The Syrian government’s “butchery” of its citizens is enabled by Russia and Iran, U.S. President Donald Trump said Wednesday while criticizing the Bashar Assad’s regime alleged use of chemical weapons against Syrian civilians. The comments were made during Trump’s opening address to the UN Security Council, which he is chairing.

Trump also addressed U.S. policy on Iran, advances in the denuclearization of North Korea and his administration’s trade war with China during his opening statement.

Seated at the center of an arc-shaped table, Trump immediately uttered tough words against Iran, saying that a government with Iran’s track record “must never be allowed to obtain” a nuclear weapon.

At the same time, he thanked Iran, Russia and Syria for slowing their attack on Idlib province in Syria. Last week, Russia and Turkey reached a deal to avert an offensive against Idlib, the last major rebel-held stronghold in Syria.

Speaking of Bashar Assad’s regime use of chemical weapons against Syrian civilians during clashes with rebel forces, Trump said “Syria’s butchery is enabled by Russia and Iran.”

Trump also said many things are happening “behind the scenes” in North Korea, and that good news would be coming in the coming months and years. Trump also commended Kim Jong Un for reaffirming his commitment to denuclearization, properity and peace for the peninsula.

Trump also claimed China has been attempting to interfere with the upcoming U.S. midterm elections, but provided no further details.

“Regrettably, we found that China has been attempting to interfere in our upcoming 2018 election,” he said.

U.S. intelligence officials have said previously that other nations could opt to try and copy Russia’s playbook of meddling in the 2016 U.S. presidential election. But Trump’s comments Wednesday seem to confirm that China is actively interfering now.

Trump said Beijing doesn’t want him or the Republicans “to win because I am the first president ever to challenge China on trade.”

This is Trump’s first experience in leading a session of the UN’s most powerful body, where the U.S. currently holds the rotating presidency — a perch it is using to double down on its criticism of Iran.

While Wednesday’s meeting of the council is addressing the issue of nonproliferation of nuclear, chemical and biological weapons, Trump himself has left little doubt that it’ll be another chance to target Tehran.

>> UN General Assembly can laugh at Trump, but they’re impotent as Trumpism spreads

On Tuesday, during an unabashedly “America First” speech, Trump said Iranian leaders “sow chaos, death and destruction” and “spread mayhem across the Middle East and far beyond.” His national security adviser, John Bolton, warned that there would be “hell to pay” if Tehran crossed the U.S., its allies or their partners.

Iranian President Hassan Rohani responded by accusing the Trump administration of violating the rules of international law and “state obligations” by withdrawing from the 2015 nuclear deal that Iran signed with the U.S. and five other major powers.

Rohani is almost certain not to attend the Security Council meeting that will test Trump’s ability to maintain diplomatic decorum and interact with representatives of rival nations.

The council is populated by five permanent members — the U.S., China, Russia, Britain and France — and 10 other member states, who occupy a council seat for two-year terms. Iran is not among them.

Business will continue Wednesday at the General Assembly, where for a second day, 193 UN members take turns to speak out on pressing world issues and their national priorities in world affairs.

Among those tentatively scheduled to speak are the leaders of Panama, Iraq, Colombia, Afghanistan and Cuba.

This year, 133 world leaders have signed up to attend this year’s assembly session, which ends Oct. 1, a significant increase from the 114 leaders last year.

However, America’s go-it-alone attitude and growing divisions among key world powers risk eroding the UN’s ability to bring positive change in global affairs and end conflicts in Syria, Yemen, and elsewhere.

Over the past several weeks, the war in Syria has crept back into the headlines, even competing with the drama and comedy of the Brett Kavanaugh hearings. The focus of attention is a potential humanitarian crisis and the prospect that the Assad regime might again use chemical weapons. Even President Donald Trump interrupted his normal Twitter flow to warn the Syrians, Russians, and Iranians not to “recklessly attack Idlib Province”—the last large pocket of Syrian resistance—lest “hundreds of thousands” of people be killed. “Don’t let that happen!” urged Trump.

The coalition backing Bashar al-Assad may be ruthless, but it isn’t reckless. Over the seven years of the Syrian conflict, it’s stuck to its guns, closely synchronized its diplomatic and military efforts, and, as the tide of the fighting has turned in its favor, adhered to a coherent campaign plan to reestablish control of the major population centers in the country. That campaign has largely centered on Syrian Highway 5, the major north-south line of communication in the east, connecting Aleppo in the north through Damascus to the southern border. The last link in this chain, still not reclaimed by Assad, runs through Idlib, which is also the last part of the U.N. “de-escalation zone”—a fiction that has considerably eased the Syrian government’s task.

The larger question is whether the conquest of Idlib would mark simply the end of the Syrian war and the survival of the Assad dynasty or whether it would signal the creation of a modern Iranzamin—loosely, “Greater Iran”—a sphere of influence reaching from the Caucasus and Central Asia to the Mediterranean, and what that might mean for the regional balance of power. The Idlib campaign also raises questions about past and present prospects for American interests and allies.

That the Assad regime survives at all is something of a wonder, after seven years of bloody war arising from relatively small and peaceful protests in January 2011. The process of survival, however, has cost Assad much of his autonomy, mortgaged to Russia and, especially, Iran. Indeed, what is emerging from Baghdad to Damascus is a kind of “Larger Lebanon,” where Tehran-backed Shia militias, created in the image of Hezbollah, hold the keys to the kingdoms.

To be sure, Syria and Iraq—where the intra-Shia struggle is just hitting high gear—are imperfect proxies for Iran, just as Hezbollah has been. And like the Lebanese original, which occasionally surprises even itself by lurching into open war against Israel, it seems quite likely that the rump regimes in Damascus and Baghdad will from time to time contravene Iranian direction in pursuit of their immediate interests. Yet from an Iranian perspective, these are not bugs but features of a model that has permitted Tehran to exert influence well beyond what might be feasible were its “revolutionary” posture to appear too Persian, too overtly imperial. And this “soft-power” approach has yielded hard-power benefits. Both Hezbollah fighters and, in recent years, Shia fighters from Iraq have served in Syria; these militia members have taken on some of the qualities of mercenaries, if not professionals.

The creation of Larger Lebanon already has had profound geopolitical effects in the Levant and the Gulf. It is making life even more miserable for Turkish strongman Recep Tayyip Erdogan, constraining his -neo-Ottoman dreams. Erdogan, not surprisingly, is sharing his pain with Europe, warning that the Idlib offensive will generate a new wave of refugees that he will be unable to control. There is some truth in this, although Erdogan’s current unhappiness may have more to do with the lack of respect shown him by Moscow and Tehran, and the collapsing Turkish lira, than sympathy for his “Syrian brothers,” as he calls them in his tweets. At the recent summit in Tehran with Vladimir Putin and Iranian leader Hassan Rouhani, Erdogan was very much the junior partner among the self-described “guarantor states” of the situation in Syria. Turkey may have a seat at this table, but Iran and Russia are in control of the menu. The Lebanonization of Syria and Iraq poses a strategic challenge to which Erdogan—who has been burning his bridges with Europe and the United States—has little response.

While the Turks have moved tanks to their border with Syria, the Russians have resumed and ratcheted up the intensity of airstrikes against southern Idlib. This repeats the pattern of the Syrian reconquest: initial Russian longer-range strikes to soften up opposition strongholds followed by Assad regime terror-bombing and then, cautiously, a mix of Syrian troops, Iranian Quds Force operatives and Shia militias, and a sprinkling of Russian forward observers and contract fighters. Because Idlib is the last redoubt of the opposition, it has received an influx of perhaps as many as a million refugees from other parts of western and southern Syria, and is defended by some 60,000 or more well-armed militia members of its own, including a number of hardcore jihadist units. The bombing effort is likely to be a patient one, perhaps punctuated by U.N.-moderated ceasefires that allow the attackers to regroup and the resistance to slip through the desert to the east or over the mountains to the north. The regime and its allies are more than willing to destroy Idlib to save it, but they are also sensitive to their own manpower limits.

It is also likely that Russia will remain an important player for the coming years, even as Iran tries to consolidate a Larger Lebanon. Not only do Russian aircraft, air defenses, and long-range artillery provide important tactical elements to the coalition, but its role in deterring American intervention would remain critical—even past the point at which Iran achieves a nuclear capability. Putin’s bold if small 2015 investment in Syria has thus far returned giant strategic profit, and Russia is now the sole broker for all interested parties, able to bargain with the United States, Saudi Arabia, and even Israel, as well as Iran and Assad. Experience probably has given Russian intelligence the best outside appreciation of the strengths and weaknesses of Iran’s militias and special assets, including covert operatives. After three years of steady but manageable effort, Russia shows no signs of exhaustion or overstretch and now enjoys a reputation for standing by its allies that resonates across the region.

This is precisely what the United States most lacks. The Trump administration, it must be said, has at least stopped the hemorrhaging of American strategic credit. This is surprising, considering the president’s oft-expressed desire to complete the withdrawals begun by his -predecessor. It also may not survive the inevitable departures of Defense secretary James Mattis and White House chief of staff John Kelly, whose Marine careers were defined by the wars of the Middle East. Whether Secretary of State Mike Pompeo could carry the load alone seems doubtful, and who can predict how a setback in this fall’s midterms—not to mention the denouement of the Mueller probe and the impeachment proceedings that might follow it—will further unhinge the president?

There is, however, the shadow of a Middle East strategy flickering on the White House walls. Recent news reports indicate that the administration intends to retain a residual U.S. force of several thousand in western Iraq, nominally to ensure the continued suppression of ISIS or its third-generation spawn. There are plans for staying in Afghanistan as well. These forces, along with the continued U.S. Navy patrolling of the Gulf and the Arabian Sea, do not themselves make for a policy of containing Iran, let alone a strategy of rollback; the military presence is necessary but hardly sufficient.

More telling is the administration’s patience with Saudi Arabia, including its tolerance of the very ugly Saudi war in Yemen. The larger strategic prize—and perhaps a light at the end of the current very dark and long tunnel—is the success of Crown Prince Mohammed bin Salman’s project of reform in Riyadh. That may be a long shot, but such is the degeneration of American influence in the Arab world since the retreat from Iraq. Indeed, the United States now finds itself in a position similar to where it was in the late 1940s, when Presidents Roosevelt and Truman lashed America’s Middle East hopes to the masts of Saudi Arabia and Israel.

Stepping back into the public square the other week, Barack Obama rightly described Trumpism as not the cause but the effect of the divisiveness and demagoguery besetting American political life over the past decade. He would know. And what is true domestically is true internationally, too. Even more so: “Iraq Derangement Syndrome” has been more virulent and long-lived than hatred of our last or our current president, and it certainly will not be cured by a change of administration.

The dismemberment of Idlib will create not only a humanitarian disaster but a strategic one for the United States, its interests, and its allies, in Europe and well as the Middle East proper. Donald Trump is right to scream, “Don’t let that happen!” But until he, or we, are prepared to do something beyond appealing to the tender heart of Vladimir Putin, it’s going to happen. And happen again.

Syrian dictator Bashar Al Assad looks set to launch a new, all-out offensive into the country’s largely rebel-held Idlib governorate with the help of Russia and Iran. Given that the situation is so complicated, we’ve taken the time to lay out all the latest news and military movements to give you a snapshot of what is happening and what is likely to come.

A flurry of activity occurred just on Sept. 4, 2018, after Russia launched air strikes against targets in Idlib city, the capital of the governorate of the same name, and other areas Syrian rebels control in the region, according to the independent U.K.-based monitoring group the Syrian Observatory for Human Rights. The Kremlin had suspended these operations for more than three weeks and these new sorties are a likely prelude to Syrian dictator Bashar Al Assad’s all-out offensive into the region. Syrian government forces and pro-Assad militias had and continue to conduct their own aerial and artillery bombardments against rebel positions.

U.S. policy confusion

“The United States is closely monitoring the situation in Idlib province, Syria, where millions of innocent civilians are under threat of an imminent Assad regime attack, backed by Russia and Iran,” the White House said in a statementon Sept. 4, 2018. “Let us be clear, it remains our firm stance that if President Bashar Al Assad chooses to again use chemical weapons, the United States and its Allies will respond swiftly and appropriately.”

The Trump Administration has conducted two separate sets of cruise missile strikes against targets in Syria, one in April 2017 and another one in April 2018, both of which were in response to the particularly egregious Syrian government chemical weapon attacks.
The White House statement appeared to be a walk-back of a seemingly broader threat from Trump on Twitter the day before that indicated the United States could act in response to any sort of “reckless attack” that produces a larger humanitarian disaster in Idlib. This is an outcome that seems almost assured considering the Syria regime’s pre-existing propensity to indiscriminately attack populated centers and destroy civilian infrastructure, such as hospitals, that could at all be useful to rebels.

U.S. Ambassador to the United Nations Nikki Haley reiterated that chemical weapons were the “red line” for U.S. action in her own press conference on Sept. 4, 2018, but seemed to make clear that the United States would not act in response to other atrocities. U.S. Marine Corps General Joseph Dunford, Chairman of the Joint Chiefs of Staff, made similar comments that day, issuing a broad warning about the potential impacts on civilians and calling on Assad to do more to mitigate collateral damage – comments that in many ways seemed to suggest the United States might be moving closer to fully accepting that the Syrian dictator will remain in power for the foreseeable future.

“If major military operations take place we can expect humanitarian catastrophe and I think we would all want to see that be avoided,” Dunford told reporters while in Greece on an official visit. “I’m suggesting that counter-terrorism operations should take place in a manner that mitigates the risk of the loss of innocent life.”

However, a readout of a phone call between U.S. Secretary of State Mike Pompeo and Turkish Foreign Minister Mevlüt Çavuşoğlu later in the day suggested the United States was opposed to any Syrian government push into Idlib. Pompeo and Çavuşoğlu “agreed that any Assad regime military offensive into Idlib would be an unacceptable, reckless escalation of the conflict in Syria,” the State Department’s top spokesperson Heather Nauret said in a statement. It remains unclear exactly where U.S. policy lies on what increasingly appears to be an inevitable Syrian government offensive into the region.

Russian build-up

What is clear is that the Kremlin appears determined to be doing everything in its capacity to both support Assad and ward off any potential U.S.-led intervention into the situation in Idlib. Russia has major strategic interests in Syria, including its Khmeimim air base in western Syria and its Tartus naval outpost on the Mediterranean Sea. Rebels based in Idlib have attacked both sites repeatedly, giving Russia additional reason to help the Syrian government retake the area.

We at The War Zone have already detailed the wild, conspiratorial accusations the Russians have made against the United States and the United Kingdom both, accusing them, without evidence, of seeking to stage chemical weapon attacks as a pretext to strike at Assad. These unfounded allegations have continued and reflect a now typical Russian information operation that seeks to deflect and distract from its own activities in Syria, as well as those of Assad and simply muddy the waters as to the true state of the situation in contested areas, such as Idlib. We saw a similar escalation in rhetoric and accusations in the lead up to the U.S.-led cruise missile barrage in April 2018.

What is different this time around is that the Russians have deployed a massive amount of military aircraft and warships into and around the eastern Mediterranean. Though the Kremlin’s official reasoning for this is that it is simply carrying out a training exercise, the entire maneuver looks well suited to provide support to the Syrian regime and an obstacle to any U.S.-led strikes against Assad.

Little change in America’s force posture

It seems unlikely to be simply a coincidence that the Russian force is now operating in the same basic area of the Mediterranean where British and French aircraft, as well as French ships, launched their cruise missiles into Syria in April 2018. Fighter jets also orbited in this general portion of the Mediterranean to support that operation. In particular, a force of USAF F-16s and F-15s flying out of Aviano Air Base in Italy ran continuous combat air patrols over the Eastern Mediterranean during and after the 2018 strikes in a move to lock down the area and ward-off potential Russian reprisals. U.S. Navy Arleigh Burke-class destroyers, a Ticonderoga-class cruiser, and a Virginia-class submarine fired their Tomahawk land attack cruise missiles from the Mediterranean, as well as the Red Sea and the Persian Gulf.

Even firing cruise missiles over Russia’s exercise area would involve serious risks, including the danger that Russian ships or aircraft might believe that they were the ones under attack and respond in kind.

In the meantime, the Russian task force may present a challenge to American intelligence and patrol aircraft monitoring Syria from international waters. On Aug. 31, 2018, a day before the Kremlin’s exercises officially began, a U.S. Air Force RC-135V Rivet Joint spy plane and a U.S. Navy P-8A Poseidon maritime patrol aircraft both made routine appearances in the eastern Mediterranean.

It’s not clear if those missions will be able to continue as normal while the Russians are in the area. The Kremlin already routinely harasses American aircraft in the Baltic Sea and Black Sea and has made similarly dangerous maneuvers near U.S. fighter jets and aerial refueling tankers in eastern Syria.
Turkey may intervene, too

But as with anything in Syria, the situation is multi-faceted and Assad and his Russian and Iranian benefactors may have to take the interests of other countries into account in the offensive into Idlib. As already noted, Turkey has engaged with the United States to oppose any Syrian government moves into the governorate.

In January 2018, Turkish forces intervened in northwestern Syria, primarily to crush Kurdish forces that the government in Ankara views as terrorists and a direct threat to their national security. However, Turkey has also long opposed Assad’s regime and continues to support various Syrian ethnic Arab and Turkmen rebel groups, collectively known as the Turkish Free Syrian Army, or TFSA, which have a presence in Idlib.

The Turkish military has already responded to the Russian air strikes by deploying additional forces into northwestern Syria, including additional artillery units. Based on Turkey’s Foreign Minister Çavuşoğlu’s comments to U.S. Secretary of State Pompeo, there appears to be the distinct possibility that TFSA forces, with Turkish support, might resist Russian-backed, pro-Assad elements.

Will Israel act?

There is also a question of how Israel might factor into the campaign, even if only tangentially. As Assad has prepared to move into Idlib, Israel continues to rain missiles and bombs down on targets in Syria linked to Iran’s interests.

Just on Sept. 4, 2018, Israel reportedly struck Iranian-linked targets in Syria’s Hama and Tartous governorates. That same day, the Israel Defense Forces publicly acknowledged for the first time that they had carried out more than 200 strikes in Syria and fired more than 800 missiles and other artillery rounds into the country since 2017, according to The Jerusalem Post.

The Israeli government had been adamant that it cannot and will not allow Iran to further bolster its presence in Syria. In August 2018, private satellite imagery and geospatial intelligence company ImageSat International (iSi) released new evidence of Iranian-built ballistic missile infrastructure in Syria. iSi had first reported Iran was building these missile factories in Syria in August 2017.

It’s unclear how Israel’s continued strikes against Iran’s interests in Syria might impact Assad’s offensive into Idlib, which will surely rely at least in part on Iranian-backed militias. So far, Russian forces have declined to use its own integrated air defenses in Syria to try to protect the Syrian government’s or Iran’s interests from Israel’s strikes, though the Kremlin has actively helped Syria improve its own capabilities.

It’s also worth noting that Israel has launched strikes against Syrian regime targets, as well.
Regardless, Russia seems to view Assad’s reconquest of Idlib as inevitable and “it goes without saying that this problem [rebels in Idlib] must be straightened out,” Kremlin spokesperson Dmitry Peskov told reporters on Sept. 4, 2018. “Certainly, this leads to general destabilization of the situation [in Syria] and upsets the efforts to putting the situation on the track of political and diplomatic settlement.”

Unfortunately, the likelihood that the up-coming Syrian government push into Idlib will be a humanitarian disaster, together with U.S., Turkish, and Israeli opposition to Assad, his policies, and his various partners to differing degrees, it seems hard to see how the offensive will do anything to help stabilize the situation. Given everything we know now, the campaign could have a real chance of sparking off an even more volatile exchange.
