										<content:encoded><![CDATA[<p class="subheading">The Colombian government “agreed to all” of President Donald Trump’s terms regarding the “unrestricted acceptance of all illegal aliens from Colombia” who are being deported from the United States.</p>
<p>In a press release, White House Press Secretary Karoline Leavitt <a class="x5l" href="https://twitter.com/PressSec/status/1883716584843391025" target="_blank" rel="noopener external">explained</a> that based on the agreement, “fully drafted IEEPA tariffs and sanctions” would be “held in reserve” and not signed unless the Colombia government failed to honor the agreement.</p>
<p>Leavitt added that “visa sanctions” issued by the State Department would remain in place “until the first planeload of Colombian deportees is successfully returned.” Leavitt also noted that “today’s events make clear to the world that America is respected again.” The press release comes after Colombian President Gustavo Petro <a href="https://www.breitbart.com/politics/2025/01/26/colombias-petro-backs-down-sending-personal-plane-to-pick-up-migrants-after-trump-announced-sanctions/">backed down</a> on refusing to accept two deportation flights from the U.S. and said he would “send his presidential plane to personally pick up the deported migrants.”</p>

										<content:encoded><![CDATA[<p>A long-awaited expedition into an 18th-century shipwreck in the Caribbean Sea has reportedly begun.</p>
<p>The government of Colombia launched the deep-water expedition of the San José shipwreck, which is rumored to contain cargo worth billions of dollars, last week.</p>
<p>The galleon sank in 1708 en route to Cartagena, Colombia, after it was ambushed by an English squadron.</p>
<p>Historians believe that roughly 600 people on the ship died, with very few survivors.</p>
<p>The shipwreck is believed to contain 11 million gold and silver coins, along with emeralds and other valuable cargo.</p>

<p>Seventeen days after a small aircraft crashed in the Colombian Amazon rainforest, the country is holding its breath over confusing reports that four children have survived the ordeal.</p>
<p>The siblings &#8211; 13-year-old Lesly Jacobombaire Mucutuy, nine-year-old Soleiny Jacobombaire Mucutuy, four-year-old Tien Noriel Ronoque Mucutuy and 11-month-old Cristin Neriman Ranoque Mucutuy &#8211; were travelling in a Cessna 206 plane when it crashed on 1 May near the Guaviare province.</p>
<p>Their mother Magdalena Mucutuy, the plane’s pilot, and another passenger died in the accident but the minors were nowhere to be found, the Colombian Air Force said in a <a href="https://twitter.com/AerocivilCol/status/1658883207700283393" target="_blank" rel="nofollow noopener">statement.</a></p>

										<content:encoded><![CDATA[<p class="Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x">CARACAS (Reuters) &#8211; Venezuela has created a special military unit for an area on its border with Colombia that has been the center of clashes between troops and illegal armed groups since last month, the defense minister said on Monday.</p>
<p class="Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x">Thousands of civilians have been displaced by combat with fighters that the government of President Nicolas Maduro calls “terrorists.”</p>
<p class="Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x">General Vladimir Padrino said a temporary unit called an Integrated Operational Defense Zone, or ZODI, would operate in several municipalities of Apure state, where the clashes have taken place.</p>
<p class="Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x">“We are not going to allow any type of force, be it conventional, irregular, criminal, drug trafficker, etcetera, to come to Venezuelan territory to commit crimes,” Padrino said in a televised statement.</p>
<p class="Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x">Venezuela’s military maintains a standing ZODI unit for each of its 23 states and the capital, Caracas.</p>
<p class="Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x">Padrino said eight soldiers had been killed in the fighting, while 34 soldiers had been wounded, nine members of the armed groups had been killed and 33 people were being prosecuted by the military justice system.</p>
<p class="Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x">Colombia’s Foreign Ministry on Monday urged respect for the rights of the civilian population living in Apure and the neighboring Colombian state of Arauca.</p>
<p class="Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x">“Armed conflict in the border area of Arauca and Apure is seriously affecting the lives of the civilian population and has forced families to abandon their homes and belongings,” the ministry tweeted.</p>
<p class="Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x">Opposition critics say the fighters include dissident FARC guerrillas who reject a 2016 peace deal with the Colombian government.</p>
<p class="Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x">Colombian Defense Minister Diego Molano told newspaper El Tiempo over the weekend that Maduro’s government had become entangled in fights between different groups of the former FARC guerrillas and was in drug trafficking cahoots with some.</p>
<p class="Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x">Meetings had been held between the Venezuelan armed forces and dissident allies to coordinate an offensive against other ex-FARC members, he said.</p>
<p class="Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x">“The objective of the operations there is not the protection of the border, it’s the protection of the drug trafficking business,” Molano told the newspaper.</p>
<p class="Paragraph-paragraph-2Bgue ArticleBody-para-TD_9x">Venezuela denies any links to Colombian guerrillas or drug trafficking groups.</p>

<p>SAN CRISTOBAL, Venezuela (Reuters) &#8211; Yaidis Colmenares&#8217; tired and gaunt face leaves little need for explanation as to why the desperate Venezuelan mother of three is fleeing her native country for Colombia.</p>
<p>The 37-year-old weighs 19 kilos (42 pounds) less than she did 10 years ago, she says. She could barely afford to buy food with the money she earned selling candy on the metro in Caracas, amid a strict coronavirus quarantine.</p>
<p>Last week, she walked and hitchhiked 800 kilometers (500 miles) to Venezuela&#8217;s western border city of San Cristobal in the hope of reaching neighboring Colombia with her 13-year-old son, her eight-year-old daughter, and her one-year-old baby strapped to her chest.</p>
<p>&#8220;Look how malnourished I am,&#8221; said Colmenares as she walked with a group of 15 people through a park near a major avenue to avoid roadblocks set up by police and the National Guard to enforce a nationwide quarantine.</p>
<p>&#8220;Now everything is in dollars. We have to run or we&#8217;ll die,&#8221; she said, referring to the increasing dollarization of basic goods in Venezuela that makes them inaccessible to the vast majority of the population, who get paid in local currency.</p>
<p>Venezuelans face an increasingly dysfunctional economy in which fuel shortages make basic transportation impossible and basic goods and services are so expensive that most cannot afford them. Simple chores such as house cleaning and washing clothes have become a constant struggle due to the lack of electricity and running water.</p>
<p>The renewed emigration threatens to swell the ranks of the Venezuelan diaspora throughout South America, a refugee crisis of proportions never witnessed in the region.</p>
<p>The United Nations estimates that some 5 million Venezuelans left the country between 2015 and 2019, mostly for other parts of South America, to escape a hyperinflationary economic collapse under President Nicolas Maduro.</p>
<p>This year, at least 100,000 Venezuelans returned to their country as the pandemic shuttered businesses and left those working as informal street vendors unable to make a living.</p>
<p>Those who returned say they were stigmatized by the government for fueling the disease and ended up in a hand-to-mouth existence that was marred by blackouts, crime, and chronic fuel shortages.</p>
<p>Human Rights Watch in a report this week said returned migrants have faced abusive treatment from Venezuelan authorities, including being held in overcrowded quarantine centers with limited access to food and water.</p>
<p>WALKING THROUGH ROADBLOCKS</p>
<p>Colombia&#8217;s migration agency this week said Venezuelan migrants started trickling back in via informal crossing points around a month ago. Colombia&#8217;s borders officially remain closed until at least Nov. 1.</p>
<p>Director-General Juan Espinosa of the agency said last week the number of Venezuelans seeking refuge in neighboring Colombia could reach around 2 million within three to five months once the border reopens, up from 1.73 million at the end of July.</p>
<p>Some San Cristobal residents try to support the new wave of migrants by offering advice on the shortest routes or helping them avoid roadblocks and checkpoints set up by the police and the National Guard.</p>
<p>When 30 migrants on their way to the Colombian border were stopped by troops on Oct. 12, a group of neighbors arrived and sang the national anthem as they waved a Venezuelan flag. The troops eventually allowed them through.</p>
<p>&#8220;Look at all these Venezuelans who are emigrating because of you, Maduro, don&#8217;t try to cover up what&#8217;s happening,&#8221; shouted Ambar Orellana, 27, walking through San Cristobal with her husband and two children in hopes of reaching Peru.</p>
<p>Orellana said bus drivers carrying migrants had to pay off troops to get through roadblocks and that those on foot were charged $20 each.</p>
<p>Venezuela&#8217;s information ministry did not immediately reply to a request for comment on the new wave of migration or the accusations of public officials seeking bribes from migrants.</p>
<p>Juana Contreras, a homemaker in her 60s who lives on the road that leads to the border, said she began in recent weeks cooking arepas &#8211; traditional Venezuelan corn pancakes &#8211; as well as soup with vegetables to give to migrants.</p>
<p>&#8220;They leave because they cannot afford to eat or feed their family,&#8221; said Contreras. &#8220;It is satisfying to do this because we don&#8217;t know if we will suddenly have to do the same. It would be very hard at my age.&#8221;</p>

<p>Experts say the &#8220;horrific&#8221; spate of violence is no longer shocking as the Latin American country, hit hard by the coronavirus pandemic, continues to negotiate a fragile peace deal aimed at ending its decades-long civil war.</p>
<p>For the last two weeks, Colombia has been rocked by a wave of massacres that have killed at least 42 people, according to police.</p>
<p>The massacres, defined as the murder of three or more people in a single act of killing, have taken place across the Latin American country, from the western state of Narino to the state of Arauca on the eastern border with Venezuela.</p>
<p>The first of the massacres is thought to have happened on 11 August in the city of Cali when five teenage boys were killed in a sugar cane field.</p>

<p>Since then, there have been at least eight other killings. On 21 August, the bodies of six people were found lying in woodland in the Tambo municipality of the southern Cauca region.</p>
<p>And on 28 August, hooded gunmen killed three people, including a 13-year-old, near the town of Andes in the country&#8217;s north-west.</p>
<p>Regional police commander Colonel Ever Gomez reportedly said the gunmen entered a farm and opened fire, killing two people instantly. The third victim died in hospital.</p>
<p>The latest killing was the ninth in two weeks and brings the death toll since 11 August to at least 42.</p>
<p>Alberto Posso, from Ecuador, is an economics professor at Melbourne&#8217;s RMIT University, and director of the university&#8217;s Centre for International Development.</p>
<p>He described the recent spate of violence in Colombia as &#8220;horrific&#8221; but &#8220;no longer surprising&#8221;.</p>
<p>&#8220;Unfortunately, this is something that is not all too uncommon in the Latin American region more broadly,&#8221; Prof Posso told SBS News.</p>
<p>&#8220;I&#8217;m afraid Colombia is having one of those common episodes in a country that is unfortunately used to violence &#8230; I want to be more shocked.&#8221;</p>

<p>Last month, the United Nations&#8217; peace mission in Colombia said it had already documented 33 massacres since the beginning of the year. Local conflict watchdog <a href="http://www.indepaz.org.co/informe-de-masacres-en-colombia-durante-el-2020/" target="_blank" rel="noopener noreferrer">Indepaz</a> said as of 25 August, that number could be as high as 46.</p>
<p>Among the victims are more than 100 social leaders and human rights defenders, according to Afro-Colombian organisation member Danelly Estupinan, whose account <a href="https://www.amnesty.org/en/latest/news/2020/06/lideres-sociales-nos-siguen-matando-durante-cuarentena/#:~:text=More%20than%20100%20social%20leaders,the%20spread%20of%20COVID%2D19." target="_blank" rel="noopener noreferrer">was published by Amnesty International in June</a>.</p>
<p>But what strikes Prof Posso is how little is known about the recent killings.</p>
<p>On Friday, President Ivan Duque and Attorney General Francisco Barbosa announced the arrest of two of the alleged perpetrators behind the 11 August killing of five teenage boys. A third suspect is on the run.</p>
<p>Mr Barbosa said the boys were murdered &#8220;in an act of total barbarism&#8221;.</p>
<p>&#8220;It seems to me that the authorities are somewhat failing in trying to figure out what is behind this,&#8221; Prof Posso said.</p>
<p>&#8220;To a lot of people, this ineptitude is shocking, but unfortunately it&#8217;s something that is also not too uncommon in Latin America.&#8221;</p>

<h3>What is driving the massacres?</h3>
<p>As authorities begin an investigation, various claims are emerging as to what is driving the recent massacres.</p>
<p>Some local media outlets and human rights groups have reported so-called &#8216;COVID Death Squads&#8217; are allegedly targeting those who are breaching virus restrictions during the pandemic.</p>
<p>Mr Duque first imposed a national lockdown to control the spread of COVID-19 in late March.</p>
<p>According to a report published by human rights organisation <a href="https://www.hrw.org/es/news/2020/07/15/colombia-brutales-medidas-de-grupos-armados-contra-covid-19" target="_blank" rel="noopener noreferrer">Human Rights Watch on 15 July</a>, numerous armed groups went on to impose their own curfews, quarantines and other measures in at least 11 of the 32 departments of Colombia that have historically been abandoned by the government.</p>
<p>HRW claims these groups have threatened, murdered and attacked those they believe are not complying with the rules. According to <a href="https://cerosetenta.uniandes.edu.co/al-menos-30-personas-han-sido-asesinadas-en-colombia-bajo-el-pretexto-de-violar-la-cuarentena/" target="_blank" rel="noopener noreferrer">a local university report</a>, at least 30 people have been murdered for breaking quarantine.</p>
<p>&#8220;In various communities throughout Colombia, armed groups have violently imposed their own rules to prevent the spread of COVID-19,&#8221; Human Rights Watch Americas director Jose Miguel Vivanco said.</p>
<p>&#8220;This brutal social control reflects the historical failure of the state to establish a significant presence in remote areas of the country to protect communities at risk.&#8221;</p>
<p>The massacres come as the country recorded the highest number of COVID-19 deaths per capita in recent weeks at 43.1 deaths per million people, according to data from the John Hopkins University.</p>
<p>The country has over 615,000 active infections, and has recorded just over 19,660 deaths.</p>
<p>Prof Posso said while the death squad theory is &#8220;possible&#8221;, he believes it is unlikely.</p>
<p>&#8220;I think right now, Latin America is the epicenter of the virus, and it seems like people are taking this seriously. But at the same time, the economic hardship associated with these lockdowns is generally understood,&#8221; he said.</p>
<p>President Duque has accused armed groups financed by drug trafficking of being behind the current wave of massacres. He has been criticized for terming them &#8220;collective homicides&#8221;.</p>
<p>It is one of the biggest spikes of violence since the signing of a peace agreement with the country&#8217;s largest rebel group, the Revolutionary Armed Forces of Colombia (Farc), in 2016 that aimed to end its decades-long civil war.</p>

<p>But the country still remains roiled by turf wars between armed groups competing for territorial control, including dissident Farc members who rejected the peace deal, National Liberation Army (ELN) guerillas, paramilitary successor groups, drug cartels and the military.</p>
<p>&#8220;A turf war is probably the most likely thing, here,&#8221; Prof Posso said. &#8220;But at this stage, it is also true to highlight that this is only speculation.&#8221;</p>
<p>Ultimately, Prof Posso said the recent killings are taking place in a politically polarized country that is rife with inequality.</p>
<p>Many critics have blamed Mr Duque, who inherited the government&#8217;s peace agreement deal when he took office two years ago, for not doing enough to implement it.</p>
<p>&#8220;This deal, from a historical perspective, was well recognized by the international community,&#8221; Prof Posso said.</p>
<p>&#8220;The end of Farc did lead to some improvements, but there is still economic violence, a lot of social violence &#8211; and inequality that is ultimately fueling this violence.</p>
<p>&#8220;Latin America is polarized when it comes to politics, and that division is right now on ice because of the pandemic. We have to remember that as long as inequality is high, these divisions are going to drive people and polarize people politically and economically in all sorts of directions.&#8221;</p>
<p>For now, Prof Posso said a transparent investigation into the recent killings will be vital for Colombia, as a recent member of the Organisation for Economic Co-Operation and Development (OECD).</p>
<p>&#8220;Colombia is keen to highlight itself as a country that has graduated from developing to developed,&#8221; he said.</p>
<p>&#8220;If it is going to do that, even amidst the situation with the pandemic, it has to show that due process is being followed.</p>
<p>&#8220;Then we can ask the question, is this driven by politics, or is it something else?&#8221;</p>

<div class="fullNewsFulltext">&#8216;Washington&#8217;s propaganda organs are already promoting Venezuela&#8217;s invading multinational force. Stabilization must be with military occupation but without the visible presence of the US in the front row. It is the armies of Colombia and Central America that will do the dirty work.&#8217; the diplomat denounced in his account on the social network Twitter.</p>
<p>In another message on the microblogging, Moncada pointed out that the upper phase of aggression against Venezuela has already started, whose maximum pressure campaign goes beyond economic terrorism and moves to the military dimension.</p>
<p>&#8216;They are looking for the&#8217; October surprise&#8217; in their elections. In Venezuela we must prepare for the provocation in the making,&#8217; he said.</p>
<p>On the digital platform, the Venezuelan ambassador to the UN showed a fragment of the Washington Examiner article, where the insinuations of Phil Gunson, of the International Crisis Group, and the head of the United States Southern Command, Admiral Craig Faller, about an eventual invasion of this South American nation.</p>
<p>According to the publication, Gunson and Faller accuse Venezuela of being a narco-state, of being the center of operations of the National Liberation Army and the Revolutionary Armed Forces of Colombia, in addition to being the epicenter of alleged &#8216;illegal activities&#8217; of Cuba, Russia and Iran.</p>
<p>Meanwhile, Faller openly urges the international community to force a change of government in this nation.</p>
<p>&#8216;The key going forward is how we can better share intelligence and how the international community can better harness that to force and change the behavior of Maduro and external state actors,&#8217; the Washington Examiner said in its remarks.</p>
<p>Last week Moncada denounced that the White House uses the issue of drug trafficking as a pretext to invade Venezuela.</p>
