<p class="ContentPageBodyParagraph-module__paragraph--block ContentPageBodyParagraph-module__paragraph--size-medium--spacing-normal">At a solemn ceremony at the Panthéon to mark the 150th anniversary of the (re-)birth of the Republic, president Macron chose a 59-year-old anti-Brexit British expatriate to be one of five newly naturalised French citizens emblematic of what it means to become French. Macron does nothing without gauging its historical and political theatre. Coming just days before the eighth and final round of Brexit negotiations, here was Macron thumbing his nose at Britain and signalling his intention to return to the Brexit arena. What will this mean for the Brexit negotiations?</p>
<p class="ContentPageBodyParagraph-module__paragraph--block ContentPageBodyParagraph-module__paragraph--size-medium--spacing-normal">First it will see Michel Barnier increasingly sidelined. Barnier is, after all, a mere EU functionary whose brief was drafted before Covid and which he has very legalistically stuck to. Unsurprisingly, when Barnier was asked this week on French radio about this prospect he gave the functionary’s stock response: ‘I negotiate in the name of the 27 heads of state and government, who have confidence in me.’</p>
<p class="ContentPageBodyParagraph-module__paragraph--block ContentPageBodyParagraph-module__paragraph--size-medium--spacing-normal">But in Macron’s eyes, Barnier’s work is all but done. And Macron is ruthless when it comes to achieving his political aims. Barnier has directly experienced this when the Frenchman stood to replace Jean-Claude Juncker as president of the European Commission, but was sharply pushed aside by Macron in the greater interests of Franco-German harmony.</p>
<p class="ContentPageBodyParagraph-module__paragraph--block ContentPageBodyParagraph-module__paragraph--size-medium--spacing-normal">Second, Macron will intensify backroom negotiations with EU leaders to determine where concessions can be made and where not. To oversimplify, his strategy will proceed thus. He will begin with Germany, moving on to the ‘southern’ EU states like Italy and Spain who will clearly benefit most from Macron’s lead on debt mutualisation. They are beholden to him and remain so, as debt mutualisation negotiations are not finalised, particularly on the thorny question of paying down the common debt.</p>
<p class="ContentPageBodyParagraph-module__paragraph--block ContentPageBodyParagraph-module__paragraph--size-medium--spacing-normal">Only then will he turn to the ‘northern states’. Here he will have a trickier game to play, because the likes of the Netherlands, Sweden, Denmark, Finland are by tradition more sympathetic to London and tend to trade more with the UK. As for convincing the central and eastern European states, Macron will have his toughest job, for here he is not liked for his lesson-giving and programme for greater EU integration on his terms.</p>
<p class="ContentPageBodyParagraph-module__paragraph--block ContentPageBodyParagraph-module__paragraph--size-medium--spacing-normal">Third, simply put, Britain’s diplomatic strategy will be to work the European chancelleries in reverse order to France’s. But key ‘swing’ states for London (and Paris) will be the Netherlands and Germany. The former because in the EU they have assumed Britain’s old role of saying ‘No’ to largely French deeper integration reforms. Macron – in typical fashion – irritated the Dutch prime minister Mark Rutte in the intense debt mutualisation negotiations in June, casting his country as the stingy opponents of EU solidarity and even portraying Rutte as David Cameron for his ‘obstructionist’ position vis a vis the EU. Given Dutch historical sympathy to Britain and Euroscepticism, there is mileage here for British diplomacy.</p>
<p class="ContentPageBodyParagraph-module__paragraph--block ContentPageBodyParagraph-module__paragraph--size-medium--spacing-normal">What then of Germany? Franco-German solidarity notwithstanding, Berlin cannot be counted on to toe the hard Macron line in squeezing Britain. Germany’s position in relation to France and Britain is highly ambiguous and sensitive. The late European historian Tony Judt perfectly – yet cruelly – encapsulated the Franco-German post-war relationship as based on the principle, &#8216;You pretend not to be powerful, and we pretend not to notice that you are&#8217;. And for obvious historical reasons of a very different order, the German-British relationship is particularly sensitive for Germany. Angela Merkel will not wish to sour her successful chancellorship by bequeathing sharply antagonistic relations with Great Britain to her successors.</p>
<p class="ContentPageBodyParagraph-module__paragraph--block ContentPageBodyParagraph-module__paragraph--size-medium--spacing-normal">Finally, what will Macron’s next step be after the backroom diplomacy? It is instructive to note that the second recently naturalised French citizen Macron chose to highlight at the Panthéon was Lebanese. The French president has been directly and <a class="Hyperlink2-module__link--political Hyperlink2-module__link--political--underline" href="https://www.spectator.co.uk/article/meddling-macron-won-t-do-lebanon-any-favours" target="_blank" rel="noopener noreferrer">unabashedly interventionist</a> in Lebanese politics of late even dictating the date, terms and programme of a future government of this otherwise independent state.</p>
<p class="ContentPageBodyParagraph-module__paragraph--block ContentPageBodyParagraph-module__paragraph--size-medium--spacing-normal">On past form, Macron will not be able to restrain himself from some grandiloquent, historically themed, warning to the UK that she must accept the EU’s terms. That will probably come around 15 October and the European Council summit. But this will be largely Macronian theatre.</p>
<p class="ContentPageBodyParagraph-module__paragraph--block ContentPageBodyParagraph-module__paragraph--size-medium--spacing-normal">For in reality, much points to Macron, if not French diplomacy, having almost come to accept that this time Britain is serious about not being ‘a vassal state’ of the EU. It is noteworthy that <em class="ContentPageBodyEm-module__em"><a class="Hyperlink2-module__link--political Hyperlink2-module__link--political--underline" href="https://www.lemonde.fr/international/article/2020/09/06/brexit-le-negociateur-britannique-promet-que-le-royaume-uni-ne-sera-pas-un-etat-vassal-de-l-europe_6051155_3210.html" target="_blank" rel="noopener noreferrer">Le Monde</a></em> – still occasionally the mouthpiece of the French executive – carried two articles setting out with uncustomary fair-mindedness, Boris Johnson’s explanation for the 15 October deadline, as well as David Frost’s salient points from his interview in the <em class="ContentPageBodyEm-module__em">Mail on Sunday</em> insisting on Britain’s post-Brexit sovereign status. That interview will have connected with Macron for its Gaullist overtones and principles that the French president himself highlighted in London on 18 June to celebrate the General’s famous resistance speech.</p>
<p class="ContentPageBodyParagraph-module__paragraph--block ContentPageBodyParagraph-module__paragraph--size-medium--spacing-normal">It is not only Boris Johnson who wishes ‘to move on’ from Brexit. In November, president Macron will return to London for the tenth anniversary of the Lancaster House treaties that confirmed and deepened already close Franco-British foreign and security cooperation. This is one tangible reason why Macron cannot allow a militarily overstretched France to descend into hostile relations with the UK.</p>

<p>Last month, the German Chancellor ruled out pursuing a top job within the European Union after announcing her shock decision to stand down as leader of the Christian Democratic Union in Germany.</p>
<p>She told senior leaders within the CDU that she won’t be running for a number of senior positions within the EU after the upcoming European elections next year.</p>
<p>Mrs Merkel is keen for a German to be propelled into a number of the EU’s most senior positions when Jean-Claude Juncker’s European Commission presidency ends next year.</p>
<p>The German has championed Manfred Weber as the European People’s Party ‘Spitzenkandidaten’, instead of pushing herself for the role.</p>
<p>She has set her heart on German leadership of the powerful Brussels executive, prioritising it over the power of the European Central Bank.</p>
<p>A senior source in Berlin said: “The EU Commission rather than the ECB is the top priority for Merkel.”</p>
<p>Her shock admission comes as Mrs Merkel also revealed to CDU officials that she will not seek re-election as party chairwoman at its conference in early December.</p>
<p>Despite intending to continue her reign in charge of Germany, Mrs Merkel told close allies that she will not seek re-election as Chancellor or as an MP in the next German general election in 2021.</p>
<p>This brings an end to her 18-year tenure in the role as CDU chairwoman and will trigger a race within the party to succeed her as Chancellor.</p>

										<content:encoded><![CDATA[<p>WASHINGTON (Reuters) &#8211; The United States signaled on Thursday it is set to push ahead on trade talks with Canada and Mexico after agreeing to suspend hostilities over tariffs with Europe in a fragile deal that may clear the way for renewed pressure on China.</p>
<p>A surprise deal struck on Wednesday will see Washington suspend the imposition of any new tariffs on the European Union, including a proposed 25 percent levy on auto imports, and hold talks over tariffs on imports of European steel and aluminum.</p>
<p>The deal boosted share markets initially, and U.S. industrial shares were stronger on Thursday as fears of a trade war with Europe ebbed.</p>
<p>Both sides claimed victory in the deal, reached by Trump and European Commission President Jean-Claude Juncker in Washington. In return for the talks and a suspension of auto tariffs, the EU will import more soybeans and energy from the United States.</p>
<p>A White House official told Reuters that Juncker had shown greater flexibility than expected in the talks and that while there was no deadline for an overall deal, Trump retained the power to impose tariffs if progress was not made.</p>
<p>One key aspect of the agreement, according to the official who spoke on condition of anonymity, was that the two sides had agreed to work together to tackle China’s market abuses.</p>
<p>“They want to work together with us on China and they want to help us reform the WTO (World Trade Organization),” said the official, adding that the Europeans came into the talks “with a real positive spirit”.</p>
<p>Trump has announced a series of punitive tariffs on Chinese imports in a bid to halt a Chinese surge in high-technology industries that threatens to displace U.S. dominance. Both the U.S. and the EU charge that Chinese companies steal company secrets.</p>
<p>On the North American Free Trade Agreement talks with Canada and Mexico, Treasury Secretary Steve Mnuchin said he was “hopeful that we’ll have an agreement in principal in the near future.”</p>
<p>“Whether it’s one deal or two deals, so long as we get the right agreement, we’re indifferent,” Mnuchin told CNBC.</p>
<p>Trump and officials from his administration said the EU had given ground by agreeing to import more American goods and to hold talks on tariff reductions including on cars, an industry in which Trump has accused Europe of imposing heavy duties.</p>
<p>EU officials said little had been given away by Juncker and that Europe had emerged as the winner by getting Trump to defer the threatened car tariffs which would have hit European carmakers hard.</p>
<p>The deal was hailed by commentators in the United States and Europe for drawing back from an escalation in a trade war that had threatened to take the world back to the kind of protectionism not seen since the 1930s, although some cautioned the relief may be only temporary.</p>
<p>French President Emmanuel Macron appeared to challenge the deal, saying on Thursday he would not discuss agriculture in talks with the United States.</p>
<p>If it holds, the US-EU pact could allow both to focus on China, whose economic rise threatens both. Lawmakers in Washington on Thursday passed legislation to slow Chinese investment in U.S. companies. In Europe, alarm bells have been sounded over China’s growing economic influence there.</p>
<p>“U.S. and EU will be allied in the fight against China, which has broken the world trading system, in effect,” Trump’s economic adviser Larry Kudlow said. “President Juncker made it very clear yesterday that he intended to help us, President Trump, on the China problem.”</p>
<h3>CASUALTIES IN TRADE FIGHT</h3>
<p>Since taking office last year, Trump has implemented policies to restrict what he sees as unfair competition from other countries. He tore up an agreement to join a Pacific trade pact, has threatened to pull out of NAFTA, and imposed steel and aluminum tariffs aimed at China.</p>
<p>In an effort to rein in China’s high technology industries that he charges have stolen intellectual property from American companies, Trump has ramped up threats of tariffs on $50 billion worth of imports from China to $450 billion after China retaliated with its own duties on imports from the United States.</p>
<p>The impact has fallen mainly on U.S. farmers and Republican party lawmakers. A move by Trump to offset farmers’ losses with a $12 billion aid package drew criticism with farmers saying they wanted access to markets rather than subsidies.</p>
<p>U.S. Trade Representative Robert Lighthizer, a veteran of trade negotiations from former President Ronald Reagan’s administration in the 1980s who is Trump’s top trade official, told lawmakers in Washington that the United States could not afford to capitulate to China economically.</p>
<p>“I don’t think it’s a stupid fight,” Lighthizer said of the trade battle with China in heated exchanges in the Senate. “I don’t know a single person that has read this report that thinks it’s a stupid fight to say China should not be able to come in and steal the future of American industry.”</p>
<p>A more conciliatory tone emerged from Mnuchin, who told CNBC the United States was willing to reopen trade talks with China if Beijing was willing to make “serious changes,” as he said the EU had indicated it was willing to do.</p>
<p>In May, the United States and China initially appeared willing to strike a deal that would see China reduce its $350 billion surplus in the trading of goods by buying more U.S. agriculture and energy products.<br />

<p>That deal fell apart quickly and has been replaced with a rising tally of tariff retaliation that has led to Trump threatening tariffs on almost everything the United States imports from China.</p>
<p>China has threatened to retaliate dollar for dollar, and its refusal to sign off on regulatory approval caused a $44 billion deal from Qualcomm Inc (<span id="”symbol_QCOM.O_0”"><a href="https://www.reuters.com/finance/stocks/overview?symbol=QCOM.O">QCOM.O</a></span>) to buy NXP Semiconductors (<span id="”symbol_NXPI.O_1”"><a href="https://www.reuters.com/finance/stocks/overview?symbol=NXPI.O">NXPI.O</a></span>) to fall apart, a move that showed U.S. companies were being targeted unfairly, Mnuchin said.</p>

<p>Political and business leaders in Germany, Europe&#8217;s biggest economy, on Thursday welcomed a deal to defuse trade tensions between the U.S. and the European Union, but relief was tempered with caution that details must still be firmed up.</p>
<p>At a meeting in Washington on Wednesday, President Donald Trump and European Commission President Jean-Claude Juncker pulled back from the brink of a trade war over autos and agreed to open talks to tear down trade barriers. But the agreement was vague and the coming negotiations with Europe are sure to be contentious.</p>
<p>The talk about cutting trade barriers &#8220;sends an important signal of detente,&#8221; said Dieter Kempf, the head of the Federation of German Industries.</p>
<p>&#8220;The tariff spiral in trans-Atlantic trade appears to have been halted for now,&#8221; he added. &#8220;But now deeds must follow words.&#8221;</p>
<p>Foreign Minister Heiko Maas, who was on a visit to South Korea, celebrated the agreement as evidence that unity among the European Union&#8217;s 28 members paid off. &#8220;We have seen that when Europe is united, our word counts,&#8221; he said.</p>
<p>&#8220;America and Europe are not enemies,&#8221; Maas said. &#8220;I hope that this realization will once again become what it was until recently at the White House: a matter of course.&#8221;</p>
<p>He said that the results of the meeting in Washington were above expectations and &#8220;we will now have some time.&#8221;</p>
<p>Juncker said the U.S. and the EU have agreed to hold off on new tariffs, suggesting that the United States will suspend plans to start taxing European auto imports — a move that would have marked a major escalation in trade tensions between the allies.</p>
<p>The head of the German Association of the Automotive Industry, Bernhard Mattes, said the agreement is &#8220;good news for business and consumers on both sides of the Atlantic.&#8221;</p>
<p>&#8220;What has to be done now is to fill the agreement with life and quickly start negotiations,&#8221; he added in a statement.</p>
<p>BusinessEurope, an umbrella organization of European business lobbies, declared that &#8220;reason has prevailed.&#8221;</p>
<p>&#8220;The agenda for talks between the EU and the U.S. to de-escalate the current trade conflict is the right one,&#8221; said its president, Pierre Gattaz, adding that &#8220;European business is ready to give its contribution in the discussions.&#8221;</p>

<p>BRUSSELS—European Union leaders on Sunday failed to bridge disagreements over the bloc’s politically toxic migration issue, a long-unresolved conundrum now <a class="icon none" href="https://www.wsj.com/articles/merkel-gets-ultimatum-on-immigration-challenge-1529324605?mod=article_inline">threatening to topple the EU’s most powerful leader</a>, Germany’s Angela Merkel.</p>
<p>Discord over how to deal with incoming ships rescuing migrants in the Mediterranean Sea as well as which countries should be responsible for migrants already in the bloc is once again causing deep strains between EU capitals, three years after a million people, mostly fleeing the war in Syria, came to Europe, partly encouraged by Ms. Merkel’s open-door policy.</p>

<p>Now under pressure at home, <a class="icon none" href="https://www.wsj.com/articles/immigration-standoff-shakes-merkels-fragile-government-1528912541?mod=article_inline">Ms. Merkel is seeking European backing</a> for turning some migrants away. But that has pitted Germany against Italy’s new nationalist, <a class="icon none" href="https://www.wsj.com/articles/italy-to-ferry-migrants-it-rejected-to-spain-1528811316?mod=article_inline">anti-immigration government</a> and renewed tension with some Eastern European countries who refuse to take in refugees.</p>
<p>Speaking on her way into the Sunday meeting, Ms. Merkel said she was aware that “unfortunately we won’t get a comprehensive solution to the migration problem,” and instead was seeking “bi- or trilateral agreements that are mutually beneficial, on how we can help one another without having to wait for all 28.”</p>
<p>Italian Prime Minister Giuseppe Conte came to Brussels with a 10-point plan that includes scrapping the EU rule that puts the onus on countries where migrants first set foot on to be responsible for their housing, integration or deportation. His plan wants to establish a “joint responsibility between member states on shipwrecks at sea. The rescue obligation cannot become an obligation to process asylum requests on everyone’s behalf.”</p>
<p>Mr. Conte wanted France to open its ports to ships rescuing migrants in the Mediterranean, according to an official familiar with the discussions. Three ships, including a Maersk cargo ship which rescued over 100 migrants off the Italian coast, in recent days have been denied access to Italian ports. One ship <a class="icon none" href="https://www.wsj.com/articles/migrants-stranded-at-sea-amid-standoff-between-italy-and-malta-1528720453?mod=article_inline">was eventually taken in by Spain</a>, while the destination of the other two is still unclear.</p>
<p>French President Emmanuel Macron rejected the Italian proposals and said his country “won’t take lessons from anyone,” as it has had the second-highest number of decisions in 2017, after Germany. But that same year, Italy received more asylum applications than France, according to Eurostat, the bloc’s statistics office.</p>
<p>Meanwhile, the leaders of Hungary, the Czech Republic, Poland and Slovakia declared they won’t come to Sunday’s meeting, saying the EU proposals were “unacceptable.”</p>
<p>Sunday’s meeting was meant to prepare decisions among all 28 EU leaders on migration next week at the bloc’s regular quarterly summit. Expectations are low that after three years of failed efforts to reform the bloc’s migration laws, leaders can provide more than a quick fix, at best, to their differences.</p>
<p>Sunday’s meeting, which included 16 out of EU’s 28 leaders, was called by Jean-Claude Juncker, the president of the European Commission. The bloc’s executive branch is in charge of drafting policies and funding the bloc’s border and asylum agencies.</p>
<p>Mr. Juncker was in Berlin earlier this week and offered to host the meeting in an attempt to help Ms. Merkel after she narrowly avoided the collapse of her government. The German chancellor had rejected a plan by her coalition partner to start returning migrants at the German-Austrian border and was given a two-week deadline to find a European solution.</p>
<p>Austria, sandwiched between Germany and Italy, said such a unilateral move would force it to start sending asylum seekers back to Italy.</p>
<p>Officials involved in discussions ahead of the Sunday meeting had hoped <a class="icon none" href="https://www.wsj.com/articles/italy-interior-minister-rules-out-taking-back-migrants-from-germany-1529511387?mod=article_inline">to convince Italy to take back migrants from Austria and Germany</a>, replicating an existing arrangement it has with France, which routinely turns back migrants to Italy.</p>
<p>The European Commission, in an attempt to alleviate Italian concerns about a steady flow of boats from Libya, said it was considering so-called “disembarkation platforms” in North African countries, meaning creating safe areas to where migrants rescued at sea could be sent back. Most migrants who arrived in Europe last year and in the first half of this year crossed the Mediterranean from Libya or were rescued at sea and brought to Italy.</p>
<p>The U.N.’s International Organization for Migration criticized the idea and said they would only cooperate with the commission on setting up migrant camps on EU soil.</p>
<p>“You have an obligation not to send people back until they land somewhere,” said Eugenio Ambrosi, director of IOM’s regional EU office.</p>
<p>Mr. Macron also said Saturday that Europe shouldn’t outsource its asylum process to north Africa, but rather set up closed migrant centers on EU soil with enough experts to quickly assess who has the right to stay.</p>
<p>Italy’s Deputy Prime Minister Matteo Salvini, the leader of the anti-immigrant League party, responded that “if French arrogance thinks it can transform Italy into Europe’s refugee camp, maybe handing out a few euros as a tip, then they’ve got it totally wrong.”</p>

<p>President Donald Trump fired back immediately, repeating his threat to impose tariffs on European car exports to the United States.</p>

<p>&#8220;Based on the Tariffs and Trade Barriers long placed on the U.S. and it great companies and workers by the European Union, if these Tariffs and Barriers are not soon broken down and removed, we will be placing a 20% Tariff on all of their cars coming into the U.S.&#8221; he wrote on Twitter. &#8220;Build them here!&#8221; he declared.</p>

<p>Last month, Trump instructed his Commerce Department to begin a national security investigation that would provide the legal underpinning for new tariffs on cars.</p>

<p>A transatlantic trade battle could open a second front in a global trade war, with much at stake: The United States and the European Union trade just over €1 trillion ($1.2 trillion) in goods and services each year.</p>

<p>The EU tariffs came into force just a week after China accused the United States of starting a trade war.</p>

<p>President Donald Trump has threatened to hit $200 billion in Chinese exports with tariffs, in addition to goods worth $50 billion the US has already targeted. Beijing will respond in kind.</p>

<p>American tariffs on steel and aluminum have also hit Canada, Mexico, India, Turkey and China. All five countries have already announced retaliatory measures.</p>

<p>Earlier this month, Mexico imposed a series of tariffs on $3 billion worth of US exports of pork, apples, potatoes, bourbon as well as different types of cheese.</p>

<p>Canada said its tariffs of up to 25% on nearly $13 billion of American products will take effect on July 1.</p>

<p>India confirmed this week it would impose retaliatory tariffs on a range of American goods, including apples, walnuts and some chemical and metal products, from August 4.</p>

<p>Turkey said Thursday that it&#8217;s imposing tariffs worth $267 million on US goods, targeting items such as coal, paper, walnuts, tobacco, rice, whiskey and cars.</p>

<p data-gtm-vis-first-on-screen-6236702_632="699685" data-gtm-vis-total-visible-time-6236702_632="4000" data-gtm-vis-has-fired-6236702_632="1">The pledge of mass deportations to come was a reminder that Italy has a staunchly anti-immigrant, right-wing party in its governing coalition &#8211; and that the European Union will face a whole new partner governing its fourth-largest economy.</p>
<p>Earlier, Salvini joined Premier Giuseppe Conte and the rest of the newly sworn- in Cabinet to view the Republic Day parade. Italy&#8217;s aeronautic acrobatic squad flew low and loud over downtown Rome trailing smoke in the red, white and green of the Italian flag.</p>
<p>The national pride on display is a feature of every Republic Day, but it took on a particular significance this year after Italy on Friday ended three months of political and financial turmoil and swore in a government whose populist and eurosceptic leanings have alarmed Europe.</p>

<p>Conte, a law professor plucked from relative obscurity to head an unlikely governing alliance of the anti-establishment 5-Star Movement and League, said the celebrations on Saturday transcended all the tensions of recent days.</p>

<p>&#8220;It&#8217;s the celebration for all of us, of our republic,&#8221; he said.</p>
<p data-gtm-vis-first-on-screen-6236702_632="823057" data-gtm-vis-total-visible-time-6236702_632="4000" data-gtm-vis-has-fired-6236702_632="1">Conte&#8217;s Cabinet was sworn in after a last-minute deal averted the threat of a new election that could have turned into a referendum on whether Italy stayed with the shared European euro currency. The political stability relieved financial markets on Friday but Italy&#8217;s European neighbours continued to express concerns about the eurosceptic bent and the heavy spending agenda of Italy&#8217;s new government.</p>
<p>&#8220;Italy is destroying itself &#8211; and dragging down Europe with it,&#8221; read the headline of Germany&#8217;s <em>Der Spiegel</em> magazine, the cover of which featured a forkful of spaghetti with one dangling strand tied up as a noose.</p>

<p>While <em>Spiegel</em> is known for such provocations, another <em>Spiegel</em> article last week drew an official protest from Italy&#8217;s ambassador to Germany.</p>

<p>On Saturday, German Chancellor Angela Merkel phoned Conte and invited him to visit soon. Merkel&#8217;s office said both leaders emphasised the importance of continued close bilateral cooperation.</p>
<p data-gtm-vis-first-on-screen-6236702_632="853658" data-gtm-vis-total-visible-time-6236702_632="4000" data-gtm-vis-has-fired-6236702_632="1">Conte has so far left policy specifics to the drivers of his improbable rise, his two deputies: Salvini and 5-Star leader Luigi Di Maio.</p>
<p>Di Maio, the new economic development minister, reported for work after the parade to his ministry, which would have otherwise been closed for the holiday.</p>

<p>&#8220;Starting today, we get to work to create work,&#8221; Di Maio said in a Facebook video giving Italians a tour of the empty ministry. Di Maio is also the minister for labor, a combination he said made sense since the two ministries must work together.</p>

<p>Offering the new government cautious support was Italy&#8217;s small, far-right neo-fascist CasaPound party, which held its own Republic Day commemoration on Saturday. Banners featured images of a crossed-out EU flag and &#8220;(hash)exIT&#8221; written underneath, a reference to calls for Italy to leave the 28-nation bloc.</p>
<p data-gtm-vis-first-on-screen-6236702_632="939070" data-gtm-vis-total-visible-time-6236702_632="4000" data-gtm-vis-has-fired-6236702_632="1">The 5-Star-League agenda has no such plans, but Conte made clear he was irked by comments this week by European Commission President Jean-Claude Juncker, who said Italy had to stop blaming the EU for its problems and must take responsibility to address the poverty in southern Italy.</p>
<p>&#8220;That means more work, less corruption. Seriousness,&#8221; Juncker said in comments his spokeswoman later said he regretted.</p>

<p>In an unscripted blast from the parade route, Conte insisted Italy wasn&#8217;t alone in facing cases of corruption and declared that &#8220;we all have to work for legality.&#8221;</p>
<p>Conte&#8217;s government faces mandatory confidence votes next week in parliament, where the two governing parties have a slim majority.</p>

<p>The political upheaval that has created western Europe&#8217;s first populist government this week has been dubbed the start of Italy&#8217;s Third Republic.</p>
