into the late-night hours. A tornado watch was in effect for much of eastern Georgia, including Athens, Augusta and Savannah. The tornado watch also covered a large area of South Carolina, including the cities of Charleston and Columbia.</p>

										<content:encoded><![CDATA[<p>Severe winds, including at least one tornado, damaged buildings in northern and eastern Alabama on Monday ahead of powerful spring storms that were expected to cause significant damage Tuesday across a large part of the Southeast, authorities and forecasters said.</p>
<p>Officials at Jacksonville State University in Calhoun County, about 60 miles northeast of Birmingham, reported major damage to the roofs of the school&#8217;s basketball arena and two of its freshman dormitories, Patterson and Logan halls.</p>
<p>No injuries were immediately confirmed at the college, which is on spring break. University police were going door to door to check on any students who may have been on campus, the school said late Monday.</p>

<p>The National Weather Service confirmed that a large tornado hit the area at about 8:40 p.m. (9:40 p.m. ET). <a href="https://www.facebook.com/permalink.php?story_fbid=1896575860353209&amp;id=119802044697275">Jacksonville fire officials said</a> that numerous homes had sustained significant damage and that fire crews were working to clear roads to get to anyone who may have been trapped in the wreckage.</p>
<p><a href="https://twitter.com/SheriffMWade">Calhoun County Sheriff Matthew Wade said</a> West Point Baptist Church was destroyed. The county Board of Education said all schools would be closed on Tuesday.</p>
<p>A possible tornado was also reported Monday afternoon in Franklin County, in the northern part of the state. The state Emergency Management Agency said Monday night that almost all city buses and many police vehicles were extensively damaged in the town of Cullman, near Huntsville, where more than 1,000 customers were without power.</p>
<p>The fire department and a Waffle House restaurant were damaged in Russellville, <a href="http://www.waff.com/story/37760730/storm-damage-in-russellville">NBC affiliate WAFF</a> of Huntsville reported, while homes, trees and power lines were damaged in Ardmore in nearby Limestone County.</p>

<p>On the front end of the system, heavy rain, wind and thunderstorms caused flooding in parts of metropolitan Atlanta, <a href="http://www.11alive.com/article/news/updates-severe-thunderstorm-warnings-issued-for-metro-atlanta-counties/85-529952859">NBC affiliate WXIA</a> reported. Tornado watches and severe thunderstorm warnings were in effect near midnight in several counties in the northern and central parts of the state, where utilities reported that more than 50,000 customers were without power at 1 a.m. ET.</p>
<p>The National Weather Service said the storms were caused by warm, humid air and low pressure across the lower Mississippi valley on Monday. A cold front tracking in the system&#8217;s wake was expected to spread heavy rain and winds, with some damaging tornadoes likely, across the Southeast on Tuesday, it said.</p>
<p>&#8220;This is an ongoing threat,&#8221; said Heather Tesch, a meteorologist for <a href="http://www.weather.com/">The Weather Channel,</a> who said the brunt of the system would likely be centered on northern and central Florida and the coasts of Georgia, South Carolina and North Carolina.</p>
