<p>Netanyahu entered the chamber a little after 2 p.m. and thanked senior congressional leaders “for giving me the profound honor for addressing this great citadel of democracy for the fourth time” and President Biden for his “heartfelt support” of Israel.</p>
<p>“Today we are at a crossroads of history,” the Israeli leader began, “our world is in upheaval.”</p>
<p>“This is not a clash of civilizations; it’s a clash between barbarism and civilizations,” he said, “between those who glorify death and those who sanctify life.”</p>

										<content:encoded><![CDATA[<p>After a week that saw President Trump and his foes toss toxic words at each other, there is now a warning that the next phase could be “violence.”</p>
<p>Nearly 8 of 10 Americans told the <a href="https://www.pewresearch.org/fact-tank/2019/07/18/americans-say-the-nations-political-debate-has-grown-more-toxic-and-heated-rhetoric-could-lead-to-violence/" target="_blank" rel="noopener noreferrer">Pew Research Center</a> that supporters for both sides could “act” on the politically charged rhetoric with violence. It was higher for Democrats, 91% than Republicans, 61%.</p>
<p>And they want politicians to cool it.</p>
<p>“Americans broadly agree that elected officials should avoid using heated language because it could encourage violence. Nearly three-quarters of Americans (73%) say this, while just a quarter believe that elected officials &#8216;Should be able to use heated language to express themselves without worrying about whether some people may act on what they say,&#8217;” warned the center.</p>
<p>“While majorities in both parties say officials should avoid heated language, this view is more widely held among Democrats (83%) than Republicans (61%),” it added.</p>
<p>Trump is cited by a majority for stirring up the situation, but, like anything “Washington” today, there is partisan division.</p>

Said Pew, “Democrats and Democratic-leaning independents overwhelmingly (84%) say Trump has changed political discourse for the worse. About half of Republicans and Republican leaners (49%) say he has changed it for the better, while 23% say he has changed it for the worse and 27% say he hasn’t changed it much either way.”</p>

<p>WASHINGTON — During the two years when Democrats controlled the Oval Office, Senate and House, President Barack Obama squandered a major opportunity.</p>
<p>He failed to push for a vote on a Dream Act, which would have created a path to citizenship for qualified undocumented immigrants who came to the United States as minors. That matter was left for a vote in the lame-duck Congress — and that vote proved to be a gesture as the Democratic Senate failed to garner the needed 60 votes. America will never know how it might have ended if Obama had put his back into it.</p>
<p>Ever since, Obama’s failure to push for this key promise of his 2008 campaign remains an object of contempt among conservatives — who presume Democrats preferred to dangle the issue through the 2012 election and gin up resentment among Latino voters.</p>
<p>With President Donald Trump’s failure to push Republicans to change immigration law when they controlled the White House and both chambers of Congress in 2017 and 2018, Trump may find himself in that same corner of shame.</p>
<p>With 1 million or so undocumented migrants expected to cross the southern border this year, Trump’s commitment to building his signature border wall doesn’t seem to be doing the trick — and he hasn’t focused on measures that actually could improve the nation’s immigration machinery.</p>
<p>When Trump first got into office, a big drop in southern border apprehensions suggested his anti-immigrant campaign rhetoric had such a chilling effect that his promised wall might be superfluous. But then the numbers began to climb.</p>
<p>Homeland Security Secretary Kirstjen Nielsen recently argued that a law that prevents immigration officials from promptly returning minors from the so-called Northern Triangle countries and a court decision that limits how long the government can hold minors serve as loopholes that “create a functionally open border.”</p>
<p>That’s why Mark Krikorian of the pro-enforcement Center for Immigration Studies always has argued that changing immigration law and enforcement would be far more effective than building a wall — not that he’s opposed to spending on a wall.</p>
<p>Trump’s push for the wall shows that he is working to keep his 2016 campaign promise — but it really can’t do much to discourage economic migrants who ultimately would not qualify for asylum but nonetheless believe they will be able to get into the United States through a port of entry.</p>
<p>That’s the problem with Trump’s beloved wall. It may resonate with his base, but it won’t bring about the changes the base wants.</p>
<p>And it’s hard to get Republicans — many of whom do not share Trump’s view on illegal immigrants — to die on a hill for a big-ticket item that the public opposes and politicians doubt will work.</p>
<p>Krikorian doesn’t think it’s too late for Trump to switch his focus to changing the Trafficking Victims Protection Reauthorization Act so that federal officials can send undocumented minors who don’t qualify for asylum back to noncontiguous countries the same way that they can return minors from Mexico and Canada.</p>
<p>Could such a measure make it through the Democratic House? Not now, but that could change if the flow of migrants through Mexico continues at such dangerous levels.</p>
<p>“Politically it is essential for the Republicans to make it clear that (House Speaker) Nancy Pelosi and (Senate Minority Leader) Chuck Schumer are the reason we have this border disaster,” Krikorian said. “They are playing the part of (German Chancellor) Angela Merkel in inviting an unlimited number of people to come to the United States.”</p>
<p>Krikorian believes that the GOP Senate should put its efforts on reworking immigration law so that it doesn’t encourage border chaos.</p>
<p>It doesn’t help when Trump says, as he did Friday morning, that he wants to “get rid of the whole asylum system.” It was another act of verbal self-sabotage that showed an executive ready to bar not only economic migrants but also refugees fearing for their lives.</p>
<p>The week’s antics with the president’s since-retracted threats of closing the border with Mexico only reinforce a portrait of an executive who hasn’t focused on a goal — reducing illegal immigration — so much as on winning.</p>
<p>So Trump claimed victory Friday morning because Mexico has done a better job of enforcing its southern border under his threat. Does anyone think that will last when the mercurial president takes his eye off the ball?</p>
<p>I get how the Trump base cheers on the president’s ability to drive the left crazy with his rhetoric — but it’s not going to fix a humanitarian crisis.</p>

										<content:encoded><![CDATA[<p>President Trump may be <a href="https://www.washingtonexaminer.com/news/mueller-clears-trump-no-russia-collusion-no-obstruction-of-justice" target="_blank" rel="noopener noreferrer" data-cms-id="00000169-b0d2-d337-af6f-baf62c4b0000" data-cms-href="https://www.washingtonexaminer.com/news/mueller-clears-trump-no-russia-collusion-no-obstruction-of-justice" data-cms-ai="0">cleared of colluding with the Russians to win the White House</a>, but House Democrats are hardly ready to give up investigating the president.</p>
<p>They are gearing up for comprehensive probes that could go far beyond the narrow Mueller scope of Russian collusion that just concluded and extends into Trump&#8217;s presidency, campaign, business practices, and personal life.</p>
<p>But first, <a href="https://www.washingtonexaminer.com/news/democrats-give-doj-one-week-ultimatum-to-hand-over-muellers-report-and-underlying-documents" target="_blank" rel="noopener noreferrer" data-cms-ai="0">Democrats want to dig into Robert Mueller’s full report</a>, which has not been made public.</p>
<p>House Judiciary Committee Chairman Jerry Nadler, D-N.Y., is working with the Justice Department on a time frame for Attorney General William Barr to testify before the committee.</p>
<p>Nadler, along with House Speaker Nancy Pelosi, D-Calif., and House Intelligence Committee Chairman Adam Schiff, D-Calif., are <a href="https://www.washingtonexaminer.com/news/schiff-backs-pelosi-on-demand-for-mueller-report-briefings-to-be-unclassified" target="_blank" rel="noopener noreferrer" data-cms-ai="0">demanding Mueller’s findings be released in full</a> so that Congress can evaluate it.</p>
<p>The House unanimously passed a resolution earlier this month calling for the Mueller report to be released.</p>

<p>Barr is reviewing the report, but it’s not clear how much of it will be made public or provided to Congress.</p>
<p>Democrats are questioning the validity of Barr’s summary and say they need to see Mueller’s full report.</p>
<p>“It is clear that, even after a 22-month investigation, Special Counsel Mueller was not able to exonerate the President from the charge of obstruction of justice,” Rep. Pramila Jaypal, D-Wash., said. “Equally disturbing is the fact that Attorney General Barr took less than 48 hours to determine that he will take no further action on this very serious charge. The attorney general has made it clear through his broad support for sweeping presidential power and authority and his past criticism of the Special Counsel’s inquiry that he is not an unbiased participant.”</p>
<p>Top Democratic leaders are also questioning Barr and want to see the full report.</p>
<p>“Far from the ‘total exoneration’ claimed by the President, the Mueller report expressly does not exonerate the President. Instead, it ‘sets out evidence on both sides of the question of obstruction, including the evidence that President Trump attempted to obstruct justice,” Pelosi, Nadler and Schiff said in a statement.</p>
<p>While Mueller cleared Trump of colluding with the Russians, Democrats think they can nab him for wrongdoing elsewhere, and they are ramping up those investigations.</p>
<p>The House Oversight Committee is investigating $130,000 in hush money Trump allegedly paid to porn star Stormy Daniels before the 2016 presidential election, in pursuit of possible campaign finance law violations.</p>
<p>And the committee is battling White House lawyers over Trump’s refusal to turn over information about how the administration issued security clearances, which Oversight Chairman Elijah Cummings, D-Md., believes is deeply flawed.</p>
<p>“The White House security clearance system is broken, and it needs both congressional oversight and legislative reform. I will be consulting with members of the committee to determine our next steps,” Cummings said earlier this month after the White House declined a request to turn over documents or provide witness testimony to the panel.</p>
<p>Nadler earlier this month launched an even wider investigation into the president, which is now quickly accelerating.</p>
<p>Nadler has summoned testimony and information from more than 80 “individuals, agencies and entities” as part of what he is calling a Judiciary Committee investigation into “public corruption, obstruction of justice, and abuse of power by President Trump, his associates, and members of his Administration.”</p>
<p>Nadler said last week that the panel has received responses from “a large number of people” and they have provided tens of thousands of documents related to their dealings with the president.</p>
<p>In the Senate, the GOP majority will keep Democrats mostly at bay when it comes to investigating Trump.</p>
<p>Republicans are calling on Democrats to give up on endless calls to investigate Trump and instead work with them on bipartisan legislative priorities.</p>
<p>“It’s clear the partisans who will never be satisfied with any investigation will not be appeased by this report or Attorney General Barr’s summary of Mr. Mueller’s conclusions,” Sen. John Cornyn, R-Texas, said Monday.</p>
<p>Late Monday, Minority Leader Chuck Schumer, D-N.Y., called up a measure calling on Barr to release the full Mueller report, but was <a href="https://www.washingtonexaminer.com/news/congress/mcconnell-blocks-democratic-measure-calling-on-barr-to-release-full-mueller-report" target="_blank" rel="noopener noreferrer" data-cms-ai="0">blocked by Majority Leader Mitch McConnell</a>, R-Ky., who cited Barr’s pledge to review the document and release what he legally could.</p>
<p>Barr’s offer so far is not good enough for Democrats.</p>
<p>“The American people deserve to see the documentation,” Schumer said. “What did they do, who did they approach, what happened? Why sweep an issue like this under the rug, when the security of our elections are at stake?”</p>

										<content:encoded><![CDATA[<p class="p1"><span class="s1">The House and Senate increased their own budgets in the $1.3 trillion omnibus spending package.</span></p>
<p class="p1"><span class="s1">The Senate increased its total salaries of officers and employees by $12.6 million in the 2,232-page bill that lawmakers had fewer than 48 hours to read and vote on. The bill avoids a government shutdown that would take place at midnight on Friday.</span></p>
<p class="p1"><span class="s1">Aside from giving their own institutions a bonus, the omnibus also gives away millions to prevent &#8220;elderly falls,&#8221; promote breastfeeding, and fight &#8220;excessive alcohol use.&#8221;</span></p>
<p class="p1"><span class="s1">The legislation increases the Senate budget to $919.9 million, up $48.8 million from fiscal year 2017, according to the congressional <a href="https://www.appropriations.senate.gov/imo/media/doc/FY18-OMNI-LEGBRANCH-SUM.pdf" target="_blank" rel="noopener"><span class="s2">summary</span></a> of the bill.<br />
</span></p>
<p class="p1"><span class="s1">&#8220;The increase provides funding necessary for critical modernization and upgrades of the Senate financial management system and investments in IT security,&#8221; the summary states.</span></p>
<p class="p1"><span class="s1">Meanwhile, the House of Representatives increased its budget to $1.2 billion, which is $10.9 million above 2017 levels.</span></p>
<p class="p1"><span class="s1">Salaries of staffers in the Senate are also set for an increase. <a href="http://docs.house.gov/billsthisweek/20180319/DIV%20I%20LEGSOM%20FY18%20OMNI.OCR.pdf" target="_blank" rel="noopener"><span class="s2">Division I</span></a> of the legislation breaks down the total salaries of officers and employees, which are being raised from $182 million in 2017 to $194.8 million in the final bill, an increase of $12.58 million.</span></p>
<p class="p1"><span class="s1">The Senate also increased its expense account, as expense allowances are going from $177,000 to $192,000, an increase of $15,000.</span></p>
<p class="p1"><span class="s1">The House, however, kept its budget for salaries the same at $22.3 million and lowered expenses by $4.4 million.</span></p>
<p class="p1"><span class="s1">Committee offices got an increase of $22.9 million in salaries, from $181.5 million in 2017 to $204.4 million in the final bill.</span></p>
<p class="p1"><span class="s1">The omnibus also boosts funding for health research, including a $3 billion increase to the <a href="http://freebeacon.com/issues/nih-gets-2-billion-increase-budget-deal/" target="_blank" rel="noopener"><span class="s2">ever-growing budget</span></a> of the National Institutes of Health.</span></p>
<p class="p1"><span class="s1">Health care spending in the <a href="http://docs.house.gov/billsthisweek/20180319/DIV%20H%20LABORHHS%20SOM%20FY18%20OMNI.OCR.pdf" target="_blank" rel="noopener"><span class="s2">omnibus</span></a> includes $4 million to combat &#8220;excessive alcohol use&#8221; through a CDC prevention and health promotion program.</span></p>
<p class="p1"><span class="s1">Another $15 million goes to study &#8220;high obesity counties&#8221; and an increase of $5 million for the CDC program that seeks to &#8220;address obesity in counties&#8221; by leveraging &#8220;the community extension services provided by land grant universities who are mandated to translate science into practical action and promote healthy lifestyles.&#8221;</span></p>
<p class="p1"><span class="s1">The bill also spends $2.05 million to prevent &#8220;elderly falls&#8221; and $8 million in the form of &#8220;breastfeeding grants.&#8221;</span></p>
<p class="p1"><span class="s1">The legislation also <a href="http://docs.house.gov/billsthisweek/20180319/DIV%2520E%2520FSGG%2520SOM%2520FY18%2520OMNI.OCR.pdf" target="_blank" rel="noopener"><span class="s2">mandates</span></a> the Alcohol and Tobacco Tax and Trade Bureau to improve &#8220;wine label accuracy.&#8221;</span></p>
<p class="p1"><span class="s1">The House passed the spending package Friday, and the Senate is expected to follow.</span></p>
