Finnish police seized on Wednesday a ship sailing from Russia suspected of sabotaging an undersea telecoms cable running from Helsinki to Estoniaacross the Gulf of Finland, an area hit by a string of similar incidents in recent years.

The seized cargo vessel “Fitburg” was en route ​from the Russian port of St Petersburg to Israel at the time of the incident, Finland’s Border Guard authority told a press conference ‍in Helsinki.

Last week, Finland’s interior minister Lulu Ranne said Finland believes Russia is behind disturbances detected in Finland and the Baltic Sea region in the Global Navigation Satellite System (GNSS) and Global Positioning System (GPS) signals used in navigation.

The Finnish National Bureau of Investigation (NBI) has now completed the “scene investigation” in the area of Balticconnector, which has been shut down after a damage-induced leak first reported by the state-owned co-owners October 8.

“The investigation has confirmed that the damage has been caused by an external mechanical force, and based on current knowledge there is no reason to believe the damage has been caused by an explosion”, Detective Superintendent Risto Lohi, general head of investigation at the NBI, said in a press release by the police agency on Friday.

The news release said, “The police have established in the criminal investigation that the movements of the vessel Newnew Polar Bear flying the flag of Hong Kong coincide with the time and place of the gas pipeline damage”.

Extensive damage to an undersea gas pipeline and communications cable connecting Finland and Estonia “could not have occurred by accident” and appears to be the result of a “deliberate … external act”, Finnish authorities have said.

“It is likely that the damage to both the gas pipeline and the communication cable is the result of external activity,” the Finnish president, Sauli Niinistö, said on X, formerly Twitter, on Tuesday, adding that the cause of the damage was not yet clear.

Local media cited unnamed government sources as saying Russian sabotage was suspected, while regional security experts said a Russian survey vessel had recently been observed making repeated visits to the vicinity of the Balticconnector pipeline.

In opening remarks to the Collegium of the Defence Ministry, Shoigu said NATO-member Poland had already announced plans to strengthen its military, and that he expected significant NATO forces and weaponry to be deployed in Finland, whose inclusion has almost doubled the length of Russia’s land border with NATO.

“The collective West is waging a proxy war against Russia,” he said, according to his ministry, pointing to its “unprecedented support” for Ukraine in supplying tens of billions of dollars’ worth of weaponry to help Kyiv repel Russian forces.

Shoigu called the entry of Finland into NATO and the future entry of Sweden “a serious destabilising factor”. The two Nordic states abandoned generations of neutrality that had held throughout the Cold War to seek NATO membership following Russia’s invasion of Ukraine early last year.
