<p class="Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x">Chinese and Indian troops have been entangled in a standoff at the border after a clash near Pangong Tso lake in May last year.</p>

<p><b>Key point: </b>Even a &#8220;small&#8221; nuclear war is not so small in its impact. Here is how any such conflict could doom all of humanity, not just the combatants.</p>
<p>A hypothetical war between India and China would be one of the largest and most destructive conflicts in Asia. A war between the two powers would rock the Indo-Pacific region, cause thousands of casualties on both sides and take a significant toll on the global economy. Geography and demographics would play a unique role, limiting the war’s scope and ultimately the conditions of victory.</p>
<p><em>This first appeared earlier and is being reposted due to reader interest.</em></p>
<p>India and China border one another in two locations, northern India/western China and eastern India/southern China, with <a href="http://www.globalsecurity.org/military/world/war/india-china_conflicts.htm" target="_blank" rel="noopener noreferrer">territorial disputes in both areas</a>. China attacked both theaters in October 1962, starting a month-long war that resulted in minor Chinese gains on the ground.</p>
<p>Both countries’ “No First Use” policies regarding nuclear weapons make the outbreak of nuclear war very unlikely. Both countries have such large populations, each over 1.3 billion, that they are essentially unconquerable. Like all modern wars, a war between India and China would be fought over land, sea, and air; geography would limit the scope of the land conflict, while it would be the air conflict, fought with both aircraft and missiles, that would do the most damage to both countries. The trump card, however, may be India’s unique position to dominate a sea conflict, with dire consequences for the Chinese economy.</p>
<p>A war between the two countries would, unlike the 1962 war, involve major air action on both sides. Both countries maintain large tactical air forces capable of flying missions over the area. People’s Liberation Army Air Force units in the Lanzhou Military Region would fly against Punjab, Himchal Pradesh, and Uttarakhand and from the expansive Chengdu Military region against India’s Arunachal Pradesh. The Lanzhou district is home to J-11 and J-11B fighters, two regiments of H-6 strategic bombers, and grab bag of J-7 and J-8 fighters. A lack of forward bases in Xinjiang means the Lanzhou Military Region could probably only support a limited air campaign against northern India. The Chengdu Military Region is home to advanced J-11A and J-10 fighters but there are relatively few military airfields in Tibet anywhere near India.</p>
<p>Still, China does not necessarily need tactical aircraft to do great damage to India. China could supplement its aerial firepower with ballistic missiles from the People’s Liberation Army Rocket Forces. The PLARF overseas both nuclear, conventional, and dual-use ballistic missiles, and could conceivably move up to two thousand short- and medium-range DF-11, DF-15, and DF-21 ballistic missiles into positions adjacent to India. These missiles could be used to blitz Indian strategic targets on the ground, at the cost of making them unavailable for contingencies in the South and East China Seas.</p>
<p>Meanwhile, India’s air forces are in a better position to contest the skies than their Chinese counterparts. While the war would take place on China’s sparsely manned frontier, New Delhi is only 213 miles from the Tibetan frontier. India’s air fleet of 230 Su-30Mk1 Flankers, sixty-nine MiG-29s, and even its Mirage 2000s are competitive with or even better than most of China’s aircraft in theater, at least until the J-20 fighter becomes operational. India likely has enough aircraft to deal with a two-front war, facing off with Pakistan’s Air Force at the same time. India is also fielding the <a href="http://thediplomat.com/2015/05/revealed-indias-newest-air-defense-system/" target="_blank" rel="noopener noreferrer">Akash medium-range air defense missile system</a> to protect air bases and other high-value targets.</p>
<p>While India could be reasonably confident of having an air force that deters war, at least in the near term, it has no way of stopping a Chinese ballistic-missile offensive. Chinese missile units, firing from Xinjiang and Tibet, could hit targets across the northern half of India with impunity. India has no ballistic-missile defenses and does not have the combined air- and space-based assets necessary to hunt down and destroy the missile launchers. India’s own ballistic missiles are dedicated to the nuclear mission and would be unavailable for conventional war.</p>
<p>The war on the ground between the Indian and Chinese armies might at first glance seem like the most decisive phase of the war, but it’s actually quite the opposite. Both the western and eastern theaters are in rugged locations with little transportation infrastructure, making it difficult to send a mechanized army through. Massed attacks could be easily stopped with artillery as attacking forces are funneled through well-known valleys and mountain passes. Despite the enormous size of both armies (1.2 million for the Indian Army and 2.2 for the Chinese Army) fighting on the ground would likely be a stalemate with little lost or gained.</p>
<p>The war at sea would be the decisive front in a conflict between the two countries. Sitting astride the Indian Ocean, India lies on China’s jugular vein. The Indian Navy, with its force of submarines, aircraft carrier INS <em>Vikramaditya</em> and surface ships could easily curtail the flow of trade between China and Europe, the Middle East, and Africa. It would take the Chinese Navy weeks to assemble and sail a fleet capable of contesting the blockade. Even then, the blockade would be hard to break up, conducted over the thousands of square miles of the Indian Ocean.</p>
<p>Meanwhile, shipping to and from China would be forced to divert through the western Pacific Ocean, where such diversions would be vulnerable to Australian, Japanese, or American naval action. 87 percent of the country’s petroleum needs are imported from abroad, particularly the Middle East and Africa. <a href="http://www.businessinsider.com/biggest-strategic-petroleum-reserves-countries-2017-3" target="_blank" rel="noopener noreferrer">China’s strategic petroleum reserves</a>, once completed sometime in the 2020s, could stave off a nationwide fuel shortage for up to seventy-seven days—but after that Beijing would have to seek an end to the war however possible.</p>
<p>The second-order effects of the war at sea would be India’s greatest weapon. War jitters, the shock to the global economy, and punitive economic action by India’s allies—including Japan and the United States—could see demands for exports fall, with the potential to throw millions of Chinese laborers out of work. Domestic unrest fueled by economic troubles could become a major problem for the Chinese Communist Party and its hold on the nation. China has no similar lever over India, except in the form of a rain of ballistic missiles with high-explosive warheads on New Delhi and other major cities.</p>
<p>A war between India and China would be nasty, brutal, and short, with far-reaching consequences for the global economy. The balance of power and geographic constraints means a war would almost certainly fail to prove decisive. Both sides have almost certainly concluded this, which is why there hasn’t been a war for more than fifty years. We can only hope it stays that way.</p>

										<content:encoded><![CDATA[<p><strong>While the border tensions between India and China are still persisting, Washington has been warming up with New Delhi, extending its solidarity and throwing full-weight behind India.</strong></p>
<p>Recently, Chinese President Xi Jinping has called on Chinese troops to “put all (their) minds and energy on preparing for war” on October 13, CNN reported quoting Xinhua. The remarks were made when he was inspecting the Marine Corps of PLA in Chaozhou City, added CNN. Xi ordered the troops to “maintain a state of high alert” and called on them to be “absolutely loyal, absolutely pure, and absolutely reliable”.</p>
<p>India and the US have been long-standing allies, however, China’s confrontation with several countries including Japan, the US, and Australia has raised alarm against China’s expansionist strategy.</p>
<p>During the recent Quad meeting, US Secretary of State Mike Pompeo called China an aggressor in the “South [China Sea], in the East China Sea, the Mekong, the Himalayas, the Taiwan Straits.”</p>
<p>In an interview, Pompeo said that the Quad countries are developing policies to present a resistance to the threats that China posed to each of the four nations.</p>
<p><span data-preserver-spaces="true">“They’ve all seen it, whether it’s the Indians, who are actually having a physical confrontation with the Chinese up in the Himalayas in the northeastern part of India, the Chinese have now begun to amass huge forces against India in the north,” he said. </span></p>
<p><span data-preserver-spaces="true">“(India) absolutely need the United States to be their ally and partner in this fight,” he added. He also noted that Beijing has stationed “60,000 soldiers against the Indians in the north,” in an interview with Fox News.<br />

<p><span data-preserver-spaces="true">While New Delhi and Washington are cooperating on different fronts including security, trade, and commerce, India had been hesitant in accepting US’ help to counter China. </span></p>
<p><span data-preserver-spaces="true">Nitasha Kaul, an Associate Professor of Politics and International Relations at the University of Westminster in London, talking to the BBC said that “the United States can participate in areas such as military intelligence (which will be limited), hardware and training, at the most.”</span></p>
<p><span data-preserver-spaces="true">While US officials are extending their full support to India, the American people are apprehensive of the interference in India-China conflict.</span></p>
<p><span data-preserver-spaces="true">In a survey conducted by Vasabjit Banerjee, a professor of political science, and Timothy S. Rich, over 63 percent of Americans support neither China nor India if they were to engage in a military conflict, reported </span><em><span data-preserver-spaces="true">The Week</span></em><span data-preserver-spaces="true">. It further said that 60.6 percent of the people want no interference in case of economic conflict between India and China.<br />

<p><span data-preserver-spaces="true">“For those who did choose to support one of the countries, however, it was overwhelmingly in favor of India,” the paper said. “For a military conflict between India and China, 32.6 percent preferred that the US support India, as opposed to 3.8 percent who preferred that the US support China.</span></p>
<p><span data-preserver-spaces="true">For an economic conflict, 36.3 percent of respondents preferred US support for India, while 3.1 percent preferred US support for China,” the paper said.<br />

<p><span data-preserver-spaces="true">Moreover, Kaul also told BBC that the US foreign policy is moving in a contradictory direction and Trump is reducing America’s commitments globally. “Thus, Trump administration’s oral statements don’t hold a lot of importance.” She further said that America has not proved to be a reliable strategic partner in various parts of the world under US President Donald Trump. </span></p>
<p><span data-preserver-spaces="true">Although India and China have displayed intentions to maintain peace at the border, the possibility of violent confrontations cannot be fully ruled out. The Chief of Defense Staff General Bipin Rawat had earlier said that if the ongoing negotiations between China and India for ending the deadlock do not reach any conclusion, then India is ready for a military alternative. </span></p>
<p><span data-preserver-spaces="true">IAF chief Air Chief Marshal RKS Bhadauria has also echoed a similar sentiment saying that the Indian Air Force is ready for any possible conflict, including a two-front war, referring to China and Pakistan who share the northern and eastern border with India.</span></p>
<p><span data-preserver-spaces="true">On the other hand, the mouthpiece of the Chinese Communist Party, Global Times (GT), stated in an article titled ‘China ready for peace, and war’, that “China should continue to strive for a peaceful settlement of China-India border disputes, but must keep its army prepared.” </span></p>
<p><span data-preserver-spaces="true">At the 7th round of military talks held at the Indian side of Chushul-Moldo Border Personnel Meeting (BPM) point, both the sides “agreed to maintain dialogue and communication through military and diplomatic channels, and arrive at a mutually acceptable solution for disengagement as early as possible.”<br />

</span></span><span data-preserver-spaces="true">Beijing and New Delhi have repeatedly declined any foreign interference and have turned down Trump’s offer to mediate between the two neighbours.</span></p>
<p><span data-preserver-spaces="true">Trump had earlier offered to mediate after the bloody clash that broke out at the Line of Actual Control (LAC) in eastern Ladakh in June. Twenty Indian soldiers were killed during the clash. Calling the situation very tough, Trump said at the time, “We’re talking to India. We’re talking to China. They’ve got a big problem there”.</span></p>
<p><span data-preserver-spaces="true">The second offer came after tensions escalated in August when the Indian Army accused People’s Liberation Army (PLA) of conducting “provocative” actions at the contested area of Pangong Tso.</span></p>
<p><span data-preserver-spaces="true">Ashok Swain, professor of peace and conflict research at the Department of Peace and Conflict Research, Uppsala University in Sweden, told BBC that India shouldn’t trust the US.</span></p>
<p><span data-preserver-spaces="true">“India definitely needs to have a good relationship with America, but it should not go against China. India should learn a lesson from Pakistan’s past experiences, if not from others. America hasn’t been a trustworthy ally to anyone and this has become more evident under President Trump’s rule,” he said.<br />

<p>China has deployed 60,000 troops on India&#8217;s northern border, US Secretary of State Mike Pompeo said on Saturday. Hitting out at Beijing for its &#8220;bad behaviour&#8221; and the threats it poses to the Quad countries, Pompeo said, &#8220;They see, the people of their (Quad) nations understanding that we all slept on this for too long. For decades, the West allowed the Chinese Communist Party to walk all over us.  The previous administration bent a knee, too often allowed China to steal our intellectual properties and the millions of jobs that came along with it. They see that in their country too.&#8221;</p>
<p>The foreign ministers from the Indo-Pacific nations known as the Quad group &#8211; the US, Japan, India and Australia &#8211; met in Tokyo on Tuesday in what was their first in-person talks since the coronavirus pandemic began.</p>
<p>The meeting took place in the backdrop of China&#8217;s aggressive military behaviour in the Indo-Pacific, South China Sea and along the Line of Actual Control (LAC) in eastern Ladakh.</p>
<p>&#8220;The Indians are seeing 60,000 Chinese soldiers on their northern border,” Pompeo told The Guy Benson Show in an interview on Friday after his return from Tokyo wherein he attended the second Quad ministerial with his counterparts from India, Japan and Australia.</p>
<p>&#8220;I was with my foreign minister counterparts from India, Australia, and Japan – a format that we call the Quad, four big democracies, four powerful economies, four nations, each of whom has real risk associated with the threats imposed – attempting to be imposed by the Chinese Communist Party. And they see it in their home countries too,&#8221; he said.</p>
<p>Pompeo met External Affairs Minister S Jaishankar in Tokyo on Tuesday and they underscored the need to work together to advance, peace, prosperity and security in the Indo-Pacific and around the globe. He described his meeting with Jaishankar as &#8220;productive.&#8221;</p>
<p>In another interview with Larry O’Connor, Pompeo said in his meetings with his counterparts from Japan, India and Australia, they began to develop a set of understandings and policies that can jointly take these countries to work to present a true resistance to the threats that the Chinese Communist Party poses to each of these nations.</p>
<p>&#8220;They absolutely need the United States to be their ally and partner in this fight,&#8221; he said.</p>
<p>&#8220;But they’ve all seen it, whether it’s the Indians, who are actually having a physical confrontation with the Chinese up in the Himalayas in the northeastern part of India, the Chinese have now begun to amass huge forces against India in the north,&#8221; he said.</p>
<p>India and China are locked in a bitter border standoff in eastern Ladakh since early May that has significantly strained the bilateral ties.</p>
<p>Both sides have held a series of diplomatic and military talks to resolve the row. However, no breakthrough has been achieved to end the standoff. China unsuccessfully attempted to occupy Indian territory in the southern bank of Pangong lake in the last week of August.</p>
<p>&#8220;Whether it’s the Australians who did the simple thing of saying the Chinese screwed this deal up with the virus, and we’d like to understand what happened and said we ought to have a full investigation, and in exchange for that, the Chinese Communist Party began to extort, coerce, bully the Australians,” Pompeo said.</p>
<p>Every one of these countries has seen this, he said, adding that people in each of these countries now understand the Chinese Communist Party presents a threat to them.</p>
<p>&#8220;The world has awakened. The tide’s begun to turn. And the United States under President Trump’s leadership has now built out a coalition that will push back against the threat and maintain good order, the rule of law, and the basic civic decency that comes from democracies controlling the world and not authoritarian regimes,&#8221; Pompeo said.</p>
<p>In his third-interview to Fox News, Pompeo said that the US under Trump administration has begun to build out all the edifice of the structure and the allies and the coalition to push back against China.</p>
<p>&#8220;We aim to protect the American people from the threat that the Chinese Communist Party poses,&#8221; he said.</p>
<p>Referring to his Quad ministerial meeting, Pompeo said that the three other countries Japan, India, and Australia were building out a coalition, build partners and allies around the world who understand the threat from the Chinese Communist Party in the same way that &#8220;we do so that they can protect jobs here at home&#8221;.</p>
<p>&#8220;Look, they’ve stacked 60,000 soldiers against the Indians in the north. When the Australians had the temerity to ask for an investigation of the Wuhan virus and where it began, something that we know a lot about, the Chinese Communist Party threatened them. They bullied them,” Pompeo told Fox News.</p>
<p>&#8220;We need partners and friends. They’ll certainly try to react. But what the Chinese Communist Party had become accustomed to, frankly, for an awfully long time was watching America bend a knee, watching us turn the other cheek and appease them,&#8221; he said.</p>
<p>&#8220;That only encouraged their bad behaviour, their malign activity. Our push back – they understand we’re serious about it. They’ve watched that we’re going to confront them and impose costs upon them. I am confident that this activity, over time, will change the nature of what the Chinese Communist Party tries to do to harm America,” Pompeo said.</p>
<p>India is expanding bilateral cooperation with Japan, the US and Australia in the Indo-Pacific region.</p>

<p class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">Yun Sun, a senior fellow and director of the Washington-based Stimson Center’s China programme, said in a webinar on October 2 organized by the John Hopkins University School of Advanced International Studies that for her “the origin of the clashes is in this arms race surrounding infrastructure development by both sides”.</p>

<p class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">Just weeks before, the government body tasked with building strategic infrastructure links near India’s borders, the Border Roads Organization, told the media it was opening the new Nimmu-Padam-Darcha road to better connect Leh and Ladakh with the rest of the country. An Indian media report, without naming Pakistan or China, called the road strategically crucial because it was “untraceable by the enemy”.</p>

<p class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">Late last month, Chinese foreign ministry spokesman Wang Wenbin said Beijing was opposed to such infrastructure development for the “purposes of military control”.</p>

<p class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">India’s renewed infrastructure push was always likely to attract criticism from Beijing as it marks a break from New Delhi’s earlier strategic thinking, according to defense analyst Rohit Vats, whose research interests include infrastructure development along the country’s border areas.</p>

<p class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">“India deliberately did not create strong border infrastructure until the mid-1980s, because the thinking was it [would] deny the Chinese access to sensitive areas, in case of an invasion,” he said.</p>

<div class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">Vats said this mindset began to change as border stand-offs between Chinese and Indian troops increased in frequency, becoming a near-annual event between 2013 and 2017 – the year of a 72-day stand-off on the Doklam Plateau that was fueled by New Delhi’s opposition to a Chinese attempt to build a road in a region claimed by Bhutan.</p>

<p class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">“India realized that this [old mindset] was a double-edged sword because it also ended up impeding its own troop movements and the ability to mobilize troops quickly,” Vats said.</p>

But as of last February, only 34 were operational – the report found the other 39, earmarked for completion by 2012, had yet to open.</p>

<p class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">This poor completion record has led to incidents where Indian troops have found the road they were travelling on “stopped a few kilometres short”, Vats said – hampering effective mobilization and requiring expensive air drops of equipment and personnel.</p>

<p class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">Which is partly why new road infrastructure has proved so contentious amid the recent tensions.</p>

<p class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">A new 255km road on the Indian side of the LAC that connects Darbuk in Leh with the military outpost at Daulat Beg Oldi has invited close scrutiny from the Chinese as it and other infrastructure projects in the Galwan Valley and near Pangong Tso “are regarded by China as encroaching or inching forward towards what China believes is its legitimate territory,” Sun from the Stimson Center said.</p>

<p class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">In spite of China’s opposition, India seems unwilling to back down on its road building. Modi, speaking at the inauguration of the new tunnel on October 2, said that border infrastructure was “being developed with full impetus and great speed”.</p>

<p class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">“Connectivity in border areas is directly related to security-related issues of the country. The union government is giving utmost emphasis on the development of border infrastructure,” he said.</p>

<p class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">Still, New Delhi must do a lot more, according to Phunchok Stobdan, a foreign policy specialist and the founding president of the Ladakh International Centre in Leh.</p>

<p class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">“India needs more ambitious strategies for Ladakh and to look at it as a launch pad for a greater outreach to central Asia and East Asia, for connectivity, roads, communications, fuel supply among others,” he said.</p>
<div data-v-4f90c650="">
<p class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">The government is reportedly working on creating more all-weather road links to Ladakh, including a new 13.5km tunnel to avoid a high pass on the Manali-Leh route that is often hit with heavy snowfall in winter.</p>
</div>

<p class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">Yet this is only likely to spark more tensions with China, according to Sun.</p>

<p class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">“If India’s perception is that it can consolidate legitimacy through repeating or advancing infrastructure, then there is all the more reason for China to stop it,” she said in the webinar.</p>

<p class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">Indian defense analyst Vats, on the other hand, said New Delhi was likely to push ahead with its infrastructure projects, having previously been lulled into a “false sense of complacency” by the border agreements that the countries signed.</p>

										<content:encoded><![CDATA[<p>China and India have publicly sought peace at their mountainous, contested border, but the two sides continue to edge toward dangerous conflict as they exchange blows, blame, and even the first gunshots to be fired over their feud in nearly half a century.</p>
<p>Chinese People&#8217;s Liberation Army Western Command Theater spokesperson Senior Colonel Zhang Shuili first announced Monday that Chinese troops were &#8220;forced to take countermeasures to stabilize the situation&#8221; after Indian soldiers &#8220;illegally&#8221; crossed the Line of Actual Control near Pangong Lake that forms the de facto divide between India-administered Ladakh and China-administered Aksai Chin. Notably, Zhang said Indian personnel fired warning shots, marking the first such incident in 45 years.</p>
<p>&#8220;We demand the Indian side to immediately stop dangerous actions, withdraw cross-line troops right away, strictly restrain its frontline troops, earnestly investigate and punish the personnel who fired shots, and guarantee against the occurrence of similar incidents,&#8221; Zhang said.</p>
<p>But in a statement sent to <em>Newsweek</em> the following day, the Indian Army said &#8220;it is the PLA that has been blatantly violating agreements and carrying out aggressive maneuvers, while engagement at the military, diplomatic and political level is in progress.&#8221;</p>
<p>As for Monday&#8217;s incident, the statement said &#8220;it was the PLA troops who were attempting to close-in with one of our forward positions along the LAC and when dissuaded by our own troops, PLA troops fired a few rounds in the air in an attempt to intimidate our own troops.&#8221;</p>
<p>Accusing the Chinese armed forces of trying to &#8220;mislead their domestic and international audience&#8221; with their message, the Indian Army said it &#8220;is committed to maintaining peace and tranquility&#8221; while at the same time being &#8220;determined to protect national integrity and sovereignty at all costs.&#8221;</p>
<p>Chinese Foreign Ministry spokesperson Zhao Lijian also called for peace, but rejected the assertion that China&#8217;s troops were at fault during a press conference Tuesday in Beijing.</p>
<p>&#8220;It was the Indian side that first opened fire at and threatened the Chinese border troopers. The tranquility of the border areas was for the first time since 1975 pieced through by the gunshots,&#8221; he said. &#8220;China has been reiterating that the two sides should seek to resolve issues through peaceful consultation and dialogue. Confrontation does no one good.&#8221;</p>

<p>The LAC has long been a sore spot for nuclear-armed rising Asia powers China and India, who tussled in 2017 over another border stretch further east. The latest four-month spat turned deadly in June, however, after skirmishes left at least 20 Indians dead and a yet unknown number of Chinese personnel.</p>
<p>As officials in Beijing and New Delhi emphasized they were in talks to resolve the conflict, blood was apparently shed again last week with the death of an ethnic Tibetan soldier operating on behalf of India&#8217;s paramilitary frontier forces in what&#8217;s been reported as a mine blast</p>
<p>&#8220;Company officer Nyima Tenzin died while in the duty of India,&#8221; Lhagyari Namgyal Dolkar, a member of the India-based, exiled Tibet Parliament, told <em>Newsweek</em>.</p>
<p>The Indian Army has declined to comment on the matter, but spokesperson Colonel Aman Anand earlier told <em>Newsweek</em> there were &#8220;no physical clashes&#8221; involved in last week&#8217;s tense counters between Chinese and Indian forces, both of whom have accused one another of crossing the LAC. With news of a Tibetan soldier&#8217;s death, China has also raised suspicions linking historic support for separatism there by India and the United States.</p>
<p>Washington has blamed the border woes squarely on Beijing, a top global competitor that President Donald Trump&#8217;s administration has sought to isolate.</p>
<p>&#8220;You watch what&#8217;s happening between India and China today where the Chinese Communist Party&#8217;s moved more soldiers to that border, more forces to that border any time since the early 1960s,&#8221; Secretary of State Mike Pompeo told the Hugh Hewitt show on Friday, &#8220;causing huge problems for other countries in Southeast Asia and their ability to simply exercise their basic rights inside their own economic zones.&#8221;</p>
<p>Vice President Mike Pence and Deputy Secretary of State Stephen Biegun also voiced support for New Delhi at the U.S.-India Strategic Partnership Forum, which held high-level talks last week coinciding with the China-India border confrontations.</p>
<p>But rather than look to the U.S. for mediation, China and India have turned to their mutual partner Russia for support.</p>
<p>Moscow hosted the defense chiefs of both countries Friday as part of meetings surrounding the Shanghai Cooperation Organization, a six-member group including all three countries. Both Chinese Defense Minister General Wei Fenghe and Indian Defense Minister Rajnath Singh agreed to defuse tensions, and both countries&#8217; top diplomats were set to meet in Russia on Wednesday.</p>
<p>But as the meeting neared, heated rhetoric continued to set a troubled tone for efforts to find common ground.</p>
<p>The Indian Foreign Ministry released a statement Tuesday accusing China&#8217;s official China Daily outlet and Chinese Communist Party-affiliated Global Times of fabricating comments made by Indian National Security Adviser Ajit Doval. The statement did not refer to the remarks it said were &#8220;completely false and are not based in facts,&#8221; but the China Daily reported Friday that Doval envisioned &#8220;a long-drawn standoff&#8221; between India and China.</p>

<p>But as India reigns over a protracted dispute over some stretches of a sparsely-populated border area, China is quietly winning the battle that really matters, the battle for prosperity and power. And that has major consequences for Europe.</p>
<p>This is immediately noticeable in the border region itself. In recent years, China has built, at lightning speed, modern infrastructure in Tibet. Last year alone, 2,000km of road, 150km of railway, and more than 100 bridges and tunnels were built.</p>
<p>Until a few years ago, places like Nyingchi, Shigatze, and Ngari were a meeting place for shepherds, yaks, and some traders.</p>
<p>Today they are large cities with an airport. Naturally, this civil infrastructure is also militarily relevant, in order to keep unrest among the Tibetans under control and to keep an eye on India.</p>
<p>President Xi Jinping summarised it as follows: &#8220;To govern the country, it is necessary to govern the borders, and to govern the borders one must first stabilize Tibet.&#8221; China has succeeded in this.</p>
<p>However, things are more difficult on the Indian side. The 73 new roads that had to be built along the border have been delayed for 10 years.</p>
<p>The difference between the neat new cities in Tibet, with their rows of brand new apartments, artificial football pitches, and wide avenues on the one hand, and the Indian cities on the other hand is enormous.</p>
<p>That is not surprising. Although Tibet is one of the poorest areas in China, Indian people are on average three times poorer.</p>
<p>India is trying to bridge the gap. Prime minister Narendra Modi has accelerated building military power along the border. Just like during last year&#8217;s Kashmir crisis, he showed his muscles.</p>
<p>But Indian troops are facing shortages. The 17th Mountain Corps, responsible for scaring China, has insufficient troops, artillery, helicopters, and ammunition.</p>
<p>Plans to establish an additional corps were stowed away. While China has dozens of armed drones flying over Tibet, India has hardly any. China&#8217;s official defense budget is already five times greater than India&#8217;s today.</p>
<h2>China is winning</h2>
<p>China is also rapidly gaining influence in and around the entire Indian Ocean. Jawaharlal Nehru, the political father of modern-day India, once argued that whoever dominates the Indian Ocean determines first the future of maritime trade and then also the future of India itself.</p>
<p>Chinese shipping companies have become dominant players in the Indian Ocean. Chinese fishermen are active throughout the region. A handful of ports are controlled by China.</p>
<p>Several years ago, a Chinese investor bought a small island in the Maldives, Feydhoo, near the southern tip of India. Chinese dredgers made the island four times bigger, and the Chinese navy is permanently there.</p>
<p>In the race for power between the two Asian giants, China is winning.</p>
<p>Where economic production between China and India was more or less equal in 1990, the Chinese economy is now five times larger.</p>
<p>Although the world had high hopes for the economic reforms introduced by current prime minister Modi, the actual economic growth in India has been slower than the one in China during the past two years.</p>
<p>Last year, China still attracted three times more European investors.</p>
<p>That&#8217;s the reason why, for the time being, India has benefited little from the trade war between Beijing and Washington. And this year again, European, Japanese, and American investors are planning more projects in China.</p>
<p>It is doubtful that India will be able to respond to this change in the balance of power. Modi himself seems to realize that.</p>
<p>Europeans and Americans might be good at promising cooperation, but their companies are more easily deterred by corruption and instability in India than by Chinese authoritarianism.</p>
<p>While its soldiers flexed their muscles, India quietly accepted two major credit lines from the Asian Infrastructure Investment Bank and the BRICS Bank, two institutions that have China as their main lender.</p>
<p>Modi has also not yet restricted the operations of the Chinese telephone company Huawei, despite American pressure.</p>
<p>India&#8217;s relative weakness has immense consequences for Europe.</p>
<p>If India would be able to welcome as many investments as China, the balance of power in Eurasia would be much more in equilibrium, and China&#8217;s growing influence would not be the threat it is today.</p>
<p>But as long as European companies continue to choose the certainty of the Chinese dictatorship over the volatility of India&#8217;s fragile democracy, that is not going to change soon.</p>

<p class="zn-body__paragraph speakable"><cite class="el-editorial-source">Hong Kong (CNN) </cite>China and India&#8217;s <a href="https://www.cnn.com/2020/06/07/asia/china-india-intl-hnk/index.html" target="_blank" rel="noopener noreferrer">latest border dispute</a> may have mainly involved scuffles and troop maneuvers on the ground, but it has been all-out war in the respective countries&#8217; media.</p>

<div class="zn-body__paragraph speakable"><a href="https://www.cnn.com/2020/06/04/india/china-india-border-standoff-intl-hnk/index.html" target="_blank" rel="noopener noreferrer">Tensions have been growing in the Himalayas</a> along one of the world&#8217;s longest land borders, with New Delhi and Beijing both accusing the other of overstepping the Line of Actual Control (LAC) that separates the two. The territory has long been disputed, erupting into numerous minor conflicts and diplomatic spats since a bloody war between the countries in 1962.</p>

<div class="zn-body__paragraph speakable">On Saturday, military leaders met at the border to &#8220;peacefully resolve the situation in the border areas,&#8221; according to a statement from India&#8217;s foreign ministry. Even today, just what occurred on the ground in the highly militarized region remains unclear &#8212; in part because the main body of this distinctly 21st-century conflict has so far mostly played out through propaganda, strategic leaks, and aggressive posturing in the media.</p>
</div>
<div class="zn-body__paragraph">Ahead of Saturday&#8217;s meeting, Chinese broadcasters aired footage of People&#8217;s Liberation Army (PLA) maneuvers in the region &#8212; <a href="https://www.scmp.com/news/china/military/article/3088093/china-mobilises-thousands-troops-armoured-vehicles-near-border?utm_source=Twitter&amp;utm_medium=share_widget&amp;utm_campaign=3088093" target="_blank" rel="noopener noreferrer">complete with </a>planes and trucks full of troops &#8212; in what state media <a href="https://www.globaltimes.cn/content/1190806.shtml" target="_blank" rel="noopener noreferrer">described</a> as &#8220;demonstrating China&#8217;s capability of quickly reinforcing border defenses when necessary.&#8221; Unconfirmed &#8212; and in some cases, debunked &#8212; videos have also <a href="https://theprint.in/defence/more-ladakh-clashes-emerge-as-india-china-tension-turns-into-social-media-battle/432964/" target="_blank" rel="noopener noreferrer">circulated on both Chinese and Indian social media</a> purporting to show troop incursions and scuffles between soldiers.</p>
</div>
<div class="zn-body__paragraph"><a href="https://www.hindustantimes.com/india-news/psy-ops-in-ladakh-standoff-with-india-china-s-pla-replays-doklam-tactics/story-jdayDZNxROU1MOzeZ6Q7wM.html" target="_blank" rel="noopener noreferrer">Writing in India&#8217;s Hindustan Times</a>, strategic affairs analyst Shishir Gupta said Sunday that Chinese reports on PLA maneuvers were part of a &#8220;disinformation campaign&#8221; designed to sap Indian resolve, and &#8220;overwhelm the enemy into panic so that his capacity to negotiate is weakened.&#8221;</p>

<h3>Jingoistic rhetoric</h3>
</div>
<div class="zn-body__paragraph">Both Chinese President Xi Jinping and Indian Prime Minister Narendra Modi have built public support in large part on <a href="https://www.cnn.com/2019/05/27/india/european-union-india-populism-intl/index.html" target="_blank" rel="noopener noreferrer">nationalism and a promise of future greatness</a>. This often translates into jingoism and aggressive rhetoric, particularly when playing to a domestic audience.</p>
</div>
<div class="zn-body__paragraph">Such an approach was evidenced in Chinese coverage of the PLA maneuvers in the Himalayas. Equally, despite Delhi&#8217;s announcement Saturday of easing tensions, leading Indian government figures struck an aggressive tone Monday, with Home Affairs Minister Amit Shah <a href="https://twitter.com/BJP4India/status/1269957131475787776" target="_blank" rel="noopener noreferrer">telling a rally</a> of the ruling Bharatiya Janata Party (BJP) that &#8220;any intrusion into the borders of India will be punished.&#8221;</p>
</div>
<div class="zn-body__paragraph">&#8220;Some used to say that US and Israel were the only countries which were willing and capable of avenging every drop of the blood of their soldiers,&#8221; Shah said. &#8220;(Modi) has added India to that list.&#8221;</div>
<div class="zn-body__paragraph">Defense Minister Rajnath Singh also weighed in Monday, saying: &#8220;I would remind everyone, India&#8217;s leadership will not let our self-respect suffer. India&#8217;s policy is clear, we won&#8217;t hurt any country&#8217;s integrity and dignity. At the same time, we will not let any country to hurt our integrity.&#8221;</p>
</div>
<div class="zn-body__paragraph">Their statements came amid growing pressure from opposition parties to take a stronger line, with the Congress party&#8217;s Rahul Gandhi repeating claims that Delhi was downplaying the scale of the Chinese incursion, <a href="https://twitter.com/RahulGandhi/status/1269970088209211403" target="_blank" rel="noopener noreferrer">saying in a tweet</a> &#8220;the media is muzzled and terrified. The truth seems dormant.&#8221;</p>

<h3>Long-running dispute</h3>

<div class="zn-body__paragraph">In a piece Tuesday <a href="http://eng.chinamil.com.cn/view/2020-06/09/content_9830493.htm" target="_blank" rel="noopener noreferrer">published</a> by the Global Times &#8212; a nationalist, Chinese state-backed tabloid &#8212; and republished by the official website of the PLA, military analysts predicted that &#8220;the ongoing standoff is not likely to end immediately, as concrete issues must still be resolved.&#8221;</p>
</div>
<div class="zn-body__paragraph">How resolvable those issues actually are is unclear, given they date back decades and are largely fueled by both sides&#8217; refusal to accept the other&#8217;s territorial claims. Tensions grew late last month amid accusations both countries had overstepped the LAC and were reinforcing their military position on the de facto border.</p>
</div>
<div class="zn-body__paragraph">&#8220;A &#8216;status quo ante&#8217; will require that Chinese soldiers vacate areas where they have dug in for weeks now. Nothing short of their full withdrawal should satisfy India, which means that more than talks on the ground and by diplomats, there is a need for strong political direction from Beijing to the PLA to do that,&#8221; The Hindu, a leading Indian newspaper, <a href="https://www.thehindu.com/opinion/editorial/step-by-step-on-india-china-lac-stand-off/article31782064.ece" target="_blank" rel="noopener noreferrer">noted in an editorial</a> this week.</p>
<p>&#8220;Otherwise, India must prepare for a long-drawn stand-off, and manoeuvres aimed at ensuring China&#8217;s pull back.&#8221;</p>
</div>
<div class="zn-body__paragraph">If China&#8217;s propaganda and very public PLA deployments are designed to persuade India to back off, Delhi may be looking for similar influence in emphasizing and building its international ties, linking the border issue to other disputes China has in the wider Asia-Pacific region.</p>
</div>
<div class="zn-body__paragraph">Last week, India and Australia <a href="https://www.cnn.com/2020/06/04/asia/india-australia-military-agreements-intl-hnk/index.html" target="_blank" rel="noopener noreferrer">signed two bilateral military agreements</a> in the &#8220;first step in deepening of the defense relationship&#8221; between the two Indo-Pacific powers. India has also been increasing its defense cooperation with the US, including with the annual Malabar naval exercises, also involving Japan.</p>
</div>
<div class="zn-body__paragraph">This strategy has not gone unnoticed in Beijing. China Daily, another state-run newspaper, said in <a href="http://global.chinadaily.com.cn/a/202006/04/WS5ed8f024a310a8b24115af63.html" target="_blank" rel="noopener noreferrer">an editorial</a> that &#8220;contrary to the sober-minded stance adopted by China and India, some excitable politicians in the United States seem eager to whip up hostilities between the two giant neighbors.&#8221;</p>
</div>
<div class="zn-body__paragraph">&#8220;(Washington&#8217;s) offer to help may have emboldened some in India to take a tougher stand against China in order to &#8216;defend its pride&#8217;,&#8221; the paper added.</p>
</div>
<div class="zn-body__paragraph">Writing late last month, Chinese analyst Long Xingchun <a href="https://www.globaltimes.cn/content/1189472.shtml" target="_blank" rel="noopener noreferrer">warned</a> Delhi to &#8220;keep a sober head to not be used as cannon ash by the US.&#8221;</p>
</div>
<div class="zn-body__paragraph">&#8220;Although China&#8217;s relationship with the US is tense, the international environment for China is much better than it was in 1962 when India started and (was) crushingly defeated in a border war with China,&#8221; Long wrote. &#8220;In 1962, the national strength of China and India were comparable. Today by stark contrast, China&#8217;s GDP is about five times that of India.&#8221;</p>
</div>
<div class="zn-body__paragraph">For now, outright aggression is confined to the media. But with tensions running hot despite the efforts of military figures Saturday, the likelihood of this problem going away soon seems highly unlikely.</div>

<p>Several soldiers were injured when hundreds of Chinese and <strong><a href="https://www.itv.com/news/topic/india/" target="_blank" rel="noopener noreferrer">Indian</a></strong> troops reportedly exchanged blows along Nakula border in the northeastern Indian state of Sikkim on Saturday.</p>
<p>“Four Indian soldiers and seven Chinese troops suffered injuries during the confrontation that involved around 150 soldiers,” said one Indian on condition of anonymity.</p>
<p>The aggressive confrontation between the troops happened near the Naku La sector, a pass at a height of more than 5,000 meters.</p>
<p>Sources in the Indian government said: “Temporary and short duration face-offs between border guarding troops do occur as boundaries are not resolved.</p>
<p>“Aggressive behavior by the two sides resulted in minor injuries to troops.</p>
<p>&#8220;The two sides disengaged after dialogue and interaction at local level.&#8221;</p>
<p>India and China share a border that is almost 4000km long, which has many unresolved boundary issues.</p>
<p>This is not the first time Indian and Chinese soldiers have exchanged blows along the border.</p>
<p>In August 2017, Indian and Chinese soldiers threw stones at each other and also exchanged blows near Pangong Lake in Ladakh, close to the de facto border between the two countries.</p>
<p>The incident took place after Indian soldiers patrolling the area did not heed to objection to their presence in the area by Chinese troops.</p>
<p>After the scuffle, both sides called for reinforcements. However, the face-off ended following delegation-level talks between the two sides.</p>
<p>The clash near the Line of Actual Control (LAC) aggravated bilateral tensions as it happened at a time when the two neighbors when their soldiers began confronting each other at the Doklam plateau where India, China, and Bhutan meet.</p>
<p>India had sent its troops to stop China building a road in the remote, uninhabited territory, which is claimed by both China and Bhutan.</p>
<p>Beijing said India had no role to play in the area, and ordered its troops to withdraw unilaterally or face the prospect of an escalation.</p>
