<p class="speakable">New York Gov. Andrew Cuomo on Friday announced that indoor dining would be suspended again in New York City &#8212; marking the latest devastating blow for struggling businesses in the Big Apple.</p>
<p class="speakable">“Indoor dining will close in New York City starting Monday,” Cuomo announced, citing an increase in COVID infections and hospitalizations.</p>
<p>Takeout and outdoor dining will still be permitted.</p>
<p>“Hospitalizations have not stabilized, and with a rising infection rate and NYC’s density, this means that indoor dining is too high of a risk,” he said. “Takeout, delivery, and outdoor dining will continue.”</p>
<p>New York City was one of the hardest-hit areas of the country, but in recent months has been beginning to re-open, with limited indoor dining and in-person schooling.</p>
<p>While outdoor dining may offer some respite for struggling restaurants to bring in diners, with many building elaborate heated tents outside their venues on busy sidewalks, plunging winter temperatures will make that an uninviting proposition for many.</p>
<p>Ahead of the announcement, NYC Mayor Bill de Blasio told reporters he would support such a restriction, noting the increase in hospitalizations and declaring that the city was in a second wave.</p>
<p>“If the governor announces restrictions, I support him 100% because we have to protect against the worst &#8212; the worst is the virus just grows and grows, that more and more people get infected, our hospitals start to get stressed and then get to the point where they can&#8217;t provide the service that people need and that puts lives in danger,” Hizzoner said.</p>
<p>“I guarantee you if that keeps happening then it&#8217;s going to be a lot longer time before we&#8217;re able to recover economically,” he claimed. “That puts those restaurants in much greater danger for the long term.&#8221;</p>

<p class="speakable">The U.S. Supreme Court on Wednesday night blocked New York Gov. Andrew Cuomo from reimposing strict attendance caps at worship services in areas hit hard by the novel coronavirus.</p>
<p class="speakable">The court voted 5-4 to bar Cuomo from enforcing his Oct. 6 “Cluster Initiative” against houses of worship that sued to challenge the restrictions.</p>
<p>Under the initiative, Cuomo created color-coded limits on mass gatherings and business operations, in an effort to stem the outbreak in New York City areas that were experiencing a surge in cases, according to Bloomberg News.</p>

<p>It was aimed at worship services at some synagogues and Roman Catholic churches in parts of Brooklyn and Queens.</p>
<p>In the hardest-hit areas, which were designated red zones, the state limited attendance in houses of worship to 25% of their capacity or 10 people, whichever is fewer. The majority said his limits violated the First Amendment’s protection of the free exercise of religion.</p>
<p>In a dissenting opinion on Wednesday, Chief Justice Roberts joined the court’s liberal wing in dissent and said the court had acted rashly, Bloomberg reported.</p>

<p>“Numerical capacity limits of 10 and 25 people, depending on the applicable zone, do seem unduly restrictive,” he wrote, according to the New York Times. “It is not necessary, however, for us to rule on that serious and difficult question at this time.”</p>
<p>“The governor might reinstate the restrictions,” he continued. “But he also might not. And it is a significant matter to override determinations made by public health officials concerning what is necessary for public safety in the midst of a deadly pandemic. If the governor does reinstate the numerical restrictions the applicants can return to this court, and we could act quickly on their renewed applications.”</p>

<p class="speakable">As Memorial Day weekend approaches, New York City Mayor<a href="https://www.foxnews.com/category/person/bill-de-blasio" target="_blank" rel="noopener noreferrer"> Bill de Blasio</a> on Monday said “no swimming” will be allowed at <a href="https://www.foxbusiness.com/lifestyle/de-blasio-fencing-new-york-city-beaches" target="_blank" rel="noopener noreferrer">beaches</a> and warned New Yorkers that they would “be taken right out of the water” if they violate the rules amid the city’s coronavirus response.</p>
<p>During his daily press briefing, de Blasio explained new beach rules and maintained that the city&#8217;s beaches would <a href="https://www.foxbusiness.com/lifestyle/de-blasio-fencing-new-york-city-beaches" target="_blank" rel="noopener noreferrer">remain closed</a> for swimming, despite New York Gov. Andrew Cuomo&#8217;s move to reopen state beaches ahead of the holiday weekend. Cuomo, though, gave local officials the option to keep beaches closed.</p>
<p><a href="https://www.foxbusiness.com/lifestyle/de-blasio-fencing-new-york-city-beaches" target="_blank" rel="noopener noreferrer"><strong>DE BLASIO FLOATS FENCING TO KEEP NEW YORKERS OFF BEACHES AMID CORONAVIRUS</strong></a></p>
<p>“If you want to walk on the beach, fine,” de Blasio said Monday. “But no swimming, no parties, no barbecues.”</p>
<p>“Anyone tries to get in the water they’ll be taken right out of the water,” he warned, while noting that there would be “fencing” that would “be in position,” but said it “doesn’t have to be put up unless we have to take tougher measures.”</p>
<p>“The fencing, again, is available, but we don’t want to use it if we don’t have to,” de Blasio said. “The goal is not to have it implemented.”</p>
<p>He added: “No swimming, no sports &#8230; Use common sense and observe social distancing.”</p>
<p>The mayor said that the New York City Police Department would work to “avoid” boardwalks crowding.</p>
<p>“It is not beach season like normal,” de Blasio said. “It is a pandemic.”</p>
<p>De Blasio went on to urge people to avoid “nonessential travel” to the beaches.</p>

<p>“If more enforcement is needed, we’ll do it,” de Blasio said while noting that he is hopeful that beaches will be able to reopen as normal before the end of the summer.</p>
<p>All of New York City&#8217;s beaches – Wolfe’s Pond Beach in Staten Island; South Beach in Staten Island; Rockaway Beach in Queens; Orchard Beach in the Bronx; Midland Beach in Staten Island; Manhattan Beach in Brooklyn; Coney Island in Brooklyn; Cedar Grove in Staten Island; Brighton Beach in Brooklyn – are closed for swimming and will not reopen ahead of Memorial Day weekend.</p>
<p>De Blasio, on Sunday, said New York City beaches would not reopen before Memorial Day weekend, saying: &#8220;It&#8217;s not safe. It&#8217;s not the right thing to do.&#8221;</p>
<p>&#8220;No one has to be reminded, we are the epicenter of this crisis,&#8221; de Blasio said Sunday.</p>
<p>As of Monday, New York City reported more than 193,000 positive cases of COVID-19 and more than 15,700 deaths.</p>

										<content:encoded><![CDATA[<p>Several governors have told us that life after the coronavirus will be the “new normal.” We’ve heard that before for eight long years during the stale economy of Barack Obama.</p>
<p>In fact, those on the left are pretty hopeful this will change our existence; they have made that quite clear. The loss of freedom doesn’t seem to bother most of these folks; it harkens back to the “better red than dead” attitude of the 1960s.</p>
<p>Some governors are willing to suspend rights guaranteed under the Constitution and then, in a dictatorial fashion, decide for themselves that for instance you can’t go to Home Depot or purchase grass seed. They suspend elective surgeries, but abortions are perfectly fine to continue? Virginia’s governor is using this crisis to shut down gun stores.</p>
<p>Gov. Andrew Cuomo is threatening fines and arrests should anyone dare congregate for religious services.</p>
<p>I’m not downplaying the need for social distancing, face masks, and other prophylactic measures nor am I minimizing the severity of the virus, but the arrogance of some governors who have limited freedoms in partisan fashion exposes their true agenda.</p>
<p>This crisis reveals what could happen in this country if a strong central government controlled the states and how many of our fellow citizens would just go along and surrender rights. It illustrates what people outside of the free world experience on a daily basis. It should be a lesson to everyone just how precious our freedoms are.</p>

<p>A man rammed a pickup truck through a bike-only path in New York City’s lower Manhattan area shouting “Allah-u-Akbar”, killing eight people and injuring at least a dozen on Tuesday, in a terror strike close to the site of the September 11, 2001, attacks.</p>
<p>Sayfullo Saipov, a 29-year-old Uzbek migrant based in Florida, was shot in the abdomen by a police officer after he got out of his vehicle that collided with a school bus at 3.05 pm (1905 GMT), blocks away from the 9/11 Memorial, and walked in the middle of the street brandishing two weapons that turned out to be paint-ball and pellet guns.</p>
<p>The suspect is in police custody and is being treated at a hospital.</p>
<p>“This was an act of terror and a particularly cowardly act of terror aimed at innocent civilians, aimed at people going about their lives who had no idea what was about to hit them,” Mayor Bill de Blasio said at a news conference.</p>
<p>Authorities had not disclosed his identity, but news reports said Saipov came to the United States in 2010. He had driven to New York City from neighbouring state of New Jersey.</p>
<p>In a note found at the site near the abandoned vehicle, Saipov is reported to have pledged loyalty to the Islamic State terror group. But it was not immediately clear where or how he was radicalised.</p>
<p>Governor Andrew Cuomo said based on preliminary investigation that this was a lone-wolf attack. “This was one individual who meant to cause pain and harm and probably death and the resulting terror. That was the purpose,” said Cuomo.</p>
<p>Confronting what could be the most serious terror-related incident since taking power less than a year ago, President Donald Trump announced he had ordered the Department of Homeland Security to step up his “extreme vetting programme” on foreign travellers to the country.</p>
<p>“We must not allow ISIS to return, or enter, our country after defeating them in the Middle East and elsewhere. Enough!” Trump tweeted about what was clearly the first terrorist attack on American mainland in his term, and in his hometown.</p>
<p>This was the first instance also of a terrorist attack involving fatalities in New York City after 9/11 that had killed 2,606 people, including 34 from India. There were at least two other attempts since— the Times Square car bomb in 2010, and the Chelsea bombings in 2016 that had left 29 people injured.</p>
<p>This was also the first instance of a vehicle being used as a terror weapon in the United States, as in Berlin and Nice in 2016, in Barcelona last August and in London earlier this year. A white supremacist had driven through protestors in Charlottesville, Virginia recently killing one woman but authorities had not described it as an act of terrorism.</p>
<p>The suspect in the Tuesday’s attack had used a rental pick-up from Home Depot, a countrywide retail chain of home furnishings. He drove the truck down the bike-path used by cyclists, joggers and walkers for about a mile, before it rammed the school bus, injuring two adults and two children inside, close to a community college and a high school.</p>
<p>Videos taken by passersby show the suspect running around — “randomly,” as one witness described it — after abandoning the vehicle, with police officers in pursuit. He held up two weapons that were later found to be imitation guns.</p>
<p>Six people died at the site of the attack and two were declared dead on arrival at the hospital, police commissioner James P O’Neill told reporters. The dead include five friends from Argentina.</p>
<p>Eleven people were seriously injured, O’Neill added, but none with life-threatening conditions. The number of those injured could go up.</p>
<p>Security had already been stepped up all over the city for Halloween celebrations and a traditional parade later in the evening, and authorities urged New Yorkers to go about their business.</p>
<p>“We know that this action was intended to break our spirit but we also know New Yorkers are strong, New Yorkers are resilient and our spirit will never be moved by an act of violence, an act meant to intimidate us,” Mayor de Blasio added.</p>
