										<content:encoded><![CDATA[<p>A San Antonio fire department official said they found &#8220;stacks of bodies&#8221; and no signs of water in the truck, which was found next to railroad tracks in a remote area on the southern outskirts of the city.</p>
<p>San Antonio: The bodies of 46 dead migrants were discovered inside a tractor-trailer on Monday in San Antonio, Texas, city officials said, in one of the most deadly recent incidents of human smuggling along the US-Mexico border.</p>
<p>A San Antonio fire department official said they found “stacks of bodies” and no signs of water in the truck, which was found next to railroad tracks in a remote area on the city’s southern outskirts.</p>
<p>Sixteen other people found inside the trailer were transported to hospitals for heat stroke and exhaustion, including four minors, but no children were among the dead, the department said.</p>
<p>“The patients that we saw were hot to the touch, they were suffering from heat stroke, exhaustion,” San Antonio fire chief Charles Hood told a news conference. “It was a refrigerated tractor-trailer but there was no visible working A/C unit on that rig.”</p>
<p>Temperatures in San Antonio, which is about 160 miles (250 km) from the Mexican border, swelled to a high of 103 degrees Fahrenheit (39.4 degrees Celsius) on Monday with high humidity.</p>
<p>The city’s police chief William McManus said a person who worked in a nearby building heard a cry for help and came out to investigate. The worker found the trailer doors partially opened and looked inside and found a number of dead bodies.</p>
<p>McManus said this was the largest incident of its kind in the city and said three people were in custody following the incident, though their involvement is not yet clear.</p>
<p>A spokesperson for US Immigration and Customs Enforcement (ICE) said that its Homeland Security Investigations division was investigating “an alleged human smuggling event” in coordination with local police.</p>
<p>The deaths once again highlight the challenge of controlling migrant crossings at the US-Mexico border, which have reached record highs.</p>
<p>The issue has proven difficult for US President Joe Biden, a Democrat who came into office in January 2021 pledging to reverse some of the hardline immigration policies of his Republican predecessor Donald Trump. Republicans have criticized Biden’s border strategy ahead of the midterm Congressional elections in November.</p>
<p>Mexico’s foreign minister Marcelo Ebrard called the suffocation of the migrants in the truck the “tragedy in Texas” on Twitter and said consular officials would go to the hospitals where victims had been taken to help “however possible.”</p>
<p>A spokesman for the Honduran foreign ministry told Reuters the country’s consulates in Houston and Dallas would be investigating the incident. Ebrard said two Guatemalans were hospitalized and Guatemala’s foreign ministry said on Twitter that consular officials were going to the hospital “to verify if there are two Guatemalan minors there and what condition they are in.”</p>
<p>The I-35 highway near where the truck was found runs through San Antonio from the Mexican border and is a popular smuggling corridor because of the large volume of truck traffic, according to Jack Staton, a former senior official with ICE’s investigative unit who retired in December.</p>
<p>In July 2017, 10 migrants died after being transported in a tractor-trailer that was discovered by San Antonio police in a Wal-Mart parking lot. The driver, James Matthew Bradley, Jr., was sentenced the following year to life in prison for his role in the smuggling operation.</p>
<p>Staton said migrants have regularly been intercepted in the area since the 2017 incident. “It was only a matter of time before a tragedy like this was going to happen again,” he said.</p>

										<content:encoded><![CDATA[<p>European Union leaders agreed late Monday to ban two-thirds of Russian oil imports as part of a compromise deal to increase pressure on Russia while accounting for the economic effects on some EU nations that are more reliant on Russian oil supplies.</p>
<p>The embargo cuts off Russian oil delivered by sea, while exempting oil imported through pipelines.</p>
<p>Landlocked Hungary had threatened to oppose restrictions on oil imports, a move that would have scuttled the effort that requires consensus of all EU members. European Council President Charles Michel said he expects EU ambassadors to formally endorse the embargo, which is part of a larger sanctions package, on Wednesday.</p>
<p>Ukrainian leaders have long called for banning Russian oil imports in order to deny Russia income it can use to fuel its war effort. Ukrainian President Volodymyr Zelenskyy reiterated his appeal as he spoke to the EU Monday.</p>
<p>Combined with pledges from countries such as Germany to phase out their Russian oil imports, European Commission President Ursula von der Leyen said the agreement will “effectively cut around 90% of oil imports from Russia to the EU by the end of the year.”</p>
<p>Other parts of the sanction package include assets freezes and travel bans on individuals, and excluding Russia’s biggest banks, Sberbank, from the SWIFT global financial transfer system. The EU is also barring three Russian state-owned broadcasters from distributing content in EU countries.</p>
<p>EU leaders also agreed to provide Ukraine with $9.7 billion in assistance for the country’s economy and reconstruction efforts.</p>
<p><strong>Luhansk fighting</strong></p>
<p>Fierce fighting has erupted on the streets of the eastern Ukraine city of Sievierodonetsk, with Kyiv’s forces trying desperately to fight off the Russian onslaught.</p>
<p>Ukrainian President Volodymyr Zelenskyy characterized the situation as &#8220;indescribably difficult.&#8221; In a televised speech, he described capturing Sievierodonetsk as &#8220;a fundamental task for the occupiers&#8221; and said Ukraine was doing all it could to protect the city from a Russian takeover.</p>
<p>Russian troops have entered the city, power and communications have been knocked out, and &#8220;the city has been completely ruined,&#8221; Sievierodonetsk Mayor Oleksandr Striuk told The Associated Press in a phone interview.</p>
<p>&#8220;The number of victims is rising every hour, but we are unable to count the dead and the wounded amid the street fighting,&#8221; the mayor said. Striuk said 12,000 to 13,000 civilians remain in the city that once had 100,000 residents. They are sheltering in basements and bunkers to escape the Russian assault.</p>
<p>Striuk estimated 1,500 civilians in the city have died since the war began, from Russian attacks as well as from a lack of medicine or treatment.</p>
<p>Sievierodonetsk, the last major Ukrainian-held population center in the eastern Luhansk province, has become the focus of Russian attacks as Moscow attempts to control the Donbas region after failing to topple Zelenskyy or capture the capital, Kyiv, during more than three months of fighting. Sievierodonetsk is about 140 kilometers from the Russian border.</p>
<p>Luhansk Governor Serhiy Gaidai said Russian troops &#8220;use the same tactics over and over again. They shell for several hours — for three, four, five hours in a row — and then attack. Those who attack die. Then shelling and attack follow again and so on until they break through somewhere.&#8221;</p>
<p>In Washington, U.S. President Joe Biden said he would not send rocket systems to Ukraine that could reach Russia. Ukraine has received extensive U.S. military aid but has requested more powerful rocket systems.</p>
<p><strong>Toll on journalists</strong></p>
<p>Zelenskyy said in his nightly address Monday that 32 media workers had been killed in Ukraine since the beginning of the Russian invasion.</p>
<p>That includes French journalist Frédéric Leclerc-Imhoff, who died Monday near Sievierodonetsk.</p>
<p>French broadcaster BFM TV said the 32-year-old journalist was hit by shrapnel while reporting on Ukrainian evacuations from the area.</p>
<p>French President Emmanuel Macron sent his condolences to the family and colleagues of Leclerc-Imhoff, writing in a tweet that the journalist died showing &#8220;the reality of the war.&#8221;</p>
<p>French Foreign Minister Catherine Colonna, who was in Ukraine on Monday, called for an investigation into the journalist’s death, saying in a statement that &#8220;France demands that a probe be carried out as soon as possible.&#8221;</p>

										<content:encoded><![CDATA[<p>April 18 (UPI) &#8212; The death toll from floods in South Africa&#8217;s eastern coast continued to rise over the weekend as rescuers searched for those still missing, said authorities who predict the disaster to be among the country&#8217;s worst.</p>
<p>Sihle Zikalala, the premier of KwaZulu-Natal, told reporters during a press briefing on Sunday, six days after heavy rain battered the eastern coastal province, causing mass flooding, that 443 people were now confirmed dead.</p>
<p>He said it was one of the worst catastrophes to befall KwaZulu-Natal and expects the human and financial toll to surpass that of floods that hit the province in 1987, resulting in the deaths of more than 500 people and an estimated $500 million in damages.</p>
<p>&#8220;The loss of life, destruction of homes, the damage to the physical infrastructure, the demolition of public buildings and the consequent damage to services combine to make this natural disaster one of the worst ever in recorded history of our province,&#8221; he said.</p>
<p>Over the weekend, authorities focused on rescuing people from wreckage caused by flooding, but such efforts had only just begun with 63 residents still unaccounted for, he said.</p>
<p>On Sunday, President Cyril Ramaphosa announced the postponement of a scheduled visit to Saudi Arabia for Tuesday in order to focus on the government&#8217;s response to the flood.</p>
<p>&#8220;We are standing by the people of KwaZulu-Natal through the provision of social and material support to thousands of households and a vast number of businesses that have been affected by this catastrophe,&#8221; he said in a statement. &#8220;We have also been touched by the expressions of concern and solidarity, and offers of assistance expressed by many countries around the world.&#8221;</p>

										<content:encoded><![CDATA[<p>Ten people have died, including some caught in the collapse of a house in the town of Ambalavao, as cyclone Batsirai triggered floods in Madagascar.</p>
<p>A cyclone has killed at least 10 people in southeastern Madagascar, triggering floods, bringing down buildings and cutting power, officials say.</p>
<p>One of the worst-hit towns was Nosy Varika on the east coast where almost 95 per cent of buildings were destroyed &#8220;as if we had just been bombed&#8221; and floods cut access, an official said.</p>
<p>Cyclone Batsirai swept inland late on Saturday, slamming into the eastern coastline with heavy rain and wind speeds of 165 kilometres per hour.</p>
<p>It was projected it could displace as many as 150,000 people.</p>

<p>BAMIYAN, Afghanistan — As winter sets in, Afghan widow Kubra needs to find fuel to heat the single room where eight family members live in the central province of Bamiyan. The flour they bought months ago is running out, so food is also becoming scarce.</p>
<p>“We got two sacks of flour last spring which we’re still using. After that, we have to have faith that God will help us,” the 57-year-old told Reuters in a room lined with rice sacks to keep out the cold.</p>
<p>Their firewood was stolen when they left their home amid the chaos that engulfed Afghanistan in the summer, as Taliban insurgents swept towards Kabul on their way to seizing back control of the country.</p>
<p>Stories like Kubra’s are increasingly common in a country struck by severe drought and where money has run dry.</p>
<p>Before the Taliban toppled the Western-backed government in August, the economy relied heavily on foreign aid. But with the international community wary of the Islamist militant movement and the United States imposing sanctions on some of its leaders, that support has all but disappeared.</p>
<p>The United Nations estimates nearly 23 million Afghans — about 55 percent of the population — are facing extreme levels of hunger, with nearly 9 million at risk of famine as winter takes hold.</p>
<p>Life for Afghanistan’s poor has always been hard; Kubra’s family works on farms in the spring, earning potatoes instead of money.</p>
<p>But it’s getting worse. Vegetables like cauliflower are out of reach, and plastic sheets protect their home from the freezing weather and snow. There is so little space in the single room that Kubra sleeps at her sister’s house at night.</p>
<p>“My son used to collect pieces of scrap metal but right now he has no work,” she said.</p>
<p>‘Nothing left’<br />
Already vulnerable after months of severe drought and decades of war that forced many to flee homes for relatively stable regions like Bamiyan, Afghans are entering the unknown.</p>
<p>“We never used to have different kinds of food but in the past it was alright, we had rice and cooking oil,” said Massouma, a 26-year-old mother of four from the neighbouring province of Maidan Wardak.</p>
<p>“We used to cook once a day and that was good. Now it’s once a week and sometimes there isn’t even any bread to eat.”</p>
<p>Bamiyan is best known outside Afghanistan for imposing Buddhist sites which dominate the little market town, 20 years after the Taliban blew up the two giant statues that once looked down over the high plains.</p>
<p>In winter it is bitterly cold, with temperatures that can drop below freezing and biting winds.</p>
<p>Work slows in the cold months, but the region was already suffering since the visitors who once came for the Buddhist sites and the nearby Band-e Amir lake disappeared as the Taliban offensive reached its climax.</p>
<p>Taliban officials say they are aware of the problems facing the poor, which they say stem partly from the effects of more than four decades of conflict and mismanagement under the previous government.</p>
<p>They have also repeatedly called on Washington to unblock around $9 billion in central bank assets.</p>
<p>“We intend to ease these problems,” said Taliban spokesman Zabihullah Mujahid. “We know what the people are facing.”</p>
<p>Cash for rights<br />
The crisis Afghanistan faces this winter is of a magnitude not seen for at least 20 years, when the Taliban were ousted by U.S.-backed forces and replaced by governments in Kabul who relied heavily on foreign support — both financial and military.</p>
<p>With the former insurgents back in power the financial system is all but closed, prompting a collapse in the local afghani currency.</p>
<p>The international community is looking to restore aid by pressing the Taliban to become more inclusive and ensure basic human rights including lifting restrictions keeping women and girls from work and school.</p>
<p>Like other Taliban officials, Mujahid said the new government was slowly opening schools for girls and had promised an amnesty for former government officials.</p>
<p>He also pointed to the recent appointment of Abdul Latif Nazari, a sometime Kabul university lecturer from the Hazara minority, as deputy economy minister as evidence the government was becoming more inclusive.</p>
<p>While the wrangling continues, people like Sayed Yassin Mosawi have more immediate concerns.</p>
<p>“In the winter, we normally borrow what we need from shops or the baker and we repay the loan after two or three months when the work starts getting better,” said the market porter, whose income drops to between 30-50 afghani ($0.30-0.50) a day during the quiet winter months.</p>
<p>“But there have been big changes,” he said. “Since the Taliban took over, there is no work, prices have gone up, people have left the country. We have nothing left.”</p>
