TOKYO — A powerful 7.3 magnitude earthquake struck off the coast of Fukushima in northern Japan on Wednesday evening, triggering a tsunami advisory and plunging more than 2 million homes in the Tokyo area into darkness.

The region is part of northern Japan that was devastated by a deadly 9.0 quake and tsunami 11 years ago that also caused nuclear plant meltdowns.

The Pacific Tsunami Warning Center said there was no longer a tsunami threat though the Japan Meteorological Agency kept its low risk advisory in place. NHK national television said tsunami waves of 8 inches already reached shore in one area.

The Tokyo Electric Power Company Holdings, which operates the Fukushima Daiichi nuclear plant where the cooling systems failed after the 2011 disaster, said workers found no abnormalities at the site, which was in the process of being decommissioned.

Chief Cabinet Secretary Hirokazu Matsuno told reporters that there were also no abnormalities at two other nuclear power plants in the area.

The Japan Meteorological Agency said the quake hit at 11:36 p.m. at a depth of 36 miles below the sea.

Japan’s Air Self-Defense Force said it dispatched fighter jets from the Hyakuri base in Ibaraki prefecture, just south of Fukushima, for information gathering and damage assessment.

NHK said there were reports of fire, damage to buildings and falling rocks in Iitate town in Fukushima. There was no word on any casualties.

More than 2 million homes were without electricity in the Tokyo region serviced by TEPCO due to the quake, the utility said on its website. The quake shook large parts of eastern Japan, including Tokyo, where buildings swayed violently.

East Japan Railway Co. said most of its train services were suspended for safety checks.

Prime Minister Fumio Kishida told reporters that the government was assessing the extent of damage and promised to do its utmost for rescue and relief operations.

“Please first take action to save your life,” Kishida tweeted.

Matsuno said there were a number of emergency calls and local authorities were scrambling to assess damage.

“We are doing our utmost in rescue operations and putting people’s lives first,” he said.

He urged residents in the affected areas to use extra caution for possible major aftershocks for about a week.

TOKYO (Kyodo) — An earthquake with a magnitude of 6.5 rattled northeastern Japan on early Monday, but no tsunami warning was issued, the weather agency said.

The quake at 2:23 a.m. with its focus at a depth of 43 kilometers off Aomori Prefecture registered lower 5 on the Japanese seismic intensity scale of 7 in Morioka, Iwate Prefecture, a level of shaking described as frightening to many people and creating a need to hold onto something stable, the Japan Meteorological Agency said.

The strength of the temblor was revised upward from the initially reported magnitude 6.3.

The quake was also felt in part of Hokkaido, Japan’s northernmost main island. There were no immediate reports of injuries or major damage from the temblor.

No abnormalities were found in the nuclear power plants and affiliated facilities in the region.

Although there may be slight changes in sea levels in the Pacific coastal area of northeastern Japan, there is no danger for tsunami, the agency added.

At least 10 people were killed and 16 missing as a powerful typhoon slammed Japan, causing major flooding and landslides across the central and eastern parts of the country and leaving hundreds of thousands without power.

More than 120 people were injured as many areas were hit by record amounts of rainfall and violent winds, according to national broadcaster NHK. Officials urged residents to be on alert with evacuation orders remaining for about 5.9 million people across 17 prefectures, according to the Fire and Disaster Management Agency.

The heavy rain destroyed river banks throughout Japan — most seriously the Chikuma River in Nagano prefecture, northwest of Tokyo. Houses were flooded in the area, with NHK showing footage of collapsed bridges and residents being rescued by helicopter from rooftops.

Typhoon Hagibis, the biggest storm to hit Japan in decades, had moved away from the island by Sunday morning. It has been downgraded to a tropical storm, according to the Japan Meteorological Agency. At its peak, Hagibis was packing winds of up to 252 kilometers per hour.

More than 420,000 buildings across the country have lost electricity due to the typhoon, the Ministry of Economy, Trade, and Industry said in a statement.

Japan’s Chief Cabinet Secretary Yoshihide Suga said a total of eight local governments, including Tokyo and Nagano, have requested assistance from the country’s Self-Defense Forces.

The government will send Ryota Takeda, chairman of the National Public Safety Commission, to Nagano prefecture and Land Minister Kazuyoshi Akaba to Saitama prefecture, Suga said.

Across Japan, more than 800 domestic flights had been cancelled for Sunday as of early morning, according to NHK.

The area around Tokyo worked to return to normal on Sunday morning.

Heavy rain and flood warnings were lifted, and subways and most train services in the region resumed operations, NHK said. Bullet-train service heading west from the capital also was restored, according to Central Japan Railway.

Tokyo Disneyland planned to resume operations at noon after closing on Saturday.

Rugby World Cup organisers decided to go ahead with three out of four games scheduled for Sunday, including a closely watched contest between Japan and Scotland.

Evacuation orders were issued to more than 800,000 households in Tokyo on Saturday as super-typhoon Hagibis threatened power cuts and widespread flooding.

Storm surges and high waves have raised sea levels by more than a meter along some stretches of the coast, and waters in Tokyo Bay are up by 50cm, increasing the danger of severe flooding in the city center.

On Saturday the Japan Meteorological Agency issued a level-five warning, its highest level, and urged more than 45 million residents of Tokyo, Kanagawa, Saitama, Gunma, Yamanashi and Nagano prefectures to find a secure building or move to higher floors.

The warning came as it was reported that nine people were missing after a landslide in Gunma and flooding in Shizuoka. More than 80 have been reported injured.

Authorities have said they are planning to release water from the Shiroyama dam, 50km west of Tokyo, to reduce the risk of it bursting. They have urged residents of six nearby towns to protect themselves as discharging water into an area already experiencing torrential rain is expected to cause severe flooding. About 17,000 military personnel have been placed on standby for rescue operations.

The giant storm, which is 1,400km across and capable of producing 200km-an-hour gusts of wind, is being compared to 1958’s typhoon Ida, which wrought destruction across the Greater Tokyo area and eastern Shizuoka prefecture, killing 1,200 people.

However, the death toll is unlikely to be anywhere near as high this time thanks to Japan’s stringent building safety standards and comprehensive disaster warning systems.

Emergency alerts accompanied by loud chimes are being sent directly to tens of millions of smartphone users in the affected areas.

By Saturday morning roofs had been ripped off houses in Chiba prefecture. This area, immediately east and south of Tokyo, is still recovering from last month’s typhoon Faxai, which killed three people, injured more than 40, and left hundreds of thousands of homes without power.

On Saturday a 50-year-old man was killed in Chiba when his car was flipped over by the storm, while another person died after being washed away in a car, public broadcaster NHK said.

“When the winds suddenly hit, they blew the roof off my house,” a resident told NHK. “The noise was awful. One of my three children was injured and is now in a hospital.”

Adding to the danger of landslides, an earthquake measuring four in Chiba on the Japanese seismic intensity scale, whose highest grading is seven, hit the Pacific Ocean at 6:22 pm local time on Saturday.

Up to 60cm of rain is expected to fall in some areas by Sunday morning. Tokyo Disney Resort shut down on Saturday for the first time since the earthquake and resulting deadly tsunami in 2011 that killed nearly 20,000 people, while all bullet trains and most flights in and out of the greater Tokyo area and its surrounding prefectures were canceled.

The Tokyo metropolitan government has opened an evacuation center in Tokyo’s Ueno district for foreign tourists stranded by the shutdown. Organizers canceled Saturday’s qualifying session for the Suzuka grand prix, although the race is expected to take place on Sunday afternoon.

The England v France World Cup Rugby game, due to having been played in Yokohama on 12 October, was canceled the previous day. A decision on Sunday’s match between Japan and Scotland was due following an inspection scheduled late on Saturday night.

Scotland, who will be eliminated from the World Cup if the match is canceled, want the game to be switched to Monday.

“Right from the get-go, we said we would play any place, anywhere, behind closed doors, in full stadiums,” said Scottish Rugby’s chief executive, Mark Dodson.

A magnitude 6.8 earthquake struck off northwestern Japan on Tuesday, triggering a two-hour tsunami advisory for three prefectures in the region.

The Japan Meteorological Agency said the quake struck Tuesday night at 10:22, or 9:22 a.m. EDT, 30 miles southwest of Sakata and more than 6 miles below the surface. Sakata is about 200 miles north of Tokyo.

Officials in Murakami, a city of 60,000 people in Niigata Prefecture, told Japan’s Kyodo news service the quake rumbled for about a minute.

Chief Cabinet Secretary Yoshihide Suga said several minor injuries were reported in Niigata and Yamagata, but no serious ones. He urged residents to be prepared for possible aftershocks.

City officials were moving coastal residents to higher ground as a precaution, Tsuruoka city crisis management official Takehiko Takahashi said.

Some train lines suspended operations, and Tohoku Electric said about 8,200 homes and businesses were without power. No problems were reported at the Kashiwazaki-Kariwa, a nuclear plant in the region.

NHK TV station showed broken glasses and dishes scattered on the floor of a bar in Tsuruoka after customers rushed out, leaving behind their half-eaten food on the counter.

The tsunami advisory was for Yamagata, Niigata and Ishikawa prefectures. Japan Meteorological Agency said the first small wave of tsunami reached Awashima Island in Niigata Prefecture at 11:05 p.m. The wave reached Sakata in Yamagata Prefecture a short time later before the tsunami advisory was lifted.

Earthquakes are not uncommon in Japan, and the coastal region in Niigata has been shaken by major quakes in the past. A magnitude 6.6 quake in 2007 killed 11 people and injured 1,000.

In 2011, Japan was rocked by the magnitude 9.0 Great East Japan Earthquake. It triggered a massive tsunami that flooded more than 200 square miles of coastal land. More than 15,000 died in the disaster, and two nuclear power plants were severely damaged and have not been in operation since.

The volcano has been showing weak to strong ash emissions since the beginning of the month.Despite these recent earthquakes, there is no suggestion it will lead to the volcanoes erupting, as only a few historic large regional earthquakes – greater than magnitude 6 – are considered by scientists to be related to an eruption or unrest at a nearby volcano. As the earthquakes measured at these volcanoes have been magnitude 2 or less, it is not expected to lead to volcanic eruptions.
