Deal between Biden and bipartisan group of senators on infrastructure was immediately seen as fragile.

Things seemed fine in Washington for about five minutes Thursday, when President Biden and a coalition of bipartisan senators announced a pact on an infrastructure plan.

“No one got everything they wanted in this package,” said Sen. Kyrsten Sinema, D-Ariz., in the White House driveway. “We gave some to get some.”

Sen. Susan Collins, R-Maine, echoed Sinema.

“We’ve agreed on the price tag, the scope, and how to pay for it,” said Collins. “It was not easy to get agreement on all three.”

But this accord is fragile. There is no bill text yet. There is a broad set of principles and pay-fors. Some outside groups are already questioning whether the calculus adds up. We probably won’t start to see formal legislative text until early July.

But the sides are trying to make this work.

And it did for about five minutes.

President Biden briefly huddled with the senators at the White House midday Thursday. It was clear that the audience with the president wasn’t another set of negotiations or even a meeting to clarify the proposal or run through particulars.

This was about a photo-op. An important photo-op when it comes to actually legislating.

Mr. Biden made a point of making a rare appearance in the White House driveway with bipartisan senators clustering around him. The president wanted to show that he was all-in with their deal.

This was not a sound byte. This was a “sight bite.” A sight bite is more powerful. And Mr. Biden was sending a message to Democrats and Republicans by visually showing he supported this plan.

Senate Majority Leader Chuck Schumer (D-NY) said this week he expected to dual-track the bipartisan plan, and, a partisan, expensive, $6 trillion plan which Democrats may pass on their own in July. Democrats could do this alone via the special budget reconciliation process which sidesteps filibusters.

BIDEN, BIPARTISAN SENATORS REACH DEAL ON $953B INFRASTRUCTURE COMPROMISE

House Speaker Nancy Pelosi, D-Calif., indicated she wouldn’t budge until the Senate sent over the reconciliation plan — the measure Democrats will likely prefer.

“I use the word ‘ain’t,’” said Pelosi. “There ain’t going to be an infrastructure bill unless we have the reconciliation bill passed by the United States Senate.”

The enterprise of trying to advance things through the Senate will likely consume more time than you expect. Astrophysicists often describe how black holes warp time in outer space. The same is true on Capitol Hill. If they say it will take a month, expect six weeks. That’s just kind of how the congressional time arrow bends.

So this may bleed well into August. That said, there is talk about the House advancing this bill in July. But frankly, if the House is going to wait on the Senate, the House may not really crank on anything until August. This is all contingent on how expeditiously the Senate advances the plans.

President Biden said he expected to get these bills “this summer” adding, before “the fiscal year is over.” So, that’s Sept. 30.

Mr. Biden also indicated the two bills must be “in tandem.” He said he wouldn’t sign anything “if only one comes to me.”

That could prove to be his most critical statement in this entire gambit. Watch to see if the president sticks to that comment or reverses if Democrats are on the precipice of passing some form of infrastructure legislation — and nothing else is in reach.

WHAT’S IN THE BIPARTISAN INFRASTRUCTURE DEAL REACHED BY BIDEN, SENATORS?

I am often asked by colleagues to predict when the House or Senate will vote on a certain bill. When a committee will prepare a piece of legislation. How a given lawmaker will vote.

I rely on the same refrain. My crystal ball is broken. It’s in the shop. And they’re struggling to get the part in to fix it.

Parts and equipment were hard to come by during the pandemic. There were shortages. Supply chain issues. It was difficult to find washers, dryers, and air conditioners. But surprisingly, parts for crystal balls were in abundance. As a result, my crystal ball is now repaired and dialed-in. My crystal ball provides an incredible level of congressional clairvoyance.

As I always say each summer, “Beware the Ides of August.” August is the most intense month politically. More volatile than the “Ides of March” which William Shakespeare wrote about.

This is why I took vacation in June.

You’ve heard of infrastructure week? This is going to be infrastructure summer. August is going to be a monster this year when it comes to dealing with infrastructure — and the debt ceiling.

REP. JASON SMITH SLAMS BIDEN’S SPENDING PRIORITIES: ‘ABSOLUTELY UNACCEPTABLE’

Lawmakers will probably have to attach the debt ceiling hike to whatever infrastructure measure they can muster.

Meantime, Democrats are digging in on their own, $6 trillion reconciliation infrastructure package, stocked with Democratic goodies. Provisions on health care. The climate. Potential taxes for the wealthy and corporations.

It’s possible Democrats laid a trap for Republicans.

Why would the GOP go along with the narrow infrastructure bill presented today if Democrats still intend to simultaneously assemble their own massive bill — and pass both?

Republicans may have secured a reasonable deal on the bipartisan package. But Democrats could take them to the cleaners with the reconciliation infrastructure bill.

Senate Minority Leader Mitch McConnell, R-Ky., called the bipartisan plan “an encouraging sign of progress.” But McConnell argues Pelosi and Schumer “literally pulled out the rug” from the bipartisan coalition by continuing to push their own bill.

Here’s the trap for Republicans: If Democrats do their own bill, why should the GOP stay engaged? And if Republicans walk away from the bipartisan bill, Democrats will immediately blame the GOP for blowing up that accord. Democrats could accuse the GOP of failing to work together in good faith. Democrats will then do their own bill.

McConnell sees the potential peril for Republicans if Democrats pursue both bills at once.

“What it does is put my members, including myself, who were optimistic about doing a bipartisan infrastructure bill, in a position of our Democratic friends having to guarantee that the 2017 tax bill is unwound. That is our red line,” said McConnell on Fox News.

McConnell’s right. Liberals are insisting on their gargantuan bill.

“I’m not asking for perfect,” said Sen. Elizabeth Warren, D-Mass. “But understand this. We’re not leaving child care behind. We’re not leaving home health care behind. We are not leaving the green energy changes that we need to save our planet behind.”

CLICK HERE TO GET THE FOX NEWS APP

Warren added that she’d push for “the billionaires and the big corporations to step up and those parts must be in this package.”

Rep. Alexandria Ocasio-Cortez, D-N.Y., blasted the bipartisan deal. She tweeted that to get GOP support Democrats had to give up on helping the middle class. She also said the bill lacked diversity. A statement from the House Progressive Caucus also expressed skepticism about working with the GOP.

So, the accord on this “bipartisan infrastructure bill” is brittle at best.

But it was solid for about five minutes.

That’s why July and August will likely seem like five years on Capitol Hill.

CBP announced Friday that it would send 100 members of its Border Patrol Tactical Unit (BORTAC), which can be compared to CBP’s SWAT team, to track down and detain illegal immigrants freed by left-wing cities and states. Warren and Markey demanded, in a letter to Acting Homeland Security Secretary Chad Wolf, Acting CBP Commissioner Mark Morgan, and Acting ICE Director Matthew Albence, that they roll back the tactics.

“Because this initiative is unnecessary, unwelcome, dangerous, menacing, retaliatory and unlikely to achieve its stated goal,” Warren and Markey said, “We write to demand that you reverse course and to pose questions to better understand your rationale for employing paramilitary-style immigration personnel equipped with ‘stun grenades and enhanced Special Forces-type training, including sniper certification’ in Boston and elsewhere in the United States.”

The New York Times reported Friday that the CBP reinforcements would make their way to “San Francisco, Los Angeles, Atlanta, Houston, Boston, New Orleans, Detroit and Newark, N.J.”

Wolf told Fox News on Saturday that agents often get no help from law enforcement in such jurisdictions.

“Most of the times, they are prohibited from helping us due to either state or the local law there. Not only do they not call us and honor our detainers in the jail setting, they’ll provide no support as we go into the communities, either,” he said.

Warren and Markey lay out in their letter some of the places BORTAC agents have operated, including remote and dangerous areas of the U.S. southern border, Iraq and Afghanistan, before criticizing ICE’s use of the specially trained agents.

“BORTAC personnel are not meant to focus on routine operations in some of the United States’ largest cities, and there is no need for them to be part of these operations,” they wrote. “Last July, an ’emergency’ supplemental appropriation was passed and signed into law (over our opposition), providing ICE with hundreds of millions of dollars of additional funding. It is unclear why ICE now needs to draw upon elite CBP resources in order to carry out its operations.”

In a statement Friday, the CBP said the crisis at the border led to an increase in so-called non-detained cases – 3.2 million in fiscal 2019, up from 2.6 million in fiscal 2018. ICE struggled to keep up, particularly as more jurisdictions implemented the controversial sanctuary policies.

“With 5,300 [Enforcement and Removal Operations] law enforcement officers – some of whom were detailed to the border – ICE does not have sufficient resources to effectively manage the sustained increase in non-detained cases, which is exacerbated by the rise of sanctuary jurisdictions,” the statement said.

Warren and Markey closed their letter with a list of questions for Wolf, Morgan and Albence about the nature of the nationwide deployment. They specifically ask how many BORTAC members will be deployed around the country and where, what their orders are, and whether or not the deployment was “intended to cause fear in immigrant communities or other populations in these cities.”

“The real explanation for this deployment appears to be that President Trump and his administration are attempting to punish Americans cities that reject his misguided immigration policies,” Warren and Markey said in the letter, which was accompanied by a press release saying Trump’s actions raise “grave concerns about the decision to send CBP’s SWAT teams into cities legally choosing not to cooperate with President Trump’s inhumane immigration policies.”

Former FBI Director James Comey hurt Hillary Clinton’s presidential candidacy, then tried to remove President Trump from office in an executive branch “coup,” according to Geraldo Rivera.

“What I want people to understand is that this sanctimonious person, this person who almost brought down Hillary Clinton — and I think really did a job on her candidacy and should be loathed by the Democrats as much as he is loathed by the Republicans — he and a small cabal of people at the FBI attempted a coup,” Rivera claimed Friday on “Fox & Friends.”

“I know that’s an incendiary word.”

Rivera, Fox News’ correspondent-at-large, added Comey’s intended goal appeared to be the invocation of the 25th Amendment.

“He attempted to cripple the president-elect and the president of the United States, and ultimately his goal was to replace the president via the 25th Amendment — this is the biggest stuff — when you talk about history books that’s what this was really all about,” he said.

“This was the swamp responding to an elected official who is obviously untraditional — and going after him in a way that they wanted to… get him out of office and be replaced by Vice President Pence or whomsoever.”

The 25th Amendment, adopted in the wake of President John F. Kennedy’s assassination, determines the transfer of presidential duties when a commander-in-chief is deemed incapacitated.

CLICK HERE TO GET THE FOX NEWS APP

Section 4 of the amendment allows for the vice president and a “majority” of cabinet officers or another congressionally-sanctioned group to inform the Congress the president is unable to carry on his duties. A vote of two-thirds of both houses would then devolve the duties to the vice president.

DETROIT – It was a battle for the soul of the Democratic Party on stage in the Motor City.

Sens. Bernie Sanders and Elizabeth Warren — the presidential primary field’s liberal standard-bearers — were pulled into what was essentially a two-and-a-half-hour fight with their more moderate rivals Tuesday night at the second round of Democratic nomination debates.

RYAN, SANDERS CLASH ON CLIMATE CHANGE: ‘YOU DON’T HAVE TO YELL’

The result was the party’s divide on full display, with the center-left (and lower-polling) contenders fiercely arguing that policies like “Medicare-for-all” and the Green New Deal will “FedEx the election” to President Trump, and the higher-profile candidates on the left flank just as fiercely arguing that their policies are the kind of bold solutions America needs.

Their frustration mounted, with Sanders at one point firing back at Ohio Rep. Tim Ryan for claiming the Vermont senator didn’t really know “Medicare-for-all” would provide coverage better than the current plans Americans would lose if the country moved to a single-payer system.

“I do know. And I wrote the damn bill,” Sanders snapped.

Former Maryland Rep. John Delaney, who elbowed his way into claiming considerable airtime during the Detroit debate, charged at another point: “I think Democrats win when we run on real solutions, not impossible promises.”

Warren shot back: “I don’t understand why anybody goes to all the trouble of running for president of the United States just to talk about what we really can’t do and shouldn’t fight for.”

The line drew loud applause from the room and crystallized the broader debate in the Democratic primary right now, as many in the field gravitate toward liberal policy positions amid warnings from other candidates about the implications for the November 2020 general election.

“That is a disaster at the ballot box. You might as well FedEx the election to Donald Trump,” former Colorado Gov. John Hickenlooper charged, in reference to the notion of guaranteeing jobs under the Green New Deal or taking away private insurance under Medicare-for-all.

For their part, Sanders, I-Vt., and Warren, D-Mass., largely avoided sparring with each other, maintaining a virtual truce that’s been in place on the campaign trail. Both sought to keep focus trained on Trump. Sanders lobbed a litany of insults at the president throughout the debate, labeling him a sexist, a racist, a xenophobe and a “pathological liar.”

But they were repeatedly pulled into the scrum by their on-stage rivals.

With the Democratic National Committee raising the thresholds for the third and fourth rounds of debates — in September and October — the showdowns this week may be the last chance for many of the lower-tier candidates to make a splash in front of a prime-time national audience.

And they didn’t miss the opportunity, taking repeated punches at Sanders and Warren over their strong support for a government-run single-payer health care system that would eliminate private insurance.

Some of the biggest fireworks broke out right off the bat in the CNN-hosted debate.

Even before the questioning got underway, Delaney took aim at both of them – arguing in his opening statement that “we can go down the road that Senator Sanders and Senator Warren want to take us, with bad policies like Medicare-for-all, free everything and impossible promises that will turn off independent voters and get Trump re-elected.”

Minutes later, Sanders succinctly responded to Delaney’s criticism, telling him “you’re wrong.”

Warren joined Sanders in defending Medicare-for-all, chastising their critics.

“Let’s be clear about this. We are the Democrats. We are not about trying to take away health care from anyone. That’s what the Republicans are trying to do,” she said to applause from the crowd.

Delaney was joined by many of the other centrists, however, in taking aim at Sanders and Warren.

Hickenlooper said that “last year Democrats flipped 40 Republican seats in the House, and not one of those 40 Democrats supported the policies of our front-runners at center stage.”

And Montana Gov. Steve Bullock, making his debate debut, also took aim at Medicare-for-all, emphasizing that “at the end of the day I’m not going to support any plan that rips away quality health care from individuals. This is an example of wishlist economics. It used to be Republicans who wanted to repeal and replace [ObamaCare]. Now we have Democrats as well.”

The contenders also disagreed over decriminalizing illegal crossings over the U.S. southern border with Mexico, a combustible issue.

South Bend, Ind., Mayor Pete Buttigieg explained that these crossings would still be illegal.

But Bullock later warned that those calling to decriminalize illegal immigration are “playing into President Trump’s hands.”

Ryan later suggested Sanders’ plan would incentivize illegal immigration, adding: “If you’re going to come into the country, you should at least ring the doorbell.”

Former Rep. Beto O’Rourke of Texas, who’s made the issue of illegal immigration central to his White House bid, highlighted that he’d waive citizenship fees, reform deportation laws, and resume aid to Central American countries to prevent the flow of families trekking toward the U.S.

Both Sanders are Warren argued that families arriving at the southern border should not be treated as criminals. Taking aim at the Trump administration’s current policy toward migrants trying to cross the border, Warren stressed “I’ve seen the mothers, I’ve seen the cages of babies…We must be a country that every day lives our values and that means we cannot make it a crime when someone comes in.”

While candidates like O’Rourke were looking for a breakthrough to reinvigorate their campaigns, the debate was dominated throughout by the clash between Sanders and Warren on one side and the center-left candidates on the other.

Buttigieg at one point cautioned everyone on stage that “it is time to stop worrying about what the Republicans will say,” claiming the GOP will label them “a bunch of crazy socialists” no matter what.

And Sen. Amy Klobuchar of Minnesota – another of the more moderate contenders – asked: “Do I think we’re going to end up voting for a plan that takes half of America off their insurance in four years?”

Answering her question, she said, “No I don’t think we’re going to do that.”

Best-selling spiritual author and progressive activist Marianne Williamson – who’s spotlighted racial reconciliation a centerpiece of her campaign – focused on the water crisis in nearby Flint, Mich.

The city made headlines in 2014 due to lead contamination in Flint’s water.

“Flint is just the tip of the iceberg,” Williamson said as she highlighted the broader issue of the country’s racial inequalities. She argued Flint’s woes would not have happened in nearby Grosse Pointe, a majority-white affluent Detroit suburb where the candidate raised her daughter.

“If you think any of this wonkiness is going to deal with this dark psychic force of the collectivized hatred that this president is bringing up in this country, then I’m afraid that the Democrats are going to see some very dark days,” she said.

“How do you impeach a Republican President for a crime that was committed by the Democrats? MAKE AMERICA GREAT AGAIN!” Trump tweeted shortly after arriving in Washington following an Easter Sunday spent at Mar-a-Lago in Florida.

Trump’s tweet came after several Democratic leaders in Congress made clear on Sunday that the possibility of impeachment was still on the table, despite opposition from Speaker Nancy Pelosi (D-Calif.) and others.

“Impeachment is likely to be unsuccessful,” Rep. Adam Schiff (D-Calif.), the chairman of the House Intelligence Committee, told ABC’s “This Week,” before adding, “It may be that we undertake an impeachment nonetheless.”

Rep. Elijah Cummings (D-Md.), chairman of the House Oversight and Reform Committee, and Rep. Jerrold Nadler (D-N.Y.), chairman of the House Judiciary Committee, expressed similar views on the Sunday show circuit, insisting Democrats would continue to look into the issue.

The possibility of impeachment gained new urgency after the release of Mueller’s redacted report on Thursday. Though the special counsel’s team concluded there was no conspiracy between the Trump campaign and Russia, it also outlined in vivid detail ways in which Trump had possibly sought to interfere with the investigation, raising questions over whether he obstructed justice.

Mueller himself declined to draw a conclusion one way or the other on that matter. But the open-ended nature of that section of the report has led to renewed calls by congressional Democrats to look into whether Trump should be impeached.

Shortly after the report’s release, Rep. Alexandria Ocasio-Cortez (D-N.Y.), arguably the most influential of the current crop of progressive lawmakers on Capitol Hill, said she would sign on to a resolution from Rep. Rashida Tlaib (D-Mich.) that would examine the issue of impeachment.

Then, on Saturday, Sen. Elizabeth Warren (D-Mass.) became the first 2020 presidential hopeful to explicitly call for the House to begin impeachment proceedings.

Those new calls are likely to cause friction with Democratic leaders such as Pelosi and Senate Minority Leader Charles Schumer (D-N.Y.), who have sought to quell talk of impeachment, arguing it would be too divisive going into a heated presidential election.

Pelosi has repeatedly said pursuing impeachment against Trump “is not worth it,” echoing the argument made by figures who have said the best way to defeat Trump is to vote him out of office, including former FBI Director James Comey, who played a key role in Mueller’s investigation.

That view was also endorsed by a more moderate 2020 hopeful, Rep. Tim Ryan (D-Ohio), who on Sunday argued Congress should not pursue impeachment just yet.

“Let the process play itself out,” Ryan said on CNN. “And let’s educate the American people too. This is a very nuanced document. Let the American people really see what’s going on here.”

Protests against the Nicolas Maduro regime in Caracas, Venezuela on Wednesday, Jan 23 2019 (Fox News)

Venezuela is once again in a state of economic and political chaos. Juan Guaido – Venezuela’s charismatic opposition leader and head of the country’s National Assembly – has declared himself Venezuela’s interim president, directly challenging the legitimacy of President Nicolas Maduro, who began his second term earlier in January.

In May 2018, Maduro won a highly controversial election in which he suddenly moved the election date from December 2018 to May and banned numerous political rivals from participating in the election. Maduro has also been accused of buying votes and rigging the election in his favor. Much of the international community, including President Trump, now say they believe the Maduro regime is illegitimate and support Guaido’s plan to have new elections.

Despite condemnation from dozens of world leaders and tens of thousands of protesters in Venezuela, Maduro, who continues to receive the support of the country’s military leaders, says he has no intention of backing down. It’s hard to imagine how this tragic situation can end without bloodshed.

ARE DEMOCRATS CELEBRATING THE SHUTDOWN STANDOFF AS A WIN TOO EARLY?

At the heart of Venezuela’s collapse is a laundry list of socialist policies that have decimated its economy, including many that congressional Democrats like Rep. Alexandria Ocasio-Cortez, D-N.Y., are calling for today. Venezuela, which has the world’s largest oil reserves, was once Latin America’s wealthiest country, but over time, socialist leaders like Hugo Chavez and Maduro implemented increasingly more government social welfare programs, such as massive housing and infrastructure projects, government-run health care, and subsidized grocery stores.

When oil prices were high, Venezuela’s socialist government was able to fund and expand these programs, but the good times didn’t last forever. Oil prices eventually dropped, driving the country deep into debt. Rather than cut back on government programs when tax revenues fell, Chavez and Maduro printed money and accepted loans from countries around the world. When inflation increased, the Venezuelan socialists raised interest rates, issued punitive taxes, and eventually confiscated property and established price controls.

As a result of these policies, countless businesses closed and entrepreneurs fled the country, taking their wealth with them. But Maduro’s government refused to deviate from its socialist course, spending piles of cash on programs it couldn’t afford. By the end of 2018, inflation had reached a stunning 80,000 percent.

Although the U.S. economy is substantially stronger than Venezuela’s, a growing number of congressional Democrats are openly calling for many of the same costly proposals that have long been embraced by socialists like Maduro. For example, Sen. Bernie Sanders’, I-Vt., “Medicare for All” health care plan would cost $32 trillion in just the first 10 years of the plan, according to an analysis by the Mercatus Center. Sen. Elizabeth Warren has called for the creation of a new Office of Drug Manufacturing, which would give the federal government power to manufacture generic drugs. Other Democrats have called for price controls on drugs.

Perhaps most notable is Alexandria Ocasio-Cortez’s “Green New Deal,” which is really nothing more than a massive socialist Trojan horse. The Green New Deal would put government in control, either directly or indirectly, of most of the energy industry and mandate everyone use renewable energy sources like wind and solar by 2030. The Green New Deal would destroy whole industries related to fossil fuels, eliminating 3.4 million jobs in the process, and it calls for communities, rather than private businesses, to control energy markets. Additionally, the Green New Deal would impose other socialist policies like a federal jobs guarantee and a universal basic income program.

Although not all these specific policies have been created in Venezuela, the overarching economic strategy is exactly the same: Both Democrats and the socialists in Venezuela believe the road to prosperity is paved with gigantic government-run programs and miles of regulatory red tape. And both the socialists in Venezuela and the “democratic” socialists in the Democratic Party have the same strategy to pay for these expensive programs: running up the national debt, building new publicly owned banks (another proposal in Ocasio-Cortez’s Green New Deal), and printing money.

Democrats believe the economic collapse in Venezuela won’t happen in the United States because our economy is too big to fail, but history has proven repeatedly that even the wealthiest nations can collapse when their economies are mismanaged. America’s national debt has nearly reached $22 trillion, and our annual deficits have been growing in recent years—under the leadership of both Democrats and Republicans. Although we’re not on the verge of seeing hyperinflation here in America in the immediate future, we could be closer than many think.

If the United States continues to borrow and print money, a strategy the Democrats are embracing, the world will eventually lose faith in our currency, which is now used in many of the most important international transactions. That could lead to the creation of a new international currency, which would trigger a collapse of our economy unlike anything we’ve seen since the Great Depression and cause hyperinflation, a major cause of the economic crisis in Venezuela.

Democrats’ left-wing economic policies would put us on the path to economic ruin. Let’s hope Americans learn from Venezuela’s mistakes and reject Democrats’ socialist vision for the United States.
