										<content:encoded><![CDATA[<p>Russian officials were &#8220;pleased&#8221; with the Helsinki summit between Presidents Donald Trump and Vladimir Putin&#8230;</p>
<p>Russian officials were &#8220;pleased&#8221; with the Helsinki summit between Presidents Donald Trump and Vladimir Putin, US and Western intelligence agencies have found, according to two intelligence sources with knowledge of the assessments.</p>
<p>The assessments, based on a broad range of intelligence, indicate that the Kremlin believes the July 16 summit delivered a better outcome than it had expected, but that Moscow is perplexed that Trump is not delivering more Russia-friendly policies in its aftermath.</p>
<p>The intelligence sources say the Russians were particularly satisfied with the press conference the two leaders gave in Helsinki after Trump and Putin met for about two hours without staff and accompanied only by translators. In the 45-minute press conference, Trump discredited US intelligence and American policies more broadly, saying &#8220;the United States has been foolish&#8221; about ties with Russia, a country that has engaged in ongoing attacks on US democracy.</p>
<p>A spokesperson for the Office of Director of National Intelligence declined to comment, and the White House did not respond to request for comment.</p>
<p>The administration&#8217;s decision last week to <a href="https://www.cnn.com/2018/08/08/politics/us-state-department-russia-sanctions/index.html">impose sanctions</a> on Russia for the poisoning of former Russian spy Sergei Skripal and his daughter left Russian officials puzzled that the President is not delivering more favorable policies.</p>
<p>Trump has repeatedly called for warmer relations with Moscow, but the Kremlin is neglecting to factor in the considerable role that Congress and others play in US policy-making, a Western intelligence official said.</p>
<p>Putin spokesperson Dmitry Peskov&#8217;s comments last week reflected the deflated Russian hopes for improved ties with Washington or at least less punitive US policies.</p>
<p>&#8220;President Putin said in Helsinki that Russia still has hopes for the creation of a constructive relationship with Washington&#8230;We are sorry that often we are not met with cooperation on this account,&#8221; <a href="https://www.cnn.com/2018/08/09/europe/us-russia-sanctions-response-intl/index.html">Peskov said Aug. 9 </a>in a regular press call with reporters.</p>
<p>Peskov&#8217;s comments contrasted sharply with the evaluation Russian Foreign Minister Sergei Lavrov offered immediately after the summit, when he said that the talks had been &#8220;better than super.&#8221;</p>
<p>Trump&#8217;s performance in Helsinki sparked unusually public criticism, even from within his own party.</p>
<p>The administration&#8217;s decision to impose the sanctions followed a <a href="https://foreignaffairs.house.gov/wp-content/uploads/2018/07/7-26-18-letter-on-poisonings-in-UK.pdf" target="_blank" rel="noopener">July 26 letter</a> from GOP Congressman Ed Royce, the Chairman of the House Committee on Foreign Affairs, urging the White House to comply with a law requiring the US to levy sanctions against countries that violate the 1991 Chemical and Biological Weapons and Warfare Elimination Act.</p>

										<content:encoded><![CDATA[<p class="speakable">Pentagon and NATO brass have issued fresh warnings about increased Russian naval activity in the North Atlantic and Mediterranean Sea, with the top U.S. Navy admiral saying this week Russian submarine operations are currently at levels not seen since the Cold War.</p>
<p class="speakable">That’s one reason the Navy plans to stand up a new command later this month to deal with the return of an old foe.</p>
<p>Tuesday night provided the latest example of Russia’s new show of force. A British Type 45 guided-missile destroyer escorted two Russian warships through the English Channel.</p>
<p>The Royal Navy <a href="https://twitter.com/RoyalNavy/status/1027124823649132544" target="_blank" rel="noopener">posted video</a> of HMS Diamond alongside the Russian destroyer Severomorsk and cruisier Marshal Ustinov in the English Channel. Interactions like this have become so common, the Royal Navy has warships standing 24-hour alert in port.</p>

<p>The incident took place one day after Defense Secretary Jim Mattis met with his British counterpart, Gavin Williamson, at the Pentagon. It marked the second time the same British warship had responded to approaching Russian Navy warships, according to the warship’s commanding officer.</p>
<p>This week, the U.S. Navy’s highest ranking officer, Adm. John Richardson, chief of naval operations, <a href="https://www.voanews.com/a/us-navys-top-admiral-cites-increased-threat-in-ocean-nearest-washington/4515353.html" target="_blank" rel="noopener">told VOA</a> Russian submarine activity in the North Atlantic is &#8220;more than we&#8217;ve seen in 25 years.”</p>
<p>But a day later, Mattis downplayed the perceived threat from the Russian Navy.</p>
<p>“We always keep an eye on the submarines at sea and I prefer not to say any more than that,” Mattis told reporters on the Pentagon steps ahead of Williamson&#8217;s visit.</p>
<p>A recent Russian missile test provided another example of Russia’s resurgence at sea.</p>
<p>Two months before the Helsinki summit, a Russian ballistic missile submarine launched four long-range nuclear missiles in rapid succession from off the coast of Russia in the White Sea, each with a range of 6,000 miles – putting Washington, D.C. in range. U.S. spy satellites took note of the test, which marked the first time Russia had fired this many missiles at once from its newest class of ballistic missile submarine.</p>
<p>Observers said tensions are high right now between Moscow and Washington, despite the summit in Helsinki last month. On Wednesday, the U.S. said it would impose sanctions on Russia over a nerve agent attack.</p>
<p>“I think Russia is signaling to us that the Bear is back. We are likely to see more of this intimidating, threatening operations on the part of the Russian fleet,” said Peter Brookes, a senior fellow for national security affairs at the Heritage Foundation.  “This is an expression of President Putin&#8217;s foreign policy and it’s directed towards the United States.”</p>
<p>U.S. officials are concerned special Russian submarines can tap into undersea cables.</p>
<p>Days ahead of the landmark summit between Cold War foes, President Trump signaled a willingness to ease tensions despite his top intelligence officials accusing Russia of meddling in the 2016 election.</p>
<p>“Maybe we will get along with Russia,” the president said at a news conference on July 12. “I think we probably will be able to.”</p>

<p>Since Russian forces deployed to Syria three years ago, Russian submarines in the Mediterranean have at times launched missiles to help crush the rebellion battling the Assad regime.</p>
<p>The increased Russian threat is one of the reasons the U.S. Navy is bringing back the 2nd Fleet later this month in Norfolk, Va. to keep tabs on the Russians in the Atlantic.</p>
<p>It had been deactivated in 2011.</p>

										<content:encoded><![CDATA[<p>If there is one thing that the recent controversy regarding President Donald Trump’s summit with Russian dictator Vladimir Putin proves it is that Republicans will criticize the president, if they feel the need.</p>
<p>Contrary to the popular belief (held primarily among Democrats and liberals) that Republicans will not oppose the president no matter what, several Republican and conservatives were critical of the president’s comments toward Russia and Putin &#8211; comments that are now well-known and have a created a firestorm.</p>
<p>Here is what several Republicans had to say:</p>
<p><strong>• </strong>Newt Gingrich (in a tweet): “President Trump must clarify his statements in Helsinki on our intelligence system and Putin. It is the most serious mistake of his presidency and must be corrected &#8211; immediately.”</p>
<p><strong>•</strong> U.S. Rep. Trey Gowdy (in a statement): “I am confident former CIA Director and current Secretary of State Mike Pompeo, DNI Dan Coats, Ambassador Nikki Haley, FBI Director Chris Wray, Attorney General Jeff Sessions and others will be able to communicate to the President it is possible to conclude Russia interfered with our election in 2016 without delegitimizing his electoral success.”</p>
<p><strong>•</strong> Retired Lt. Col. and former Fox News analyst Ralph Peters said (on CNN) that the president “groveled” before Putin.</p>
<p><strong>•</strong> House Speaker Paul Ryan (in a statement): “There is no question that Russia interfered in our election and continues attempts to undermine democracy here and around the world. That is not just the finding of the American intelligence community but also the House Committee on Intelligence.”</p>
<p>And there were many more harsher comments against the president from Republicans and conservatives, but the aforementioned quotes should suffice.</p>
<p>Does the president deserve this backlash from his own? Time will tell, because actions mean more than words, and words alone do not always reflect foreign policy.</p>
<p>However, the reaction from some in the GOP to Trump’s comments about Russia and Putin prove one thing &#8211; that accusations that describe Republicans as beholden to the president no matter the circumstances are not accurate.</p>

										<content:encoded><![CDATA[<p>President Trump met face-to-face with Vladimir Putin three days after 12 Russian military officers were accused of hacking related to the 2016 election.</p>
<p>HELSINKI — President Donald Trump said the Russia investigation has been a &#8220;disaster&#8221; for the United States and has kept America and Russia &#8220;separated.&#8221;</p>
<p>Speaking during a joint news conference with Russian President Vladimir Putin in Helsinki, he reiterated that there was &#8220;no collusion&#8221; between his campaign and the Russian government.</p>
<p>Trump said he ran a &#8220;clean campaign&#8221; and he beat his Democratic presidential rival Hillary Clinton &#8220;easily.&#8221; The president added that it&#8217;s a &#8220;shame&#8221; there is a cloud over his administration. He says he ran a &#8220;brilliant campaign and that&#8217;s why I&#8217;m president.&#8221;</p>
<p>Putin pushed back against claims that his government interfered in the U.S. election. He says there&#8217;s &#8220;no evidence when it comes to the actual facts.&#8221;</p>
<p>&#8220;I had to repeat that the Russian state never interfered, and does not plan to interfere in internal American electoral process,&#8221; Putin proclaimed.</p>
<p>Trump added that relations between the U.S. and Russia have never been worse. He adds that he thinks that &#8220;changed as of about four hours ago.&#8221;</p>
<p>He says he&#8217;s sure that he and Putin will meet again often in the future.</p>

<p>President Donald Trump and Russia&#8217;s Vladimir Putin opened their long-awaited summit Monday with a wink and slouch, respectively, then talked one on one behind closed doors for two-plus hours before the American leader declared their meeting was off to a &#8220;very, very good start for everybody.&#8221;</p>
<p>Neither leader revealed what was discussed. But in advance of the talks, Trump listed a series of topics that did not include Russian meddling in the 2016 presidential election.</p>
<p>&#8220;We have not been getting along well for the last number of years,&#8221; Trump said after arriving at the Presidential Palace in Finland&#8217;s capital, where the leaders are meeting. &#8220;But I think we will end up having an extraordinary relationship. &#8230; I really think the world wants to see us get along.&#8221;</p>
<p>Putin, for his part, said he and Trump have maintained regular contact through phone calls and meetings at international events but &#8220;the time has come to have a thorough discussion on various international problems and sensitive issues.&#8221; He added: &#8220;There are quite a few of them for us to pay attention to.&#8221;</p>
<p>Their opening one-on-one session had been scheduled to run 90 minutes. The Russians said it lasted two hours and 10 minutes. The White House wouldn&#8217;t immediately confirm the timing.</p>
<p>The summit, which is being closely watched around the world, was not the first time Trump and Putin have held talks. They met on the sidelines of world leader meetings in Germany and Vietnam last year. But Monday&#8217;s session was condemned in advance by members of Congress from both parties after the U.S. indictment last week of 12 Russian military intelligence officers accused of hacking Democrats in the 2016 election to help Trump&#8217;s presidential campaign.</p>
<p>Trump said last week that he would raise the meddling issue again with Putin, but questions have been swirling about whether Trump will sharply and publicly rebuke his Russian counterpart for the interference that prompted a special investigation probe that Trump has repeatedly labeled a &#8220;witch hunt.&#8221;</p>
<p>Addressing reporters before the one-on-one meeting, Putin struck a casual pose during Trump&#8217;s remarks, slouching in his chair with his legs wide and eyes low. He nodded along to some of Trump&#8217;s remarks before they were translated, showcasing his fluency in English. Trump leaned forward in his chair, his hands tented in front of him and frequently glanced over at the Russian president. At one point, he shot Putin a wink. After Trump concluded his remarks, American reporters shouted several questions about whether he would bring up election meddling during his discussions with Putin.</p>
<p>Trump did not respond; Putin appeared to smirk.</p>
<p>With that, the leaders gave a quick handshake and their private meeting in the opulent Gothic Hall was under way. Just the two of them, each with a translator.</p>
<p>They continued the discussion with an expanded group of aides and over lunch in the Hall of Mirrors, once the emperor&#8217;s throne room. They&#8217;ll conclude the summit by taking questions at a joint news conference.</p>
<p>Out on the streets, the summit attracted a grab-bag of protesters, with abortion-rights activists wearing artificially bulging bellies and Trump masks, anti-fascist protesters bearing signs with expletive-laden insults, and free traders, anti-war Ukrainians and gay rights supporters making their voices heard.</p>
<p>The summit began just hours after Trump blamed the United States — and not Russian election meddling or its annexation of Crimea — for a low-point in U.S.-Russia relations. The drama was playing out against a backdrop of fraying Western alliances, a new peak in the Russia investigation and fears that Moscow&#8217;s aggression may go unchallenged.</p>
<p>&#8220;Our relationship with Russia has NEVER been worse,&#8221; Trump tweeted Monday morning, blaming &#8220;many years of U.S. foolishness and stupidity and now, the Rigged Witch Hunt!&#8221;</p>
<p>The Russian foreign ministry responded by liking Trump&#8217;s tweet and then replying: &#8220;We agree.&#8221;</p>
<p>The summit started late because Putin arrived in Helsinki about a half hour behind schedule in another display of the Russian&#8217;s leader famous lack of punctuality. Trump seemed to return the favor by waiting until Putin had arrived at the palace before leaving his hotel. Putin has been late for past meetings with the pope and British queen, among many others.</p>
<p>Several dozen Trump supporters, many waving American flags and sporting &#8220;Make America Great Again&#8221; caps, cheered Trump near his waterfront hotel in Helsinki. Two held up a handwritten banner that read &#8220;God Bless D &amp; M Trump.&#8221;</p>
<p>Trump and his aides have repeatedly tried to lower expectations about what the summit will achieve. He told CBS News that he didn&#8217;t &#8220;expect anything&#8221; from Putin, while his national security adviser said the U.S. wasn&#8217;t looking for any &#8220;concrete deliverables.&#8221; Trump told reporters during a breakfast Monday with Finland&#8217;s president that he thought the summit would go &#8220;fine.&#8221;</p>
<p>Observers have raised concerns about the fact that the leaders met alone during their first meeting, but for a pair of interpreters, meaning there will be no corroborating witnesses to accurately represent what was said during the conversation.</p>
<p>Trump said he and Putin would discuss a range of issues, from trade to the military, along with missiles and China. Not mentioned: Election meddling or Syria.</p>
<p>The Russian Foreign Ministry rejected last week&#8217;s indictment as part of a &#8220;shameful comedy&#8221; they claim has been staged to prevent the normalization of Russia-U.S. ties.</p>
<p>In tweets Monday, Trump continued to undermine the investigation and blamed his predecessor, Barack Obama, for failing to stop Russia&#8217;s efforts to sway the 2016 election in Trump&#8217;s favor. He claimed Obama &#8220;was informed by the FBI about Russian Meddling, he said it couldn&#8217;t happen, was no big deal, &amp; did NOTHING about it.&#8221;</p>
<p>The Obama administration did, in fact, take action, including confronting Putin in person as well as expelling nearly three dozen Russian diplomats the U.S. said were actually intelligence operatives and imposing new sanctions.</p>
<p>While Trump was eager for a made-for-TV moment that will dominate headlines like his sit-down with North Korean leader Kim Jong Un last month, Putin hopes the meeting, mere hours after he presided over the World Cup finals, will help him forge good personal ties with Trump and focus on areas where Moscow and Washington may be able to find common ground, such as Syria.</p>
<p>Putin will likely not be shooting for official recognition of Russia&#8217;s 2014 annexation of Crimea or the easing of crippling U.S. sanctions, aware that the U.S. Congress would never allow such action. But he would welcome a symbolic end to Western protests over Crimea and Moscow&#8217;s attempts to destabilize elections and traditional Western alliances and norms.</p>
<p>On Syria, a possible deal could see Moscow helping mediate the withdrawal of Iranian forces and their Hezbollah proxies from the areas alongside Syria&#8217;s border with Israel — a diplomatic coup that would reflect Russia&#8217;s carefully cultivated ties with both Israel and Iran.</p>

Gathered at the <a href="http://www.cnn.com/2018/07/14/europe/helsinki-tunnels-defense-trump-putin-intl/index.html">Finnish presidential palace</a>, a historic venue where previous US presidents have also gathered with their Russian and Soviet counterparts to tackle the complex bilateral relationship, Trump made clear at the outset that he hopes the meeting can help transform the relationship into an &#8220;extraordinary&#8221; one.</p>

<p>In 2009 and 2012, Putin showed up about 40 and 45 minutes late for his meetings with then-President Barack Obama. <p>The two men walked into the palace&#8217;s Gothic Hall together, offering brief remarks and shaking hands for the cameras before the two men were left alone &#8212; save for a pair of interpreters &#8212; for the first meeting of the day.</p>

<p>Trump and Putin had set aside 90 minutes of solo time &#8212; just as Trump did with Kim Jong Un last month. But the two men spilled into overtime, inviting reporters for the start of their expanded bilateral meeting with top aides 2 hours and 11 minutes after their one-on-one meeting began. Trump was joined by Secretary of State Mike Pompeo, national security adviser John Bolton, White House chief of staff John Kelly, Fiona Hill, the top Russia expert at the National Security Council, and interpreter Marina Gross.</p>

<p>Everything from Russian meddling in the 2016 election to the conflicts in Syria and Ukraine are expected to be on the agenda for their summit here in Helsinki, but <a href="http://www.cnn.com/2018/07/15/politics/trump-putin-summit-helsinki/index.html">Trump has signaled he is most eager to jumpstart talks to &#8220;substantially reduce&#8221;</a> the two countries&#8217; nuclear weapons arsenals and generally improve US-Russia relations.</p>

<p>Trump is not, however, expected to offer to halt military exercises in the Baltics as part of his discussions with Putin, with a US official telling CNN&#8217;s Jeff Zeleny &#8220;at least that&#8217;s the plan going in.&#8221;</p>

<p>The question of the Baltics exercises has hung over the summit, particularly after Trump abruptly decided last month to agree to stop joint US-South Korean military exercises during his meeting with Kim.</p>

You got me.&#8217; There won&#8217;t be a Perry Mason here, I don&#8217;t think, but you never know what happens, right? But I will absolutely, firmly ask the question,&#8221; Trump said.</p>

<p>Trump has sought to cool expectations in the last days leading up to the summit, saying in an interview Saturday that he planned to arrive in Helsinki &#8220;with very low expectations.&#8221;</p>

<p>&#8220;I think that getting along with Russia is a good thing, but it&#8217;s possible we won&#8217;t,&#8221; Trump said.</p>
