Australia’s three decades of uninterrupted prosperity are coming to an abrupt end as the global coronavirus pandemic crashes one of its most lucrative sources of income: immigration.

The country has been successful in managing the outbreak and reopening its A$2 trillion (US$1.33 trillion) economy, thanks in part to an early closure of its borders.

Net immigration, including international students and those on skilled worker visas, is expected to fall 85 percent in the financial year to June 2021, curbing demand for everything from cars and property to education and wedding rings.

Gurmeet Tuli, who owns a jewelry store in the Sydney suburb of Parramatta, said his business is already hurting in a neighborhood that is home to tens of thousands of migrants.

“My main clientele is young people who come here to study, they find work here and settle down, fall in love and want to get married,” Tuli said. “I have not sold a single diamond ring in the past two months,” he added, noting business is down about 40 percent so far this year.

So critical is migration to Australia that analysts reckon the economy would have slipped into a recession last year without new arrivals to boost population growth.

AMP Capital chief economist Shane Oliver estimates that population growth in recent years has boosted the economy by about one percentage point per year. But as migration stalls, education, housing, and tourism sectors are seen among the worst hit.

The drought in international student arrivals, which in recent years made up about 40 percent of the migrant intake, is expected to hit the A$37 billion education sector, Australia’s second-largest services export after tourism.

A fall in new arrivals could also dampen the construction boom in Australia’s all-important housing sector, which has been fuelled by migrants in big cities like Sydney and Melbourne.

Even though immigration is a politically divisive topic in Australia, there is a broad recognition that the country needs its 200,000 to 300,000 annual intake to grow consumption demand and fill skills shortages in various sectors.

While a large share of these migrants arrive on what is considered “temporary” visas, many later gain permanent residency and employment, adding to long-term population growth.

Australia’s population would grow an average 1.6 percent annually over the decade to 2027, according to the latest official projections from 2018. Without immigration, it was forecast to grow only 0.5 percent.

“During a slowdown and when the unemployment rate is high there is popular pressure to slow down migration,” AMP Capital’s Oliver said. “But if we want the economy working back again, we need migration to return.”

Concerns over immigration range from sustainability and housing affordability to more populist complaints about social integration and foreigners taking local jobs.

Prime Minister Scott Morrison said last week Australia needed 160,000 to 210,000 arrivals to sustain GDP per capita growth, and acknowledged the great uncertainty current restrictions cast over the outlook.

“It’s going to be one of the real impacts of this crisis because our borders aren’t opening any time soon,” he said.

That has prompted urgent calls for solutions from some businesses and political leaders.

For the third time since the start of Australia’s fire season, a state of emergency has been declared in the Australian state of New South Wales due to fires that are burning out of control. The flames have forced thousands to flee in south-eastern Australia and killed at least 17 people, including three firefighters.

At least eight people have died this week in the New South Wales region and the neighboring state of Victoria, The Associated Press reported.

“More than a quarter of the country is on fire. This state of emergency is rocking Australia to its core,” said Natasha Exelby, a reporter for Network 10, on “CBS This Morning.”

The state of emergency is set to last seven days in anticipation of a potentially catastrophic day on Saturday, according to New South Wales (NSW) Premier Gladys Berejiklian. The premier said the state of emergency will allow for emergency personnel to evacuate people, as well as open and close roads. People evacuating from the region have been facing gridlocked traffic and long lines at gas stations and supermarkets.

Under NSW’s State of Emergency and Rescue Management Act of 1989, the declaration triggers a range of measures and gives the Rural Fire Service commissioner powers to forcibly evacuate people, control over the allocation of government resources, among other powers.

“We don’t take these decisions lightly. But we also want to make sure we’re taking every single precaution to be prepared for what could be a horrible day on Saturday,” Berejiklian said at a press conference announcing the state of emergency.

Strong winds are expected on Saturday, and temperatures are expected to surpass 100 degrees Fahrenheit (at least 40 degrees Celsius).

“There are a lot of tourists on the move, and allowing us to declare the state of emergency… will allow us to ensure that we can provide safe access to roads,” Berejiklian said.

Where are the fires burning?

The fires are primarily raging in New South Wales, which is home to Sydney and more than seven million people.

The nearby Australian state of Victoria in the country’s southeast is also being hit hard. Earlier this week, fires turned day to night in the coastal tourist town of Mallacoota. A siren sounded Tuesday morning, telling about 4,000 people to flee to the town’s waterfront, BBC News reported. By mid-morning, the sky turned pitch black before turning a shade of red.

Mass evacuations, being facilitated by the military, began on Friday morning in Victoria. Thousands of people were being taken to a port near Melbourne, about a 17-hour-long journey, according to Network 10 reporter Exelby.

Australian Minister of Defense Linda Reynolds tweeted that defense helicopters are transporting firefighters, performing recon, as wells as search and rescue operations in Mallacoota. The Associated Press reported the military delivered food, water, fuel and medical expertise to Mallacoota, and about 500 people were going to be evacuated from the town by a naval ship.

Why are there fires in Australia?

Bushfires are normally a natural process in Australia. But the combination of drought, record-breaking heat, and strong winds have contributed to the devastating proportions of this year’s fires.

A drought has plagued eastern Australia since early 2017, and rainfall in November was the lowest ever on record, according to the Bureau of Meteorology, the government agency responsible for providing weather services.

According to a December special report produced by the bureau on their 2019 spring (our fall) fire conditions, the season “saw the highest fire weather danger as measured by the Forest Fire Danger Index (FFDI), with record-high values observed in areas of all States and Territories.”

“The dangerous fire weather conditions during spring 2019 is consistent with the increasingly severe fire weather seen in many areas of the country, owing to increasing temperatures and reduced cool season rainfall,” the bureau wrote.

When did the fires start?

Fires began to intensify at the start of Australia’s summer, in September.

“The season began with areas of northeast New South Wales and southeast Queensland having above-average daytime temperatures, very low humidity, and gusty winds leading to dangerous fire weather conditions,” The Bureau of Meteorology wrote in their spring fire report. “FFDI values were 100 or above (catastrophic category) at some locations in New South Wales on 6 September, which marked the onset of numerous large fires in eastern Australia.”

Prime Minister Scott Morrison said at a press conference on New Year’s Day that the fires will last until the rain comes.

“Unlike a flood, where the water will recede, in a fire like this, it goes on. And it will continue to go on — as those in the agencies have advised us — until we can get some decent rain,” Morrison said.

Forecasters predict the fires will get worse in the coming days.

How many acres (hectares) have burnt?

About 7 million acres (three million hectares) have burned in New South Wales since July, according to the area’s Rural Fire Service, the BBC reported. And about 12.35 million acres (five million hectares) of land have burned across the country, according to The Associated Press.

To put that in perspective, about 4 million acres (1.8 million hectares) burned in California’s 2018 wildfires, and about 2 million acres (900,000 hectares) burned during Brazil’s 2019 Amazon fires.

More than 1,400 homes have been destroyed, according to The Associated Press.

Some flames have been reported to reach up to 230 feet (70 meters) in height, according to the fire service. For comparison, the Sydney Opera House is about 213 feet (65 meters) tall.

What is being done to stop the fires?

The NSW Rural Fire Service (RFS), the world’s largest fire service, made up of 74,000 volunteer members, is working to stymie the fires. The federal government has agreed to a plan to provide financial compensation to the firefighters who have volunteered their time, the BBC reported.

Morrison initially rejected the plan, saying it should not lead to permanent pay.

“While I know RFS volunteers don’t seek payment for their service, I don’t want to see volunteers or families unable to pay bills, or struggle financially as a result of the selfless contribution they are making,” Morrison said in announcing his compensation decision, after weeks of criticism by opposition parties. “This is not about paying volunteers. It is about sustaining our volunteer efforts by protecting them from financial loss.”

Emergency Management Minister David Littleproud said at a press conference on New Year’s Day that “everything that humanly possibly can be done, is being done.”

Morrison’s government has faced criticism for its response to the current crisis, and to climate change as a whole. During a visit on Thursday to the coastal village of Cobargo in New South Wales where two people died and many lost their homes, Morrison was berated by locals.

“Every single time this area has a flood or a fire, we get nothing. If we were Sydney, if we were north coast, we would be flooded with donations with urgent emergency relief,” a resident in Cobargo told The Associated Press.

Residents directly criticized the prime minister for the lack of equipment to deal with the fires in town. In at least one incident in New South Wales, a woman refused to shake hands with Morrison. He then grabbed her hand to shake it.

In a separate incident during the same visit, a firefighter also refused to shake Morrison’s hand.

Morrison has urged those who are evacuating to be patient, The Guardian reported. He has defended his climate policies.

“Let me be clear to the Australian people, our emissions reductions policies will both protect our environment and seek to reduce the risk and hazard we are seeing today. At the same time, it will seek to make sure the viability of people’s jobs and livelihoods, all around the country,” Morrison said.

Last month, the prime minister vacationed in Hawaii while the bushfires intensified back home. He cut his trip short after receiving public backlash, The Guardian reported.

SYDNEY – Authorities declared a state of emergency across a broad swath of Australia’s east coast on Monday, urging residents in high-risk areas to evacuate ahead of looming “catastrophic” fire conditions.

Bushfires burning across New South Wales (NSW) and Queensland states have already killed three people and destroyed more than 150 homes. Officials expect adverse heat and wind conditions to peak at unprecedented levels on Tuesday.

Bushfires are a common and deadly threat in Australia’s hot, dry summers but the current severe outbreak, well before the summer peak, has caught many by surprise.

“Everybody has to be on alert no matter where you are and everybody has to be assume the worst and we cannot allow complacency to creep in,” NSW Premier Gladys Berejiklian told reporters in Sydney.

The country’s most populous city has been designated at “catastrophic fire danger” for Tuesday when temperatures as high as 37 degrees Celsius (98.6 degrees Fahrenheit) are forecast to combine with powerful winds for potentially deadly conditions. It is the first time Sydney has been rated at that level since new fire danger ratings were introduced in 2009.

Home to more than 5 million people, Sydney is ringed by large areas of bushland, much of which remains tinder-dry following little rain across the country’s east coast in recent months.

“Tomorrow is about protecting life, protecting property and ensuring everybody is safe as possible,” Berejiklian said.

Lawmakers said the statewide state of emergency – giving firefighters broad powers to control government resources, force evacuations, close roads and shut down utilities – would remain in place for seven days.

On Monday afternoon, the fire service authorized use of the Standard Emergency Warning Signal, an alarm and verbal warning that will be played on radio and television stations every hour.

NSW Rural Fire Service (RFS) Commissioner Shane Fitzsimmons urged people to evacuate before conditions worsened, warning that new fires can begin up to 20km (12 miles) ahead of established fires.

“Relocate while things are calm without the pressure or anxiety of fires bearing down the back door,” he said.

Authorities stressed that even fireproofed homes will not be able to withstand catastrophic conditions, which Fitzsimmons described as “when lives are lost, it’s where people die.”

More than 100 schools will be closed on Tuesday. On Monday afternoon, rescue services were moving large animals from high-risk areas, while health officials warned that air quality across NSW will worsen as winds blow smoke from the current mid-north coast bushfires south.

The fires have already had a devastating impact on Australia’s wildlife, with about 350 koalas feared dead in a major habitat.

Climate change debate

Australia’s worst bushfires on record destroyed thousands of homes in Victoria in February 2009, killing 173 people and injuring 414 on a day the media dubbed “Black Saturday.”

The current fires, however, come weeks ahead of the southern hemisphere summer, sharpening attention on the policies of Australia’s conservative government to address climate change.

Environmental activists and opposition lawmakers have used the fires to call on Prime Minister Scott Morrison, a supporter of the coal industry, to strengthen the country’s emissions targets.

Morrison declined to answer questions about whether the fires were linked to climate change when he visited fire-hit areas in the north of NSW over the weekend.

Deputy Prime Minister Michael McCormack on Monday accused climate activists of politicizing a tragedy at the expense of people in the danger zones.

“What we are doing is taking real and meaningful action to reduce global emissions without shutting down all our industries,” McCormack told Australian Broadcasting Corp radio.

“They don’t need the ravings of some pure, enlightened and woke capital city greenies at this time, when they’re trying to save their homes.”

Homes destroyed and thousands lose power as blazes tear across New South Wales and Victoria.

Bushfires that razed dozens of homes in southeast Australia have now been mostly contained, but not before causing damage to or destroying several homes and other buildings.

The New South Wales Rural Fire Service Commissioner said the worst-hit town was Tathra on the south coast of New South Wales state, where more than 70 homes and businesses were severely damaged or destroyed by a fire that started in woods around midday on Sunday.

Power was cut to thousands more properties, and many livestock were killed.

He added that some of Tathra’s evacuated residents would be able to return to their homes on Monday, as emergency workers restore power to the devastated area.

The New South Wales state Premier Gladys Berejiklian told reporters in Sydney that she’s “absolutely heartbroken.” She says her state government will do all it can to support those affected.

Meanwhile, bushfires also ravaged Victoria. Several homes and sheds have been destroyed, and hundreds of residents have been forced to evacuate their homes, according to local media.

Fires claimed at least 18 homes in the state’s south-west, but Premier Daniel Andrews was eager to stress how important it was to recognise there has been no loss of human life. However, thousands of livestock have perished in the blazes.

Andrews toured the area on Monday as fire crews worked to extinguish four significant blazes near Warrnambool. These are the state’s worst fires of the season.

The rail line between Geelong and Warrnambool also remains closed, with buses replacing trains.

At one stage up to 40,000 homes were without electricity. Power has now been restored to most houses in the area.

Efforts to contain the fires, which are raging across the state’s southwest, were hampered by strong winds gusting up to 140kph.

There have been 160 bush and grass fires since Saturday morning, which have burned through more than 40,000 hectares across the state.

Milder conditions have now arrived, and that has helped the 500 firefighters gain the upper hand on the four largest blazes.
