<p>Dozens of bodies zipped up in black bags were seen piled up outside the Kahrizak Forensic Medical Center near Tehran as relatives desperately tried to identify their slain loved ones over the weekend.</p>

										<content:encoded><![CDATA[<h4 class="underline">Islamic Republic’s supreme leader says Trump, who’s threatened to hit Iran if demonstrators are killed, has hands ‘stained with the blood of Iranians’ and will be ‘overthrown’</h4>
<p>Iran’s supreme leader signaled Friday that security forces would crack down on protesters after they screamed from windows and marched through the streets overnight, directly challenging US President Donald Trump’s pledge to support those peacefully demonstrating.</p>
<p>Supreme Leader Ayatollah Ali Khamenei dismissed Trump as having hands “stained with the blood of Iranians” as supporters shouted “Death to America!” in footage aired by Iranian state television.</p>
<p>Protesters are “ruining their own streets to make the president of another country happy,” Khamenei said, referring to Trump. There was no immediate response from Washington, though Trump reiterated his pledge to strike Iran if protesters are killed.</p>

<p>JEDDAH: Iranian police opened fire with live ammunition and tear-gas canisters early on Sunday as protests against the Tehran regime turned violent.</p>
<p>The shots rang out when about 500 young people gathered in the main square and outside a mosque in the southwestern city of Khorramshahr in a demonstration against water shortages and pollution.</p>
<p>Khorramshahr has been the scene of demonstrations for the past three days, along with the nearby city of Abadan. State television showed banks with broken windows and footage of a demonstrator armed with a rifle.</p>
<p>Police fired tear gas as protesters set fire to a bridge, and to a garden surrounding a museum which is a memorial to the Iran-Iraq war.</p>
<p>The protests were the latest outbreak of unrest throughout Iran, following demonstrations and strikes in Tehran last week over economic mismanagement.</p>
<p>Iran has been facing mounting economic woes since the United States in May pulled out of a 2015 accord between Tehran and world powers that had lifted international sanctions in exchange for curbs on the Islamic republic’s nuclear program.</p>
<p>Iran’s currency has plunged almost 50 percent in value in the past six months against the US dollar and inflation is on the rise.</p>
<p>Traders in Tehran’s Grand Bazaar held a rare strike on Monday against the collapse of the rial.</p>
<p>Brief scuffles also broken out on Monday between protesters and police in the capital.</p>
<p>“Iran is experiencing a major political earthquake again,” said the Iranian-American political scientist and Arab News columnist Dr. Majid Rafizadeh.</p>
<p>“The fault lines in these protests are crystal clear,” he told Arab News. “On the one side, we have the theocratic regime and its suppressive forces; and on the other, we have the Iranian people who are protesting for political and economic reasons.</p>
<p>“The growing scope of the protests across Iran’s cities and towns highlight that the Iranian people are fearless, courageous, and fed up with the political establishment. The regime is facing a significant threat to its hold on power.</p>
<p>“There are several similarities with the run-up to the 1979 revolution. The middle class is joining the labor and worker class. Furthermore, many of the merchants and traders, the conservative base of the Islamic Republic, continue to demonstrate against the ruling establishment. And more people from the capital are coming on to the streets. These are major factors that are required for a revolution.”</p>
<p>The Iranian-American political commentator Camelia Entekhabifard told Arab News: “Poverty and massive dissatisfaction with the inefficiency of the system and financial and administrative corruption in Iran are the main causes of the protests and unrest in Khorramshahr.</p>
<p>“Asieh Bakeri, the daughter of an Iran-Iraq war hero from Khorramshahr, said on Twitter that no sound hurt her heart so much as the sound of gunfire she heard on the video footage from the city. Today, the regime is on one side and all the Iranian people, from Mashhad to Tehran and Khorramshahr, are on the other.”</p>
<p>Vice President Eshagh Jahangiri said in statements broadcast on state television that Iran is suffering from several problems, not just US sanctions.</p>
<p>Among Iran’s “woes,” he cited its dependence on oil revenues along with a weak private sector and a fragile banking sector.</p>
<p>Industry Minister Mohammad Shariatmadari told a news conference in Tehran on Saturday that the situation was not “critical” but “special.”</p>
<p>He urged foreign firms working in Iran to resist US “threats” of sanctions and to continue doing business in the country.</p>

<p>Iran has announced the new deadline it expects European nations to meet if they are to uphold the nuclear agreement and salvage it after US President Donald Trump&#8217;s withdrawal from the pact between Tehran and world powers earlier this month.</p>
<p>&#8220;The EU&#8217;s adopted mechanisms&#8230;should be enforced by August 8, when U.S. sanctions begin to take effect,&#8221; Iranian TV quoted Behrouz Kamalvandi, spokesman for Iran&#8217;s Atomic Energy Organization, as saying.</p>
<p>The European Union has moved to reassure Iran that it remains committed to upholding the nuclear pact that traded limits on its nuclear programme in return for the lifting of crippling international sanctions on the Iranian economy.</p>
<p>EU energy chief Miguel Arias Canete delivered the message on a visit to Tehran and also said the 28-nation EU, once the biggest importer of Iranian oil, hoped to strengthen trade with Iran.</p>
<p>&#8220;We have sent a message to our Iranian friends that as long as they are sticking to the (nuclear) agreement the Europeans will&#8230;fulfill their commitment. And they said the same thing on the other side,&#8221; Mr Arias Canete, European Commissioner for energy and climate, told reporters after talks with Iran&#8217;s nuclear chief Ali Akbar Salehi.</p>
<p>Mr Salehi said it would be disastrous if EU efforts fail to preserve the 2015 deal, in which Tehran agreed to curb its nuclear work in return for the lifting of most Western sanctions. &#8220;The ball is in their (EU leaders) court,&#8221; Mr Salehi said. &#8220;We hope their efforts materialise&#8221;.</p>
<p>The European Union took formal steps Friday to shield its firms from US sanctions on Iran as part of efforts to save the international nuclear deal with Tehran.</p>
<p>EU leaders meeting Thursday in Bulgaria gave the European Commmission, the bloc&#8217;s executive arm, the all-clear amid a deepening rift with Washington.</p>
<p>The commission said Friday it &#8220;launched the formal process to activate the blocking statute by updating the list of US sanctions on Iran falling within its scope&#8221;.</p>
<p>The commission said it hopes the statute will be in force before August 6 when the first batch of reimposed US sanctions take effect.</p>
<p>The EU promise to Iran has pitted Brussels against Washington after Mr Trump&#8217;s withdrawal.</p>
<p>US Secretary of State Mike Pompeo is to deliver a speech in Washington on Monday in which he will present his &#8220;diplomatic road map&#8221; for a new &#8220;security architecture&#8221; for dealing with the Islamic Republic.</p>
<p>The address will focus on the US&#8217; countering of Iran&#8217;s nuclear ambitions and its sponsorship of proxy groups across the Middle East, such as Shiite militia Hezbollah in Lebanon, the Shiite Houthi rebels in Yemen and Sunni militant group Hamas in the Gaza Strip.</p>
<p>&#8220;Our broad approach now that we’ve been emphasizing is that we need … a framework that’s going to address the totality of Iran’s threats,&#8221; Brian Hook, director of policy planning for the State Department, said on a conference call with reporters Friday.</p>
<p>&#8220;This involves a range of things around its nuclear program—missiles, proliferating missiles, and missile technology, its support for terrorists, and its aggressive and violent activities that fuel civil wars in Syria and Yemen&#8221;.</p>

<p>There’s no broker: U.S. is sidelined, Russia not ‘in control’</p>
<p>There have been coups and revolutions, external invasions and proxy conflicts, but the Middle East hasn’t seen a head-to-head war between major regional powers since the 1980s.</p>

<p>There’s a growing risk that one is about to break out in Syria, pitting Israel against Iran.</p>

<p>The Islamic Republic’s forces are entrenching there, after joining the fight to prop up President Bashar al-Assad. The Jewish state, perceiving a direct threat on its border, is subjecting them to an escalating barrage of <a title="At Least 26 Killed in Missile Attack on Syria, Iranian Positions" href="https://www.bloomberg.com/politics/articles/2018-04-30/at-least-26-killed-in-missile-attack-on-syria-iranian-positions" target="_blank" rel="noopener">airstrikes</a>. Nobody expects those strikes to go unanswered.</p>

<p>The path to escalation is clear, and the rhetoric is apocalyptic. “We will demolish every site where we see an Iranian attempt to position itself,’’ Israel’s Defense Minister Avigdor Liberman told the London-based Saudi newspaper Elaph, adding that the Iranian regime is “living its final days.’’</p>

<p>In Tehran, Hossein Salami, deputy commander of the Revolutionary Guards, said that “100,000 missiles are ready to fly’’ in Israel’s direction, and warned they could bring about its “annihilation and collapse.’’</p>
<h3>Light a Match</h3>
<p>Iran and Israel have been exchanging threats for decades. What’s different now is that Syria’s civil war, which sucked in both countries, provides a potential battlespace &#8212; one that’s much closer to Jerusalem than to Tehran.</p>

<p>Israeli officials say there are 80,000 fighters in Syria who take orders from Iran. As they help Assad recapture territory, militiamen from Hezbollah have deployed within a few kilometers of the Golan Heights on Israel’s border. Iran has vowed to avenge its citizens killed by the Israeli airstrikes, and it has plenty of options for doing so.</p>
<p>It’s a tinderbox, says Ofer Shelach, a member of the foreign affairs and defense committee in Israel’s parliament. “I’m worried about the possibility that a match ignited in the Golan will light up a war going all the way to the sea.’’</p>
<p>Even more troubling is the absence of firefighters.</p>
<p>Israelis lament that Washington has become a <a title="Trump Is Staying in Syria, But America’s Enemies Hold the Cards" href="https://www.bloomberg.com/politics/articles/2017-11-22/trump-s-staying-in-syria-where-america-s-enemies-hold-the-cards" target="_blank" rel="noopener">bit-part player</a>, unable to impose a Syrian settlement that would guarantee its ally’s security. Absent that, “we can only represent our interests through force,’’ Shelach says.</p>
<h3>Able or Willing</h3>
<p>Far from tamping down tensions, President Donald Trump -– <a title="Israel Claims Proof of Secret Iran Plans for Nuclear Weapons (1)" href="https://www.bloomberg.com/politics/articles/2018-04-30/iran-hid-secret-nuclear-weapons-program-israel-s-netanyahu-says" target="_blank" rel="noopener">egged on</a> by Israel –- has been ramping them up. By threatening to withdraw next week from the international agreement to curb Iran’s nuclear program, he’s added another volatile element to the regional mix.</p>
<p>The only power with channels open to both sides, and the clout to play mediator, is Russia.</p>
<p>President Vladimir Putin’s intervention in 2015 to shore up Assad has left Russia as the <a title="Putin Is Now Mr. Middle East, a Job No One Ever Succeeds At (2)" href="https://www.bloomberg.com/politics/articles/2017-10-03/putin-is-now-mr-middle-east-a-job-no-one-ever-succeeds-at" target="_blank" rel="noopener">strongest actor</a> in Syria. Putin is seeking to impose a peace that would lock in his political gains, so he has every interest in averting any spread of the war.</p>

<p>But that doesn’t mean he’s able or willing to rein in Iran. While Russia has cordial ties with Israel, they’re likely outweighed by the confluence of interests with the Islamic Republic, whose ground forces were crucial to the success of Putin’s Syrian gambit. Repeatedly threatened with attack or regime-change by its enemies, Iran sees the sympathetic governments in Damascus and Beirut as providing strategic depth.</p>
<h3>‘Unstable, Unmanaged’</h3>
<p>Now, the Iranians in Syria have graduated from helping Assad to “building their strategic presence against Israel,’’ said Paul Salem, senior vice president at the Middle East Institute in Washington. “It appears that neither the Russians nor the Assad regime are in control or can limit these things,’’ he said. “The situation is highly unstable and highly unmanaged.’’</p>
<p>Iranians are so worried that they are piling their savings into <a title="Trump Ire Stokes Gold Trade in Iran as Rial Hits Record Low (2)" href="https://www.bloomberg.com/news/articles/2018-05-03/iranians-go-for-gold-amid-currency-turmoil-rising-u-s-tensions" target="_blank" rel="noopener">gold.</a></p>
<p>One test of Russia’s ability to manage it may come in southern Syria, where Islamic State and other jihadists and rebels still hold territory near Israel’s border &#8212; enclaves that are among the likely next targets for Assad’s advancing army.</p>
<p>“Before they do that, the Russians need to have an arrangement with the Israelis,’’ said Yuri Barmin, a Middle East expert at the Russian International Affairs Council, which advises the Kremlin. Russia is “willing to negotiate on the issue of Iran and Iran’s presence’’ in those regions, he said.</p>
<h3>‘It’s Shortsighted’</h3>
<p>That may not be enough to meet Israeli concerns, which extend far beyond the border.</p>

<p>Earlier in the Syrian conflict, Israel’s airstrikes typically aimed to destroy weapons convoys bound for Hezbollah in Lebanon. There’s been a significant change. Two strikes in the past month -– widely attributed to Israel, though the Jewish state doesn’t comment on such matters –- targeted permanent infrastructure used by Iran’s forces. Both took place deep inside Syrian territory.</p>
<p>“It’s shortsighted to look at it in terms of how many kilometers from the border Iran is sitting,’’ said Amos Gilad, who recently stepped down as director of political-military affairs at Israel’s Defense Ministry. “Iran cannot be allowed to base themselves militarily in Syria. And Israel is fully determined to prevent that.’’</p>
<p>To be sure, the goal could be achieved without a full-blown war. Salem, at the Middle East Institute, says the likeliest outcome is that Israel and Iran will avoid a conflict that neither really wants &#8212; though he says the risk that they’ll end up fighting is higher than at any time since the Israel-Hezbollah war in 2006.</p>
<p>And although hostilities have effectively begun with the airstrikes, many analysts say that they can be contained to Syria -– where Israel and Iran can square off without their allies necessarily being drawn into the fight.</p>
<h3>‘Never!’</h3>
<p>“Never!’’ said Liberman, when asked if clashes with Iran could lead to clashes with Russia. “There will be no confrontation with them.’’</p>
<p>In Beirut, Sami Nader of the Levant Institute for Strategic Studies said that Russia may not oppose an Israeli attack on Iranian positions in Syria, provided it doesn’t threaten to topple the Assad regime that is “the Russians’ main card at the negotiating table.” Barmin, the Kremlin adviser, said there’s plenty of daylight between the “diverging interests” of Russia and Iran.</p>
<p>So far, Russia’s response to Israeli airstrikes has been muted. But after the U.S. bombed Syrian targets last month, to punish Assad for an alleged chemical attack, Russian officials <a title="Russian Missiles Alarm Israel, Stoking Risk of Next Syria Crisis" href="https://www.bloomberg.com/politics/articles/2018-04-19/new-russian-weapons-alarm-israel-may-trigger-next-syrian-crisis" target="_blank" rel="noopener">said</a> they may deliver state-of-the-art S-300 missile defense systems to Syria. That would pose new risks for the Israeli air force -– and increase the chance of a flashpoint.</p>
<p>Half a century ago, Israel launched a surprise attack against its Arab enemies. A few years later, in 1973, the tables were turned. In both cases, one of the combatants consciously opted for war.</p>
<p>But that’s not how Israel’s more recent conflicts have started, says Shelach. “It always happened because the situation escalated, deteriorated, without any of the sides making a decision.’’</p>
<p>And that’s the risk he sees now, with no obvious off-ramp.</p>
