										<content:encoded><![CDATA[<p class="ContentPageBodyParagraph-module__paragraph--block ContentPageBodyParagraph-module__paragraph--size-medium--spacing-normal">It was meant to be a special relationship. After the tumultuous Trump years, President Biden was planning to reset relations with the European Union, Inherently liberal, rules-based, and engaged with climate change, it would be a natural ally, and far more so than a UK still tainted by Brexit. The Biden team were no doubt looking forward to working closely with officials in Brussels, Paris, and Berlin to repair the damage of the last four years and put the world on a more rational course.</p>
<p class="ContentPageBodyParagraph-module__paragraph--block ContentPageBodyParagraph-module__paragraph--size-medium--spacing-normal">But hold on. It is not going according to plan. There are already <a class="Hyperlink2-module__link--political Hyperlink2-module__link--political--underline" href="https://www.thetimes.co.uk/article/joe-bidens-growing-frustration-with-europe-yanks-britain-out-of-the-doghouse-jdpnkbk36" target="_blank" rel="noopener noreferrer">reports</a> that the White House is growing increasingly frustrated with the EU. And in truth, that rift is only going to get wider and wider in the months to come.</p>
<div class="ContentPageBodyContainer-module__container">
<p class="ContentPageBodyParagraph-module__paragraph--block ContentPageBodyParagraph-module__paragraph--size-medium--spacing-normal">It is not hard to see why the new President is getting tetchy. At the precise moment when the new administration was trying to work out a robust response to China, the EU signed a trade and investment agreement that asked for nothing on human rights and seemed designed only to sell more German cars and machine tools to the country. Likewise, the EU has been getting closer to Moscow at a time when President Putin is becoming increasingly authoritarian. Even as Alexei Navalny was jailed, the EU’s foreign affair spokesman sailed into Moscow with hardly a word of criticism. A united Western response? Not really.</p>

<p class="ContentPageBodyParagraph-module__paragraph--block ContentPageBodyParagraph-module__paragraph--size-medium--spacing-normal">And yet, that is just for starters. It is going to get a lot more tense from here on. There are three reasons for that. First, an increasingly mercantilist EU led by Germany is determined to put its own economic interests first. In practice, that will mean doing as much business with China and Russia as possible, despite American objections. The EU talks a lot about how it wants to craft a foreign policy, but it doesn’t seem to have much of an idea what that might consist of, apart from exporting as much of everything as it possibly can to try and keep its economy alive.</p>
<p class="ContentPageBodyParagraph-module__paragraph--block ContentPageBodyParagraph-module__paragraph--size-medium--spacing-normal">Next, the EU is turning increasingly protectionist, with an emphasis on national champions. It has embarked on a crusade against the most successful part of the American economy, the technology giants, with a series of fines, threats, and restrictions designed to curb their profits. It remains determined to promote the continent’s aerospace industry, even if that means hitting Boeing. And now with Tesla riding high, it is doing everything it can to make sure Europe’s auto giants can claw back the market for electric cars. It is hard to see how the Biden administration can do anything other than fight back.</p>
<p class="ContentPageBodyParagraph-module__paragraph--block ContentPageBodyParagraph-module__paragraph--size-medium--spacing-normal">Finally, President Biden’s big idea is for a green energy plan to dominate renewable and clean power. It is the centerpiece of his programme. But the EU is embarked on precisely the same agenda, with the bulk of its €750 billion (£650 billion) Coronavirus Rescue Fund aimed at exactly the same objective. You can’t have two global leaders in green energy. In reality, the conflict to dominate that industry will end up splitting the two sides even further.</p>
<p class="ContentPageBodyParagraph-module__paragraph--block ContentPageBodyParagraph-module__paragraph--size-medium--spacing-normal">President Biden may feel politically close to the likes of Angela Merkel and Emmanuel Macron. But as the EU just keeps throwing him problem after problem, the rift is just going to keep on growing.</p>

<p>A senior member of Angela Merkel&#8217;s government has warned China that a European Union fronted by Germany will go toe-to-toe with Beijing, stating &#8220;there will be no &#8216;business as usual&#8217; as far as the EU is concerned.&#8221;</p>
<p>Germany took on the European Council&#8217;s rotating presidency last month and has warned Beijing that it will not be afraid to &#8220;lock horns&#8221; over issues like its treatment of Hong Kong and Uighurs in the Chinese province of Xinjiang.</p>
<p><a href="https://www.spiegel.de/international/europe/foreign-ministry-state-minister-michael-roth-china-as-a-systemic-rival-to-the-eu-a-54b96664-1eed-4d36-bd43-fd9d4314565e" target="_blank" rel="noopener noreferrer" data-analytics-module="body_link" data-analytics-post-depth="40">Writing in Spiegel on Sunday</a>, Michael Roth, the state secretary for Europe in Germany&#8217;s foreign affairs ministry, described China as an &#8220;ever more powerful snake&#8221; that must be met head-on by a more confident EU.</p>
<p>&#8220;We must not be afraid to lock horns when it comes to difficult issues such as human rights, security, and technology. This, too, is about our own sovereignty at the end of the day,&#8221; Roth wrote.</p>
<p>&#8220;China will certainly not build one single coal-fired power station less if we remain silent when we have differences of opinion.&#8221;</p>
<p>Roth issued the warning amid growing tension between Beijing and governments in the West.</p>
<p>The senior German minister said that while the EU and China are &#8220;interconnected&#8221; economies and must work together to be successful, China is a &#8220;systemic rival&#8221; to Europe that is &#8220;increasingly going on the offensive.&#8221;</p>
<p>&#8220;The leadership of the authoritarian, one-party state passes up no opportunity to drive a wedge between the EU member states and weaken them. We are locked in a tough competition of values stemming from very different concepts of society,&#8221; he said.</p>
<p>Roth said Germany&#8217;s priority would be to encourage the EU to &#8220;act more confidently&#8221; towards China than it has done before.</p>
<p>&#8220;We will not bring our influence to bear in Beijing if we are not united and if we do not stand up for our values and interests with the combined strength of the EU.&#8221;</p>
<p>He said: &#8220;What can the EU do to ensure it does not find itself paralyzed like the proverbial rabbit when faced with an apparently ever more powerful snake?&#8221;</p>
<p>&#8220;One thing is clear: We urgently need more European action in our dealings with China.</p>
<p>&#8220;A consistent &#8216;Team Europe policy&#8217; is long overdue.</p>
<p>&#8220;This is a priority of Germany&#8217;s presidency of the Council of the European Union, during which we bear particular responsibility. The EU must act more confidently vis-à-vis China and speak with one voice.&#8221;</p>

<p>Roth warned that Beijing&#8217;s imposition of a draconian new security law on Hong Kong and its suppression of Uighurs in the Chinese province of Xinjiang showed &#8220;how uncompromisingly it is prepared to assert its claim to power.&#8221;</p>
<p>&#8220;China is therefore not afraid to violate central principles of the rules-based international order before the eyes of the world,&#8221; he said.</p>
<p>Germany <a href="https://www.politico.eu/article/germany-suspends-extradition-agreement-with-hong-kong/?utm_source=POLITICO.EU&amp;utm_campaign=c4800a728a-EMAIL_CAMPAIGN_2020_08_03_05_00&amp;utm_medium=email&amp;utm_term=0_10959edeb5-c4800a728a-190121793" target="_blank" rel="noopener noreferrer" data-analytics-module="body_link" data-analytics-post-depth="100">on Friday</a> followed the UK, Australia, and Canada by suspending its extradition agreement with Hong Kong.</p>
<p>Roth added that the EU must aim to become less economically dependent on China.</p>
<p>The bloc should increase efforts to look to firms in Europe for technology like 5g, he said, describing the row over whether Chinese firm Huawei should be allowed to develop 5g in Western countries as a &#8220;litmus test&#8221; for the EU.</p>
<p>&#8220;Nothing less than the security of our citizens is at stake here,&#8221; he said.</p>

<p>BEIJING • German Chancellor Angela Merkel said at the start of a visit to Beijing yesterday that the US-China trade war was affecting the whole world, and she hoped it would be resolved soon.</p>
<p>Germany&#8217;s companies have been caught in the crossfire of the trade conflict and its economy &#8211; Europe&#8217;s largest &#8211; contracted on weaker exports in the second quarter.</p>
<p>Leading economists say that Germany is facing a recession, especially after weak industrial data published this week.</p>
<p>But while US President Donald Trump has pressed American companies to look at ways to close their Chinese operations and make more products at home, Dr. Merkel wants to start a new phase in the European Union&#8217;s relations with China.</p>
<p>&#8220;We hope that there will be a solution in the trade dispute with the United States since it affects everybody&#8221; in the world, Dr. Merkel told Chinese Premier Li Keqiang at Beijing&#8217;s Great Hall of the People during her two-day trip to China.</p>
<p>China and the US are due to resume trade talks this month, with more senior consultations next month in Washington.</p>
<p>Dr Merkel has pushed for a European investment deal with Beijing, even as Washington has resorted to waves of tariffs to counter what it says are China&#8217;s unfair trade practices. The US&#8217; European allies, including Germany, largely share its criticisms of China, but not Mr. Trump&#8217;s choice of tariffs to resolve the issues.</p>
<p>Dr. Merkel said Germany is open for Chinese investment, and she welcomes all Chinese companies to invest in the country. However, she added that Germany checks investments in certain strategic sectors and critical infrastructure.</p>
<p>Mr. Li said that China hopes Germany will accept more Chinese companies and loosen export rules for certain goods.</p>
<p>Germany, which traded almost €100 billion (S$152 billion) in goods with China in the first half of this year, holds the rotating EU presidency next year when Dr. Merkel is planning an EU-China summit with a view to achieving a common European stance toward the world&#8217;s second-largest economy.</p>
<p>Referring to an EU-China investment agreement, Dr. Merkel said Germany was hoping &#8220;that we can perhaps finish this project&#8221; during the country&#8217;s EU presidency in the second half of next year.</p>
<p>That summit would aim to counter what Berlin sees as China&#8217;s divide-and-rule approach to dealing with the European bloc, as Beijing promotes global infrastructure projects under its Belt and Road development initiative that has made it an influential player in poorer eastern European countries such as Hungary and Greece.</p>
<p>Several companies signed agreements as Dr. Merkel and Mr. Li met, including Airbus &#8211; which came to an arrangement with China&#8217;s AVIC Aircraft Corporation on assembling A-320 planes in China &#8211; and German insurer Allianz, which wants to work more closely with the Bank of China.</p>
<p>German engineering group Voith and China&#8217;s CRRC said they wanted to cooperate on electric buses, and Siemens signed a memorandum of understanding with China&#8217;s State Power Investment Corporation on developing gas turbines and cooperating on the use of hydrogen.</p>

<p>WUHAN, Sept. 7 (Xinhua) &#8212; Angela Merkel Saturday visited central China&#8217;s Wuhan during her 12th trip to the country as German Chancellor since 2005.</p>
<p>Before Wuhan, the capital city of Hubei province, Merkel had visited a number of cities besides Beijing during her China trips in the past.</p>
<p>When talking with students of Huazhong University of Science and Technology, Merkel highlighted the importance of international cooperation in the era of globalization and called on the students to be participants.</p>
<p>Saying that a nation&#8217;s prosperity is part of the prosperity of the whole world, she voiced her hope that students should shoulder common responsibilities to combat global challenges.</p>
<p>In the speech, Merkel reviewed her past trips to China. In Shenyang, she witnessed economic upgrading. In Chengdu, she learned about the development of western China. In Shenzhen, she saw remarkable progress brought by the reform and opening-up.</p>
<p>She said quite a few noted German companies including Siemens and small and medium-sized innovation enterprises are operating business in Wuhan. Wuhan and Duisburg became the first pair of sister cities between China and Germany in 1982.</p>
<p>Merkel exchanged views with students on the internet, artificial intelligence, intelligent manufacturing, and environmental protection.</p>
<p>Before wrapping up her trip, Merkel also visited a local hospital and a factory of the German company Webasto.</p>

<p class="StoryBody__paragraph--2-Doz"><strong>Why it matters:</strong> This is no small threat. The warning to Germany represents an escalation from previous American statements that raised the prospect of strained relationships and <a class="StoryBody__link--10w8x" href="https://www.apnews.com/aa77ed1114ed45eb810ab67f4e84c1bb">suggested the U.S. can&#8217;t safely maintain a presence</a> in countries where it believes infrastructure is not secure.</p>

<li class="StoryBody__item--1cHYD"><a class="StoryBody__link--10w8x" href="https://blogs.cisco.com/news/huawei-and-ciscos-source-code-correcting-the-record">A beneficiary</a> of theft of trade secrets.</li>
<li class="StoryBody__item--1cHYD">A <a class="InternalLoadLink__root--17C4m StoryBody__link--10w8x 73f847b7-4dbb-4987-926a-d9ac915b2285-c3b78cc8-9f4f-412c-933c-8a7fa50d5667" href="https://www.axios.com/huawei-arrest-china-retaliation-73f847b7-4dbb-4987-926a-d9ac915b2285.html">violator</a> of trade sanctions.</li>
</ul>
<p class="StoryBody__paragraph--2-Doz">And all this <a class="StoryBody__link--10w8x" href="https://www.cnas.org/press/in-the-news/trumps-destabilizing-intervention-in-huawei-cfo-case">is also intertwined</a> with President Trump&#8217;s trade negotiations with Beijing.</p>
<p class="StoryBody__paragraph--2-Doz"><strong>The intrigue:</strong> If you set aside the potential espionage and other crimes, Huawei is an attractive supplier for 5G equipment. It offers price advantages in a thinly populated market for 5G equipment, and shunning the firm would harm Germany&#8217;s economic relationship with China.</p>
<ul>
<li class="StoryBody__item--1cHYD">Germany has argued it can take other steps to protect its cellphone infrastructure even if it uses Huawei&#8217;s equipment. On Tuesday, German Chancellor Angela Merkel pushed back on the Trump administration&#8217;s warning, saying Germany would define its own security standards, per <a class="StoryBody__link--10w8x" href="https://www.reuters.com/article/us-germany-huawei-merkel/germany-will-set-own-security-standards-merkel-says-after-us-warning-on-huawei-idUSKBN1QT1PV">Reuters</a>.</li>
</ul>
<p class="StoryBody__paragraph--2-Doz"><strong>What they&#8217;re saying:</strong> Historically, presidents try not to play chicken with our allies.</p>
<ul>
<li class="StoryBody__item--1cHYD">&#8220;Public threats with regard to intelligence sharing are not the way to go to influence policy in Berlin or anywhere else,&#8221; said Michael Morell, former deputy director of the CIA and current host of the Intelligence Matters podcast.</li>
<li class="StoryBody__item--1cHYD">And the U.S. comes out ahead by sharing, noted Chris Painter, the State Department&#8217;s former top diplomat for cybersecurity issues. <strong>&#8220;</strong>The U.S. shares sensitive information on threats and other issues for its own benefit — not just the benefit of the receiving country. Halting such sharing would undercut our ability to be aware of and collectively counter shared threats and would be shooting ourself in the foot.&#8221;</li>
</ul>
<p class="StoryBody__paragraph--2-Doz"><strong>Meanwhile,</strong> President Trump remains a wild card in the struggle to implement his own policies.</p>

<li class="StoryBody__item--1cHYD">Though there is bipartisan support to hang Huawei out to dry and the State Department is pursuing global bans on the firm, Trump also <a class="StoryBody__link--10w8x" href="https://twitter.com/realDonaldTrump/status/1098581869233344512">tweeted</a> in April he wanted the U.S. to &#8220;<a class="StoryBody__link--10w8x" href="https://twitter.com/realDonaldTrump/status/1098583029713420288">win through competition</a>&#8221; in the 5G race.</li>

										<content:encoded><![CDATA[<p>Government consultations between Germany and China in Berlin on Monday aim to send a signal of closer bilateral cooperation in light of a worsened trade spat with the US. But some hurdles have yet to be overcome.</p>
<p>German Chancellor Angela Merkel and Chinese Prime Minister Li Keqiang held talks on closer economic cooperation in Berlin on Monday <a href="https://www.dw.com/en/china-warns-of-biggest-trade-war-in-history-vows-counterattack-against-us-tariffs/a-44548419">as the two countries seek a coordinated strategy in response to the US administration&#8217;s protectionist agenda</a>.</p>
<p>As part of the talks, the two countries signed a raft of commercial agreements worth some €20 billion ($23.5 billion). The deals, involving German industrial giants like Siemens, Volkswagen and BASF, come as the two exporting powerhouses are being forced into an unlikely alliance in defense of the open global trade on which both of their economies depend.</p>
<p>&#8220;We both want to sustain the system of World Trade Organization rules,&#8221; Merkel said at a news conference she gave alongside Li.</p>
<p>For his part, Li said that China would further open its economy to foreign investment. In particular, he pointed to the insurance and bond markets and gave assurances that his country has intellectual property guarantees in place to ensure that German companies need not fear losing proprietary technologies.</p>
<p><strong>Alarmed carmakers</strong></p>
<p>Last week saw a worsening of the already severe trade conflict between Washington and Beijing, with the US imposing higher tariffs on a wide range of technological goods imported from China. Beijing immediately reacted to the measure by slapping higher tariffs on predominantly agricultural products from the US in a bid to harm US President Donald Trump&#8217;s voters in rural areas.</p>
<p>Both sides are also mulling imposing higher duties on imported cars — a measure that would also hurt Germany with carmakers such as BMW and Daimler shipping a large number of vehicles to China from their production facilities in the US.</p>
<p>The head of the Asia-Pacific Committee of German Business (APA), Hubert Lienhard, said that in the face of a growing protectionist agenda in the US, <a href="https://www.dw.com/en/opinion-is-germany-courting-china-and-abandoning-the-us/a-43917494">a joint German-Chinese message to the White House</a>&#8220;could be one the of things emerging from today&#8217;s government consultations.&#8221;</p>
<p>He hastened to add, though, that this signal should come in the form of a renewed commitment to free trade, not a blunt warning to Trump.</p>
<p>But Lienhard emphasized that differences between Germany and China must not be ignored either.</p>
<p>&#8220;We see two different systems competing with each other: China&#8217;s state-run capitalist order is pitted against our system of a free market economy. This regularly creates problems, but they certainly can be addressed at joint meetings.&#8221;</p>
<p><strong>WTO to the rescue?</strong></p>
<p>The managing director of the Association of German Chambers of Trade and Commerce, Martin Wansleben, also spoke out Monday <a href="https://www.dw.com/en/is-china-on-course-with-made-in-china-2025-amid-trade-row-with-us/a-44554976">in favor of strengthening economic relations between his country and China</a>.</p>
<p>&#8220;The United States used to be a good trading partner for us,&#8221; he said. &#8220;But Trump obviously wants us to lose this partner.&#8221; Wansleben added that China also needed to change its positions in many areas, &#8220;but there&#8217;s definitely more room for improvement.&#8221;</p>
<p>The president of Germany&#8217;s foreign trade group BGA, Holger Bingmann, told the German regional newspaper <em>Rhein-Neckar-Zeitung</em> that China was already moving in the right direction.</p>
<p>&#8220;Following a long period of stagnation, we see things finally moving again,&#8221; he said, mentioning Beijing&#8217;s further opening of its financial services and automobile industries to foreign investors.</p>
<p>Bingmann added, though, that other sectors were still out of reach for foreign market players.</p>
<p>The BGA said that &#8220;in light of Donald Trump&#8217;s protectionist agenda, China and the EU <a href="https://www.dw.com/en/wto-weary-trade-organization/a-44072849">should have a vested interest in strengthening the World Trade Organization</a> and its arbitration system.&#8221;</p>

<p>During a phone call on Saturday German Chancellor Angela Merkel and Chinese President Xi Jinping agreed to <a href="http://www.dw.com/en/us-commerce-department-recommends-hefty-tariffs-on-steel-imports/a-42620795">discuss solutions to global steel overcapacity. </a></p>
<p>Merkel and Xi &#8220;emphasized the importance of close and multilateral cooperation in international trade,&#8221; according to German government spokesman Steffan Seibert.</p>
<p>He added that the two leaders  also congratulated each other on their re-elections  and called for a &#8220;deepening&#8221; of their countries&#8217; strategic partnership.</p>
<p>Merkel invited Xi&#8217;s government to visit Berlin for consultation, while Xi invited Merkel to visit China. No details about whether the visits would take place has been released.</p>
<p>State news agency Xinhua said Xi told Merkel that the two countries should &#8220;become advocates for a new-type of international relations&#8221; and cooperate as partners despite their ideological differences.</p>
<p>&#8220;China-Germany relations will steadily proceed far as long as they adhere to equality and mutual respect, understand and care for each other&#8217;s core interests and major concerns, and properly control and handle their differences,&#8221; Xinhua said, attributing the comments to Xi.</p>
<p><strong>Steely discussions at G20 in Argentina</strong></p>
<p>Merkel and Xi&#8217;s commitment to the G20 comes ahead of a major summit of the the organization which starts on Monday in the Argentinian capital Buenos Aires.</p>
<p>German Finance Minister Olaf Scholz is to discuss steel overcapacity with US Treasury Secretary Steve Mnuchin on the summit&#8217;s sidelines.</p>

<p>The meeting is set to take place amid heightened trade tensions <a href="http://www.dw.com/en/china-dismay-as-trump-signs-off-steel-aluminum-tariffs/a-42899657">sparked by planned US tariffs on steel and aluminum</a> that will start on March 23.</p>
<p>US President Donald Trump said the measures —  25 percent tariffs on steel and 10 percent tariffs on aluminum — would help combat steel and aluminum gluts caused by China.</p>
<p>Germany, China and other steel producing countries have denounced the tariffs as short-sighted and ineffective. Merkel said on Friday the tariffs violated World Trade Organization principles, and called for international dialogue to discuss solutions to prevent excess supply.</p>
<p>The EU has threatened to retaliate with its own tariffs on US goods if Washington <a href="http://www.dw.com/en/eu-japan-other-us-allies-ask-for-tariff-exceptions/a-42913273">does not exempt its steel and aluminum from the measures</a>.</p>

<p></a><strong>Chinese problem</strong></p>
<p>Steel producers in the US and the EU have been squeezed by excess supply in global steel markets caused by China&#8217;s domestic production. China accounts for more than half of global overcapacity.</p>
<p>The US and EU have used the G20 in recent years to urge China to cut generous state subsidies to domestic steel producers to try and curb the amount of cheap steel entering the market.</p>
<p>But China has so far resisted cutting its supply without other countries also taking action.</p>
