Japan’s new amphibious rapid deployment brigade training on Saturday, April 7.

(CNN) The Chinese government has reacted warily to the establishment of a new Japanese amphibious special unit, designed to repel invasions on Japan’s remote islands.

Japan and China have a long history of territorial disputes over islands in the East China Sea, in particular a rocky, uninhabited island chain known as the Diaoyu Islands in Beijing and the Senkaku in Tokyo.

The Japanese Self Defense Force debuted their newly formed Amphibious Rapid Deployment Brigade (ARDB) on Saturday, at a military display near Sasebo, on the southwestern tip of Kyushu Island.

Japan’s new amphibious rapid deployment brigade training on Saturday, April 7.

About 1,500 members of the new unit conducted a public exercise, camouflaged with khaki stripes, imitating recapturing a Japanese island from an invading army.

The unit gives Japan its first marine troops since World War II.

In an editorial on Sunday, Chinese state media tabloid Global Times said Asia needed to watch Japan’s “militarism revival.”

“Some question if the Japanese government may consider using safeguarding territorial integrity as an excuse to revive militarism, to which regional countries must stay on high alert,” the article said.

Tensions have regularly flared between China and Japan over the islands in the East China Sea, including in 2017 when three Chinese Coast Guard ships sailed near to the islands, sparking a diplomatic
war of words.

Chinese Foreign Ministry spokesman Geng Shuang said Monday Japan’s military moves were being followed closely by their Asian neighbors “for historical reasons.”

Relations between Beijing and Tokyo have been strained since the end of the Second World War, stemming from the Japan’s wartime occupation of mainland China.

Japan’s amphibious forces growing.

The new Japanese unit was announced by Defense Minister Itsunori Onodera at the Ministry of Defense on March 31, who said it would be composed of about 2,100 personnel.

“In the event of an invasion of a remote island, its task will be promptly landing on the island and regaining and securing it,”

Onodera said at a press conference.

Split into two amphibious deployment regiments, the unit is equipped with amphibious vehicles and will continue training with US military forces, a Japan Self Defense Forces press release said.

China sails into disputed waters, prompting protest by Japan

Defense Minister Onodera added the brigade would continue training with US-built military aircraft, the V-22 Ospreys, which can be used for long-range flights and take off and land like helicopters.

Japan’s naval forces also have ships well-suited to amphibious operations, including its helicopter destroyers, four of which have been commissioned in the past decade.

Those ships, which look a lot like a small aircraft carrier, could be configured to carry stealthy F-35B fighter jets, which can land vertically. They are also platforms that accommodate the V-22.

Despite the activation of the new unit and the hardware supporting it, Japan’s marines are far from being an effective fighting force, according to Grant Newsham, senior research fellow at the Japan Forum for Strategic Studies.

Newsham said in a blog post Japan must be able to integrate the marines with its air and naval forces.

“Amphibious operations are complex, effectively three-dimensional as they involve operations afloat, ashore, and in the air,” Newsham wrote on the Japan Forward website. If other branches can’t deliver and protect a landing force, it won’t accomplish its mission, he said.

The Chinese government has repeatedly said it would be prepared to defend the islands claimed by Beijing in the East China Sea if they were taken by force.

On March 31, Chinese Foreign Ministry spokesman Lu Kang called on Japan to “adopt a correct historical view” after the government approved a series of education textbooks labelling the Senkaku Islands as undisputed Japanese territory.”

China resolutely defends its territorial sovereignty and any attempt to infringe upon China’s sovereignty over Diaoyu Islands will be futile,” Lu said according to Xinhua.

Japan’s military revival

Japanese Prime Minister Shinzo Abe has long sought to change his country’s pacifist constitution, adopted after the Second World War, to allow Japan to maintain armed forces.

In May 2017, Abe said he wanted to have the constitution altered and a new version in place by 2020. “I strongly wish to make 2020 the year that the reborn Japan will make a new start,” he said at the time.

Japanese leader sets 2020 deadline for changing pacifist constitution.

In recent years, aggressive actions by North Korean leader Kim Jong Un, including firing missiles over Japanese territory, have given Abe’s complaints about the constitution a sense of urgency.

Currently Japan has a military known as the Self-Defense Forces, but the constitution bars it from “the threat or use of force as means of settling international disputes.”

Despite the constitution and its restrictions, Japan maintains one of the strongest armed forces in the world, according to analysts.

But Japan’s military revival is controversial in the Asian region, particularly in China and South Korea, due to deep sensitivities about the country’s role in World War II.

Speaking on Monday, a rival to Abe inside his Liberal Democratic Party warned against a hurried push towards revising the constitution, saying the ruling party needed to consider “how we distribute our political energy,” according to local media.

South Korean President Moon Jae-in sought to find common ground with Russian counterpart Vladimir Putin to prevent the situation on the Korean peninsula from spinning out of control.

“If we fail to stop North Korea’s provocations now, it could sink into an uncontrollable situation,” Moon said in opening remarks before a meeting with Putin in Vladivostok, Russia, on Wednesday. “I want to seek a fundamental solution to resolve the North Korea nuclear problem here.”

Putin, who derided increased sanctions as “useless and ineffective” a day earlier, said that he welcomed the opportunity to discuss North Korea with Moon.

“There’s no point in giving into emotions and backing North Korea into a corner,” Putin said. “More than ever now we need to show restraint and avoid any steps that could escalate tensions.”

Russia and China both hold vetoes on the United Nations Security Council, which is considering new sanctions against Kim Jong Un’s regime after it conducted its sixth and most powerful nuclear test on Sunday.

“They’ll eat grass, but they won’t abandon their program unless they feel secure,” Putin told reporters Tuesday at an emerging markets summit in Xiamen, China, which was hosted by his Chinese counterpart Xi Jinping.

Stocks fell in most Asian markets on Wednesday as nations grapple with how to deal with North Korea’s escalating provocations. The yen was near its strongest level for the year and U.S. Treasury yields were at their lowest since the aftermath of Trump’s November election win.

North Korea has been seen readying another launch of an intercontinental ballistic missile that could come before it marks the anniversary of its founding on Sept. 9. Kim claimed on Sunday that he could fit a warhead onto an ICBM capable of striking the continental U.S.

President Donald Trump, who has warned North Korea of “fire and fury” if it continues threatening the U.S., plans to speak Wednesday evening with Xi, the White House said in a statement. Trump has threatened to cut off trade with all countries that do business with North Korea, a group that includes China.

Japanese Prime Minister Shinzo Abe also plans to visit Vladivostok for talks with Moon and Putin. He told reporters in Tokyo on Wednesday that he wants North Korea to understand it has “no bright future” if it continues on its current path.

China has been considering closing a customs post along the border with North Korea, according to the Daily NK, a Seoul-based website that says it gathers information from informants inside the isolated nation. The Quanhe customs house in Yanbian Korean Autonomous Prefecture, near the Russian border, is the second biggest of nine posts between China and North Korea.

Read here about the options for dealing with North Korea

South Korea is watching closely for any radiation leaks after North Korea detonated its nuclear device, Unification Ministry spokesman Baik Tae-hyun said in a briefing Wednesday. The nation’s nuclear safety commission said it hadn’t detected any so far.

Additional launchers for the U.S. missile shield known as Thaad will be installed in South Korea on Thursday afternoon, Yonhap News reported, citing activists at the site. Moon had previously sought to delay its deployment.

Commercial satellite imagery, obtained the day after the test, appears to show numerous landslides throughout the nuclear test site and beyond, according to an analyst report on the 38 North website. The report said there doesn’t appear to be any evidence of a collapse crater.

Japan Nukes

Meanwhile in Tokyo, ruling party heavyweight Shigeru Ishiba said Wednesday on a TV show that Japan should review its policy of not allowing the U.S. to bring atomic weapons into its territory, according to Kyodo News. This would strengthen the deterrence provided by the alliance with the U.S. in the face of the North Korean threat, the lawmaker said.

Top government spokesman Yoshihide Suga said that Japan was gathering information on North Korea’s electromagnetic pulse attack development.

Hours after detonating the device, North Korea’s state-run news agency called it a “thermonuclear nuke with great destructive power which can be detonated even at high altitudes for super-powerful EMP attack according to strategic goals.”

Japan’s Defense Minister Itsunori Onodera said Wednesday that the explosion was 10 times more powerful than the bomb that devastated Hiroshima in the final days of World War II.

JAPANESE fighter jets scrambled to intercept Chinese bombers in a major provocation as tensions in the region escalate over the North Korea crisis.

The air force were scrambled to three regions near Okinawa, Japan’s defence ministry revealed.

The alert came when Chinese H-6 bombers flew towards their neighbour’s boundary.

Officials revealed it is the first time the bombers have flown between Okinawa’s main island and Miyako Island.

While not a violation of the Japanese airspace, the ministry described the incident as a provaction and Tokyo defence minister Itsunori Onodera has raised the issue with Beijing.

He told reporters: “It was the first time we have recorded Chinese military aircraft flying this route.

“We expressed our concern through diplomatic channels.”

A spokesman for the defence ministry said the bombers may have been gathering intelligence.

It comes as Japan holds drills ahead of North Korea’s provocations and ballistic missile tests.

China has kept a distance from the crisis, apart from promising to reduce trade to the hermit state.

North Korea has increased efforts to produce parts for a new nuclear reactor it is building while continuing to operate the main existing one that provides fuel for its atom bombs, the UN nuclear watchdog has said in an annual report on Friday.

BRIDGEWATER, N.J. — President Trump threatened on Tuesday to unleash “fire and fury” against North Korea if it endangers the United States as tensions with the isolated nuclear-armed state grow into perhaps the most serious foreign policy challenge yet in his young administration.

“North Korea best not make any more threats to the United States,” Mr. Trump told reporters at his golf club in Bedminster, N.J. “They will be met with fire and fury like the world has never seen. He has been very threatening beyond a normal state and as I said they will be met with fire and fury and frankly power the likes of which this world has never seen before.”

The president’s comments came as North Korea earlier in the day escalated its criticism of the United States, as well as its neighboring allies, by warning that it will mobilize all its resources to take “physical action” in retaliation against the latest round of United Nations sanctions.

The statement, carried by the North’s state-run Korean Central News Agency, was the strongest indication yet that the country could conduct another nuclear or missile test, as it had often done in response to past United Nations sanctions. Until now, the North’s response to the latest sanctions had been limited to strident yet vague warnings, such as threatening retaliation “thousands of times over.”

“Packs of wolves are coming in attack to strangle a nation,” the North Korean statement said. “They should be mindful that the D.P.R.K.’s strategic steps accompanied by physical action will be taken mercilessly with the mobilization of all its national strength.”

D.P.R.K. stands for the North’s official name, the Democratic People’s Republic of Korea.

North Korea’s statement on Tuesday appeared to defy efforts by both Washington and Beijing to defuse the tense situation.

On Monday, while attending a regional security meeting of foreign ministers in Manila, the United States’ secretary of state, Rex Tillerson, kept the door open for talks with North Korea, suggesting that the country should stop its recent string of missile launches to set the stage for negotiations over its weapons programs. At the same venue, Foreign Minister Wang Yi of China said he told his North Korean counterpart, Ri Yong-ho, that the North should stop carrying out nuclear and missile tests.

Incensed by the North’s two intercontinental ballistic missile tests last month, the United Nations Security Council adopted a new sanctions resolution over the weekend, the eighth since the country conducted its first nuclear test in 2006. Backers of the resolution said the new sanctions would cut North Korea’s meager annual export revenue by about a third, impeding its ability to raise cash for its weapons programs.

President Trump praised the sanctions in a tweet on Tuesday morning. “After many years of failure, countries are coming together to finally address the dangers posed by North Korea,” he said. “We must be tough & decisive!”

The sanctions ban member countries from importing coal, iron, iron ore, lead, lead ore and seafood from North Korea. They also prohibit member nations from hosting any additional workers from the North above their current levels. Washington called the restrictions “the most stringent set of sanctions on any country in a generation.”

But strong doubts remain over how rigorously China and Russia, the North’s two neighboring allies, will enforce the sanctions.

The sanctions also do not impair the North’s ability to import oil and export clothing and textiles that its workers produce for Chinese companies, although the sanctions ban new joint ventures with North Korea and any new investment in current joint ventures. Clothing and textile exports are a leading source of foreign currency for the impoverished country.

Officials and analysts still doubt that North Korea has mastered the technology needed to deliver a nuclear payload on an intercontinental ballistic missile. But its last ICBM test, conducted on July 28, alarmed Washington and its allies by demonstrating that missiles now could potentially reach much the continental United States.

“North Korea’s development of ballistic missiles and its nuclear program are becoming increasingly real and imminent problems for the Asia-Pacific region including Japan, as well as the rest of the world,” the Japanese government said in an annual threat assessment released on Tuesday. “It is possible that North Korea has already achieved the miniaturization of nuclear weapons and has acquired nuclear warheads.”

One of the last technical hurdles North Korea must clear is mastering the “re-entry” know-how to protect a small nuclear warhead as the missile crashes through the earth’s atmosphere.

The North’s fast-advancing missile capabilities have left its neighbors South Korea and Japan scrambling for ways to protect themselves. South Korea is racing to build up its monitoring and striking capabilities so that its radars and reconnaissance planes can track and neutralize North Korean missiles in pre-emptive attacks.

In March, a group of Japanese governing party lawmakers led by Itsunori Onodera, who became Japan’s new defense minister on Thursday, urged Prime Minister Shinzo Abe to consider acquiring the capability to hit enemy bases in what would be a drastic change in the country’s post-World War II pacifist defense posture, Reuters reported on Tuesday. Tokyo has so far avoided taking the controversial and costly step of acquiring bombers or cruise missiles with enough range to strike other countries.

“North Korea’s missile launches have escalated tensions both in terms of quality and quantity. I would like to study if our current missile defense is sufficient just with the Aegis destroyers and PAC-3,” the surface-to-air missile interceptors, Mr. Onodera said on Friday, according to The Associated Press.

In South Korea, some conservative politicians and analysts are calling for the reintroduction of American tactical nuclear weapons in South Korea to establish a “balance of terror” against the North. The United States withdrew all nuclear weapons from the South in the early 1990s, though it occasionally sends nuclear-capable bombers and submarines here in exercises.

On Tuesday, North Korea barely held back its disdain for its traditional allies, China and Russia, for acquiescing to American pressure to impose tougher sanctions.

“The recent sanctions resolution cooked up by the U.S. and its followers is an outcome of the horror and uneasiness of the U.S. taken aback by the might and mettle of the D.P.R.K.,” its statement said. “It is also the label of the weakness and servility of the riffraff who showed their hands in favor of adopting the resolution, as they are scared by the U.S.”

The statement did not mention China or Russia by name, only referring to “big countries” that it said abandoned their “creed, conscience and obligation” and voted for the sanctions to gain favor with President Trump.

Peter Baker reported from Bridgewater, N.J., and Choe Sang-Hun from Seoul, South Korea.
