										<content:encoded><![CDATA[<p class="Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x">LONDON (Reuters) &#8211; Britain and the European Union are running out of time to clinch a Brexit trade deal but if good progress is made this week then the talks could be extended, Environment Secretary George Eustice said on Monday.</p>
<p class="Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x">With just over four weeks left until the United Kingdom finally exits the EU’s orbit on Dec. 31, both sides are demanding concessions from the other on fishing, state aid, and how to resolve any future disputes.</p>
<p class="Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x">“We really are now running out of time, this is the crucial week, we need to get a breakthrough,” Eustice told Sky.</p>
<p class="Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x">“I really do think we are now in to the final week or 10 days, of course, if great progress were made this week and you’re nearly there it’s always possible to extend those negotiations,” he said.</p>
<p class="Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x">Britain formally left the EU on Jan. 31 but has been in a transition period since then under which rules on trade, travel, and business remain unchanged. From the start of 2021, it will be treated by Brussels as a third country.</p>
<p class="Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x">Talks between EU chief negotiator Michel Barnier and British chief negotiator David Frost continued through Sunday. British Foreign Secretary Dominic Raab said it was a very significant week for Brexit.</p>
<p class="Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x">“David Frost had made clear that we’re continuing the negotiations because we still think there is a prospect that we can get an agreement and while there is we should persevere with those,” Eustice said.</p>

<p>Iran could bring itself in from the international cold without even negotiating if it stops funding its global proxies, US Secretary of State Mike Pompeo has suggested.</p>
<p>He told an audience in London on Thursday that the regime in Iran was in “no doubt” of what the US wanted for a rapprochement – but said there had to be an appetite for change from the regime.</p>
<p>British Foreign Secretary Dominic Raab warned, however, that Iranian hardliners and their Ayatollah Ali Khamenei currently lacked the political will change their outlook.</p>
<p>“There are also things the Iranians could just choose to do, no need to negotiate. Just do them. Like, just stop underwriting Hezbollah around the world,” said Mr. Pompeo, who described Iran as the world’s largest state sponsor of terror.</p>
<p>He cited the Lebanese militant group’s actions not just in the Middle East but also in South America and the West.</p>
<p>“It’s a global campaign underwritten by the Iranians. Stop fomenting terrorism in Afghanistan, stop providing Iraqi Shia militias with high-end weapons systems that can launch missiles into five percent of the world&#8217;s global energy supply. Stop taking ships of the seas of the Strait of Hormuz,” Mr. Pompeo told an audience at the London think tank Policy Exchange.</p>

<p>Tensions are particularly high in the Middle East after the killing of Iranian general Qassem Suleimani by the US in Baghdad earlier this month.</p>
<p>The British government and the administration of US President Donald Trump have diverged at times on their approach to Iran although Mr. Pompeo and Mr. Raab said the two countries had the same end goal.</p>
<p>Mr. Trump withdrew the US from the 2015 nuclear deal with Iran, enacted to limit its nuclear capacity and renewed sanctions on Tehran.</p>
<p>Iran has in return begun enriching uranium beyond limits set out in the 2015 accord. As a result, earlier this month Britain, France and Germany, also known as the E3, triggered a process that could lead to UN sanctions on Iran.</p>
<p>Mr. Raab said the E3 aimed to bring Iran back to complying with the deal and international law but added: “We want to say to Iran, ‘we’re calling you out’.”</p>
<p>He said that Britain is open to a new, wider agreement with Iran that deals with the nuclear issue but also other subjects including its support for proxies and its “appalling” treatment of dual-nationals.</p>
<p>“This comes down to a decision by the regime in Tehran. Does it want to take the steps to respect international law and to come back into the community of nations? We can’t make that choice for the regime in Tehran – what we can do is hold them to account every step of the way,” Mr. Raab added.</p>

<p>“Until Iran is willing and the hardliners around the regime and the supreme leader are willing to make that choice, it’s merely an offer to from one side.”</p>
<p>Mr. Pompeo, who is set to hold talks with Prime Minister Boris Johnson later on Thursday, said sanctions on Iran had put great pressure on its economy and limited its ability to “harm people”.</p>
<p>“We think denying them money and wealth is the right way to go to force them to make difficult decisions,” he said.</p>

<p>Hong Kong police fired tear gas at protesters Sunday who staged demonstrations in two locations in the territory — the Shui Po area and a main shopping district in the Causeway Bay area.</p>
<p>This weekend&#8217;s round of pro-democracy rallies marks the tenth straight weekend for the demonstrations.</p>
<p>&#8220;We hope the world knows that Hong Kong is not the Hong Kong it used to be, one protester told the Associated Press.</p>
<p>Chinese officials are upset that British Foreign Secretary Dominic Raab had a telephone conversation with Hong Kong leader Carrie Lam Friday about the demonstrations.</p>
<p>&#8220;China solemnly demands that the British side immediately stop all actions that meddle in Hong Kong affairs and interfere in China&#8217;s internal affairs,&#8221; said a Chinese foreign ministry spokeswoman.</p>
<p>On Saturday, it didn&#8217;t seem to matter that police barred several protest marches, citing the fear of violence. Thousands of residents, furious with government indifference and harsh policing, fought battles throughout the city as they tried frenzied, urban guerrilla tactics to block roads, occupy the airport terminal, march en masse, participants shrugging off rounds of tear gas.</p>
<p>Protesters staged the flash protests in lieu of organized, legal marches after police took the highly unusual step of denying permits, saying they would invite violence. Instead, groups of several hundred protesters gathered in the Kowloon neighborhoods of Tai Po and Tai Wai before hitting the tourist center of Tsim Sha Tsui.</p>
<p>For many hours people staged a sit-in at the airport, the second since Friday, to attract international attention to their cause. In addition, strikers blocked the Cross Harbor Tunnel quickly before darting away.</p>
<p>Some lit a fire outside the police station in Tsim Sha Tsui. Others hurled taunts and rocks and shone laser pointers at officers’ faces until squads of riot police pushed forward, dousing the crowd with tear gas. Soon after, the protesters dispersed and moved on to their next target.</p>
<p>Police released a statement, condemning the “violent acts.&#8221;</p>
<p>Protesters, however, said they would continue with such provocative actions because it was proving effective in rattling the government and winning the support of Hong Kong residents.</p>
<p>“Even if the government won&#8217;t let us legally protest, we&#8217;ll come out,” said Jack, a 25-year-old auditor standing near the front line in Tai Po. “For us, it’s like, ‘Live free or die.&#8217; We don’t want to live in a world like China now.”</p>
<p>Now in their third month, mass protests started in June, when government critics demanded that the city withdraw an amended bill that would allow the government to ship criminal suspects elsewhere for trial, including mainland China.</p>
<p>Residents — more than 2 million marched in June — said the bill would open the door to specious accusations against dissidents, religious figures, businessmen and others who actively oppose China’s Communist Party.</p>
<p>Under pressure from millions of residents, Lam, the city’s chief executive, agreed to shelve, but not kill, the bill. Hong Kong officials have refused to concede to any demands made by the protesters, including the creation of an independent commission into police actions against protesters and the full withdrawal of the controversial extradition plan.</p>
<p>Young people have staged increasingly risky and provocative actions to get the government to respond. As a result, their decisions to besiege police stations, square off with police and even set fires, has resulted in quicker and harsher police response, as well as hundreds of arrests.</p>
