										<content:encoded><![CDATA[<p class="gnt_ar_b_p">NEW DELHI, (Reuters) &#8211; Indian Prime Minister Narendra Modi was set for a <a class="gnt_ar_b_a" href="https://www.reuters.com/world/india/indias-modi-eyes-biggest-win-yet-when-votes-counted-giant-election-2024-06-03/" data-t-l=":b|z|k|${u}">historic third term</a> on Tuesday, but with a vastly diminished majority in a rare electoral setback for a leader who has held a tight grip on the nation&#8217;s politics.</p>
<p class="gnt_ar_b_p">Modi&#8217;s ruling Bharatiya Janata Party lost its own majority in parliament for the first time in a decade and is dependent on its regional allies to get past the half-way mark required to run the world&#8217;s largest democracy.</p>
<p class="gnt_ar_b_p">For Modi whose approval ratings have been the highest among world leaders and who ran a presidential-style campaign, such a result is the first sign of the ground shifting.</p>

										<content:encoded><![CDATA[<p>Indian farm protesters burned Prime Minister Narendra Modi, Home Minister Amit Shah, and other officials in effigy on Friday as part of “Black Day” – basically a huge tractor rally with black flags fluttering from the farm equipment, intended to keep attention focused on the demonstrators as government troops block them from completing their planned march to New Delhi.</p>
<p>The farmers began their <a href="https://www.breitbart.com/news/why-thousands-of-indian-farmers-are-protesting-again/">protest march</a> over a week ago, reprising a <a href="https://www.breitbart.com/asia/2021/11/19/india-repeals-farm-laws-protest/">demonstration</a> that lasted for an entire year in 2021. The previous marchers demanded the repeal of contentious agricultural reforms. The farmers have more demands this time, most importantly including demands for a guaranteed minimum “support price” to be paid by the government for their crops, plus they say the government failed to deliver on some of the promises it made in 2021.</p>
<p>The farmers wound up encircling New Delhi with semi-permanent protest camps last time, so this time the police were determined to stop them before they could reach the city. Violent scuffles <a class="x5l" href="https://apnews.com/article/india-punjab-farmers-protest-new-delhi-6fca589a5895501b7d9eb9a7e85bd123" target="_blank" rel="noopener external">broke out</a> between demonstrators and police on Wednesday, leaving a dozen officers injured and a 21-year-old protester dead.</p>

										<content:encoded><![CDATA[<p>American intelligence officials say that Russian president received treatment for advanced cancer in recent months.</p>
<p>Russian President Vladimir Putin underwent treatment for advanced cancer as recently as this April, according to a classified U.S. intelligence report leaked to Newsweek.</p>
<p>The outlet also reported that Putin survived an assassination attempt in March, which was said to have originated from the Caucasus Mountain region.</p>
<p>“Putin’s grip is strong but no longer absolute,” a senior U.S. intelligence official told Newsweek.</p>
<p>“The jockeying inside the Kremlin has never been more intense during his rule, everyone sensing that the end is near.”</p>
<p>But the intelligence officials acknowledged that the speculation over Putin’s health could be a case of “wishful thinking.”</p>
<p>Previous American intelligence about Iraqi dictator Saddam Hussein and terrorist Osama bin Laden being terminally ill turned out to be false.</p>
<p>“Is Putin sick? Absolutely. But we shouldn’t let waiting for his death drive proactive actions on our part,” an intelligence official told Newsweek.</p>
<p>“A power vacuum after Putin could be very dangerous for the world.”</p>
<p>Several of the officials cited Putin’s decision to keep physical distance from French president Emmanuel Macron during his February 2022 visit to Moscow — which saw Macron seated at the opposite end of a long table, as far as possible away from Putin — as evidence of Putin’s physical decline and paranoia about his health.</p>
<p>However, some have said that the distance was not related to health concerns, but rather an intentional decision Putin made to visually demonstrate his distrust of Macron and the West.</p>
<p>Just ten days later, Putin warmly embraced Brazilian President Jair Bolsonaro when he visited Moscow, and seated the man directly next to him in a meeting.</p>
<p>Two months earlier, in December 2021, Putin hugged Indian Prime Minister Narendra Modi during a visit to New Delhi.</p>
<p>In October 2021, Putin shook hands with Israeli Prime Minister Naftali Bennett when he visited Russia, and touched Bennett’s arm throughout the trip.</p>

An Indian media report, without naming Pakistan or China, called the road strategically crucial because it was “untraceable by the enemy”.</p>

<p class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">India’s renewed infrastructure push was always likely to attract criticism from Beijing as it marks a break from New Delhi’s earlier strategic thinking, according to defense analyst Rohit Vats, whose research interests include infrastructure development along the country’s border areas.</p>

<p class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">“India deliberately did not create strong border infrastructure until the mid-1980s, because the thinking was it [would] deny the Chinese access to sensitive areas, in case of an invasion,” he said.</p>

<div class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">Vats said this mindset began to change as border stand-offs between Chinese and Indian troops increased in frequency, becoming a near-annual event between 2013 and 2017 – the year of a 72-day stand-off on the Doklam Plateau that was fueled by New Delhi’s opposition to a Chinese attempt to build a road in a region claimed by Bhutan.</p>

<p class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">“India realized that this [old mindset] was a double-edged sword because it also ended up impeding its own troop movements and the ability to mobilize troops quickly,” Vats said.</p>

<p class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">There are supposed to be 73 “Indo-China border roads” that can be used year-round, according to a parliamentary report on the subject last year. But as of last February, only 34 were operational – the report found the other 39, earmarked for completion by 2012, had yet to open.</p>

<p class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">This poor completion record has led to incidents where Indian troops have found the road they were travelling on “stopped a few kilometres short”, Vats said – hampering effective mobilization and requiring expensive air drops of equipment and personnel.</p>

<p class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">Which is partly why new road infrastructure has proved so contentious amid the recent tensions.</p>

<p class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">A new 255km road on the Indian side of the LAC that connects Darbuk in Leh with the military outpost at Daulat Beg Oldi has invited close scrutiny from the Chinese as it and other infrastructure projects in the Galwan Valley and near Pangong Tso “are regarded by China as encroaching or inching forward towards what China believes is its legitimate territory,” Sun from the Stimson Center said.</p>

<p class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">In spite of China’s opposition, India seems unwilling to back down on its road building. Modi, speaking at the inauguration of the new tunnel on October 2, said that border infrastructure was “being developed with full impetus and great speed”.</p>

<p class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">“Connectivity in border areas is directly related to security-related issues of the country. The union government is giving utmost emphasis on the development of border infrastructure,” he said.</p>

<p class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">Still, New Delhi must do a lot more, according to Phunchok Stobdan, a foreign policy specialist and the founding president of the Ladakh International Centre in Leh.</p>

<p class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">“India needs more ambitious strategies for Ladakh and to look at it as a launch pad for a greater outreach to central Asia and East Asia, for connectivity, roads, communications, fuel supply among others,” he said.</p>

<p class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">The government is reportedly working on creating more all-weather road links to Ladakh, including a new 13.5km tunnel to avoid a high pass on the Manali-Leh route that is often hit with heavy snowfall in winter.</p>

<p class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">Yet this is only likely to spark more tensions with China, according to Sun.</p>

<p class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">“If India’s perception is that it can consolidate legitimacy through repeating or advancing infrastructure, then there is all the more reason for China to stop it,” she said in the webinar.</p>

<p class="generic-article__body article-details-type--p content--p" data-v-34c96735="" data-v-4f90c650="">Indian defense analyst Vats, on the other hand, said New Delhi was likely to push ahead with its infrastructure projects, having previously been lulled into a “false sense of complacency” by the border agreements that the countries signed.</p>
