LA PAZ, Bolivia — Armored vehicles rammed the doors of Bolivia’s government palace Wednesday in an apparent coup attempt against President Luis Arce, but he vowed to stand firm and named a new army commander who ordered troops to stand down.

The soldiers later pulled back as supporters of Arce waved Bolivian flags and cheered in a central square.

In a video of Arce surrounded by ministers in the palace, the Bolivian leader said: “Here we are, firm in Casa Grande, to confront any coup attempt. We need the Bolivian people to organize.”

Arce confronted the general commander of the army — Juan José Zúñiga, who appeared to be leading the rebellion — in the palace hallway, as shown on video on Bolivian television. “I am your captain, and I order you to withdraw your soldiers, and I will not allow this insubordination,” Arce said.

Before entering the government building, Zúñiga told journalists in the plaza: “Surely soon there will be a new Cabinet of ministers; our country, our state cannot go on like this.” But, he said, “for now” he recognizes Arce as commander in chief.

Bolivia’s state-owned company Yacimientos de Litio Bolivianos (YLB) Thursday signed two separate agreements whereby Chinese and Russian companies will invest over US$1.4 billion to build two industrial complexes for the production of lithium carbonate, it was reported in La Paz.

China’s Citic Guoan and Russia’s Uranium One Group — both with a major government stake — will partner with YLB to build two lithium carbonate processing plants, President Luis Arce announced.

“Today we are consolidating the industrializing process of our country. In January we had signed an agreement with the CBC company for 1.4 billion dollars of investment, and now also, between the two companies, we have an agreement with each of them to total another 1.4 billion,” said Arce.

“Between January and June of this year, Bolivia is already signing agreements for US$ 2.8 billion for the industrialization of lithium,” he added.

LA PAZ (Reuters) – Bolivia’s “economic miracle,” a boom in the 2000s and 2010s that saw years of state spending lift millions of people into the middle class, is creaking, a warning sign to the wider region battling high inflation, shrinking government coffers and tepid growth.

For years the Andean country enjoyed one of South America’s fastest economic growth rates as a boom in demand for natural resources – mainly gas – helped the former leftist government of President Evo Morales fund social programs and cut poverty.

But over the last decade gas production has tumbled by around a third, dragging down foreign currency reserves from over $15 billion in 2014 to $3.5 billion in February, when the central bank abruptly stopped publishing reserves data.

The drain in hard currency sparked panic earlier in the year, with Bolivians forming lines outside banks to withdraw dollars. Bond yields spiked sharply and in May the government was forced to sell half of its $2.6 billion gold reserves to raise cash.

This map from the U.S. Geological Survey (USGS) shows the intensity of a 6.8 magnitude earthquake that struck Bolivia on Monday. — USGS

LA PAZ, Bolivia — A powerful 6.8-magnitude earthquake struck Bolivia on Monday, but it was so deep that there were no reports of injuries or damage. The U.S. Geological Survey said the quake struck at 10:40 a.m. local time (9:40 a.m. EDT; 1340 GMT) and it was centered 205 miles, or127 kilometers, southeast of Tarija, Bolivia. The epicenter was 346 miles, or 557 kilometers, below the surface.

The San Calixto Observatory in La Paz said that it is one of the most powerful quakes on record in Bolivia, but that there was no damage because it was so deep.

Only light tremors were felt in Bolivia’s capital and other cities. But the quake caused people to evacuate office buildings that swayed as far away as Sao Paulo, Brazil, some 1,800 miles, or 3,000 kilometers, from Tarija.p

Reuters news agency reports the tremor shook high rises in Brazil, causing minor panic in the country that sees frequent earthquakes.

“I felt a little dizzy. But then I looked at the window and the curtains were shaking,” said lawyer Hugo Vecchiatto, who works on the 17th floor of an office building on Paulista Avenue in Sao Paulo. “Soon after, the administration of the building told us to evacuate. Nothing was broken or fell off, though. In the end, it was funny because we never expect these kinds of things to happen in Sao Paulo.”
