<p>South Korea said Wednesday that as an invited nation, it will not be part of a G7 joint statement, which is assumed to include content targeting and pressuring China.</p>
<p>As the US has been seeking to rally its allies to take a harder stance against China, South Korea&#8217;s Blue House spokesperson said in a news briefing on Wednesday that the G7 joint statement will be an official document enacted by G7 member states, and invited nations will not participate in it, South Korean media Kyunghyang Shinmun reported.</p>
<p>While there have been media reports saying US President Joe Biden is seeking to rally solidarity to pressure China at the meeting, experts believe it is crucial for South Korean President Moon Jae-in to strike a balance between the US and China.</p>
<p>China has expressed disappointment over a joint statement issued by leaders from the US and South Korea last month which expressed so-called concerns over the situations in the South China Sea and the Taiwan Straits.</p>
<p>In addition to the seven G7 member states, host country UK also invited South Korea, India, Australia, and South Africa to attend this year&#8217;s meeting. South Korea has been invited for two years in a row, but it will be Moon&#8217;s first G7 summit as last year&#8217;s event was canceled due to the pandemic.</p>
<p>Also on Wednesday, South Korean Foreign Minister Chung Eui-yong said in a phone call with Chinese State Councilor and Foreign Minister Wang Yi that as a close neighbor, South Korea attaches great importance to the development of the South Korea-China strategic partnership, adheres to the one-China principle, and fully recognizes the sensitivity of cross-Taiwan Straits relations.</p>
<p>Wang reminded Chung that the US&#8217; &#8220;Indo-Pacific strategy&#8221; is the result of a Cold War mentality and aims to provoke group confrontation, adding that as friendly neighbors and strategic partners, China and South Korea should abide by their political consensus.</p>
<p>Minister Chung voiced hope for the stable development of relations between the US and China in the phone call, Yonhap reported.</p>

<p><a href="https://www.aljazeera.com/topics/country/japan.html">Japan</a>&#8216;s Prime Minister <a href="https://www.aljazeera.com/topics/people/shinzo-abe.html">Shinzo Abe</a> may have averted giving away too much in trade talks with <a href="https://www.aljazeera.com/topics/country/united-states.html">United States</a> President <a href="https://www.aljazeera.com/topics/people/donald-trump.html">Donald Trump</a> but Tokyo is struggling in advance of a late-month deadline to achieve its primary goal: get the unpredictable president to drop threats of punitive car tariffs.</p>
<p>Even after announcing a preliminary deal with Abe on August 25, Trump left open the possibility of slapping higher duties on Japanese vehicles, a mainstay of the world&#8217;s third-biggest economy and by far Japan&#8217;s biggest export to the US.</p>
<p>Trump and Abe are seeking a final agreement in time for their expected meeting on the sidelines of the United Nations General Assembly later this month.</p>
<p>But negotiators have only just begun working out details, such as how much tariffs will be cut for which items, Japanese government officials familiar with the negotiations told the Reuters news agency.</p>
<p>A deal this month could be tricky, as there&#8217;s little time to nail down the wording for politically sensitive areas such as farm products and cars, and clear any legal hurdles, the officials say.</p>
<p>&#8220;There&#8217;s really no deal between the two countries yet,&#8221; one official said. &#8220;Negotiations have only just begun.&#8221;</p>
<p>Trump and Abe announced their <a href="https://www.aljazeera.com/ajimpact/japan-denies-giving-trade-talks-190826064013563.html">agreement</a> on the core principles of the deal, with Tokyo promising to cut tariffs on US agricultural products and Washington doing likewise on select industrial goods from Japan.</p>
<p>Japan managed to keep tariff cuts on US beef and pork imports within levels granted to signatories of the multilateral Trans-Pacific Partnership (TPP) deal &#8211; meeting a pledge Abe had made to domestic producers.</p>
<p>Tokyo also skirted pressure, at least for now, to agree to avoid currency &#8220;devaluations&#8221; &#8211; a demand of US legislators that would have tied Japan&#8217;s ability to intervene in currency markets should the yen spike and threaten the country&#8217;s export-reliant economy.</p>
<p>And it only took a commitment from Abe to front-load already planned purchases of US corn imports to allow Trump to claim victory in announcing the preliminary deal.</p>
<p>&#8220;It&#8217;s a very big transaction,&#8221; Trump said, alongside Abe on the sidelines of a summit in France of the G7 leading industrialized nations. &#8220;It&#8217;s billions and billions of dollars. Tremendous for the farmers.&#8221;</p>
<p>Japanese officials say the country&#8217;s total feed corn imports won&#8217;t increase as a result of the deal, which simply front-loads three months&#8217; worth of roughly 2.75 million tonnes of imports.</p>
<p>As private companies have the final say in how much feed corn they import, the government will only facilitate purchases by subsidizing storage fees, they say.</p>
<p>Japan imports roughly 11 million tonnes of feed corn a year, of which 95 percent come from the US, data by the Finance Ministry shows. That is worth about 254 billion yen ($2.4bn), suggesting three months of front-loading would have a negligible effect on Japan&#8217;s 6.5 trillion yen ($60.4bn) trade surplus with the US.</p>
<p>&#8220;It&#8217;s not fake, but it&#8217;s not a fundamental solution&#8221; to address the huge US trade deficit with Japan, said one of the officials familiar with the negotiations. &#8220;The whole point is to make Trump happy.&#8221;</p>
<p>Some Japanese officials said they were uncertain whether such sweeteners would have a lasting effect on Trump, who has made it a priority to fix the huge US trade deficit with other countries.</p>
<p>Among the steps, he has taken is a threat to slap higher tariffs on vehicles and parts imported from Japan under Section 232 of the Trade Expansion Act, on national security grounds. About two-thirds of Japan&#8217;s trade surplus with the US is made up of cars.</p>
<p>For Japan, the whole point of signing a two-way trade deal with the US is to avoid the higher tariffs. After several rounds of negotiations, Washington promised Tokyo it would not impose the tariffs while trade talks continue.</p>
<p>Trump said last month he would not &#8220;immediately&#8221; impose the higher vehicle tariffs, but wouldn&#8217;t confirm the decision was permanent.</p>
<p>Japan&#8217;s Minister for Economic Revitalization Toshimitsu Motegi has said the issue would be dealt with &#8220;in the final stages of negotiations,&#8221; suggesting that talks on the vehicle tariffs would continue.</p>
<p>Japanese policymakers and legislators involved in the negotiations concede that they had little idea how to get assurance from Trump that he would drop his threat of higher vehicle tariffs.</p>
<p>Another concern they have is the possibility, albeit slim, that Washington could set import curbs on Japanese automobiles, which would devastate the country&#8217;s export-reliant economy.</p>
<p>&#8220;It&#8217;s very hard for negotiators,&#8221; a second official said. &#8220;Trump could change his mind at any time.&#8221;</p>

<p>The fires that burned through the Amazon rainforest last month sparked international outcry and offers of help, but as world leaders meet in New York, the planet&#8217;s largest rainforest remains engulfed in flames.</p>
<p>The latest satellite data from Brazil&#8217;s National Institute for Space Research (INPE) shows 131,600 fires burning since January within the country, where 60 percent of the Amazon lies.</p>
<p>The fires, which are mostly caused by humans with the goal of clearing land for farming and cattle ranching, are having a grievous effect on the forest: the rate of deforestation in the Amazon has nearly doubled since far-right President Jair Bolsonaro came to power on January 1, with the equivalent of 110 football fields of land being cleared every hour.</p>
<p>&#8220;It&#8217;s sad to see Brazilians attacking me for fires in the Amazon, as if they hadn&#8217;t always existed,&#8221; Bolsonaro wrote on Facebook Thursday.</p>
<p>We &#8220;remain below the average of the last 15 years. But I&#8217;m accused of being a Nero, who sets fires everywhere.&#8221;</p>
<p>Yet fires are at a seven-year high, according to INPE data, and despite a slight drop at the start of the month, the number of active fires recorded in Brazil from the start of the year to September 19 was up 56 percent over the same period in 2018. Nearly half of the blazes are in the Amazon.</p>

<p>Bolsonaro is a climate change skeptic, but last month he sent soldiers to help put out fires in the Amazon region after Brazil came under criticism at the G7 summit, with the host French President Emmanuel Macron among the most outspoken detractors.</p>
<p>Under that deployment, which was renewed Friday for another month, nearly 7,000 soldiers and 16 aircraft are fighting both the flames and &#8220;deforestation and illegal mining,&#8221; Brazil&#8217;s defense ministry said.</p>
<p><b>&#8216;I&#8217;m going to get hit&#8217;</b></p>
<p>Marcio Astrini, a Greenpeace official in Brazil, said the deployment is making little difference.</p>
<p>&#8220;We did a lot of fly-overs. We did not see anything happening on the ground, apart from the deforestation that is progressing. It&#8217;s tragic,&#8221; he told AFP.</p>
<p>Experts sent by the United States, logistical equipment from Japan, and four aircraft from Chile are all fighting the blazes, while firefighters sent from Israel have departed, the <a class="textTag" href="https://phys.org/tags/defense+ministry/" rel="tag">defense ministry</a> said.</p>

<p>Bolsonaro, however, has blanched at other international offers to help put out the fires, rejecting $20 million from the G7 and accusing members France and Germany of &#8220;buying&#8221; Brazil&#8217;s sovereignty.</p>
<p>On Monday, Macron will launch a &#8220;call for mobilization&#8221; on the Amazon together with his counterparts Sebastian Pinera of Chile and Ivan Duque of Colombia during a meeting on the sidelines of the UN General Assembly in New York.</p>
<p>Brazil won&#8217;t attend the meeting, but Environment Minister Ricardo Salles, also a climate change skeptic, will appear at the UN&#8217;s climate summit on Monday, before traveling to Europe.</p>
<p>On Tuesday, Bolsonaro will make the opening speech at the UN General Assembly, in which he is expected to focus on the Amazon.</p>
<p>&#8220;I am preparing a rather objective speech, unlike my predecessor,&#8221; he wrote on Facebook, adding, &#8220;I&#8217;m going to get hit, you can be sure. The media always finds something to complain about.&#8221;</p>

<p><b>No end in sight</b></p>
<p>Environmental groups have little faith that Bolsonaro will change tack.</p>

<p>Fears are also rising over the number of blazes in the Cerrado savanna, which account for a third of all the fires in Brazil.</p>
<p>And on Friday the World Wide Fund for Nature warned of an &#8220;emergency situation in the biome&#8221; of the Pantanal wetland.</p>
<p>Fires have risen 351 percent since January in the Pantanal region, some 90 percent of which were set illegally.</p>

<p>New Italian PM agrees with US president that Kremlin should be back at the table.</p>
<p>LA MALBAIE, Canada — Italy’s new prime minister, Giuseppe Conte, broke sharply with the EU on Friday at his first international summit, and joined U.S. President Donald Trump’s call for Russia to be reinstated to the exclusive club of industrialized nations.</p>
<p>Trump called for Russia’s reinstatement as he left the White House to travel to the G7 leaders’ meeting in Quebec.</p>
<p>The Western powers and Japan ejected Russia from the G8 in 2014 in response to the Kremlin’s invasion, and subsequent annexation, of Crimea.</p>
<p>Conte posted his support for Trump’s view on Twitter, apparently between meetings with European Council President Donald Tusk and European Commission President Jean-Claude Juncker. It’s unclear if Tusk or Juncker were aware of Conte’s statement before their meetings.</p>
<p>At a news conference, Tusk and Juncker mostly sidestepped questions about Conte’s position, saying they expected there would be overall agreement on Russia policy. But they also pushed back on Trump’s suggestion that Russia rejoin the club.</p>
<p>“I see a lot of speculation about G6 plus 1 or G7 minus 1, or G7 plus one,” Tusk said. “But let’s leave seven as it is. It’s a lucky number. At least in our culture.”</p>
<p>Tusk added that the G7 faced enough obstacles in their quest for unified positions without adding Russia back into the mix. Juncker, meanwhile, noted that EU leaders were re-engaging Russia in other formats, such as a recent economic forum in St. Petersburg attended by French President Emmanuel Macron.</p>
<p>But he said Russia still had to be held accountable for its actions.</p>

<p>“As we see it, Russia is in violation of international law because of its annexation of Crimea, equally because of what it has done in the east of Ukraine,” Juncker said. “Over and above that, of course, there are good reasons leaving these factors aside to renew our relationship with Russia and this is something which we intend to do,” he said. “I expect that it will be something we discuss.”</p>
<p>“But,” he added, “we need to take a stand against an aggressive approach and aggressive action on the part of Russia.”</p>
<p>Since Russia’s ejection, Western nations, including the U.S. and all EU countries, have been unified in the need to maintain economic sanctions and other pressure on Russia over its military intervention in Ukraine, in Crimea and in the eastern Donbas region, where the Kremlin continues to support an armed insurgency.</p>
<blockquote><p>&#8211;Other G7 powers have not indicated any willingness to ease the pressure on Russia.&#8211;</p></blockquote>
<p>Conte’s statement adds further diplomatic chaos to the G7 leaders’ summit, which was already descending into a chaotic war of words on Twitter. Trump on Thursday lashed out at the summit host, Canadian Prime Minister Justin Trudeau, and French President Emmanuel Macron, who criticized Trump for imposing unilateral tariffs on steel and aluminum.</p>
<p>While Trump was still traveling, and expected to arrive late at the summit, his comment calling for Russia to be reinstated is certain to further inflame tensions in Quebec.</p>
<p>On the South Lawn of the White House, Trump claimed to be Putin’s worst nightmare but then said “Russia should be in this meeting. Why are we having a meeting without Russia being in the meeting? And I would recommend, and it’s up to them, but Russia should be in the meeting. They should be a part of it.</p>
<p>“You know, whether you like it or not — and it may not be politically correct — but we have a world to run. And in the G7, which used to be the G8, they threw Russia out. They should let Russia come back in. Because we should have Russia at the negotiating table.” It was unclear what negotiation Trump had in mind.</p>
<p>A spokesman for Russian President Vladimir Putin, Dmitry Peskov, who was on an official trip to China, told reporters Russia was focused “on other formats.”</p>
<p>Other G7 powers have not indicated any willingness to ease the pressure on Russia, and the EU’s foreign policy chief, Federica Mogherini, has worked hard to maintain unity on the issue in Brussels.</p>
<p>Conte’s statement will be especially problematic for Mogherini, who is Italian.</p>
<p>The first draft of the contract drawn up between the two parties in Conte’s government — the far-right League and the anti-establishment 5 Star Movement — contained a line calling for the end of Russian sanctions “immediately.” The text was amended in later versions.</p>
<p>In his first speech in the Italian parliament this week, Conte said that Italy remains a committed NATO partner but he added that “we will promote a revising of sanctions, starting with those that demean Russia’s civil society.”</p>
<p>Yet he didn’t indicate whether this should take place ‘immediately.” That’s because Rome has not yet decided whether to veto the rolling over of the sanctions during a meeting of EU leaders at the end of the month.</p>
<p>“We have to think about it,” said the League’s leader Matteo Salvini on Thursday at a reception at the Russian embassy in Rome.</p>
<p>Russia had been scheduled to host the G8 summit in 2014, and was planning to hold the leaders’ gathering in the Black Sea resort city of Sochi, which was also the site of the Winter Olympics that year. Instead, officials quickly rescheduled the G7 summit for Brussels, the capital of the European Union, which participates in both the G7 and the G20 but normally does not host summits. Russian remains a part of the G20.</p>
