This year’s BRICS summit has wrapped up in New Delhi with the usual promises of deepened cooperation and expanding economic ties. But there was an important absence.

Although the US-Israel war on Iran has affected most of BRICS’ 11 members and 10 partner countries, the declaration issued by the bloc did not address it directly. Nor did it condemn the United States, which – objectively speaking – is the aggressor state in the conflict.

The wording allowed all members to remain inside the same diplomatic tent. It also revealed just how difficult it is for BRICS to turn shared dissatisfaction with the Western-led order into coordinated geopolitical action.

South Africa’s President Cyril Ramaphosa will be among them, the department of international relations confirmed shortly after.

Yury Ushakov, Russian President Vladimir Putin’s foreign policy aide, told journalists that 24 countries will be represented “at leader level” and UN Secretary-General Antonio Guterres will participate.

The summit of emerging economies starts 22 October in the city on the River Volga.

Chinese leader Xi Jinping is expected to attend, as is Iranian President Masoud Pezeshkian, making his first visit to Russia since he took office this summer.

Judging by the coverage in Chinese state media, that world looks like a China-dominated rejection of Western security and humanitarian concerns.

Chinese dictator Xi Jinping wrote an op-ed for South African media on Monday as he departed for Johannesburg to attend the summit. Xi’s letter reminded South Africa of China’s support — including, most recently, supplies to fight the global pandemic China unleashed — and praised South Africa for being the first nation on the continent to join China’s Belt and Road Initiative (BRI).

“Many Chinese companies are expanding their operation and at the same time taking more social responsibilities in South Africa. Automobiles and home appliances with Chinese brands yet made in South Africa are very popular among local consumers, and are now owned by numerous South African households,” Xi wrote.
