<p>US President Donald Trump announced the signing of an executive order (EO) on Wednesday that calls on government departments enforcing Title VI of the Civil Rights Act of 1964 to adopt the International Holocaust Remembrance Alliance (IHRA) definition of antisemitism.</p>
<p>Specifically, the order is aimed at federally-funded universities and colleges and will require the Department of Education, when reviewing whether there has been a violation of Title VI of the Civil Rights Act of 1964, to consider this widely accepted definition of antisemitism as part of its assessment of whether an incident or activity may be antisemitic. As such, according to an explanation of the EO provided by the Anti-Defamation League, criticism of Israel could be considered antisemitic if it becomes “intentional, unlawful, discriminatory intimidation and harassment against Jews.”</p>

<p>The IHRA defines antisemitism as “a certain perception of Jews, which may be expressed as hatred toward Jews. Rhetorical and physical manifestations of antisemitism are directed toward Jewish or non-Jewish individuals and/or their property, toward Jewish community institutions and religious facilities.”</p>

<p>Title VI prohibits discrimination on the basis of race, color and national origin in programs and activities receiving federal financial assistance. The Department of Education could cut federal funding for institutions that fail to remedy antisemitic incidents that fall under the title.</p>

<p>A senior administration official told The Jerusalem Post on Tuesday that antisemitism on campuses is often hidden in an anti-Israel agenda. If campuses that receive money from the government adopt the IHRA definition of antisemitism in cases of discrimination, students who will feel that they are being bullied on college campuses would be able to complain to their institution&#8217;s administration, who will then need to decide if the incident is considered antisemitic.</p>

<p>&#8220;We began to focus on this issue in the late winter/spring of this year when we were alarmed frankly at a rise in antisemitic rhetoric, including unfortunately from leading political figures,&#8221; the official said. &#8220;We looked at the data, and we saw that there&#8217;d been a rise in antisemitic incidents, and we began a policy process to figure out physically what we could do on the subject.&#8221;</p>

<p class="g-row article-subtitle">A second official explained to the post that the policy of the executive branch is to enforce Title VI in order to prohibit discrimination rooted in antisemitism &#8220;as vigorously as against all other forms of discrimination,&#8221; noting that this will be the language used in the order.</p>
<p class="g-row article-subtitle">For many years, the Department of Education has said that Title VI is meant to protect students of all religions: Christians, Muslims, Jews, Sikhs, Buddhists, and others.</p>
<p class="g-row article-subtitle">The majority of the Jewish community celebrated Trump’s announcement.</p>
<p class="g-row article-subtitle">Republican Jewish Coalition national chairman Senator Norm Coleman called the move “truly historic” and said that “President Trump has extended to Jewish students very strong, meaningful legal protection from antisemitic discrimination.”</p>

<p>Coleman added that President Trump is not only the most pro-Israel president in American history but with this EO, “President Trump has shown himself to be the most pro-Jewish president, as well.&#8221;</p>

<p>Israel’s ambassador to the United Nations, Danny Danon, said, “this is the right move in the fight to tackle antisemitism head-on.</p>

<p>“In the face of hatred, one must not remain silent, but respond strongly,” Danon continued. “This will target the BDS [Boycott, Divestment and Sanctions movement] that has grown in recent years. If academic institutions do not act against this antisemitic movement, they will pay a heavy price.”</p>

<p>According to the American Jewish Committee’s most recent survey on antisemitism in the US, nearly half of Jewish young people between the ages of 18 and 29 have been victims of antisemitic acts over the past five years. More than one-third said they had experienced antisemitism on an American college campus themselves or know someone who has.</p>

<p>“To date, though, responses to antisemitism on many campuses have often fallen short, leaving Jewish students vulnerable,” AJC said in a statement. “Existing federal policy has not been fully enforced and today’s order merely gives Jews what other groups have long enjoyed—the right not to be subject to a hostile environment on campus. There is nothing inconsistent with protecting freedom of expression and providing Jews the same protections accorded other minorities.”</p>

<p>The ADL, too, said that “in a climate of rising antisemitism, this executive order provides valuable guidance on antisemitism, giving law enforcement and campus officials an important additional tool to help identify and fight this pernicious hate.</p>

<p>“It also reaffirms protection of Jews under Title VI without infringing on First Amendment rights,” the ADL statement continued. “These are all important steps forward.”</p>

<p>The Orthodox Union applauded the EO and said it hopes that now “those who seek to use our academic institutions as places to stoke anti-Jewish sentiment are now on notice: There will be consequences for their racism.”</p>

<p>Israeli Foreign Minister Israel Katz urged “more countries to adopt similar measures.”</p>

<p>Christian supporters of Israel and Trump also praised the EO.</p>

<p>The leadership of Christians United for Israel (CUFI) put out a lengthy statement and noted that “one cannot defeat that which they are unwilling to define.” The organization thanked both Trump and his son-in-law and special advisor Jared Kushner for their “tireless efforts to shepherd this order forward.”</p>

<p>The Israel Allies Foundation of thousands of MPs from around the world, including many evangelical Christians, also stressed how much the president has done for the Jews.</p>

<p>&#8220;President Trump has done more than any US President in history to combat antisemitism and stand with the Jewish state of Israel and the well being of its people,&#8221; said IAF president Josh Reinstein. &#8220;We will work with our network of 40 Israel Allies Caucuses around the world to make sure other countries follow his lead.&#8221;</p>

<p>Dr. Mike Evans, a member of the president’s faith advisory team, explained that the core issue in the Palestinian peace process and in Iran’s “terror obsession” with Israel is antisemitism, which he said is “also very much alive in America.</p>

<p>“Jews in Israel are not killed over land; they are killed because they are Jews,” Evans stressed.</p>

<p>But not all Jewish organizations or activists celebrated the announcement.</p>

<p>Jewish Democratic Council of America executive director Halie Soifer instead attacked the president and said “he is partially responsible” for the rise in antisemitism in American and therefore “just three days after President Trump characterized Jews as money-hungry ‘killers,’ President Trump has zero credibility to take meaningful action to combat the scourge of antisemitism.”</p>

<p>Soifer said that “If President Trump truly wanted to combat antisemitism, he would accept responsibility for his role in perpetuating antisemitic conspiracy theories and emboldening white nationalism.</p>

<p>“We said it before and we’ll say it again – Donald Trump is the biggest threat to American Jews,” she continued.</p>

<p>Taking the criticism one step further, J Street’s president Jeremy Ben-Ami added: “This executive order, like the stalled congressional legislation it is based on, appears designed less to combat antisemitism than to have a chilling effect on free speech and to crack down on campus critics of Israel.&#8221;</p>

<p>He explained that the expert who drafted the definition of antisemitism that is being adopted by this executive order, Kenneth S. Stern, has opposed its application on college campuses. Stern wrote in a New York Times op-ed that, &#8220;If this bill becomes law…students and faculty members will be scared into silence, and administrators will err on the side of suppressing or censuring speech.&#8221;</p>

<p>Ben-Ami said that &#8220;the same right-wing groups who turn a blind eye to the president’s hateful rhetoric have promoted this executive order as part of a cynical push to turn the issue of antisemitism into a partisan political weapon, instead of seriously combating it in all its forms.”</p>

<p>As expected, pro-Palestinian organizations also expressed their dissatisfaction. For example, the head of the US Campaign for Palestinian Rights, Yousef Munayyer, said that Trump’s order is part of a sustained campaign “to silence Palestinian-rights activism” by equating opposition to Israeli treatment of Palestinians with antisemitism.</p>

<div>“Israeli apartheid is a very hard product to sell in America, especially in progressive spaces,” Munayyer said in a statement <a href="https://www.nytimes.com/2019/12/10/us/politics/trump-antisemitism-executive-order.html">published by <em>The New York Times</em></a>, “and realizing this, many Israeli apartheid apologists, Trump included, are looking to silence a debate they know they can’t win.”</p>

										<content:encoded><![CDATA[<p>In what can only be considered an historical speech before the world’s governing authorities, Israel’s ambassador to the UN gave a surprising defense for the right of the Jewish people to the whole Land of Israel-the Bible.</p>
<p>The unparalleled presentation by Ambassador Danny Danon delivered to the UN General Assembly just after Passover a few weeks ago has gone viral on social media where it has been translated into numerous languages. In the 18-minute defense of Israel’s right to the Land, Ambassador Danon covered the biblical, historical and international facts proving that the entire Land of Israel, including Judea and Samaria, belong to the Jewish people.</p>
<p>Quoting from God’s promise to Abraham in Genesis, Danon looked squarely into the eyes of the Palestinian delegate sitting across from him at the assembly, lifted his Bible high for all to see and said, “This is the deed to our land.” Danon then read the Bible in Hebrew, and then in English, from Genesis 17:7-8: “I will give this Land as an everlasting possession to you and your descendants after you.”</p>
<p>Using the Bible to defend the Jewish ownership of the Land of Israel is an extraordinary move in modern political realities. Until now, Israeli politicians have shied away from turning to Scripture in defense of Israel’s claims.</p>
<p>As expected, mainstream liberal media are reacting with scorn and rage, shaking their heads in disbelief that a government official, Israeli at that, would dare use the Bible in support of Israel’s right to the land. In interviews after the speech, CNN and Al-Jazeera hosts openly mocked the idea that the Bible would have anything to do with the Jewish people’s claim to a homeland in the Land of Israel.</p>
<p>Danon, however, remained unfazed. “The Jewish people’s ownership of <em>Eretz Yizroel</em> (meaning the whole land of Israel) is well documented in the Hebrew Bible and beyond (apparently a cryptic reference to the New Testament). The entire connection of the Jewish people to the Land of Israel begins right here,” he said, again holding up his Bible.</p>
<p>The ambassador pointed out that it is not only the Hebrew Bible that gives the Land of Israel to the Jewish people, but this is also true in Christianity and Islam. “The Koran itself accepts the divine deed of the Jewish people to the Land of Israel,” Danon told the assembly while pointing his finger directly at the Palestinian delegate. It was clear to all those watching that Danon is referring to the whole Land of Israel including Judea and Samaria (aka the West Bank).</p>
<p>In the unprecedented speech, the Israeli ambassador went on to show that the Jewish claim to the Land of Israel is confirmed not only in the Bible and Jewish history, but in the history of the world as well. “The twelve tribes of Israel lived in this land for thousands of years,” he said. The largest tribe of Judah lived in the area now known as Judea.” Again, staring down the Palestinian delegate, Danon declared, “You all know the names Jew and Jewish. Jew and Jewish come from Judea. It was the home of our King David and Jerusalem, the capital of Israel,” he said.</p>
<p>Ambassador Danon concluded by pointing out that “Jewish rights to the Land of Israel are also according to international law as decided upon in this very body (UN). A stronger and safer Israel means a stronger and safer world,” he insisted.</p>

<p>As the United Nations security council is set to convene Wednesday to discuss recently discovered cross-border attack tunnels between leading from Lebanon to Israel, Jerusalem has called for the UN body to “employ all its means” to destroy Hezbollah’s infrastructure in Lebanon following the UNIFIL’s confirmation that the four tunnels exposed so far violate UN resolution 1701.</p>
<p>Israel’s ambassador the the UN, Danny Danon, called on the Security Council to not only do everything in its power to punish and prevent Hezbollah’s activity but to acknowledge the Lebanese military’s complicity.</p>

<p>Danon, in a statement released Tuesday, said Hezbollah operates in cooperation with the Lebanese army, in clear violation of Resolution 1701.</p>
<p>The Israeli envoy is expected to present materials emphasizing this cooperation in front of the council.</p>
<p>Israel and the US requested the Security Council meeting, which is set to begin at 10AM local time (5PM Israel time).</p>
<p><a href="https://www.i24news.tv/en/news/israel/diplomacy-defense/190184-181204-idf-launches-operation-to-protect-northern-frontier-against-hezbollah-tunnels" target="_blank" rel="noopener">Operation Northern Shield </a>was announced to the Israeli public on December 4 as an IDF effort to prevent and destroy underground tunnels dug by Hezbollah from Lebanon into Israeli territory.</p>
<p>The IDF said that Israel has seen over the years a concerted effort by Iran-backed Hezbollah to dig such tunnels, though emphasized that none were yet operational nor posed an imminent threat to Israeli civilians.</p>

<p>Adopted in 2006 to end the second war fought between Israel and Lebanon, Resolution 1701 called for a full cessation of hostilities between all armed factions and a demilitarized zone south of the Litani River, implying neither Israeli Defense Forces nor Hezbollah militants are allowed to breach the area.</p>
<p>Israel is reportedly seeking to strengthen the authority of the UNIFIL peacekeeping forces in the buffer zone after the agency’s confirmation of the existence of a network of Hezbollah terror tunnels trespassing across the demilitarized zone into Israeli territory.</p>
<p><em>Al-Akhbar </em>cited unnamed Western diplomatic sources as saying that Israel wants Washington to threaten a halt in military aid in order to push the Lebanese army to act in response to the tunnels, since UNIFIL maintains the issue goes &#8220;beyond its mandate&#8221; to deal with.</p>
<p>Russia has also reportedly<a href="https://www.i24news.tv/en/news/international/191123-181217-russia-calls-on-lebanon-to-deal-with-hezbollah-tunnels-on-israel-border-report" target="_blank" rel="noopener"> called on the Lebanese army to take action</a> against the tunnels following an Israeli army delegation visited Moscow last week to discuss “Operation Northern Shield”.</p>

<p>UNIFIL on Monday<a href="https://www.i24news.tv/en/news/israel/191164-181217-unifil-confirms-all-four-tunnels-from-lebanon-into-israel-two-violate-blue-line" target="_blank" rel="noopener"> confirmed the existence of all four tunnels</a> so far exposed by Israel since the launch of its anti-tunnel operation on December 4, and confirmed that two of the passageways indeed violate the border demarcation known as the “blue line”.</p>
<p>“After further technical investigations conducted independently in accordance with its mandate, UNIFIL at this stage can confirm that two of the tunnels cross the Blue Line. These constitute violations of UN Security Council Resolution 1701,” the international force announced in a statement.</p>

<p>Lebanese news outlet <em>Al-Nasra</em> reported, meanwhile, that Prime Minister designate Saad Hariri met Tuesday with UNIFIL commander Stefano Del Col and stressed his country’s commitment to and compliance with Resolution 1701.</p>
<p>1701 emphasizes the complete sovereignty and responsibility of the Lebanese government for all activity in its territory.</p>
<p>Lebanese troops and intelligence officials have reportedly been &#8220;observing&#8221; Israel’s activities along the border and forces have been deployed to carry out operations with UNIFIL to prevent escalation.</p>
<p>A Lebanese military source told the London-based <em>Asharq Al-Awsat </em>newspaper that Israel has committed four violations of the Blue Line in its operations on the border claiming they were meant to change the location of the demarcation line.</p>
<p>But both Hariri and the military source were reported to have emphasized respectively that Lebanon has no interest in any escalation of the situation on the border.</p>
<p>Israeli Prime Minister Benjamin Netanyahu earlier this month toured the Israel-Lebanon border with a group of world ambassadors and urged them to condemn Hezbollah’s tunnel digging activities and intensify sanctions against the powerful Iran-backed militia.</p>

<p>Washington gave Israel its <a href="https://www.i24news.tv/en/news/international/190230-181204-us-gives-full-support-to-israel-for-operation-against-hezbollah-tunnels" target="_blank" rel="noopener">full backing</a> upon the launch of the anti-tunnel operation, with National Security Advisor John Bolton emphasizing that the US “strongly supports Israel’s efforts to defend its sovereignty.”</p>
<p>But it has refused to levy sanctions against Beirut for its backing of Hezbollah, which has become a considerable domestic political player in Lebanon and sits in the Lebanese government, instead vowing to step up measures against the Iran-backed milita itself, the Haaretz daily reported last week.</p>
<p>Hezbollah never disarmed after Lebanon&#8217;s devastating 1975-90 civil war and is the country&#8217;s most powerful armed force. It is not considered a terrorist group by many countries.</p>
<p>Since their last fought war in 2006, Hezbollah has strengthened its military capabilities significantly with an estimated arsenal of some 100,000 and 120,000 short-and medium-range missiles and rockets, as well as several hundred long-range missiles trained on the Jewish State.</p>
