										<content:encoded><![CDATA[<p>The Justice Department on Thursday moved to drop its case against former National Security Adviser Michael Flynn, in a stunning development that comes after internal memos were released raising serious questions about the nature of the investigation that led to <a href="https://www.foxnews.com/politics/michael-flynn-prosecution-a-timeline-of-trumps-ex-national-security-advisers-case" target="_blank" rel="noopener noreferrer">Flynn’s</a> late 2017 guilty plea of lying to the FBI.</p>
<p class="speakable">The announcement came in a court filing, with the department saying it is dropping the case &#8220;after a considered review of all the facts and circumstances of this case, including newly discovered and disclosed information.&#8221; The DOJ said it had concluded that Flynn&#8217;s interview by the FBI was &#8220;untethered to, and unjustified by, the FBI&#8217;s counterintelligence investigation into Mr. Flynn&#8221; and that the interview was &#8220;conducted without any legitimate investigative basis.&#8221;</p>
<p><strong><a href="https://www.foxnews.com/politics/read-dojs-motion-to-dismiss-charges-against-michael-flynn" target="_blank" rel="noopener noreferrer">READ: DOJ MOTION TO DISMISS FLYNN CASE</a></strong></p>
<p>The federal judge overseeing the case would have to make the final determination to dismiss the case.</p>
<p>The retired Army lieutenant general for months has been trying to <a href="https://www.foxnews.com/politics/michael-flynn-prosecution-a-timeline-of-trumps-ex-national-security-advisers-case" target="_blank" rel="noopener noreferrer">withdraw</a> his plea, aided by a new attorney who has aggressively challenged the prosecution’s case and conduct. But the case has been plodding through the court system with no resolution ever since his original plea, even amid <a href="https://www.foxnews.com/politics/flynn-bombshell-stirs-speculation-over-possible-dismissal-pardon" target="_blank" rel="noopener noreferrer">speculation</a> about whether President Trump himself could extend a pardon.</p>
<p><a href="https://www.foxnews.com/politics/mueller-prosecutor-removed-from-flynn-case-after-questions-surface-concerning-his-compliance-with-court-order" target="_blank" rel="noopener noreferrer"><strong>MUELLER PROSECUTOR WITHDRAWS FROM FLYNN CASE AFTER QUESTIONS SURFACE CONCERNING HIS COMPLIANCE WITH COURT ORDER</strong></a></p>
<p>The DOJ decision would appear to put an end to that process.</p>
<p>Earlier Thursday, the top prosecutor on the case, Brandon Van Grack, abruptly withdrew from the case, without explanation, in a brief filing with the court.</p>

<p>Breadcrumbs were being dropped in the days preceding the decision that his case could be reconsidered. Documents unsealed a week ago by the Justice Department revealed agents discussed their motivations for interviewing him in the Russia probe—questioning whether they wanted to“get him to lie” so he&#8217;d be fired or prosecuted, or get him to admit wrongdoing. Flynn allies howled over the revelations, arguing that he was essentially set up in a perjury trap. In that interview, Flynn did not admit wrongdoing and instead was accused of lying about his contacts with the then-Russian ambassador – to which he pleaded guilty.</p>
<p>The latest DOJ filing stated noted Flynn&#8217;s false statement plea pertains to a crime that requires a statement &#8220;to be not simply false, but &#8216;materially&#8217; false with respect to a matter under investigation.&#8221; The filing said the government &#8220;is not persuaded that the January 24, 2017 interview was conducted with a legitimate investigative basis and therefore does not believe Mr. Flynn&#8217;s statements were material even if untrue.&#8221;</p>
<p>The U.S. attorney reviewing the Flynn case, Jeff Jensen, recommended dropping the case to Attorney General William Barr last week and formalized the recommendation in a document this week.</p>
<p>&#8220;Through the course of my review of General Flynn&#8217;s case, I concluded the proper and just course was to dismiss the case,&#8221; Jensen said in a statement. &#8220;I briefed Attorney General Barr on my findings, advised him on these conclusions, and he agreed.&#8221;</p>
<p>Meanwhile, on Wednesday, the DOJ released a mostly unredacted version of former acting Attorney General Rod Rosenstein’s August 2017 “scope memo,” outlining the authority then-Special Counsel Robert Mueller had for his investigation. That document revealed for the first time that Mueller’s authority went significantly beyond what was previously known.</p>
<p>Rosenstein’s memo was known to have authorized Mueller to probe “any links and/or coordination between the Russian government and individuals associated with the campaign of President Donald Trump,” and “any matters that arose or may arise directly from the investigation,” and “any other matters within the scope of [obstruction of justice laws].”</p>
<p>But the new document made clear that Rosenstein authorized a deep-dive criminal probe into the Trump campaign that extended well beyond Russian interference efforts.</p>
<p>The memo revealed that Mueller was, among other things, looking into whether Flynn “committed a crime or crimes by engaging in conversations with Russian government officials during the period of the Trump transition.”</p>
<p>That was an apparent reference to the Logan Act, which is an obscure statute that has never been successfully used in a criminal prosecution and was intended to prevent individuals from falsely claiming to represent the United States government abroad.</p>
<p><strong><a href="https://www.foxnews.com/politics/michael-flynn-prosecution-a-timeline-of-trumps-ex-national-security-advisers-case" target="_blank" rel="noopener noreferrer">MICHAEL FLYNN PROSECUTION: A TIMELINE OF TRUMP&#8217;S EX-NATIONAL SECURITY ADVISER&#8217;S CASE</a></strong></p>
<p>Meanwhile, the handwritten notes showing agents discussing his interview &#8212; which were penned by the FBI’s former head of counterintelligence Bill Priestap after a meeting with then-FBI Director James Comey and then-FBI Deputy Director Andrew McCabe &#8212; caused even bigger reverberations for the case.</p>
<p>The notes, released last week, showed agents considered various options in the run-up to the fateful January 2017 interview, including getting Flynn “to admit to breaking the Logan Act” when he spoke to former Russian Ambassador Sergey Kislyak during the presidential transition period.</p>
<p>&#8220;What is our goal?&#8221; one of the <a href="https://twitter.com/Techno_Fog/status/1255627278249349122">notes</a> read. &#8220;Truth/Admission or to get him to lie, so we can prosecute him or get him fired?”</p>
<p>&#8220;If we get him to admit to breaking the Logan Act, give facts to DOJ + have them decide,&#8221; another <a href="https://twitter.com/Techno_Fog/status/1255628331137019904/photo/1">note</a> read. The memo appears to weigh the pros and cons of pursuing those different paths, while cautioning: &#8220;If we’re seen as playing games, WH [White House] will be furious.”</p>
<p>Aside from swiftly being ensnared in Mueller’s investigation in the fallout from that interview, Flynn was fired from his prominent post as national security adviser in February 2017. The resignation came as he was accused of misleading Vice President Pence and other senior White House officials about his communications with Kislyak.</p>
<p>Flynn’s communications with Kislyak in December 2016 had been picked up in wiretapped discussions, unbeknownst to him. The FBI agents in January 2017 questioned him on the communications and later used his answers to form the basis for the false statement charge and his guilty plea.</p>
<p>Flynn&#8217;s supporters have insisted he is innocent but was pressured to plead guilty when his son was threatened with prosecution and he exhausted his financial resources. The release of the handwritten FBI notes fueled accusations from Flynn&#8217;s defenders that agents did not conduct themselves properly in the case.</p>
<p><a href="https://www.foxnews.com/politics/now-imperiled-case-against-flynn-cost-him-millions-of-dollars-his-house-his-job" target="_blank" rel="noopener noreferrer"><strong>NOW-IMPERILED CASE AGAINST FLYNN COST HIM MILLIONS OF DOLLARS, HIS HOUSE, JOB</strong></a></p>
<p>Meanwhile, the Rosenstein scope memo further authorized a Foreign Agents Registration Act (FARA) review into Flynn&#8217;s dealings with Turkey. Prosecutors have <a href="https://www.nbcnews.com/politics/national-security/mueller-gives-new-details-flynn-s-secretive-work-turkey-n943926">suggested</a> Flynn&#8217;s guilty plea on one count of false statements to the FBI is what allowed him to escape liability for a possible FARA charge &#8212; in other words, the FARA case may have provided leverage.</p>
<p>FARA prosecutions have picked up dramatically in recent years, and prosecutor Van Grack, who led the DOJ’s case against Flynn, was appointed to head up the new FARA unit at the Justice Department in 2019.</p>
<p>Van Grack has been <a href="https://www.foxnews.com/politics/flynn-evidence-calls-into-question-statements-by-former-special-counsel-brandon-van-grack">under scrutiny</a> for claiming to a federal court that he had turned over all relevant exculpatory informing involving Flynn &#8212; even though a slew of “exculpatory” documents <a href="https://www.foxnews.com/politics/flynn-evidence-calls-into-question-statements-by-former-special-counsel-brandon-van-grack">surfaced</a> last week.</p>
<p>The case has come at an enormous cost for the retired three-star Army lieutenant general and his family, as he racked up millions of dollars in legal bills, was forced to sell his house, lost his job, and saw his reputation sullied.</p>
<p>Attorney Sidney Powell told Fox News last week that Flynn paid his first law firm, Covington &amp; Burling, approximately $3.5 million. It is unclear the total amount of Flynn’s legal bills, but reports suggested last year that he had more than $4.6 million in unpaid legal bills at that time.</p>
<p>Flynn earlier this year moved to withdraw his guilty plea for making false statements to the FBI regarding his communications with Kislyak. His legal team, at the time, said that the move was “because of the government’s bad faith, vindictiveness and breach of the plea agreement.”</p>
<p>In December 2017, and on the brink of financial ruin, Flynn was forced to put his home in Old Town Alexandria, Va.—located just outside Washington D.C.—on the market with an asking price of $895,000 to pay his mounting legal bills.</p>
<p>According to <a href="https://www.zillow.com/homedetails/411-N-Pitt-St-Alexandria-VA-22314/192157219_zpid/">Zillow, </a>the townhouse sold for $819,995 in September 2018. Powell confirmed the sale of the house to Fox News.</p>

<p>&#8220;I know that&#8217;s an incendiary word.&#8221;</p>
<p>Rivera, Fox News&#8217; correspondent-at-large, added Comey&#8217;s intended goal appeared to be the invocation of the <a href="https://www.foxnews.com/opinion/trump-and-the-25th-amendment-constitution-or-coup" target="_blank" rel="noopener noreferrer">25th Amendment</a>.</p>
<p>&#8220;He attempted to cripple the president-elect and the president of the United States, and ultimately his goal was to replace the president via the 25th Amendment &#8212; this is the biggest stuff &#8212; when you talk about history books that&#8217;s what this was really all about,&#8221; he said.</p>
<p>&#8220;This was the swamp responding to an elected official who is obviously untraditional &#8212; and going after him in a way that they wanted to&#8230; get him out of office and be replaced by <a href="https://www.foxnews.com/category/person/mike-pence" target="_blank" rel="noopener noreferrer">Vice President Pence</a> or whomsoever.&#8221;</p>
<p><a href="http://www.foxnews.com/opinion/trump-and-the-25th-amendment-constitution-or-coup" target="_blank" rel="noopener noreferrer">The 25th Amendment</a>, adopted in the wake of President John F. Kennedy&#8217;s assassination, determines the transfer of presidential duties when a commander-in-chief is deemed incapacitated.</p>

A vote of two-thirds of both houses would then devolve the duties to the vice president.</p>

<p>The House Permanent Select Committee on Intelligence has expanded its 2016 election investigation from a starting point of Russian interference to an end-game that focuses on federal law enforcement and how it conducted a drive to snare President <a href="https://www.washingtontimes.com/topics/donald-trump/">Trump</a> and his people.</p>
<p>Committee Chairman <a href="https://www.washingtontimes.com/topics/devin-nunes/">Devin Nunes</a>, California Republican, is accusing the <a href="https://www.washingtontimes.com/topics/department-of-justice/">Justice Department</a> and the <a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a> of misleading him in “a pattern of behavior that can no longer be tolerated.” He charges that Justice claimed it possesses no documents related to the infamous <a href="https://www.washingtontimes.com/topics/donald-trump/">Trump</a> dossier, then, under pressure, produced “numerous” such papers.</p>
<p>Republicans in the first half of 2018 are likely to wind down the starting-point inquiry into Russian hacking of Democrats and whether <a href="https://www.washingtontimes.com/topics/donald-trump/">Trump</a> aides helped.</p>
<p>Rep. Adam Schiff of California, the committee’s top Democrat, already is protesting the likely move. He is pushing an extended list of witnesses he wants summoned by Republicans, who suspect Mr. Schiff would like to see the probe stay active into November’s midterm elections and beyond.</p>
<p>Democrats, including Mr. Schiff, have conceded in recent weeks that their hope of finding an extensive <a href="https://www.washingtontimes.com/topics/russia/">Russia</a>&#8211;<a href="https://www.washingtontimes.com/topics/donald-trump/">Trump</a>conspiracy to jointly attack former Secretary of State <a href="https://www.washingtontimes.com/topics/hillary-clinton/">Hillary Clinton</a> has fallen short at this point.</p>
<p>What could outlive the initial <a href="https://www.washingtontimes.com/topics/russia/">Russia</a> probe are missions undertaken by <a href="https://www.washingtontimes.com/topics/devin-nunes/">Mr. Nunes</a>. He has put in place what amounts to a separate investigation of the <a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a> and the <a href="https://www.washingtontimes.com/topics/department-of-justice/">Justice Department</a> hierarchy.</p>
<p>There are three main components:</p>
<p>• Fusion GPS. The Democrat-friendly opposition research firm and <a href="https://www.washingtontimes.com/topics/devin-nunes/">Mr. Nunes</a> have squared off in U.S. District Court over access to Fusion’s financial transactions. Fusion funded the infamous <a href="https://www.washingtontimes.com/topics/donald-trump/">Trump</a>&#8211;<a href="https://www.washingtontimes.com/topics/russia/">Russia</a> dossier with money from <a href="https://www.washingtontimes.com/topics/hillary-clinton/">Mrs. Clinton</a>’s campaign and the Democratic National Committee.</p>
<p>• The <a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a> and the dossier. Republicans want to know how the document’s unconfirmed felony accusations fueled the bureau’s counterintelligence investigation since July 2016.</p>
<p>• Investigative bias. The committee is demanding appearances from Justice officials who seemed out to get <a href="https://www.washingtontimes.com/topics/donald-trump/">Mr. Trump</a>and/or had ties to the dossier’s distribution.</p>
<p>On Fusion, <a href="https://www.washingtontimes.com/topics/devin-nunes/">Mr. Nunes</a> has used his subpoena power to seek records of Fusion’s financial transactions between law firms, journalists and media companies.</p>
<p>Fusion, founded by former Wall Street Journal reporters, notably Glenn Simpson, argues its records are protected by First Amendment rights.</p>
<p>The Washington Examiner reported that a key subpoenaed witness is David Kramer, an associate of Senate Armed Services Chairman John McCain, Arizona Republican. Mr. Kramer is one of the few people known to have possessed a hard copy of the dossier.</p>
<p>At the behest of Mr. McCain, Mr. Kramer represented the senator at a Nov. 28, 2016, meeting with Christopher Steele in Surrey, England. A British ex-spy, Mr. Steele compiled the 35 pages of memos making up the dossier based on his paid Kremlin sources, some close to Russian President Vladimir Putin.</p>
<p>Mr. Kramer then obtained a copy of the dossier from Fusion GPS. Mr. McCain hand-delivered a copy to then-<a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a>director James B. Comey in December 2016.</p>
<p>Mr. Kramer may be able to disclose the identities of Mr. Steele’s Moscow sources.</p>
<p>Mr. Kramer has been deposed by attorneys for Russian entrepreneur Aleksej Gubarev, who is suing the news website BuzzFeed and Mr. Steele for libel over dossier allegations.</p>
<p>A Gubarev attorney told The Washington Times that they now know who gave the dossier to BuzzFeed but cannot publicly identify the person because of a court gag order.</p>
<p>The Daily Caller asked Mr. McCain in October if he supplied the dossier to BuzzFeed.</p>
<p>“I gave it to no one except for the director of the <a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a>. I don’t know why you’re digging this up now,” Mr. McCain replied.</p>
<p>The bias element</p>
<p>According to an interview in Mother Jones magazine, Mr. Steele said he supplied his memos — the ones accusing <a href="https://www.washingtontimes.com/topics/donald-trump/">Mr. Trump</a> of a <a href="https://www.washingtontimes.com/topics/russia/">Russia</a> conspiracy — to the <a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a> in “early July” 2016. Mr. Comey has testified he began the counterintelligence investigation in “late July.”</p>
<p>The early memos (they eventually spanned from June to December) accuse the Trump team of a far-reaching conspiracy with the Kremlin to damage <a href="https://www.washingtontimes.com/topics/hillary-clinton/">Mrs. Clinton</a>.</p>
<p>Mr. Steele said the <a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a> asked for more of his memos in early August.</p>
<p>BuzzFeed at some point also obtained a copy and posted it in full on Jan. 10, 2017.</p>
<p>Concerning the <a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a>, <a href="https://www.washingtontimes.com/topics/devin-nunes/">Mr. Nunes</a> wants more information on how the bureau used the document to investigate <a href="https://www.washingtontimes.com/topics/donald-trump/">Trump</a>people. He has been in a behind-the-scenes battle to gain access to <a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a> documents, only to be rebuffed.</p>
<p>House Speaker Paul D. Ryan, Wisconsin Republican, intervened by openly urging the <a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a> to cooperate. It then showed <a href="https://www.washingtontimes.com/topics/devin-nunes/">Mr. Nunes</a>‘ staff a limited amount of information.</p>
<p>An impatient <a href="https://www.washingtontimes.com/topics/devin-nunes/">Mr. Nunes</a> on Dec. 28 came close to accusing Justice and the bureau of a cover-up.</p>
<p>In a letter to Deputy Attorney General Rod Rosenstein, <a href="https://www.washingtontimes.com/topics/devin-nunes/">Mr. Nunes</a> said the <a href="https://www.washingtontimes.com/topics/department-of-justice/">Department of Justice</a> at first said dossier-related <a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a> interview summaries, known as 302s, “did not exist.”</p>
<p>Weeks later, under an Aug. 24 subpoena, <a href="https://www.washingtontimes.com/topics/department-of-justice/">DOJ</a> suddenly located “numerous FD-302s pertaining to the Steele dossier, thereby rendering the initial response disingenuous at best,” the House intel committee chief wrote.</p>
<p>Based on the stonewalling, <a href="https://www.washingtontimes.com/topics/devin-nunes/">Mr. Nunes</a> said the committee no longer can accept Justice’s position that it cannot turn over other official investigative forms, called 1032s. They document meetings between the <a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a> and confidential human sources.</p>
<p>“As a result of the numerous delays and discrepancies that have hampered the process of subpoena compliance, the committee no longer credits the representations made by <a href="https://www.washingtontimes.com/topics/department-of-justice/">DOJ</a> and/or the <a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a> regarding these matters,” <a href="https://www.washingtontimes.com/topics/devin-nunes/">Mr. Nunes</a>wrote.</p>
<p>He gave the <a href="https://www.washingtontimes.com/topics/department-of-justice/">Justice Department</a> until Wednesday to comply.</p>
<p>“Unfortunately, <a href="https://www.washingtontimes.com/topics/department-of-justice/">DOJ</a>/<a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a>’s intransigence with respect to the August 24 subpoenas is part of a broader pattern of behavior that can no longer be tolerated,” <a href="https://www.washingtontimes.com/topics/devin-nunes/">Mr. Nunes</a> wrote. “At this point, it seems the <a href="https://www.washingtontimes.com/topics/department-of-justice/">DOJ</a> and <a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a> need to be investigating themselves.”</p>
<p>A third area of committee inquiry is anti-<a href="https://www.washingtontimes.com/topics/donald-trump/">Trump</a> bias by investigators.</p>
<p>In December, the committee heard closed-door testimony from Deputy <a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a> Director Andrew McCabe. He was asked what the bureau confirmed among the dossier’s core collusion charges. He said just one: a trip to Moscow by <a href="https://www.washingtontimes.com/topics/donald-trump/">Trump</a>campaign volunteer Carter Page to deliver a public speech to a university.</p>
<p>Mr. McCabe headed the Clinton email investigation after his wife received nearly $700,000 in campaign donations from the Democratic Party and a PAC controlled by a close <a href="https://www.washingtontimes.com/topics/hillary-clinton/">Clinton</a> ally, Virginia Gov. Terry McAuliffe. Jill McCabe lost her state Senate race in 2015.</p>
<p><a href="https://www.washingtontimes.com/topics/department-of-justice/">Justice Department</a> Inspector General Michael E. Horowitz is investigating whether Mr. McCabe should have recused himself from the probe, which did not recommend criminal charges against <a href="https://www.washingtontimes.com/topics/hillary-clinton/">Mrs. Clinton</a>.</p>
<p><a href="https://www.washingtontimes.com/topics/devin-nunes/">Mr. Nunes</a> also wants testimony from <a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a> agent Peter Strzok. He headed the Trump inquiry until special counsel Robert Mueller fired him in July over his biased text messages to his <a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a> lover, Lisa Page. On his <a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a>-issued phone, Mr. Strzok texted about an unspecified “insurance policy” to keep <a href="https://www.washingtontimes.com/topics/donald-trump/">Mr. Trump</a> from winning the election. <a href="https://www.washingtontimes.com/topics/devin-nunes/">Mr. Nunes</a> also demands that Ms. Page to be made available for interviews.</p>
<p>Also on the witness list in 2018 is senior <a href="https://www.washingtontimes.com/topics/department-of-justice/">Justice Department</a> lawyer Bruce Ohr. He met with Mr. Steele during the election and with Fusion GPS afterwards. His wife worked as a <a href="https://www.washingtontimes.com/topics/russia/">Russia</a> expert at Fusion, where she may have participated in the company’s anti-<a href="https://www.washingtontimes.com/topics/donald-trump/">Trump</a> campaign behind the scenes.</p>

<p>Mr. Kramer then obtained a copy of the dossier from Fusion GPS. Mr. McCain hand-delivered a copy to then-<a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a>director James B. Comey in December 2016.</p>
<p>Mr. Kramer may be able to disclose the identities of Mr. Steele’s Moscow sources.</p>
<p>Mr. Kramer has been deposed by attorneys for Russian entrepreneur Aleksej Gubarev, who is suing the news website BuzzFeed and Mr. Steele for libel over dossier allegations.</p>
<p>A Gubarev attorney told The Washington Times that they now know who gave the dossier to BuzzFeed but cannot publicly identify the person because of a court gag order.</p>
<p>The Daily Caller asked Mr. McCain in October if he supplied the dossier to BuzzFeed.</p>
<p>“I gave it to no one except for the director of the <a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a>. I don’t know why you’re digging this up now,” Mr. McCain replied.</p>
<p>The bias element</p>
<p>According to an interview in Mother Jones magazine, Mr. Steele said he supplied his memos — the ones accusing <a href="https://www.washingtontimes.com/topics/donald-trump/">Mr. Trump</a> of a <a href="https://www.washingtontimes.com/topics/russia/">Russia</a> conspiracy — to the <a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a> in “early July” 2016. Mr. Comey has testified he began the counterintelligence investigation in “late July.”</p>
<p>The early memos (they eventually spanned from June to December) accuse the Trump team of a far-reaching conspiracy with the Kremlin to damage <a href="https://www.washingtontimes.com/topics/hillary-clinton/">Mrs. Clinton</a>.</p>
<p>Mr. Steele said the <a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a> asked for more of his memos in early August.</p>
<p>BuzzFeed at some point also obtained a copy and posted it in full on Jan. 10, 2017.</p>
<p>Concerning the <a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a>, <a href="https://www.washingtontimes.com/topics/devin-nunes/">Mr. Nunes</a> wants more information on how the bureau used the document to investigate <a href="https://www.washingtontimes.com/topics/donald-trump/">Trump</a>people. He has been in a behind-the-scenes battle to gain access to <a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a> documents, only to be rebuffed.</p>
<p>House Speaker Paul D. Ryan, Wisconsin Republican, intervened by openly urging the <a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a> to cooperate. It then showed <a href="https://www.washingtontimes.com/topics/devin-nunes/">Mr. Nunes</a>‘ staff a limited amount of information.</p>
<p>An impatient <a href="https://www.washingtontimes.com/topics/devin-nunes/">Mr. Nunes</a> on Dec. 28 came close to accusing Justice and the bureau of a cover-up.</p>
<p>In a letter to Deputy Attorney General Rod Rosenstein, <a href="https://www.washingtontimes.com/topics/devin-nunes/">Mr. Nunes</a> said the <a href="https://www.washingtontimes.com/topics/department-of-justice/">Department of Justice</a> at first said dossier-related <a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a> interview summaries, known as 302s, “did not exist.”</p>
<p>Weeks later, under an Aug. 24 subpoena, <a href="https://www.washingtontimes.com/topics/department-of-justice/">DOJ</a> suddenly located “numerous FD-302s pertaining to the Steele dossier, thereby rendering the initial response disingenuous at best,” the House intel committee chief wrote.</p>
<p>Based on the stonewalling, <a href="https://www.washingtontimes.com/topics/devin-nunes/">Mr. Nunes</a> said the committee no longer can accept Justice’s position that it cannot turn over other official investigative forms, called 1032s. They document meetings between the <a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a> and confidential human sources.</p>
<p>“As a result of the numerous delays and discrepancies that have hampered the process of subpoena compliance, the committee no longer credits the representations made by <a href="https://www.washingtontimes.com/topics/department-of-justice/">DOJ</a> and/or the <a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a> regarding these matters,” <a href="https://www.washingtontimes.com/topics/devin-nunes/">Mr. Nunes</a>wrote.</p>
<p>He gave the <a href="https://www.washingtontimes.com/topics/department-of-justice/">Justice Department</a> until Wednesday to comply.</p>
<p>“Unfortunately, <a href="https://www.washingtontimes.com/topics/department-of-justice/">DOJ</a>/<a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a>’s intransigence with respect to the August 24 subpoenas is part of a broader pattern of behavior that can no longer be tolerated,” <a href="https://www.washingtontimes.com/topics/devin-nunes/">Mr. Nunes</a> wrote. “At this point, it seems the <a href="https://www.washingtontimes.com/topics/department-of-justice/">DOJ</a> and <a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a> need to be investigating themselves.”</p>
<p>A third area of committee inquiry is anti-<a href="https://www.washingtontimes.com/topics/donald-trump/">Trump</a> bias by investigators.</p>
<p>In December, the committee heard closed-door testimony from Deputy <a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a> Director Andrew McCabe. He was asked what the bureau confirmed among the dossier’s core collusion charges. He said just one: a trip to Moscow by <a href="https://www.washingtontimes.com/topics/donald-trump/">Trump</a>campaign volunteer Carter Page to deliver a public speech to a university.</p>
<p>Mr. McCabe headed the Clinton email investigation after his wife received nearly $700,000 in campaign donations from the Democratic Party and a PAC controlled by a close <a href="https://www.washingtontimes.com/topics/hillary-clinton/">Clinton</a> ally, Virginia Gov. Terry McAuliffe. Jill McCabe lost her state Senate race in 2015.</p>
<p><a href="https://www.washingtontimes.com/topics/department-of-justice/">Justice Department</a> Inspector General Michael E. Horowitz is investigating whether Mr. McCabe should have recused himself from the probe, which did not recommend criminal charges against <a href="https://www.washingtontimes.com/topics/hillary-clinton/">Mrs. Clinton</a>.</p>
<p><a href="https://www.washingtontimes.com/topics/devin-nunes/">Mr. Nunes</a> also wants testimony from <a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a> agent Peter Strzok. He headed the Trump inquiry until special counsel Robert Mueller fired him in July over his biased text messages to his <a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a> lover, Lisa Page. On his <a href="https://www.washingtontimes.com/topics/federal-bureau-of-investigation/">FBI</a>-issued phone, Mr. Strzok texted about an unspecified “insurance policy” to keep <a href="https://www.washingtontimes.com/topics/donald-trump/">Mr. Trump</a> from winning the election. <a href="https://www.washingtontimes.com/topics/devin-nunes/">Mr. Nunes</a> also demands that Ms. Page to be made available for interviews.</p>
<p>Also on the witness list in 2018 is senior <a href="https://www.washingtontimes.com/topics/department-of-justice/">Justice Department</a> lawyer Bruce Ohr. He met with Mr. Steele during the election and with Fusion GPS afterwards. His wife worked as a <a href="https://www.washingtontimes.com/topics/russia/">Russia</a> expert at Fusion, where she may have participated in the company’s anti-<a href="https://www.washingtontimes.com/topics/donald-trump/">Trump</a> campaign behind the scenes.</p>

										<content:encoded><![CDATA[<p>Gillian Turner expressed alarm Thursday over text messages between FBI agents about an &#8220;insurance policy,&#8221; which reportedly referred to an investigation of then-presidential candidate Donald Trump</p>
<p>Turner, a Fox News correspondent and former White House National Security Council member in the previous two administrations, explained that she has consistently pushed back on the narrative of a &#8220;deep state&#8221; plot against Trump.</p>
<p>But speaking on &#8220;Outnumbered,&#8221; Turner called out the troubling nature of the messages between FBI officials Peter Strzok and Lisa Page, who were romantically involved.</p>
<p>In an Aug. 15, 2016, text message, Strzok wrote: “I want to believe the path you threw out for consideration in Andy’s office &#8212; that there’s no way he gets elected &#8212; but I’m afraid we can’t take that risk. It’s like an insurance policy in the unlikely event you die before you’re 40.&#8221;</p>
<p>Though it has not been confirmed, &#8220;Andy&#8221; is a suspected reference to FBI deputy Andrew McCabe.</p>
<p>&#8220;This series of events has left me feeling very skeptical and very alarmed, to be honest,&#8221; said Turner, noting that FBI agents can have political views but they must be kept &#8220;completely&#8221; separate from the workplace and from their colleagues.</p>
<p>&#8220;This is really alarming to me.&#8221;</p>
<p>Strzok worked on the Hillary Clinton email investigation and was removed from Robert Mueller&#8217;s team over the summer when the messages surfaced.</p>
<p>Katie Pavlich said that a subsequent report from the Wall Street Journal stated that the text messages referred to an investigation into the Trump campaign&#8217;s alleged ties to Russia.</p>
<p>She said questions remain about the connections between the Justice Department and Fusion GPS, which was paid by the Clinton campaign to produce a dossier on alleged Trump-Russia ties.</p>
<p>In an interview on Fox News, White House Press Secretary Sarah Sanders maintained that President Trump will not fire Special Counsel Robert Mueller.</p>
