A 31-year-old Illinois man has been charged with two counts of murder after opening fire 21 times on a young couple exiting an event at the Capital Jewish Museum in Washington, D.C., late Wednesday, according to a criminal complaint, shooting the victims in the back and then firing again at the woman as she tried to crawl away.

The shooting has sparked outrage and has been condemned as an “unspeakable” act of antisemitism and terror after officials said the suspect, who is in custody, shouted “free, free Palestine” following the shooting.

Yaron Lischinsky, 30, and Sarah Lynn Milgrim, 26, were identified by Israeli Foreign Minister Gideon Sa’ar as the victims during a press conference on Thursday morning. According to the criminal complaint, both victims suffered from gunshot wounds, with police finding 21 expended 9 mm cartridge casings at the scene.

Germany inaugurated its first military rabbi in a century on Monday in a ceremony at a Leipzig synagogue attended by the country’s defense minister and the Israeli ambassador.

Rabbi Zsolt Balla was appointed to the role earlier this month, becoming the first Jewish chaplain to the German armed forces since the First World War.

Nearly 100,000 Jews fought for Germany in the conflict between 1914 and 1918.

The subsequent rise of Nazi Germany and its antisemitic policies forced one-time military rabbis including Leo Baeck and Jacob Sonderling to leave the country.

Few of those who remained survived to see the end of the Second World War.

Josef Schuster, the leader of Germany’s Jewish community, told German soldiers that “you probably imagined an old man with a white beard, long temple curls, and a large hat.”

“I can assure you that as a trained industrial engineer he knows of the difficulties when there is a problem in logistics,” Schuster said, adding that as a dad of three children, “he is also used to having to throw all the planning overboard.”

The 42-year-old Hungarian-born Balla remains a community rabbi of Leipzig, as well as the state rabbi of Saxony.

Up to ten military rabbis will be appointed in the coming months, officials said.

Germany’s defense minister Annegret Kramp-Karrenbauer said Monday’s appointment strengthened “something which especially in light of Germany’s history means a lot even though it almost sounds banal: normality.

“A normality which recognizes that Jewish life, Jews belong to Germany and that Judaism belongs to the (German army).”

She added: “We all agree: it is the responsibility of every democrat to fight anti-Semitism. And I will say very clearly: this is a highly personal responsibility for each and every one of us, also for myself.”

The Central Council of Jews in Germany has warned of increased anti-Semitism due to the protests against coronavirus measures.

“For months, conspiracy theories with anti-Semitic tendencies have been deliberately stirred up in the coronavirus debate,” Council President Josef Schuster told German daily newspaper Bild.

“If, for example, the Rothschilds are blamed for the pandemic, then this is a synonym for Jews,” said Shuster.

He added that not everyone who protested in Berlin in August was anti-Semitic or racist, “but they walked among them.”

Two recent protests have drawn tens of thousands from across the country to Berlin. The demonstrations were mainly peaceful, but at one point, hundreds of demonstrators broke through a blockade in an attempt to storm the Reichstag building.

Police also see uptick

The police trade union, the GdP, said it has also seen a rise in radicalization of protesters against coronavirus protective measures.

“Since the first demonstrations, right-wing groups have influenced the corona protest movement,” GdP vice-chairman Jörg Radek told newspapers of the Funke Media Group. “The right-wingers are there and are about to completely take over the movement.”

Some protesters have used signs and flags associated with far-right politics, from the Reichskriegsflagge (Imperial War Flag) to costumes comparing themselves to Holocaust victims.

“Nobody can say they are just a follower now. Anyone who stays with the movement must ask themselves whether they want to join forces with right-wing extremists and combine personal concerns in the coronavirus crisis with the extremists’ anti-democratic goals,” said Radek.

BUENOS AIRES — Anti-Semitic posters blaming Jews for the COVID-19 pandemic appeared over the weekend in the southern Argentine city of Neuquen, nearly 700 miles south of Buenos Aires.

The posters contained phrases such as “The Jews are the virus” and “Argentines Awake to the World Jewish Dictatorship.”

Neuquen has a population of 230,000, some 300 of whom — or 0.13 percent — are Jewish. Argentina has instituted one of the world’s stricter coronavirus lockdowns since March.

“They are criminals, antisocial, who only spread hate in a time when Argentine society is affected by the coronavirus pandemic,” the president of the Jewish organization DAIA’s branch in Neuquen, Carlos Maravankin, told the media. “This does not help our mental health situation and only helps people get sicker.

Ariel Gelblung, the Simon Wiesenthal Center’s director for Latin America, said “They are spreading a message of hate clearly punishable by law. It is not surprising that it happens in the same location where the extreme right obtained 30,000 votes in the preliminary elections of 2019.”

Last summer, Argentine and international Jewish organizations drew attention to a series of anti-Semitic assaults across the country.

As reports about the threat of far-right recruitment among Europe’s law enforcement and military grow, German armed forces, or Bundeswehr, told VOA that they are working to keep far-right extremists away from their units or to remove them once they have been identified.

A spokesperson for the Military Counterintelligence Service (MAD) told VOA the military was expanding its cooperation with German security authorities and international partners to analyze links and connections of suspected right-wing extremists to try to expose them.

“There is no place whatsoever for extremists in any form, but especially right-wing extremists, in the Bundeswehr with its over 250,000 members,” the MAD spokesman, who did not wish to be named, said.

He said the military has taken several approaches to prevent infiltration by far-right extremists, including carrying out 16,000 security checks annually for all its applicants.

“We also take other preventive measures, aiming to encourage an improved reporting culture within the units through advisories, talks and our own publications,” the spokesperson added.

German media Sunday reported that the Bundeswehr had suspended an officer of its elite special forces, or Kommando Spezialkräfte, who had ties to right-wing elements. The Bild am Sonntag newspaper reported the officer and two other soldiers had been covertly investigated for months, which had exposed their neo-Nazi activities.

On Wednesday, outrage erupted on social media after the Bundeswehr posted on its Instagram channel a picture of a Nazi swastika uniform with the word “retro” on the top of it. Following the backlash, the Bundeswehr removed the post and apologized, saying its intention in the post was to show in the photo “a centuries-long influence of uniforms on fashion.”

VOA reached out to the German military officials for a comment on the officer’s suspension, but a Military Counterintelligence Service spokesperson said they were unable to comment on “specific operations.”

Far-right tendencies 

In recent years, some German officials and counter-extremism experts have cautioned against the rise in anti-Semitic and anti-immigration rhetoric among the country’s law enforcement following multiple reports of members showing far-right extremist tendencies.

Fabian Virchow, a professor at the University of Applied Sciences Düsseldorf and the director of the Research Unit on Right-Wing Extremism, told VOA that many far-right groups see police and the military as attractive recruitment grounds to expand their membership and enforce their ideology.

As an example, Virchow said, Alternative for Germany, a right-wing political party founded in 2013, has named a number of police officers as its leading personnel.

“Far-right extremists guess rightly that these two bodies are, on average, more conservative than the rest of the society. This refers mainly to the idea of law and order, which, from the perception of many, has been violated, especially during the crisis of the migration regime in 2015,” he said.

The penetration of far-right extremists and neo-Nazis into Germany’s law enforcement gained attention in April 2017, when German army officer Franco A. was accused of plotting a right-wing terror attack he seemingly hoped would be mistaken for Islamist extremism.

The chief of MAD, Christof Gramm, recently said 20 soldiers at Kommando Spezialkräfte (KSK), the special forces command composed of soldiers selected from the Bundeswehr, are under investigation for suspicious ties to right-wing extremists.

Earlier this year, MAD admitted it had under-reported the numbers of alleged cases, saying it could be as many as 450, news magazine Der Spiegel reported. Of those cases, MAD said 64 were suspected of membership in the Identitarian movement, while another 64 were tied to Reichsbürger.

Originating in France and active in Germany since 2012, Identitarian is a right-wing movement asserting the need to preserve the “European” culture from immigrants, especially Muslim immigrants. Reichsbürger, another far-right group, does not recognize the legitimacy of the modern German state but instead believes in reviving the 1871 borders of the German empire.

Virchow, of the University of Applied Sciences Düsseldorf, said the risk of radicalization in the military has been downplayed. He said many officials fear that an investigation could lead to exposing structural problems with racism in the police.

“A very urgent task to do should be a scientific investigation of to what an extent police units hold racist and anti-Semitic ideas. To make sure that the police and the military, as the two armed structures in society, stay absolutely loyal to democracy and actively defend it is key,” he said.

Transnational issue

Some experts say combating the threat of right-wing infiltration of the police will likely require collective action from European countries. They say similar reports of radicalization among law enforcement of other European countries show the issue is transnational.

The European Union Agency for Law Enforcement Cooperation, known as Europol, concluded that violence related to right-wing extremism was rising in many EU states, according to a confidential report cited by Germany’s Süddeutsche Zeitung, one of the country’s main daily newspapers, in September.

The report said the groups were pursuing military and police members to boost their “combat skills.”

Daniel Koehler, the director of the German Institute in Radicalization and De-Radicalization Studies (GIRDS), told VOA that by infiltrating law enforcement and the military of European countries, right-wing groups are trying to secure a long-term power base and shield themselves against any potential future repression by their governments.

“The hope to easily connect to soldiers and police officers ideologically is not that far off, since the far right’s approach through patriotism, nationalism, anti-communism or even blatant racism and anti-Semitism, as well as a positive stance towards violence, might resonate with many others who feel attracted to serve in the military or police,” Koehler said.

He said certain European countries have taken important steps in countering this potential threat, particularly in the United Kingdom, where mandatory training is provided to officers to more easily spot far-right radicalization.

However, “a more proactive approach” to embedding the concept of countering violent extremism (CVE) — actions to thwart extremist efforts to recruit, radicalize and mobilize followers to violence — within law enforcement “should be taken,” he said.

From November 15-16, 2019, more than 1 million Jews in over 1,500 cities around the world will unite for the annual international Shabbat Project.

Last year, the Shabbat Project attracted more than 1 million participants in 101 countries across 1,511 cities and towns. This year, organizers believe the initiative will top those numbers. New cities joining the 2019 Shabbat Project include Meknes, Morocco; Kigali, Rwanda; Nahariya, Israel; and Le Grand Mort, France.

This year’s Shabbat Project calls on Jews all over the world to “Jump Together” in response to rising levels of violent anti-Semitism in the U.S. and worldwide, most recently the shooting that claimed two lives outside a synagogue during Yom Kippur in Halle, Germany. The deadliest anti-Semitic attack in U.S. history, meanwhile, occurred in Pittsburgh on the weekend of last year’s Shabbat Project.

“We must not let our Jewish identity be defined by the evils of anti-Semitism. Our strongest and most powerful response to the darkness of Halle, Pittsburgh, Poway and other recent inhuman attacks is to boldly spread light in the world — to redouble our humanity and inspire a more uplifting Jewish identity,” says South African Chief Rabbi Dr. Warren Goldstein, the founder, and director of the Shabbat Project. “We cannot be intimidated or paralyzed by the darkness. We mourn and we pray, but we are not defeated or afraid.”

Shabbat Project challah bakes, havdallah concerts, family and community dinners, festive prayer services, children’s activities, and even week-long celebrations will be coordinated this year by a team of more than 8,000 partners in participating cities as well as tens of thousands of volunteers on the ground.

In France, a Shabbat Project hotspot each year, organizers will be working alongside celebrated tech mogul and advisor to President Emmanuel Macron, Jeremie Berebie, to bring the initiative to more than 50 French cities.

Meanwhile, in Eastern Europe, the youth movement EnerJew will coordinate a Shabbat experience that brings together Jewish teenagers in 40 cities in the former Soviet Union.

Challah bakes will again be a key rallying point for the Shabbat Project, with organizers challenged to innovate on the concept’s traditional formula. Previous iterations have included a cross-border, silent disco, and glow-in-the-dark challah bakes. This year will see a mindfulness-and-meditation bake in Mexico City; “pink challah bakes” to raise breast cancer awareness in more than 20 U.S. cities, and an attempt by organizers in Melbourne, Australia, to break the Guinness World Record for the world’s longest challah (currently 20ft).

In another new development, the Shabbat Project has deployed dedicated Facebook and Instagram pages for Spanish, French and Russian speakers, with content curated and customized for each region.

Further, to help first-time participants navigate the details of Shabbat observance, the Shabbat Project team has developed a simple seven-step guide, replete with rich ideas and philosophical reflections, fleshing out the meaning and methodology of the various Shabbat practices. The guide has been translated into four different languages and tailored for diverse audiences.

“Our approach is predicated on the idea that the real energy of Shabbat — its transformative power — is wholly dependent on immersing oneself in the full Shabbat experience,” says Rabbi Goldstein. “Over the past six years, through the power of that experience, we’ve seen individuals and communities do great things — things that before were not thought possible. We’ve seen walls torn down, families rejuvenated, deep feelings awakened, deep friendships formed. The power of doing that together, all across the Jewish world, is simply incredible.”

Rabbi Goldstein adds, “It’s time for the Jewish world to jump together. To recommit to our heritage, to the grand idea of what it means to be a Jew — and to find our way forward to a future filled with inspiration and determination, a future that will see us defeat those who seek to destroy our values. When we do that, we move the world.”
