										<content:encoded><![CDATA[<p>SHENZHEN, China (Reuters) &#8211; China&#8217;s Huawei Technologies on Tuesday unveiled a $2,800 tri-foldable phone as it seeks to extend its lead in the world&#8217;s biggest smartphone market and steal the spotlight from Apple hours after it debuted a new iPhone.</p>
<p>The Chinese tech giant showed off its new Mate XT, which users can fold three ways like an accordion screen door, during a launch ceremony in the southern tech hub of Shenzhen.</p>
<p>The device has already received more than 4 million pre-orders, for which no deposit is required, according to the company&#8217;s website. The entire global market for foldable phones was around 4 million units in the second quarter, according to research firm IDC.</p>

										<content:encoded><![CDATA[<p>The U.S. Department of Defense listed 20 companies with alleged relationships to the Chinese military, including telecommunications company Huawei, which has already been charged with racketeering by the U.S. Department of Justice. The document cleared the prepublication review process in June.</p>
<p>Also included on the list is the video surveillance company Hangzhou Hikvision Digital Technology, Co. Ltd., which manufactures equipment that may be used in China&#8217;s Xinjiang region, where the ethnic Uighur people and other Turkic Muslims are reportedly being detained in concentration camps. Other entities on the list include aerospace, transportation and nuclear technology companies. Companies on the Pentagon&#8217;s list may be engaged in delivering U.S. technological information to the Chinese Communist Party.</p>
<p>Lawmakers, including U.S. Senate Minority Leader Chuck Schumer and Arkansas Senator Tom Cotton, requested the list in a 2019 letter to Secretary of State Mark Esper. According to the letter, China was using a &#8220;Military-Civilian Fusion&#8221; tactic involving technological espionage to further its goals.</p>
<p>&#8220;If Beijing cannot develop technology on its own, it attempts to steal it from the United States using cyber espionage, intelligence assets operating in the United States, and state-directed companies that acquire American firms to transfer proprietary information,&#8221; the letter read.</p>
<p>&#8220;As the People&#8217;s Republic of China attempts to blur the lines between civil and military sectors,&#8221; Hoffman continued, &#8220;&#8216;knowing your supplier&#8217; is critical.&#8221; Hoffman added that the list should be a &#8220;useful tool&#8221; for organizations within the U.S. to &#8220;conduct due diligence with regard to partnership with these entities, particularly as the list grows.&#8221;</p>
<p><em>Newsweek</em> reached out to the office of Senator Schumer and Huawei Technologies U.S.A. for comment. This story will be updated with any response.</p>

<p>In February, Huawei was charged in a Brooklyn, New York federal court with conspiracy to steal trade secrets. According to the DOJ, Huawei and four of the company&#8217;s subsidiaries attempted to &#8220;misappropriate intellectual property.&#8221; Information about internet routers, robotics technology and cellular antennas were allegedly provided to Huawei, allowing the company to cut its &#8220;research and development costs and associated delays, giving the company a significant and unfair competitive advantage.&#8221;</p>
<p>Huawei also allegedly did business through its subsidiaries in Iran and North Korea despite the fact that the U.S. had levied sanctions against those countries, making such transactions illegal.</p>
<p>Hikvision was placed on a trade blacklist by the U.S. Department of Commerce in October, citing implications that the company was involved in &#8220;China&#8217;s campaign of repression, mass arbitrary detention, and high-technology surveillance.&#8221;</p>
<p>In an October press release, Secretary of Commerce Wilbur Ross said that the blacklisting, designed to make getting U.S. materials for manufacturing more difficult, would &#8220;ensure that our technologies, fostered in an environment of individual liberty and free enterprise, are not used to repress defenseless minority populations.&#8221;</p>
<p>Diplomatic relations between the U.S. and China have become strained since the coronavirus pandemic spread worldwide, causing the global economy to suffer losses. President Donald Trump has publicly referred to the virus as the &#8220;Wuhan Flu,&#8221; after the Chinese city where the coronavirus was first reported in December.</p>
<p>President Trump also signed the <a title="Trump to Sanction China Over Human Rights Violations of Muslim Group" href="https://www.newsweek.com/trump-sanction-china-over-human-rights-violations-muslim-group-1511610" target="_blank" rel="noopener noreferrer">Uighur Human Rights Bill of 2020</a>, allowing the U.S. government to levy sanctions against China in response to allegations of human rights abuses.</p>
<p>In response to the bill, China&#8217;s Foreign Ministry said in a June statement that the U.S. should not use the legislation to &#8220;harm China&#8217;s interests and interfere in China&#8217;s internal affairs. Otherwise, China will resolutely take countermeasures, and all the consequences arising therefrom must be fully borne by the United States.&#8221;</p>

<p class="story-body__introduction">US Secretary of State Mike Pompeo has outlined the steps he wants US companies to take to deal with &#8220;untrusted Chinese apps&#8221;.</p>
<p>The measures go far beyond President Donald Trump&#8217;s current push to force the sale of TikTok to an American firm.</p>
<p>Mr. Pompeo says apps like TikTok and WeChat pose &#8220;significant threats to the personal data of American citizens&#8221;.</p>
<p>Wednesday&#8217;s announcement marks a further deterioration in relations between Washington and Beijing.</p>
<p>The US government argues that such apps harvest the data of US citizens and could be exploited by the Chinese Communist Party, which Beijing has denied.</p>
<p>One of the significant steps involves the removal of &#8220;untrusted&#8221; Chinese apps from US app stores, along with clamping down on cloud computing providers.</p>
<p>Along with the Chinese telecoms giant Huawei, TikTok has been firmly in the sights of US President Donald Trump as two companies he wants to crack down on.</p>
<p>The scope of those measures has now been extended much wider and includes Chinese technology giants such as Alibaba, Baidu, and Tencent, which have a presence in the US.</p>
<h2 class="story-body__crosshead">&#8216;Clean network&#8217;</h2>
<p>Mr. Pompeo, who is America&#8217;s most senior diplomat, set out a five-pronged approach to &#8220;safeguard America’s assets&#8221; that include:</p>
<p>· Ensuring the &#8220;untrusted People’s Republic of China (PRC) carriers&#8221; are not connected with the US telecommunications networks</p>
<p>· Removing &#8220;untrusted&#8221; applications from US app stores</p>
<p>· Stopping &#8220;untrusted&#8221; Chinese smartphone manufacturers from pre-installing, or making available for download, the most popular US apps</p>
<p>· Preventing US citizens’ sensitive personal information and companies’ intellectual property from being stored and accessed on Chinese cloud-based services</p>
<p>· Ensuring undersea cables connecting the US to the global internet are not compromised for intelligence gathering by China</p>
<p>It is unclear how the US would enforce the new guidelines or what authority it has to do so. But Mr. Pompeo said more than 30 countries now had &#8220;clean networks&#8221; which are designed to secure a country&#8217;s critical telecommunications.</p>

<p>Mr. Trump has pledged to ban TikTok in America by 15 September unless its US business is sold to an American company. Microsoft is currently in talks to buy it.</p>
<p>TikTok, which is owned by Chinese tech firm ByteDance, has said its US users’ data is stored outside China and is safe.</p>
<p>US officials have long complained that Chinese intellectual property theft has cost the economy billions of dollars in revenue and thousands of jobs, which Beijing has consistently denied.</p>
<p>Last month, Mr. Pompeo said the US was looking at banning TikTok as well as other Chinese social media apps on national security concerns, calling them “Trojan horses for Chinese intelligence.”</p>

<p>A senior member of Angela Merkel&#8217;s government has warned China that a European Union fronted by Germany will go toe-to-toe with Beijing, stating &#8220;there will be no &#8216;business as usual&#8217; as far as the EU is concerned.&#8221;</p>
<p>Germany took on the European Council&#8217;s rotating presidency last month and has warned Beijing that it will not be afraid to &#8220;lock horns&#8221; over issues like its treatment of Hong Kong and Uighurs in the Chinese province of Xinjiang.</p>
<p><a href="https://www.spiegel.de/international/europe/foreign-ministry-state-minister-michael-roth-china-as-a-systemic-rival-to-the-eu-a-54b96664-1eed-4d36-bd43-fd9d4314565e" target="_blank" rel="noopener noreferrer" data-analytics-module="body_link" data-analytics-post-depth="40">Writing in Spiegel on Sunday</a>, Michael Roth, the state secretary for Europe in Germany&#8217;s foreign affairs ministry, described China as an &#8220;ever more powerful snake&#8221; that must be met head-on by a more confident EU.</p>
<p>&#8220;We must not be afraid to lock horns when it comes to difficult issues such as human rights, security, and technology. This, too, is about our own sovereignty at the end of the day,&#8221; Roth wrote.</p>
<p>&#8220;China will certainly not build one single coal-fired power station less if we remain silent when we have differences of opinion.&#8221;</p>
<p>Roth issued the warning amid growing tension between Beijing and governments in the West.</p>
<p>The senior German minister said that while the EU and China are &#8220;interconnected&#8221; economies and must work together to be successful, China is a &#8220;systemic rival&#8221; to Europe that is &#8220;increasingly going on the offensive.&#8221;</p>
<p>&#8220;The leadership of the authoritarian, one-party state passes up no opportunity to drive a wedge between the EU member states and weaken them. We are locked in a tough competition of values stemming from very different concepts of society,&#8221; he said.</p>
<p>Roth said Germany&#8217;s priority would be to encourage the EU to &#8220;act more confidently&#8221; towards China than it has done before.</p>
<p>&#8220;We will not bring our influence to bear in Beijing if we are not united and if we do not stand up for our values and interests with the combined strength of the EU.&#8221;</p>
<p>He said: &#8220;What can the EU do to ensure it does not find itself paralyzed like the proverbial rabbit when faced with an apparently ever more powerful snake?&#8221;</p>
<p>&#8220;One thing is clear: We urgently need more European action in our dealings with China.</p>
<p>&#8220;A consistent &#8216;Team Europe policy&#8217; is long overdue.</p>
<p>&#8220;This is a priority of Germany&#8217;s presidency of the Council of the European Union, during which we bear particular responsibility. The EU must act more confidently vis-à-vis China and speak with one voice.&#8221;</p>

<p>Roth warned that Beijing&#8217;s imposition of a draconian new security law on Hong Kong and its suppression of Uighurs in the Chinese province of Xinjiang showed &#8220;how uncompromisingly it is prepared to assert its claim to power.&#8221;</p>
<p>&#8220;China is therefore not afraid to violate central principles of the rules-based international order before the eyes of the world,&#8221; he said.</p>
<p>Germany <a href="https://www.politico.eu/article/germany-suspends-extradition-agreement-with-hong-kong/?utm_source=POLITICO.EU&amp;utm_campaign=c4800a728a-EMAIL_CAMPAIGN_2020_08_03_05_00&amp;utm_medium=email&amp;utm_term=0_10959edeb5-c4800a728a-190121793" target="_blank" rel="noopener noreferrer" data-analytics-module="body_link" data-analytics-post-depth="100">on Friday</a> followed the UK, Australia, and Canada by suspending its extradition agreement with Hong Kong.</p>
<p>Roth added that the EU must aim to become less economically dependent on China.</p>
<p>The bloc should increase efforts to look to firms in Europe for technology like 5g, he said, describing the row over whether Chinese firm Huawei should be allowed to develop 5g in Western countries as a &#8220;litmus test&#8221; for the EU.</p>
<p>&#8220;Nothing less than the security of our citizens is at stake here,&#8221; he said.</p>

<p>With <a href="https://www.jpost.com/international/russia-china-iran-begin-joint-naval-drills-in-indian-ocean-612296">Iran and China</a> working on a multibillion-dollar <a href="https://www.jpost.com/middle-east/iran-media-discuss-25-year-deal-between-iran-and-china-633739">25-year</a> economic and security deal, Israel has many reasons to be concerned and even alarmed.</p>

<p>The proposed agreement, leaked to<em> The New York Times</em>, which reported on it on Saturday, would lead to a closer military relationship between Tehran and Beijing, including joint military exercises, research and weapons development and intelligence sharing. It would also increase Chinese investments in Iranian banking, telecommunications and transportation, such as airports and railways. China would reportedly get a discounted supply of Iranian oil in return.<br />
The document describes the countries as “two ancient Asian countries&#8230; with a similar outlook” that “will consider one another strategic partners.”</p>

<p>Neither side has publicly confirmed that the document is genuine, that they have signed it or that there is any such agreement. When asked about a deal with Iran last week, Chinese Foreign Ministry spokesman Zhao Lijian said: “China and Iran enjoy traditional friendship, and the two sides have been in communication on the development of bilateral relations. We stand ready to work with Iran to steadily advance practical cooperation.”</p>

<p>Meanwhile, there is public debate in Iran about whether the agreement could be a debt trap, with former president Mahmoud Ahmadinejad speaking out against it. The agreement has been in the works for a long time – Chinese leader Xi Jinping first proposed it on a visit to Tehran in 2016 – and the timing for the recent progress likely has to do with Iran being especially economically weak these days.</p>

<p>According to Carice Witte, executive director of SIGNAL, a think tank focused on China-Israel relations: “This is indicative of the Chinese approach, [to] identify where there is a vulnerability and then patiently look for ways to capitalize on it.”<br />
China has much to gain from the deal besides a discount on gas when energy prices are plummeting anyway. The agreement fits into China’s Belt and Road Initiative to build infrastructure across the world, while bringing Iran into its orbit of influence. It also would bolster China’s new digital currency e-RMB as a way to bypass American systems and reduce the power of the dollar – another way in which the deal could hurt Israel if it comes to fruition.</p>

<p>Plus, China would gain power and influence in Iran, a diplomatic card it can play with respect to the US and garner greater leverage in the Gulf.<br />
For Israel, the potential for damage from such an agreement is clear.</p>

<p>This is especially clear when it comes to the bolstering of Iran’s military through cooperation with China. Any of the new resources directed to the Islamic Republic’s army can potentially – and likely will – be turned on Israel.</p>

<p>Another part of the deal may be a massive sale of weapons to Iran. A recent Pentagon report said China seeks to sell Iran attack helicopters, fighter jets, tanks and more once the UN arms embargo expires in October.</p>

<p>While Israelis and Israel supporters may find it hard to believe, the Chinese government truly does not think Iran is a danger to Israel, Witte said.</p>

<p>“China’s perception is that Iran doesn’t mean what it says about destroying Israel,” she said. “China does not see Iran as an existential threat to Israel and that Iran is only saying [it wants to destroy Israel] to be taken seriously by the world’s power centers.”</p>

<p>Israel and the US have been pushing UN Security Council members to extend the arms embargo on Iran that began under the Joint Comprehensive Plan of Action (JCPOA), the 2015 nuclear agreement between Iran and world powers. Israel and the US have cited Tehran’s violations of that deal and continued attempts to build up its nuclear program, for which the International Atomic Energy Agency has repeatedly rapped Iran in recent weeks, as well as its sponsorship of terrorism and warfare through proxies around the Middle East.</p>

<p>But Chinese Ambassador to the UN Zhang Jun last week said his country opposes US attempts to activate the JCPOA’s “snapback sanctions” mechanism.</p>

<p>The return of US sanctions in 2018 has led to a major economic crisis in Iran and subsequent political instability. This empowered hard-liners to say Iran never should have made a deal involving the US in the first place. They won a decisive majority of Iran’s parliament in an election this year.</p>

<p>But it also has led to protesters taking to the streets this year, protesting a government that uses its money to pay for wars in other countries instead of helping its own people. Experts say the regime is as unpopular as it has ever been since the Islamic Revolution.</p>

<p>Another concern is regarding Chinese companies’ involvement in infrastructure projects in Israel and Iran. This is already taking place, but the 25-year agreement would deepen those ties.</p>

<p>A Jerusalem Post investigation last month found that three of the six international groups bidding on the tender to build two lines of the Tel Aviv light rail include Chinese-owned companies that also worked on railway projects in Iran. These state-owned companies include China Railway Engineering Corporation, China Harbour Engineering Company, China Communications Construction Company, and its China Railway Construction Corporation.</p>

<p>A report by the RAND research institute this year warned that due to China’s close ties with Iran, the Chinese government could have companies share insights on Israel with Tehran to gain favor and influence. In addition, China could use the companies operating in Israel and Iran for political leverage on Israel, such as in 2013, when it conditioned a Beijing visit by Prime Minister Benjamin Netanyahu on his stopping defense officials from testifying in a New York federal lawsuit against the Bank of China for laundering Iranian money for Hamas and Palestinian Islamic Jihad.</p>

<p>The US is waiting to see what actual agreement emerges, and it will continue to take action against any Chinese company breaking sanctions, a State Department source said. For example, the US is pursuing criminal charges against Chinese telecom company Huawei’s CFO Meng Wanzhou for attempting to avoid US sanctions by hiding investments in Iran.</p>

<p>The Prime Minister’s Office declined to comment on this matter, but it is likely eyeing the China-Iran agreement with concern.</p>
