Hong Kong already had a national security law, one that was imposed directly by China’s Communist Party leaders in 2020, after months of antigovernment demonstrations in the city. That law effectively silenced dissent in Hong Kong, sending opposition figures to jail or into exile.

The new legislation, which was passed with extraordinary speed, grants the authorities even more powers to crack down on opposition to Beijing and the Hong Kong government, establishing penalties — including life imprisonment — for political crimes like treason and insurrection, which are vaguely defined. It also targets offenses like “external interference” and the theft of state secrets, creating potential risks for multinational companies and international groups operating in the Asian financial center.

During a closed-door October 24 meeting with the U.S. House Judiciary Committee, U.S. Attorney Martin Estrada warned that China is “trying to influence our elections,” Politico reported.

“We’re the gateway to Asia, and we have the People’s Republic of China trying to influence our elections, trying to target some of our individuals,” Estrada said, according to a transcript obtained by the outlet.

“In the interview, Estrada did not elaborate further on China’s influence efforts, and a spokesperson for his office declined to comment for this story,” they reported.

Estrada is a Biden appointee who serves as the top federal prosecutor in California’s central district, which contains the city of Los Angeles. His warning came as “California government officials have had heightened concerns about China’s interference in the state’s elections” in recent months, the publication reported of an anonymous state official’s beliefs.

The state-controlled social media platform WeChat announced on its public account that the COVID-19 tracking app “Communications Itinerary Card” and health QR code installed on Chinese people’s cellphones through the platform had been deactivated on Tuesday.

The SMS, webpage, WeChat extension, and Alipay extension linked to the itinerary card were also deactivated simultaneously.

In the past two and a half years, the “Communications Itinerary Card” and the health code have been used to track the identities of those who traveled to high-risk areas through their cell phone signals. They have become essential for anyone in China to travel, shop, or go to hospitals.
