Evacuations are in place in Teller and El Paso counties, pre-evacuation in Pueblo.

At least three wildfires forced evacuations across Colorado Sunday afternoon amid dry and windy conditions.

El Paso County fire
Residents in the area of Curtis Road and Patton Drive in Peyton in El Paso County were ordered to evacuate just after 5 p.m. Sunday for a wildfire.

The mandatory evacuation area covered homes and businesses inside the square formed by Curtis Road, Falcon Highway, Slocum Road and Colorado 94, according to the El Paso County Sheriff’s Office.

The evacuation orders were lifted after 8 p.m., the sheriff’s office said on Twitter. Denver7 reported the fire was 38 acres and considered 100% contained.

EPCSheriff@EPCSheriff
The mandatory evacuation area has been updated – the new area is West to Curtis Rd, East to Slocum Rd, North to Falcon Hwy, South to Hwy 94. The remaining area East to Peyton Hwy w/ the same North & South boundaries is under a pre-evac. Call 9-1-1 only if in immediate danger.

EPCSheriff@EPCSheriff
Update: April 10, 5:50 PM
Falcon FD is the lead fire agency w/ multiple Fire agency partners collaborating together. EPSO is going door to door in this area to assist in evacuations. Currently, a field, an out building and an unknown structure affected

Teller County fire
Additionally, Teller County residents with addresses between 600 and 720 on County Road 89 were ordered to evacuate at 5:07 p.m. for a separate fire burning near County Road 89, according to the Teller County Sheriff’s Office.

The approximately 3-acre fire was contained and residents were allowed to return to their homes, Teller County Sheriff’s Office tweeted at 7:01 p.m.

Lieutenant Bunting, PIO@TCSOPIO
Unattended fire near the City of Cripple Creek. Law enforcement and fire responded to unattended camp fire. 20 people (not homes) were evacuated.
Fire now contained, crews beginning mop up. Roads open, residents allowed to return to their homes. Fire burned aprox. 3 acres.

The Front Range was under a red flag warning Sunday due to high wind and low humidity that meant fire could spread quickly, according to the National Weather Service at Boulder. The warning expires at 7 p.m.

Pueblo fire
Earlier Sunday afternoon, an 18-acre wildfire in Pueblo along the Arkansas River east of the intersection of W. 11th Street and Pueblo Boulevard forced the evacuation of an animal shelter, Pueblo Fire Department Capt. Woody Percival said.

The fire was 75% contained and all evacuations were lifted, the department tweeted at 6:50 p.m. There was also no injuries or damage to any structures reported.

Residents in about 15 houses near the fire were asked to be ready to evacuate but were not forced to leave Sunday afternoon, Percival said. The Paws for Life animal shelter at 800 N. Pueblo Blvd. was evacuated and the animals relocated to a safe place.

Pueblo Fire Dept@PFDPIO
Wildland fire in progress near PAWS east of Pueblo Blvd. Please DO NOT come and add to problems to be a lookey-loo. Some houses were threatened initially. Poor conditions expected to worsen.

That fire was burning between the rural housing development and a water treatment plant on the river, moving through 3-foot-tall grass and tall old-growth trees, with winds of about 15 to 20 mph and low humidity, Percival said.

“All of the things that add up to a bad situation with a fire,” he said.

Pueblo Police Department@PuebloPolice1

Apr 10, 2022
Paws Fire – City Park and the Aberdeen area next to city park have been evacuated due to a fire on both banks of the Arkansas River. Pueblo City Fire and several other local Fire Departments are fighting the fire. Due to the high winds the fire is challenging to control.

Pueblo Police Department@PuebloPolice1
Paws Fire – Please avoid the area. Additional information and updates will come from Pueblo City Fire.

About 45 firefighters from a variety of agencies were attacking the blaze, and it was “somewhat contained” by about 3:30 p.m., Percival said, though he added firefighters were “struggling to keep it in its boundaries right at the moment.”

The Colorado Red Cross opened an evacuation center for the Pueblo fire at Goodnight Elementary School, at 624 Windy Way in Pueblo. It has since been closed.

Nearly a million people in the Philippines were evacuated from their homes Saturday as the most powerful typhoon of the year so far barrelled towards the country, with authorities warning of “destructive” winds and flooding.

Typhoon Goni is expected to slam into Catanduanes Island Sunday morning with wind speeds of up to 205 kilometres per hour (127 miles per hour) before crossing the main island of Luzon, the state weather forecaster said.

It comes a week after Typhoon Molave hit the same region of the natural disaster-prone archipelago, killing 22 people and flooding low-lying villages and farmland, before crossing the South China Sea to Vietnam.

“It looks like we will have really strong winds, increasing the chances of widespread flooding and landslides,” Mark Timbal, spokesman for the National Disaster Risk Reduction and Management Council, told local broadcaster ABS-CBN.

“Storm surges are imminent on our east coast. We are monitoring Mayon and Taal volcanoes for possible volcanic mudflows.”

Civil Defense chief Ricardo Jalad said “almost a million” people had left their homes in the Bicol region, which includes the southern part of Luzon and Catanduanes.

Authorities spent Saturday marshaling rescue vehicles, emergency response teams, and relief goods ahead of the typhoon.

“Violent winds and intense rainfall” are expected that could trigger floods and landslides in an area of more than 20 million people, the weather service said.

There was a “high risk” of storm surges of more than three metres (10 feet) high along parts of the coast, it added.

Schools which have been empty since the start of the coronavirus pandemic are being used as emergency shelters as well as government-run evacuation centres and gymnasiums.

“Evacuating people is more difficult at this time because of Covid-19,” Bicol regional civil defence spokesman Alexis Naz told AFP.

Mary Ann Echague, 23, and her family fled their home in the coastal city of Legazpi in Bicol to an inland primary school where they were sheltering in a classroom with several other families.

“We fear the wrath of the typhoon,” said Echague, who was with her two children, parents and siblings. They had carried with them a portable stove, tinned meat, instant noodles, coffee, bread, blankets and pillows.

“Each time we’re hit by a typhoon our house gets damaged, since it’s made of wood and galvanised iron roofing,” she said.

“We have always managed. We find a way to get by.”

Hundreds of people have been left stranded after the coastguard ordered ferries and fishing boats into port in expectation of rough seas throwing up 15-metre waves.

Goni is expected to “weaken considerably” as it crosses Luzon and enters the South China Sea Monday morning, the state forecaster said.

The Philippines is hit by an average of 20 storms and typhoons every year, which typically wipe out harvests, homes and infrastructure, keeping millions of people perennially poor.

Its deadliest on record was Super Typhoon Haiyan, which unleashed giant waves on the central city of Tacloban and left more than 7,300 people dead or missing in 2013.

Goni’s explosive intensification occurred over the warm waters in the western Pacific Ocean. Its peak winds catapulted from just shy of 100 mph to nearly 180 mph between Thursday and Friday night local time.
Once its peak winds surpassed 150 mph, it qualified as a “super typhoon,” which is equivalent to a strong Category 4 hurricane in the Atlantic. But it grew even more intense, comparable to a strong Category 5.

Its leap in strength occurred over waters about 2 to 3 degrees (1 to 1.5 Celsius) warmer than normal. Such rapid intensification is made more likely by human-caused climate change, which has raised ocean temperatures globally.

The Joint Typhoon Warning Center in Pearl Harbor described Goni as “a compact but very powerful system.” On weather satellite, it displayed a sharply defined eye and near-perfect symmetry, characteristic of the most intense tropical cyclones.

Goni is predicted to track westward and make landfall in central Luzon, northeast of Manila, around 8 p.m. local time Sunday, weakening some before landfall.

In the short term, the Joint Typhoon Warning Center expects Goni to undergo an eyewall replacement cycle in which the most intense thunderstorms surrounding its center reorganize. Although this process usually decreases a storm’s peak winds, it often results in a larger storm.

The Joint Typhoon Warning Center predicts that Goni will make landfall in Luzon with peak winds of more than 140 mph, which is equivalent to a Category 4 hurricane.

Forecasters with the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA), referring to this storm as Typhoon Rolly (the Philippines has a separate naming system for storms in its vicinity), have issued tropical cyclone warnings as the storm approaches. They are calling for “heavy to intense rains” starting as soon as Saturday evening, which might trigger flooding and landslides. PAGASA is also predicting damaging winds and a storm surge as high as 6½ to 8 feet (2 to 2.5 meters).

The Inquirer, an English-language newspaper in the Philippines, reported that tens of thousands of people are expected to shelter in government evacuation centers and that the country faced a “double whammy” from the storm and the novel coronavirus. Ricardo Jalad, executive director of the National Disaster Risk Reduction and Management Council, encouraged wearing face masks and social distancing and said evacuation sites should not be filled to capacity, the newspaper reported.

Goni is predicted to weaken as it passes over Luzon before emerging over the South China Sea. Additional weakening is forecast as it heads west toward Vietnam, as a result of hostile high-altitude winds and dry air. Landfall in Vietnam as a tropical storm is forecast for around next Wednesday.

While the Philippines have been impacted by several tropical cyclones in 2020, overall storm activity in the western Pacific has been below normal. Storms have generated less than half the energy of an average season, according to Colorado State University. This is the opposite of the tropical Atlantic, which has seen record-setting storm activity.

While the Atlantic has raged with storminess, the Pacific has been strangely quiet

The Three Gorges Dam on the Yangtze River discharges water to lower the water level in the reservoir following heavy rainfall and floods in a few regions, Yichang, Hubei province, China July 17, 2020. (China Daily/Reuters)

China has been suffering through record rains the past weeks, leading to the worst flooding in the country in decades. There is little relief in sight, and the Yangtze River is now above flood level, according to China’s Ministry of Water Resources. A few days ago, officials admitted that certain “peripheral” structures of the massive Three Gorges Dam deformed due to the building water pressure. Stunning pictures of water being released to relieve pressure are raising the specter of whether the entire dam could fail (some good photos here). Some online satellite photos purporting to show the buckling of the dam, however, should be viewed with skepticism.

Still, the damage that has already occurred from the record deluge is significant, with numerous cities upriver from the dam already flooded. According to the Wall Street Journal:

Some 40 million people in more than two dozen provinces have been affected by the flooding as of July 12, causing more than 80 billion yuan ($11.5 billion) of direct damage to the economy, according to China’s Ministry of Emergency Management. Around 28,000 homes have collapsed, while millions have been displaced and at least 141 people have been declared dead or missing in the floods.

All that would be dwarfed if the Three Gorges Dam failed. The dam was built from 1994 to 2006, at a cost of $31 billion and displacing 1.4 million people for its construction, precisely to lessen the risk of devastating flooding along the Yangtze, a perennial problem in China since ancient times. The river’s basin accounts for nearly half of China’s agricultural output, and it runs through major cities, such as Wuhan, with 10 million people.

Chinese authorities have already evacuated 38 million people downriver. The dam can hold backwaters to a level of 175 meters above sea level; according to the Bureau of Hydrology of the Chanjiang (Yangtze) Water Resources Commission, the latest (Friday) height at the dam was 158.85 meters, down from 164 meters on Tuesday. Yet more rain is predicted, and if smaller, older dams upriver from Three Gorges overflow or fail, then the pressure on the main dam could quickly overwhelm either its capacity or even its structural integrity.

While an outright failure of the dam may not be the primary danger, nonetheless its geopolitical consequences are staggering to contemplate. It would be a black swan of epic proportions, China’s Chernobyl moment. A tsunami-like wave from a breach in the Three Gorges Dam could wipe out millions of acres of farmland right before the autumn harvest, possibly leading to famine-like conditions. As it is also the world’s largest hydroelectric power station, a failure would lead to huge power outages. Low-lying cities of millions along the Yangtze’s banks cities could become uninhabitable and the death toll could be staggering.

China’s heartland manufacturing and inland shipping along the Yangtze, which empties out into the East China Sea at Shanghai, would be significantly affected by downriver flooding, potentially leading to major economic disruption inside China and around the world. The political impact could be enough to destabilize the Chinese Communist Party (CCP), in the same way that Chernobyl was the nail in the coffin of the Soviet Communist Party. Public anger, already stoked by the draconian state response to the coronavirus pandemic that started in Wuhan, could boil over, even if many understand that the rains are an act of nature.

Given the social and political implications of the current flooding, and the specter of a Three Gorges breach, it may not be a complete coincidence that Beijing last week announced its second-largest purchase of U.S. corn ever, to the tune of 1.365 million tons, along with 320,000 tons of winter and spring wheat. From a political perspective, the dam’s failure would be the gravest crisis faced by CCP general secretary Xi Jinping, comparable to the Katrina hurricane that so tarnished George W. Bush’s reputation. Unlike the weakened post-Chernobyl USSR, however, a destabilized CCP could well become a more dangerous one, looking to divert public anger towards “enemies” such as Taiwan, Japan, and the United States.

That Xi has not visited the dam or seemingly made it a public priority may mean that he’s been assured by Chinese engineers and hydrologists that the dam can withstand the current deluge. A long-overdue rebalancing in U.S.–China relations is taking place, and a hard-edged policy of reciprocity is entirely proper in dealing with Beijing’s endemic predatory and abusive behavior. However, for humanitarian, economic, and geopolitical reasons, the world should obviously hope the Three Gorges Dam holds. 2020 has already been enough of an annus terribilis.

Seasonal flooding strikes large parts of China each year, especially in its central and southern regions, but conditions this year have been especially bad due to heavy rainfall.

China experienced its worst flooding in recent years in 1998 when more than 2,000 people died and almost 3 million homes were destroyed, mostly along the Yangtze.

BEIJING – The heaviest average rainfall to lash a swathe of southern and eastern China in more than half a century brought torrential rain and floods, destroying houses, damaging crops, and forcing the evacuation of nearly 80,000 people, state media said.

Even more rain is expected, state television said Thursday, after average rainfall in the affected areas this week was recorded as 51% higher than in the corresponding periods of previous years, and the largest since 1961.

State television showed images of half-submerged buildings and flooded streets in some of the worst-hit areas. Trains along the Beijing-Guangzhou railway were delayed after rising waters blocked a bridge in the southern province of Hunan, it added.

The latest episode has caused losses of 2.69 billion yuan ($392 million), with 126,100 hectares (311,600 acres) of farmland damaged and 1,600 homes collapsed, the Ministry of Emergency Management has estimated.

Rescue workers wade through flood waters as they evacuate a woman with an inflatable swimming pool following heavy rainfall in Pingxiang, Jiangxi province, China, July 9, 2019.

As many as 77,000 people had been evacuated, it added. The affected areas include the southern provinces of Hunan and Jiangxi, eastern Zhejiang, the southeastern province of Fujian, and the northern parts of the southwestern Guangxi region.

The first three areas are expected to be doused again in a fresh burst of torrential rain Friday and Saturday, weather officials said, along with the central province of Hubei, eastern Anhui, and the province of Guizhou in the southwest.

The Yangtze River in Jiangxi is expected to exceed its warning level for the first time this year around Sunday, swelled by heavy rain that could last until Tuesday, state TV said.

Extreme weather is becoming increasingly frequent in China, with temperatures in some parts hitting records this year.

Weather officials warned on July 3 that rainfall in the south could surpass the average by 30% to 70% over a 10-day stretch.
