Turkey, Russia discuss Ukraine grain export deal after Moscow halts pact

The conversation between the top Russian and Turkish diplomats comes as Ankara is amping up its efforts to salvage the deal critical for global food markets.

ANKARA — Turkey’s Foreign Minister Hakan Fidan spoke with his Russian counterpart Sergey Lavrov by phone on Tuesday as Ankara continued to ramp up its efforts to convince Moscow to return the critical deal that allows Ukrainian grain to reach world markets.

Ukraine, dubbed as the world’s bread basket, is a key country also for the World Food Program’s hunger relief program. The United Nations agency shipped more than 725,000 tons to support humanitarian operations around the world since the Black Sea Grain Initiative’s launch.

Russia and Ukraine signed separate deals with the United Nations and Turkey as part of the Black Sea Grain Initiative in July 2022, five months after the war between the two countries broke out. The deal was extended twice, but Russia refused to extend the deal again, arguing that the deal failed to help Russian exports to reach world markets due to Western sanctions on Russia.

Kremlin spokesperson Dmitry Peskov announced on Monday that Russia would not extend the deal until a series of conditions Moscow tabled are met. The withdrawal means Russia will no longer guarantee the safe passage of Ukrainian products laden ships in the Black Sea. The deal expired on Monday, increasing grain prices globally.

Russia officially pulls out of Ukraine grain deal

Russia has notified the UN, Turkey and Ukraine that it will not renew a crucial deal that allowed Ukraine to export grain through the Black Sea.

Kremlin spokesperson Dmitry Peskov said the agreements had reached a “de facto” end on Monday.

The deal let cargo ships pass through the Black Sea from the ports of Odesa, Chornomorsk and Yuzhny/Pivdennyi.

But, Moscow said it would return to the agreement if its conditions were met.

Russian President Vladimir Putin had long complained that parts of the deal allowing the export of Russian food and fertilisers had not been honoured. In particular, he said grain had not been supplied to poorer countries, which was a condition of the agreement.

UN proposes adding Russian bank unit to SWIFT if Putin extends Black Sea grain deal

U.N. Secretary-General Antonio Guterres has proposed that Russian President Vladimir Putin extend the Black Sea grain deal in return for adding a Russian agricultural bank’s unit to the SWIFT payment network, Reuters reported citing sources.

The deal, which allows Ukraine to export grain through the Black Sea, is set to expire Monday. The deal was brokered by the U.N. and Turkey last July and has been extended three times.

Russia has threatened to back out of the deal, blaming the West for blocking its exports as a result of restrictions on payments, logistics and insurance.

Ukraine Black Sea grain deal extended for two months

UNITED NATIONS, May 17 (Reuters) – The Ukraine Black Sea grain deal has been extended for two more months, in what U.N. Secretary-General Antonio Guterres hailed as “good news for the world,” a day before Russia could have quit the pact over obstacles to its grain and fertiliser exports.

Turkish President Tayyip Erdogan announced the extension in a televised speech and it was later confirmed by Russia, Ukraine and the United Nations.

The flow of ships through the corridor had been grinding to a halt during the last few days with the deal set to expire on Thursday.

“The continuation is good news for the world,” the U.N.’s Guterres told reporters on Wednesday.

The United Nations and Turkey brokered the Black Sea deal for an initial 120 days in July last year to help tackle a global food crisis that has been aggravated by Moscow’s invasion of Ukraine, one of the world’s leading grain exporters.
