										<content:encoded><![CDATA[<p>State says feds stopped dropping illegal immigrants off into towns following threat to bus them to DC.</p>
<p>EXCLUSIVE: In the days since Gov. Greg Abbott said Texas would bus illegal immigrants released in his state to the U.S. Capitol in Washington, D.C., fewer communities have complained about immigrants being deposited in their towns by federal authorities, state officials say.</p>
<p>Abbott directed the Texas Division of Emergency Management (TDEM) last week to begin transporting illegal immigrants released from federal custody in Texas to Washington, D.C. and other locations outside the Lone Star State.</p>
<p>TDEM said it dispatched buses over the weekend to border communities where it coordinated with officials to identify these immigrants. The agency added that each bus has the capacity and supplies necessary to carry up to 40 migrants released in Texas communities and transport them to Washington, D.C.</p>
<p>TDEM told Fox News on Monday that many of the communities that originally reached out for support – from the Rio Grande Valley to Terrell County – say the federal government stopped dropping immigrants in their towns since Abbott&#8217;s announcement on April 6.</p>

<p>Still, the governor&#8217;s legal authority to transport busloads of migrants to the U.S. Capitol remains in question. The 2012 Supreme Court case, Arizona v. the United States, prevents states from making their own immigration policies.</p>
<p>Texas Attorney General Ken Paxton told Fox News that the nuances of the busing plan will be more apparent once President Biden rescinds Title 42 next month. The Trump-era public health emergency has been to quickly expel a majority of migrants at the border because of the coronavirus pandemic.</p>
<p>&#8220;I think it&#8217;s going to coincide very much with what&#8217;s going on with Title 42, when Biden lets a couple million more people cross over the border – not let them, but invites them,&#8221; Paxton said.</p>
<p>The Biden administration has been warned by Republicans and Democrats that rescinding Title 42 will cause a surge in migration – on top of the already massive numbers being encountered by Border Patrol each day. Last week, for instance, around 7,100 immigrants were coming a day to the southern U.S. border.</p>

<p>Border Patrol officials said they are planning for as many as 18,000 arrivals daily once Title 42 expires.</p>
<p>Still, some have questioned whether Abbott’s plan to bus migrants was genuine. The White House dismissed it as a &#8220;publicity stunt.&#8221; Even Texas state Rep. Matt Schaefer, a Republican, called it a &#8220;gimmick.&#8221;</p>

<p>Fox News has made multiple attempts seeking comment from the governor&#8217;s office.</p>
<p>Paxton, who has dared the Biden administration to take Abbott&#8217;s policy to court, and dismissed the accusation that the Texas governor was merely posturing.</p>
<p>&#8220;The governor has a lot to deal with as it relates to the border,&#8221; Paxton said. &#8220;And he&#8217;s got a federal government that is betraying the state of Texas, betraying the American people and I think (Gov. Abbott) is just trying to figure out what he can do to protect the people of Texas.&#8221;</p>

<p>On Monday, Gov. Abbott met with the Texas Border Sheriffs Coalition in the border city of El Paso to discuss the state’s ongoing security efforts.</p>

<p class="t-copy t-links-underlined t-align-left">Vice President Kamala Harris is set to visit El Paso on June 25, her chief spokesperson confirmed Wednesday in a statement.</p>
<p class="t-copy t-links-underlined t-align-left">There are still no exact details or agenda for the visit, but according to the statement, the goal is to “address the root causes of migration from El Salvador, Guatemala, and Honduras.”</p>
<p class="t-copy t-links-underlined t-align-left">The vice president was just in Guatemala and Mexico earlier this month in her first trip overseas since taking office. The trip was met with a whirlwind of criticism from all sides of the political aisle. Conservatives, particularly U.S. Sens. <a href="https://www.texastribune.org/directory/ted-cruz/">Ted Cruz</a> and <a href="https://www.texastribune.org/directory/john-cornyn/">John Cornyn</a> of Texas, accused Harris of having her attention set on the wrong border, while progressives lambasted Harris <a href="https://www.youtube.com/watch?v=c5dxMmfM2_4">after a video of her urging Guatemalan migrants to not come to the United States</a> went viral — and questioned why Harris, a daughter of immigrants herself, would make such a remark.</p>
<p class="t-copy t-links-underlined t-align-left">The vice president will be accompanied by Department of Homeland Security Secretary Alejandro Mayorkas, the statement confirmed. It&#8217;s her first visit to the border since becoming vice president.</p>
<p class="t-copy t-links-underlined t-align-left">Conservatives have been pushing Harris to visit the border for weeks as they raise alarm over what they have described as a crisis. Gov. <a href="https://www.texastribune.org/directory/greg-abbott/">Greg Abbott</a> has blamed the Biden administration&#8217;s immigration policies for the increase of immigrants on the state&#8217;s southern border, saying in an earlier disaster declaration that new federal policies have paved the way for “dangerous gangs and cartels, human traffickers, and deadly drugs like fentanyl to pour into our communities.” He announced earlier this month that Texas will take steps to build its own border wall.</p>
<p class="t-copy t-links-underlined t-align-left">In a statement issued Wednesday, Abbott called Harris the &#8220;Border Czar,&#8221; and touted Operation Lone Star — an initiative to amp upstate law enforcement presence at the border.</p>
<p class="t-copy t-links-underlined t-align-left">Cornyn said in a statement Wednesday, before the trip was announced, that any reluctance to do so is “willful ignorance.”</p>
<p class="t-copy t-links-underlined t-align-left">“Despite what Kamala Harris said in Central America when she said, ‘Do not come,’ the people who are coming are talking to friends and relatives in the United States, they see what&#8217;s happening on TV, and the cartels are whispering in their ear,” Cornyn said.</p>
<p class="t-copy t-links-underlined t-align-left">Cruz accused the Biden-Harris administration of being &#8220;the last mile of a human trafficking and illegal drug network that cartels are exploiting.&#8221;</p>
<p class="t-copy t-links-underlined t-align-left">&#8220;It only took more than half a million illegal immigrants entering the United States, more than 400,000 pounds of drugs seized, 19 U.S. Senators traveling to the southern border and 92 days after being appointed border crisis czar for Kamala Harris to visit the southern border,&#8221; he said in a statement.</p>
<p class="t-copy t-links-underlined t-align-left">Meanwhile, President Joe Biden has disputed the idea of a crisis on the border, <a href="https://www.nbcnews.com/politics/white-house/one-god-awful-mess-biden-lays-border-crisis-trump-admin-n1265908">as NBC News reported</a>, and has said that any ongoing problems at the border are to be blamed on the Trump administration for refusing to cooperate during the presidential transition period.</p>
<p class="t-copy t-links-underlined t-align-left">Harris is not the only major politician making news for planning a visit down to the border. Former President Donald Trump <a href="https://www.texastribune.org/2021/06/15/texas-greg-abbott-trump-border-wall/">plans on touring Texas’ southern border</a> with Abbott.</p>

<p>Everybody&#8217;s supposed to feel a lot better, <a href="https://nypost.com/2021/02/26/surge-of-13000-central-american-minors-to-us-border-expected-in-may/">now that thousands of unaccompanied minors are flooding across the border.</a>  <a href="https://www.facebook.com/watch/?v=358412445271010">Apparently they&#8217;re given money</a> (<span style="color: #008000;"><em>Bill O&#8217;Reilly said eleven hundred dollars</em></span>) <a href="https://www.facebook.com/watch/?v=358412445271010">and allowed to travel wherever they see fit in the United States to await a hearing they&#8217;ll not attend</a>.  Extended family is waiting somewhere south of the border, expecting that they&#8217;ll be able to join the minor as soon as someone in the new administration calls for reuniting families.</p>
<p>At this point you couldn&#8217;t be blamed for refusing to be subjected to this weekly update.  Some of us are trying to insulate our minds from the tidal wave of news that makes no sense.  It turns out <a href="https://www.theblaze.com/news/youtube-is-deleting-videos-of-trumps-cpac-speech-and-suspending-channels-who-post-it">that President Trump&#8217;s speech has been banished from popular platforms</a> (<span style="color: #008000;"><em>while still available if you know where to look</em></span>).  He committed the act that infuriates news anchors, and frankly is not allowed to be uttered aloud or in print.  Any suggestion that the last presidential election was in some way not to be trusted is “dangerous misinformation.”  To see their reaction, you&#8217;d think somebody had yelled “fire” in a crowded theater.  Not that any theaters are crowded anymore.</p>
<p><a href="https://abcnews.go.com/US/texas-governor-ending-mask-order-longer-government-running/story?id=76274648">It seemed great news that Governor Abbott of Texas is calling off the great COVID scare, as soon as next Wednesday arrives. </a> <a href="https://www.radio.com/news/no-more-dr-nice-guy-dr-fauci-says-do-what-youre-told">Until then, you&#8217;ll do as you&#8217;ve been told</a>.  Maybe you&#8217;ll still run into mask police at the front door of some businesses who&#8217;ve decided to keep the charade alive.  But then, they must not be in business to succeed.  Why would any business run off customers on purpose?  It must take a commitment that has nothing to do with “business.”</p>
<p><a href="https://www.cnn.com/2021/03/04/health/us-coronavirus-thursday/index.html">But Dr. Fauci and certain other public voices are alarmed!  You can&#8217;t get back to normal, yet</a>!  <a href="https://www.marketwatch.com/story/u-s-covid-19-death-toll-tops-520-000-as-dr-fauci-cautions-against-reopening-too-soon-11614958677">It won&#8217;t be long &#8217;till the news is reporting record outbreaks again</a>.  It wasn&#8217;t true before, and it won&#8217;t be true if they try it again.  <a href="https://nypost.com/2021/02/15/vaccines-will-end-the-pandemic-whether-fauci-likes-it-or-not/">But Fauci becomes irrelevant the minute the panic subsides</a>, and we can&#8217;t let that happen!  Can we?</p>
<p><a href="https://www.cnn.com/2021/02/02/politics/trump-2020-reelection-loss-covid/index.html">COVID succeeded in getting Donald Trump to leave the White House, but don&#8217;t think they&#8217;re about to give up on something that&#8217;s been so successful.</a>  <a href="https://www.cnn.com/2019/06/04/health/climate-change-existential-threat-report-intl">For decades they&#8217;ve been screaming their heads off about what an “existential crisis” we face with global warming</a>, and how we&#8217;ve all got to forget other concerns and focus exclusively on our “carbon footprint.”  It never caught on, even with every news outlet and corporation preaching the gospel &#8217;till they were blue in the face.  But COVID-19?  Nothing has ever caught on with the public like this has, so they&#8217;re just not going to let it go, even though the primary goal has already been accomplished.  <a href="https://www.theatlantic.com/health/archive/2021/01/coronavirus-vaccine-masks-how-much-longer/617747/">Expect another barrage of health scares designed to make you wear a mask at your own funeral</a>.  Can&#8217;t be too safe, you know.</p>
<p>There is a hint of good news though. <a href="https://www.garnertedarmstrong.org/idf-updating-preparations-to-strike-iran-ready-to-fight-by-ourselves/"> Prime Minister Netanyahu announced that Israel will make sure Iran doesn&#8217;t get a nuclear bomb or pose any threat to the world at large, whether the American government revives the “Deal” or not</a>.  <a href="https://www.cnbc.com/2021/02/28/iran-rejects-informal-nuke-talks-with-us-and-eu-insists-biden-drop-sanctions-first.html">Chances are the nations that signed on to the Abraham Peace accords are not going to choose war over peaceful trade,</a> despite the best efforts to return to traditional disputes.  <a href="https://www.garnertedarmstrong.org/has-it-begun-is-this-the-beginning-of-the-great-tribulation-of-prophecy/">We are well aware of the scenario laid out in Bible prophecy, and we&#8217;re not there yet</a>.  If the sovereignty of the United States is relinquished to world bodies controlled from Europe, that may change.  <a href="https://www.garnertedarmstrong.org/europe-and-america-in-prophecy/">Right now the world watches in amazement as the United States spirals toward self-destruction</a> because former, <a href="https://www.huffpost.com/entry/mike-kelly-obama-shadow-government_n_58c2faf0e4b0d1078ca6aa0b">and shadow President Obama says it&#8217;s the right thing to do</a>.</p>

										<content:encoded><![CDATA[<p>Severe weather is affecting more than 100 million Americans tonight and snow is still falling in the hardest-hit areas in Texas. While power has been restored to millions in Texas, nearly half of residents, 13 million, don&#8217;t have access to clean, running water.</p>
<p>In the city of Kyle, officials said water should &#8220;only be used to sustain life at this point.&#8221;</p>
<p>In Houston, America&#8217;s fourth-largest city, there are long lines for food, gas and supplies. Things are also bad in Oklahoma, where President Biden declared a state of emergency after the longest stretch of sub-zero temperatures there on record. At least 34 deaths were attributed to the storm, 20 of them were from Texas.</p>
<p>The winter weather also created a political storm. Texas Senator Ted Cruz was <span class="link"><a href="https://www.cbsnews.com/news/ted-cruz-texas-power-outage-cancun/" target="_blank" rel="noopener" data-invalid-url-rewritten-http="">criticized</a></span> for flying to Cancun with his family this week, while his constituents suffered in record-low temperatures.</p>
<h2 class="post-update__headline">San Antonio to open water distribution stations</h2>

<p>The San Antonio Water System announced Thursday that it will begin <a href="https://www.saws.org/bulk-water-distribution-sites-to-open-friday/" target="_blank" rel="nofollow noopener">providing water distribution</a> at seven pump locations around the city. Residents will receive up to five gallons per person and are advised to boil the water they receive as a precautionary measure.</p>
<p>The City of San Antonio and the San Antonio Food Bank will also provide bottled water distribution at sites around the city.</p>
<p>San Antonio has experienced water outages due to the winter weather emergency, and the San Antonio Water System on Wednesday issued a boil water advisory for customers who still have access to water. ~April Siese</p>
<h2 class="post-update__headline">Power restoration to continue into Thursday night</h2>

<p>ERCOT is continuing its power restoration efforts, according to <a href="https://www.khou.com/article/weather/winter-storm-live-updates-harris-co-says-water-wont-return-until-power-does/285-cb81ac8f-ba37-4065-8cf1-1baebd827919" target="_blank" rel="nofollow noopener">CBS Houston affiliate KHOU</a>. Restoration will continue into Thursday night, and ERCOT told KHOU that its progress has so far come without additional outages.</p>
<p>That could change later on Thursday or Friday morning depending on how stable the grid is as its load increases.</p>
<p>&#8220;The generating units that were online this morning have remained on throughout the day. With generation holding steady, we are hopeful that more generation will continue to become available,&#8221; ERCOT Senior Director of System Operations Dan Woodfin told KHOU. ~ April Siese</p>

<h2 class="post-update__headline">34 deaths tied to the winter storm</h2>

<p>As of Thursday, 34 deaths have been linked to the severe winter weather across seven states.</p>
<p>The most deaths were recorded in Texas, with 20 residents dying from storm-related incidents. Here&#8217;s where they occurred: Houston (7), Taylor County (6), Sugarland (4), Galveston County (2) and San Antonio (1).</p>
<p>Earlier this week, a grandmother and three children were killed in a house fire in Sugarland. City officials said the neighborhood had been without power. The cause of the fire is under investigation. ~Zoe Christen Jones</p>
<h2 class="post-update__headline">&#8220;This is a nightmare&#8221;: Over 13 million Texans face water crisis</h2>

<p>For many Texans, it&#8217;s been unbearable. Thousands of homes have been ravaged by the storm. More than 13 million — almost half of the state&#8217;s population — have water issues.</p>
<p>In many homes, the tap is dry. Finding bottled water is nearly impossible. Some have resorted to boiling <em>snow</em>. Houston opened 11 sites Thursday to help give away water.</p>
<p>When the pipes burst in Texas Representative Shawn Thierry&#8217;s home, her world exploded. She and her 8-year-old daughter are in a hotel, but they won&#8217;t be able to live there long term.</p>
<p>&#8220;I mean this is a nightmare, this is everyone&#8217;s nightmare,&#8221; Thierry told CBS News. &#8220;Your home is your abode, it&#8217;s where you go to find your peace and work and now, I&#8217;m uprooted.&#8221;</p>
<p>Thierry is among millions in a new phase of misery. As lights come back on, the horrors of the storm are revealed.</p>
<p>Water is everywhere — or nowhere, as many treatment plants were knocked offline. A line to get into a plumbing supply store ran for blocks. Even food has become hard to come by as some grocery store shelves lay bare. ~Janet Shamlian</p>

<h2 class="post-update__headline">Relief groups rush to offer aid in Texas</h2>

<p>Local organizations in Texas are using their <a href="https://docs.google.com/document/u/1/d/11GplfTTLRv6yV-2AC6GFw5Gy4izlPdGSay1HdRQcRjQ/edit" target="_blank" rel="nofollow noopener">resources</a> to help residents in need.  Warming stations across the state are still open and are urging residents to come if their situation becomes dangerous.</p>
<p>Organizations from outside the state are also sending teams to brave the storm. Mercy Chefs, a non-profit based in Portsmouth, Virginia, sent a team to Dallas to provide meals to those without water, gas, heat, or a way to leave their homes.</p>
<p>&#8220;This winter storm has affected so many people over such a widespread area in communities that simply aren&#8217;t prepared for this kind of weather – we&#8217;ve never seen anything like it,&#8221; Gary LeBlanc, founder of Mercy Chefs, told CBS News. &#8220;We are glad Mercy Chefs can respond quickly and get meals to those in need.&#8221; ~Zoe Christen Jones</p>
<h2 class="post-update__headline">Over 325,000 still without power in Texas</h2>

<p>More than 325,000 Texas residents are still without power, Governor Greg Abbot said in a Thursday news conference.</p>
<p>Abbot promised to reform the state&#8217;s power utility, claiming that the Electric Reliability Council of Texas assured him Texas was &#8220;ready&#8221; for the extreme temperatures.</p>
<p>The state legislature will now investigate the company to find out what went wrong.</p>
<p>&#8220;Texans deserve answers about why the shortfalls occurred, and how they&#8217;re going to be corrected and Texans will get those answers,&#8221; Abbott said Thursday.</p>
<h2 class="post-update__headline">Some Texas gas stations are running out of fuel</h2>

<p>Texas residents are encouraged to stay home or drive with caution. But those who do leave might have trouble finding gas. The winter storm has slowed down deliveries, leaving some gas stations across northern Texas completely out of fuel, CBS Dallas/Fort Worth <a href="https://dfw.cbslocal.com/2021/02/18/travel-woes-continue-north-texas-slick-roads-gas-stations-out-of-fuel/" target="_blank" rel="noopener">reported</a>.</p>
<p>Hundreds of thousands of residents are still without power and have resorted to using their cars for auxiliary power, charging phones, medical devices, or simply trying to get some heat.</p>
<p>But traveling is still a risky endeavor.</p>
<p>&#8220;Certainly what&#8217;s important for drivers to know is this is really more of a temporary outage, not a shortage,&#8221; AAA Texas Daniel Armbruster told CBS Dallas/Fort Worth. &#8220;So it&#8217;s really important that drivers not panic, and certainly don&#8217;t rush to the gas station to purchase fuel.&#8221; ~Zoe Christen Jones</p>

<h2 class="post-update__headline">NBA and NHL postpones more games</h2>

<p>The severe weather in Texas is forcing major sports leagues to postpone games.</p>
<p>The NBA has postponed Friday&#8217;s matchup between the Dallas Mavericks and Houston Rockets after the city of Houston suspended operations at the Toyota Center. The league said the game would be rescheduled for a later date.</p>
<p>The NHL was also forced to postpone Saturday&#8217;s match between the Tampa Bay Lightning and Dallas Stars at American Airlines Center in downtown Dallas. The league said it is working to re-schedule the four games postponed in Dallas this week. ~Justin Carissimo</p>

<h2 class="post-update__headline">125,000 Louisiana residents without power</h2>

<p>More than 125,000 Louisiana residents are without electricity, Governor John Bel Edwards announced Thursday. Bel Edwards said 20,000 have been without power since Monday but are expected to slowly regain it tonight.</p>
<p>Water service is still being affected, with 98 outages reported and one million people under boil water advisories in the state.</p>
<p>The National Guard has delivered 28,000 bottles of water throughout Louisiana but is still working on distribution sites around Lake Charles, which remains compromised from Hurricane Laura.</p>
<h2 class="post-update__headline">Texas energy failure follows years of warnings</h2>

<p>Politicians and power industry officials are blaming each other for the state&#8217;s outages, but they are not yet able to say how long this will last. Texas has its own power grid, which is managed by state and semi-private entities. Those same groups are now playing the blame game, trying to find how the state failed to keep the lights on for Texans.</p>
<p>Governor Greg Abbott is leaving no one out when it comes to pointing the blame for the state&#8217;s energy failures. &#8220;Whether it be renewable power, such as wind or solar, but also as I mentioned today, access to coal-generated power, access to gas generated power also have been compromised,&#8221; he said.</p>
<p>For context, in 2020, wind and solar energy were responsible for roughly 25% of the state&#8217;s electricity generation throughout the year. Meanwhile, natural gas, coal and nuclear power combined for roughly 69%.</p>
<p>Even if wind was a major source, the reason behind that failure is much of the equipment has not been &#8220;winterized,&#8221; which can include using heaters and insulated pipes. That&#8217;s something places like Minnesota do and their wind turbines don&#8217;t shut down in the cold.</p>
<p>&#8220;The natural gas generators are the ones that we were all counting on to provide the electricity. Some coal plants were supposed to fire up also, and they didn&#8217;t answer the bell either,&#8221;</p>
<p>After a 2011 winter storm in Texas that crippled power, a report recommended winterizing power sources. Ed Hirs, an expert in energy economics and policy at the University of Houston, said the recommendations were not applied.</p>
<p>&#8220;The warnings have been there for years and Governor Abbott has done nothing. Before that, Governor (Rick) Perry did nothing. This was a train wreck on the way to happening 10 years ago,&#8221; Hirs said. ~Omar Villafranca</p>

<p>New Jersey residents are stocking up and <a href="https://newyork.cbslocal.com/2021/02/18/new-jersey-storm-power-outages-possible/" target="_blank" rel="noopener">preparing for power outages</a> as the latest winter storm hits the state. Meanwhile, New York City has already surpassed its typical snow total for the year.</p>
<p>Before this latest snowstorm, New York City had been hit with 33.8 inches of snow this year. The normal seasonal average is 25.8 inches.</p>
<p>&#8220;This is not a huge storm, but it is coming on top of the snow we&#8217;ve had before. Obviously, a lot of the snow is still around,&#8221; said New York City Mayor Bill de Blasio. &#8220;What it means is, be careful out there. It means that the evening rush hour is going to be messy. It is going to be slow. We want people to, as much as possible, stay off the roads if you can.</p>
<p>In New Jersey, neighborhoods were scenic but unplowed, as snow accumulated. The township of Freehold saw some of the most snow, on top of what was already on the ground from three weeks of storms. ~Peter Martinez</p>

<h2 class="post-update__headline">Texas utility company says its made &#8220;significant progress&#8221; in restoring power</h2>

<p>The utility company that services most of Texas said it has made &#8220;significant progress&#8221; in restoring power to residents. There are around 500,000 without power Thursday, down from the 3 million outages earlier this week.</p>
<p>The company, Electric Reliability Council of Texas, said power outages remain in areas likely under three categories: ice storm damage to distribution systems, areas where emergency load shed needs to be restored manually and large industrial facilities that voluntarily went offline.</p>
<p>Dan Woodfin, the utility&#8217;s senior director of system operations, said smaller rotating outages may be needed due to the cold temperatures. &#8220;We really feel like we&#8217;re on the right path,&#8221; he said. &#8220;We believe they&#8217;ll be at the level where they could be rotating outages, not the larger numbers we faced this week.&#8221; ~Justin Carissimo</p>

<p>Senator Ted Cruz flew to Cancun, Mexico, with his family for a trip this week as Texas deals with the aftermath of a winter storm that left millions without power, an airline industry source familiar with the situation told CBS News. The Republican Senator is expected to return on a flight home Thursday afternoon.</p>
<p>Photos of Cruz arriving at the airport for the trip went viral on social media, sparking widespread criticism of the senator for leaving during the emergency. Cruz on Thursday said he wanted to escort his children who were leaving for a trip with friends.</p>
<p>&#8220;With school canceled for the week, our girls asked to take a trip with friends. Wanting to be a good dad, I flew down with them last night and am flying back this afternoon,&#8221; Cruz said in a statement. The senator said he&#8217;s been in &#8220;constant communication&#8221; with local leaders &#8220;to get to the bottom of what happened&#8221; in Texas.</p>

<p>The Centers for Disease Control and Prevention is conflating the results of two different types of coronavirus tests, distorting several important metrics and providing the country with an inaccurate picture of the state of the pandemic. We’ve learned that the CDC is making, at best, a debilitating mistake: combining test results that diagnose current coronavirus infections with test results that measure whether someone has ever had the virus. The upshot is that the government’s disease-fighting agency is overstating the country’s ability to test people who are sick with COVID-19. The agency confirmed to <i>The Atlantic</i> on Wednesday that it is mixing the results of viral and antibody tests, even though the two tests reveal different information and are used for different reasons.</p>
<p>This is not merely a technical error. States have set quantitative guidelines for reopening their economies based on these flawed data points.</p>
<p>Several states—including Pennsylvania, the site of one of the country’s largest outbreaks, as well as Texas, Georgia, and Vermont—are blending the data in the same way. Virginia likewise mixed viral and antibody test results until last week, but it reversed course and the governor apologized for the practice after it was covered by the <a href="https://www.richmond.com/special-report/coronavirus/virginia-misses-key-marks-on-virus-testing-as-leaders-eye-reopening/article_021e12c6-6d20-5030-9068-4caaeda495f7.html" data-omni-click="r'article',r'',d,r'intext',r'0',r'None'"><i>Richmond Times-Dispatch</i></a> and <a href="https://www.theatlantic.com/health/archive/2020/05/covid-19-tests-combine-virginia/611620/" data-omni-click="r'article',r'',d,r'intext',r'1',r'None'"><i>The Atlantic</i></a>. Maine similarly separated its data on Wednesday; Vermont authorities <a href="https://twitter.com/EPetenko/status/1263138001879797762?s=20" data-omni-click="r'article',r'',d,r'intext',r'2',r'None'">claimed they didn’t even know</a> they were doing this.</p>
<p>The widespread use of the practice means that it remains difficult to know exactly how much the country’s ability to test people who are actively sick with COVID-19 has improved.</p>
<p id="injected-recirculation-link-0" class="c-recirculation-link" data-id="injected-recirculation-link"><a href="https://www.theatlantic.com/science/archive/2020/05/theres-only-one-way-out-of-this-mess/611431/" data-omni-click="r'article',r'',d,r'intext',r'3',r'None'">Read: There’s one big reason the U.S. economy can’t reopen</a></p>
<p>“You’ve got to be kidding me,” <a href="https://www.hsph.harvard.edu/ashish-jha/" data-omni-click="r'article',r'',d,r'intext',r'4',r'None'">Ashish Jha</a>, the K. T. Li Professor of Global Health at Harvard and the director of the Harvard Global Health Institute, told us when we described what the CDC was doing. “How could the CDC make that mistake? This is a mess.”</p>
<p>Viral tests, taken by nose swab or saliva sample, look for direct evidence of coronavirus infection. They are considered the gold standard for diagnosing someone with COVID-19, the disease caused by the virus: State governments consider a positive viral test to be the only way to confirm a case of COVID-19. Antibody tests, by contrast, use blood samples to look for biological signals that a person has been exposed to the virus in the past.</p>
<p>A negative test result means something different for each test. If somebody tests negative on a viral test, a doctor can be relatively confident that they are not sick <i>right now</i>; if somebody tests negative on an antibody test, they have probably <i>never</i> been infected with or exposed to the coronavirus. (Or they may have been given a false result—antibody tests are notoriously less accurate on an individual level than viral tests.) The problem is that the CDC is clumping negative results from both tests together in its public reporting.</p>
<p id="injected-recirculation-link-1" class="c-recirculation-link" data-id="injected-recirculation-link"><a href="https://www.theatlantic.com/health/archive/2020/05/pools-pandemic-summer/611878/" data-omni-click="r'article',r'',d,r'intext',r'5',r'None'">Read: Pools will test the limits of social distancing</a></p>
<p>Mixing the two tests makes it much harder to understand the meaning of positive tests, and it clouds important information about the U.S. response to the pandemic, Jha said. “The viral testing is to understand how many people are getting infected, while antibody testing is like looking in the rearview mirror. The two tests are totally different signals,” he told us. By combining the two types of results, the CDC has made them both “uninterpretable,” he said.</p>
<p>The public-radio station WLRN, in Miami, <a href="https://www.wlrn.org/post/cdcs-national-dashboard-includes-covid-19-data-expert-says-mixes-apples-oranges#stream/0" data-omni-click="r'article',r'',d,r'intext',r'6',r'None'">first reported</a> that the CDC was mixing viral and antibody test results. Pennsylvania’s and Maine’s decisions to mix the two tests have not been previously reported.</p>
<p>Kristen Nordlund, a spokesperson for the CDC, told us that the inclusion of antibody data in Florida is one reason the CDC <a href="https://www.theatlantic.com/health/archive/2020/05/cdc-publishing-covid-19-test-data/611764/" data-omni-click="r'article',r'',d,r'intext',r'7',r'None'">has reported</a> hundreds of thousands <a href="https://covidtracking.com/blog/tracking-cdc" data-omni-click="r'article',r'',d,r'intext',r'8',r'None'">more tests in Florida than the state government</a> has. The agency hopes to separate the viral and antibody test results in the next few weeks, she said in an email.</p>
<p>But until the agency does so, its results will be suspect and difficult to interpret, says <a href="https://www.hsph.harvard.edu/william-hanage/" data-omni-click="r'article',r'',d,r'intext',r'9',r'None'">William Hanage</a>, an epidemiology professor at Harvard. In addition to misleading the public about the state of affairs, the intermingling “makes the lives of actual epidemiologists tremendously more difficult.”</p>
<p>“Combining a test that is designed to detect current infection with a test that detects infection at some point in the past is just really confusing and muddies the water,” Hanage told us.</p>

<p>The CDC stopped publishing anything resembling a complete database of daily test results on February 29. When it resumed publishing test data last week, a page of its website explaining its new COVID Data Tracker said that only viral tests were included in its figures. “These data represent only viral tests. Antibody tests are not currently captured in these data,” the page said <a href="https://web.archive.org/web/20200518050707/https://www.cdc.gov/coronavirus/2019-ncov/cases-updates/testing-in-us.html" data-omni-click="r'article',r'',d,r'intext',r'11',r'None'">as recently as May 18</a>.</p>
<p>Yesterday, that language <a href="https://www.cdc.gov/coronavirus/2019-ncov/cases-updates/testing-in-us.html" data-omni-click="r'article',r'',d,r'intext',r'12',r'None'">was changed</a>. All reference to disaggregating the two different types of tests disappeared. “These data are compiled from a number of sources,” the new version read. The text strongly implied that both types of tests were included in the count, but did not explicitly say so.</p>
<p>The CDC’s data have also become more favorable over the past several days. On Monday, <a href="https://web.archive.org/web/20200518050707/https://www.cdc.gov/coronavirus/2019-ncov/cases-updates/testing-in-us.html" data-omni-click="r'article',r'',d,r'intext',r'13',r'None'">a page on the agency’s website</a> reported that 10.2 million viral tests had been conducted nationwide since the pandemic began, with 15 percent of them—or about 1.5 million—coming back positive. But yesterday, after the CDC changed its terms, it <a href="https://web.archive.org/web/20200519073622/https://www.cdc.gov/coronavirus/2019-ncov/cases-updates/testing-in-us.html" data-omni-click="r'article',r'',d,r'intext',r'14',r'None'">said on the same page</a> that 10.8 million tests of any type had been conducted nationwide. Yet its positive rate had dropped by a percent. On the same day it expanded its terms, the CDC added 630,205 new tests, but it added only 52,429 positive results.</p>
<p>This is what concerns Jha. Because antibody tests are meant to be used on the general population, not just symptomatic people, they will, in most cases, have a lower percent-positive rate than viral tests. So blending viral and antibody tests “will drive down your positive rate in a very dramatic way,” he said.</p>
<p>The absence of clear national guidelines has led to widespread confusion about how testing data should be reported. Pennsylvania reports negative viral and antibody tests in the same metric, a state spokesperson confirmed to us on Wednesday. The state has one of the country’s worst outbreaks, with more than 67,000 positive cases. But it has also slowly improved its testing performance, testing about 8,000 people in a day. Yet right now it is impossible to know how to interpret any of its accumulated results.</p>

<p>Texas, where the rate of new COVID-19 infections has stubbornly refused to fall, is one of the most worrying states (along with Georgia). The <i>Texas Observer</i> <a href="https://www.texasobserver.org/covid-19-tests-combine-texas/" data-omni-click="r'article',r'',d,r'intext',r'16',r'None'">first reported</a> last week that the state was lumping its viral and antibody results together. On Tuesday, Governor Greg Abbott denied that the state was blending the results, but the <i>Dallas Observer</i> <a href="https://www.dallasobserver.com/news/texas-coronavirus-testing-conflate-antibodies-11912520" data-omni-click="r'article',r'',d,r'intext',r'17',r'None'">reports</a> that it is still doing so.</p>

<p>While the number of tests per day has increased in Texas, climbing to more than 20,000, the combined results mean that the testing data are essentially uninterpretable. It is impossible to know the true percentage of positive viral tests in Texas. It is impossible to know how many of the 718,000 negative results were not meant to diagnose a sick person. The state did not return a request for comment, nor has it produced data describing its antibody or viral results separately. (Some states, following guidelines from the Council of State and Territorial Epidemiologists, report antibody-test positives as “probable” COVID-19 cases without including them in their confirmed totals.)</p>

<p>Georgia is in a similar situation. It has also seen its COVID-19 infections plateau amid a surge in testing. Like Texas, it reported more than 20,000 new results on Wednesday, the majority of them negative. But because, <a href="https://www.macon.com/news/coronavirus/article242831786.html" data-omni-click="r'article',r'',d,r'intext',r'18',r'None'">according to <i>The Macon Telegraph</i></a>, it is also blending its viral and antibody results together, its true percent-positive rate is impossible to know. (The governor’s office did not return a request for comment.)</p>
<p>These results damage the public’s ability to understand what is happening in any one state. On a national scale, they call the strength of America’s response to the coronavirus into question. The number of tests conducted nationwide each day has more than doubled in the past month, rising from about 147,000 a month ago to more than 413,000 on Wednesday, according to the <a href="https://covidtracking.com/" data-omni-click="r'article',r'',d,r'intext',r'19',r'None'">COVID Tracking Project</a> at <i>The Atlantic</i>, which compiles data reported by state and territorial governments. In the past week, the daily number of tests has grown by about 90,000.</p>
<p>At the same time, the portion of tests coming back positive has plummeted, from a seven-day average of 10 percent at the month’s start to 6 percent on Wednesday.</p>
<p>“The numbers have outstripped what I was expecting,” Jha said. “My sense is people are really surprised that we’ve moved as much as we have in such a short time period. I think we all expected a move and we all expected improvement, but the pace and size of that improvement has been a big surprise.”</p>
<p>The intermingling of viral and antibody tests suggests that some of those gains might be illusory. If even a third of the country’s gain in testing has come by expanding antibody tests, not viral tests, then its ability to detect an outbreak is much smaller than it seems. There is no way to ascertain how much of the recent increase in testing is from antibody tests until the most populous states in the country—among them Texas, Georgia, and Pennsylvania—show their residents everything in the data.</p>

										<content:encoded><![CDATA[<p><span class="dateline"><strong>AUSTIN, Texas</strong> &#8211; </span>Texas Governor Greg Abbott has modified his executive orders related to COVID-19 to eliminate confinement as a punishment for violating the orders.</p>
<p>The governor says that the modifications are being applied retroactively and in his announcement highlighted particular cases like Shelley Luther&#8217;s, the Dallas salon owner who was sentenced to jail time after refusing to apologize for opening her business despite countywide restrictions.</p>
<p>“Throwing Texans in jail who have had their businesses shut down through no fault of their own is nonsensical, and I will not allow it to happen,” says Governor Abbott. “That is why I am modifying my executive orders to ensure confinement is not a punishment for violating an order. This order is retroactive to April 2nd, supersedes local orders and if correctly applied should free Shelley Luther.&#8221;</p>
<p>&#8220;It may also ensure that other Texans like Ana Isabel Castro-Garcia and Brenda Stephanie Mata who were arrested in Laredo, should not be subject to confinement. As some county judges advocate for releasing hardened criminals from jail to prevent the spread of COVID-19, it is absurd to have these business owners take their place,” Gov. Abbott says.</p>
<p>Later in the day after the governor&#8217;s announcement, the Supreme Court of Texas issued an order for the release of Luther.</p>
