]]> Dubai CNN — Climate advocates are warning the COP28 climate summit could be on the cusp of failure after a new draft of the core agreement removed a call to phase out fossil fuels, the main driver of the climate crisis.
The draft, posted Monday more than six hours later than expected, instead used watered-down language on fossil fuels in an apparent concession to oil-producing nations that opposed the measure.

It calls on countries to take actions to reduce planet-warming pollution, which could include reducing the consumption and production of oil, coal and gas. Many climate experts and observers have blasted the draft for its vague language and a lack of concrete timelines.

Russian President Vladimir Putin is making a rare trip abroad to the United Arab Emirates (UAE) and is also scheduled to travel to Saudi Arabia.

Mr Putin is expected to discuss the wars in Gaza and Ukraine, as well as oil production, with the UAE president.

The UAE is currently hosting the COP28 UN climate summit, but the Kremlin has not said whether Mr Putin will attend.

He has barely left Russia since March, when the International Criminal Court (ICC) issued him an arrest warrant.

The ICC has accused him of illegally deporting Ukrainian children to Russia – a war crime – but neither the UAE nor Saudi Arabia recognise the court’s jurisdiction.

Pope Francis has cancelled his trip to the COP28 climate summit in Dubai due to influenza and lung inflammation, the Vatican said.

The Pope, 86, was due to begin a three-day visit on Friday.

Earlier on Tuesday, the Vatican had said he planned to go ahead with the trip despite having been ill over the weekend.

The pope had agreed not to travel “with great regret” after being asked not to go by his doctors, it said.
