										<content:encoded><![CDATA[<p><span class="ArticlePage-articleBody-firstLetter">T</span>he <a class="Link" href="https://www.washingtonexaminer.com/tag/biden-administration" target="_blank" rel="noopener">Biden administration</a> on Tuesday announced the terms of a $2 billion environmental and climate justice grant program, part of the <a class="Link" href="https://www.washingtonexaminer.com/tag/climate-change" target="_blank" rel="noopener">Inflation Reduction Act’s</a> massive green spending allocation aimed at helping poorer towns and people <a class="Link" href="https://www.washingtonexaminer.com/policy/energy-environment" target="_blank" rel="noopener">harmed by pollution</a>.</p>
<p>EPA officials said the grant program, authorized by the IRA’s “Investing in America” program, is the largest single investment in environmental justice history.</p>
<p>The grants will fund activities that fall under multiple categories, including climate resiliency and adaptation projects; efforts to mitigate climate and health risks, including from extreme heat, wildfires, and wood heating emissions; and facilitating the engagement of disadvantaged communities through state and federal advisory groups, workshops, and rulemakings, among other things.</p>

										<content:encoded><![CDATA[<h4>Locally acquired malaria has been nonexistent in the U.S. for the last 20 years. But five such cases have recently been diagnosed — four in Florida and one in Texas — the only two states that have released genetically engineered mosquitoes.</h4>
<p><strong>Story at a glance:</strong></p>
<ul>
<li aria-level="1">Genetically engineered (GE) mosquitoes created by biotechnology company Oxitec have been released in the U.S. in Florida and Texas.</li>
<li aria-level="1">In March 2022, the U.S. Environmental Protection Agency (EPA) granted Oxitec a two-year extension of its experimental use permit, or EUP, which would allow the biotech company to release additional GE mosquitoes in Florida as well as in four counties in California for the first time.</li>
<li aria-level="1">While the EPA extended Oxitec’s EUP both the Florida Department of Agriculture and California Department of Pesticide Regulation (DPR) must approve Oxitec’s testing in order for it to move forward in their states.</li>
<li aria-level="1">Following pushback from legislators, California’s DPR announced Oxitec voluntarily withdrew its research authorization application to test its GE mosquitoes in California.</li>
<li aria-level="1">Locally acquired malaria has been nonexistent in the U.S. for the last 20 years, but five such cases have recently been diagnosed — four in Florida and one in Texas.</li>

<p>A Colorado couple fined by the EPA for getting rid of invasive weeds on their own property is challenging the decision – because the agency proposed the fine which was then affirmed by one of its own employees.</p>
<p>The case cites the right to have an adjudication by a neutral court in such disputes – not merely a rubber stamp by an employee.</p>
<p>The lawsuit was filed by Thomas and Amy Villegas after the EPA wanted to fine them $300,000 for removing debris and weeds from their own land.</p>
<p>The Pacific Legal Foundation explained the Villegases bought a piece of undeveloped land in Nebraska that they planned to use for hunting and other outdoor recreation.</p>
<p>&#8220;When they began the process of removing the downed trees and invasive Phragmite weeds, a neighbor reported them to the EPA. The EPA claimed that these activities discharged pollutants — namely dirt and other fill material — into protected waters, filed an administrative enforcement action against the Villegases, and hauled them in front of an agency administrative law judge to seek a $300,000 fine,&#8221; the legal organization explained.</p>
