The Middle East’s Tinderbox Is Heating Up Again

There are danger signs all over the region, and Trump seems totally unprepared.

After a monthslong stretch of merely sporadic violence and simmering tensions, the Middle East seems on the verge of another fiery eruption, and there are no outside powers with the interest or leverage to douse the flames.

The smoke is starting to billow from three well-worn hot spots.

First, there is Idlib province in northern Syria, on the Turkish border, home to 3 million civilians—half of them refugees displaced by war from other parts of the country—and roughly 70,000 anti-regime rebels, many of them jihadis. Syrian President Bashar al-Assad has vowed to wipe out all anti-regime forces in air and ground campaigns that will unavoidably kill thousands of civilians, a fact that hasn’t bothered him in previous assaults. His allies, the Russians and Iranians, say they will help, and in fact the bombing has begun.

Meanwhile, Turkey has set up watchtowers within Idlib and warned Assad against an incursion, saying that crossing into Idlib would constitute a “red line,” though it’s unclear what that means. At the same time, the Turks have closed their border to refugees or jihadis who are seeking to flee the impending mayhem.

Deborah Amos, a veteran Middle East reporter for NPR, calls the coming clash “the last worst battle of the war.” Idlib, she said in an email, is “the final refuge for civilians forced out of Aleppo, Douma, and Ghouta,” and, if Assad’s plans are played out, it will likely be the site of “a catastrophic humanitarian crisis.”

On Monday, President Trump tweeted:

It was a bizarre missive. Telling Assad that he must not “recklessly” attack Idlib suggests that it might be all right to attack the province deliberatively. And his kicker (“Don’t let that happen!”) is the cry of an onlooker, as if the United States has no stake in what’s about to happen, no political or military influence to tilt the course of events.

In fact, we don’t have much influence and never had very much, even when whole divisions of U.S. armed forces prowled the Middle East and seasoned commanders and diplomats rallied to dampen, deter, or defuse acts of aggression. The Trump administration’s recent efforts have been ephemeral at best. Joshua Landis, professor of Middle East studies at the University of Oklahoma and a noted Syria specialist, said in an email, “The U.S. made similar statements before the Deraa offensive—the last province to fall several months ago—but did nothing when Syria and Russia pushed ahead.”

In the region’s previous eruptions, outside powers—whether the United States, Russia, the United Nations, the Arab League, or some combination of actors—have sometimes tried to step in to quell the violence. Now these powers have limited leverage or mixed motives. Turkey might seem to be an obvious object of diplomatic pressure, either to open its borders or to prepare to repel the Syrian-Russian assault. But its relations with NATO allies are frayed, its appetite for refugees is nil, and it considers Russia a bourgeoning ally. That new relationship might prove productive in broaching a peaceful settlement, but, as Landis has tweeted, the two countries’ interests are at odds in this conflict: Russia wants Assad to win, and the battle of Idlib might put him over the top; Turkey has no love for the jihadis, but it wants above all to keep hundreds of thousands more Syrians—whatever their affiliations or lack thereof—from pouring across its border.

Whether or not the dilemmas are resolved, the prognosis is grim.

The second site of looming conflict is Iraq—or, more precisely, Iran’s growing influence of, and expansion into, Iraq. On Friday, Reuters reported that Iran is supplying ballistic missiles to its allied Shiite militias in Iraq. These missiles have the range to strike Israel, Saudi Arabia, and U.S. forces in the region.

It could well be that the motive here is strictly to deter those countries from attacking Iran. (If they strike Iran, Iran strikes them.) But that doesn’t make the situation any less fraught with danger. The annals of history are blood-soaked with nations brandishing offensive weapons for defensive purposes, then getting clobbered or otherwise sucked into a war because some opposing nation interprets the situation differently.

But there’s something strange about this story: As of mid-afternoon Tuesday, Reuters remains the only news agency to report the presence of the missiles. Spokespeople for the Iraqi government denounce the story as “without evidence” but stop short of denying it outright. The Iranians have said nothing, but whether or not the story is true, they might want the world to believe it is in order to give them a free deterrent. (They should be careful, though: In 2002–03, Saddam Hussein helped spread the myth that he had weapons of mass destruction, believing it would deter the Americans from invading; the ploy backfired, to say the least.)

This leads to the region’s third cauldron of conflict: It is not far-fetched to wonder if the story is untrue and, if that turns out to be the case, to speculate that the Israelis planted it in order to provide a pretext for attacking Iran’s military sites in Iraq—of which there are many, regardless of whether they harbor ballistic missiles.

Several news agencies have reported in recent days that Israel is preparing to launch such attacks. Israel has long been concerned about the emergence of a “Shiite crescent,” one contiguous landmass from Iran through Iraq to Syria and perhaps beyond. The presence of ballistic missiles in Iraq—with the range to hit Israel and Saudi Arabia—might inflame those fears.

In that sense, it doesn’t matter whether the story about Iranian missiles in Iraq is true: If it is true, it may prompt a preemptive strike by Israel; if it isn’t true, it may help legitimize a preventive strike by Israel, in anticipation of such deliveries.

The question is whether, given the American presence in Iraq, Israel would go this far without Washington’s permission. According to Israel’s public broadcast network KAN, U.S. officials have flashed Tel Aviv a big red light, telling Israeli defense officials, “Leave Iraq to us.”

It is not clear from this report whether the big stoplight that was flashed came from the Pentagon, the State Department, or the White House—or whether Trump might be persuaded by his friend, Prime Minister Benjamin Netanyahu, to change the light to green.

How Trump deals with the array of renewed conflicts erupting in the region is another matter entirely. His administration has no policy beyond vague bromides, no strategy by even the loosest definition of that word, and no diplomatic tactics up its sleeve. If past crises are precedent, it is unlikely that the National Security Council has held a Cabinet-level meeting on the issues at hand.

Juicy excerpts from Bob Woodward’s new book, Fear: Trump in the White House, appeared in Tuesday’s Washington Post. The revelations are gripping, though not terribly surprising: Secretary of Defense Jim Mattis told a friend that Trump has the understanding of “a fifth- or sixth-grader.” White House chief of staff John Kelly described him as “unhinged” and “an idiot.” A few aides took dangerous policy papers off his desk to keep him from signing them. And many of these remarks were prompted by fairly simple matters. The Middle East is the opposite of simple. Achieving peace is almost impossible (and Trump thought it would be so easy, he gave the portfolio to Jared Kushner).

In most cases, the best the United States—or any outside power—can do is to blow out a few of the matches lighting up the landscape. Even really smart people who know what they’re doing have a hard time of it. An unhinged idiot with the mentality of a sixth-grader should be kept away. Let him play golf as often as he wants.

Pressure grows on North Korea ahead of Trump-Kim summit

WASHINGTON (AP) – After a week of hard-nosed negotiation, diplomatic gamesmanship and no shortage of theatrics, President Donald Trump has announced that the historic nuclear-weapons summit he had canceled with North Korea’s Kim Jong Un is back on.

The June 12 meeting in Singapore, the first between heads of the technically still-warring nations, is meant to begin the process of ending North Korea’s nuclear program, and Trump said he believes Kim is committed to that goal. The announcement puts back on track a high-risk summit that could be a legacy-defining moment for the American leader, who has matched his unconventional deal-making style with the mercurial Kim government.

Despite recently envisioning Nobel laurels, Trump worked on Friday to lower expectations for a quick breakthrough.

“We’re going to deal, and we’re going to really start a process,” Trump said. He spoke from the South Lawn of the White House after seeing off a senior Kim deputy who spent more than an hour with him in the Oval Office. Much had been made of a letter his visitor was bringing from the North Korean leader, but Trump’s comments left it unclear when he had even managed to take a look at it.

The president said it was likely that more than a single meeting would be necessary to bring about his goal of denuclearizing the Korean Peninsula. He said, “I think you’re going to have a very positive result in the end, not from one meeting.”

In the latest sign of hostility cooling down but hopes kept in check, Trump said he had unilaterally put a hold on hundreds of new sanctions against the North, without Kim’s government even asking. “I’m not going to put them on until such time as the talks break down,” he said.

“I don’t even want to use the term ‘maximum pressure’ anymore,” Trump added, referencing his preferred term for the punishing U.S. economic sanctions imposed on North Korea in response to its nuclear and ballistic missile tests. But he said he would not remove current sanctions until the North took steps to denuclearize.

Trump warmly greeted Kim Yong Chol, the vice chairman of the North Korean ruling party’s central committee, in the Oval Office, where a brief encounter meant for the hand delivery of a personal letter from Kim Jong Un became a longer discussion of areas of disagreement between the two countries.

After the meeting, Trump posed for photos with Kim Yong Chol outside the Oval Office, and they talked amiably at Kim’s black SUV before he was driven away.

Trump told reporters he hadn’t yet read the letter from the North Korean leader and added with a smile, “I may be in for a big surprise, folks.” But minutes earlier, he had described the note as “a very interesting letter,” and teased journalists about revealing its contents.

Later Friday, deputy White House press secretary Hogan Gidley confirmed that Trump had read the letter, but he did not reveal its contents.

Plans for the meeting in Singapore had been cast into doubt after Trump suddenly announced his withdrawal last week, only to announce a day later that it could still get back on track. White House officials cast the roller-coaster public statements as reflective of efforts by each leader to test the resolve of the other.

Trump cited increasingly bellicose statements from the North – and ignored messages about summit logistics – when he announced he was backing out of the summit in a strongly worded letter. He cited “tremendous anger and open hostility” by Pyongyang but also urged Kim Jong Un to call him. By the next day, he was signaling the event could be back on after a conciliatory response from North Korea.

Within days, three teams of officials in the U.S., Singapore and the Korean demilitarized zone began meeting on preparations for the summit.

Trump has declined to publicly acknowledge whether he’s spoken directly with Kim Jong Un ahead of the talks.

Kim Yong Chol, whisked to the Oval Office by White House chief of staff John Kelly, is the most senior North Korean to visit in 18 years, a symbolic sign of easing tensions after fears of war escalated amid North Korean nuclear and missile tests last year.

Questions remain about what a deal on the North’s nuclear weapons would look like. Trump said Friday he believed Kim Jong Un would agree to denuclearization, but the two countries have offered differing visions of what that entails. Despite Kim’s apparent eagerness for a summit with Trump, there are many doubts that he would fully relinquish his nuclear arsenal, which he may see as his guarantee of survival.

U.S. defense and intelligence officials have repeatedly assessed the North to be on the threshold the capability to strike anywhere in the continental U.S. with a nuclear-tipped missile – a capacity that Trump and other U.S. officials have said they would not tolerate.

Defense ministers from Japan and South Korea offered very different views of the North Korean leader at an international security conference in Singapore. Japan’s defense chief urged caution in dealing with North Korea, while his South Korean counterpart said there was no reason to question the North Korean leader’s sincerity.

Trump has promised that he will provide “protections” for Kim and his government in return for giving up the nuclear program. He also indicated that South Korea, China, and Japan would be prepared to invest in the North to boost its besieged economy.

Kim Yong Chol left his hotel in New York City early Friday for the trip to Washington in a convoy of SUVs. Secretary of State Mike Pompeo, the former CIA chief who has traveled to North Korea and met with Kim Jong Un twice in the past two months, said he believed the country’s leaders are “contemplating a path forward where they can make a strategic shift, one that their country has not been prepared to make before.”

Kim Yong Chol was allowed into the United States despite being on a U.S. sanctions list, and granted special permission to travel outside the New York area to meet with the president.

Trump says the military will secure the southern border until wall can be built

President Trump on Tuesday said that the U.S. will secure the southern border with the military until a wall can be built, calling the move a “big step.”

Trump made the remarks during a meeting with Baltic leaders, where he said he had discussed the matter with Defense Secretary Jim Mattis. A White House official revealed later Tuesday to Fox News that the plan considered by Trump would be a “substantial” mobilization of the National Guard.

“Until we can have a wall and proper security, we’re going to be guarding our border with the military,” he said. “That’s a big step, we really haven’t done that before, or certainly not very much before.”

At a news conference later, he confirmed the plan, saying the border is unprotected by “our horrible, horrible and very unsafe laws.”

“We don’t have laws, we have catch-and-release,” he said. “You catch and then you immediately release and people come back years later for a court case, except they virtually never come back.”

Trump did not offer specifics, but the move appears to be at least partly motivated by a caravan of over 1,000 Central American migrants heading toward the U.S. border. Buzzfeed, which first reported on the caravan, said that Mexican officials had not yet attempted to stop the flow.

In Tuesday’s discussion, Trump and senior officials “also agreed on the need to pressure Congress to urgently pass legislation to close legal loopholes exploited by criminal trafficking, narco-terrorist and smuggling organizations,” White House Press Secretary Sarah Sanders said. She added that Mattis, Homeland Security Secretary Kirsten Nielsen, Attorney General Jeff Sessions, Joint Chiefs Chairman Gen. Joseph Dunford and Chief of Staff John Kelly were among the other officials present.

Reports of the caravan angered Trump, who has sent out a number of tweets threatening to end the North American Free Trade Agreement (NAFTA) and to cut foreign aid to countries such as Honduras, from where many of the migrants originate.

At the press conference he said that NAFTA was an “embarrasing” deal and that he had told Mexican officials on Monday: “I hope you’re going to tell that caravan not to get up to the border.” He added that he thinks the caravan was being broken up as a result.

The Pentagon was scrambling to come up with a response to Trump’s statement on the military guarding the border. But according to a memo obtained by Fox News and discussions with officials, one area where the Pentagon could contribute immediately is the Air Force’s Barry Goldwater live-fire range, which shares a 35-mile border with Mexico in southern Arizona.

The Defense Department is already offering some support to the border, including U.S. Navy ships patrolling waters to seize drugs as well as missions involving over 100 personnel from U.S. military’s northern command — including eight planes and a drone — to help border patrol.

In 2010, President Obama authorized 1,200 National Guard troops to increase security at the border, although Republican lawmakers questioned their role and whether they would in fact be “boots on the ground.”

Trump has struggled to secure funding for his central campaign promise of a wall, which the administration and border officials say will cost approximately $20-25 billion. In the omnibus bill signed by Trump last month, $1.6 billion was included for technology and some replacement of existing border fencing — although it excluded the prototypes Trump recently viewed in California.

Trump briefly considered vetoing the legislation both over its lack of funding for the wall and also the failure to include a fix for the expiring Deferred Action for Childhood Arrivals (DACA) program that granted protection for illegal immigrants brought to the country as children. He has since floated the idea of getting the Pentagon to fund the wall.

Brandon Judd, President of the National Border Patrol Council, said on Fox News Radio’s “The Todd Starnes Show” that it gives Border Patrol “certainty of apprehension.”

“The criminal smugglers, this is a multibillion dollar industry. They smuggle humans, they smuggle drugs,” he said. “This criminal enterprise, if we arrest the majority of people that cross the border illegally, we put a dent into their criminal enterprise, and if you put a dent into their criminal enterprise, then you can possibly stop them.”

How Trump caught his White House and the world by surprise

(CNN)When White House aides arrived at work Thursday, they were prepared for a market-shaking event that would prompt jitters among US allies and cause heartburn among establishment thinkers, even Republicans.

They weren’t prepared for two such events.

President Donald Trump sent shock waves across the globe when he accepted an invitation from North Korean dictator Kim Jong Un for talks. No sitting US president has ever met with a leader from North Korea. The move represents the largest gamble to date for two truculent leaders who have engaged in a harrowing nuclear stare-down.

It also caught presidential advisers — who had been hurriedly finalizing details on steel tariffs while also attempting to stave off unsavory questions about a porn actress — off-guard.

Trump hadn’t initially been scheduled to meet with a delegation of South Korea officials in Washington to brief his administration on recent talks with Pyongyang. The group arrived mid-afternoon as the President was convening sessions with representatives of the video game industry and announcing his new tariffs on imports of steel and aluminum.

Trump accepts offer to meet Kim Jong Un

But after speaking with the US national security adviser, H.R. McMaster, the group, led by McMaster’s South Korean counterpart, Chung Eui-yong, convened in the Oval Office with Trump. The gathering included three US generals — McMaster, Defense Secretary James Mattis and White House chief of staff John Kelly. It was there, sitting on the gold brocade sofas, that Trump fielded the striking offer from North Korea and readily agreed.

For Trump, the offer and his unprecedented plans to meet the North Korean leader were too great to keep quiet. Trump left the Oval Office intending to return to his private residence. But he made a detour, navigating the corridors of the West Wing toward the press briefing room, a venue he’d yet to speak from during his year-and-a-month as President.

Peeking around a half-opened pocket door, Trump caught the eye of a small handful of reporters and drew them closer to him. First, he asked to speak off the record, but with an ounce of prodding agreed to go on the record, as long as his remarks remained off camera.

“South Korea’s going to be making a major statement at about 7 o’clock,” Trump said ceremoniously. Vice President Mike Pence stood silently behind him.

“About what?” a puzzled reporter asked.

“The big subject,” Trump replied, his scowl turning into a grin.

Thursday, in fact, contained two big subjects at the White House for the government in Seoul: the developments on North Korea and the tariffs on steel, which South Korea exports by millions of tons per year.

Trump clarified.

“North Korea,” he said, before ducking back into West Wing.

The brief appearance, which lasted 29 seconds, came amid a sordid swirl of reports about his alleged affair with porn actress Stormy Daniels and a thunderstorm of criticism over his beloved steel tariffs.

It sent reporters and White House officials scrambling. McMaster huddled with press secretary Sarah Sanders in her office to sort out the unusual logistics of a foreign government delivering an announcement from the White House.

It was determined that having Chung deliver his news from the briefing room podium would break protocol and prove confusing. Instead, they sent him outdoors to the set of microphones on permanent standby in the White House driveway.

“President Trump appreciated the briefing and said he would meet Kim Jong Un by May to achieve permanent denuclearization,” Chung said.

The decision, which aides said came about quickly in the Oval Office, represents a massive challenge for the President. His aides insist he is up for it.

“President Trump has made his reputation on making deals,” one official said. “President Trump was elected in part because he is willing to do — take approaches very, very different from past approaches and past presidents. That couldn’t be better exemplified in his North Korea policy.”

Sanders later wrote in a statement that the “place and time” of the meeting were still to be determined. The security and advance work would prove daunting for an experienced White House, let alone an administration still working to find its footing amid persistent chaos and low morale.

The North Korea decision wasn’t immune from the appearance of disarray. Speaking in Ethiopia hours before Trump, Secretary of State Rex Tillerson said direct talks between the US and North Korea were still in the distant future.

“We’re a long way from negotiations. We just need to be very clear-eyed and realistic about it,” Tillerson said. “I don’t know yet, until we are able to meet ourselves face to face with representatives of North Korea, whether the conditions are right to even begin thinking about negotiations.”

Trump spoke with his top diplomat before his announcement, a senior State Department official said. Both men spoke with Prime Minister Shinzo Abe of Japan, who has expressed deep misgivings about opening talks with North Korea.

Ultimately, the President himself may have been the least surprised at Thursday’s developments. He has long remained open to talks with Kim, despite the view of top national security officials that too much is unknown about North Korea’s intentions in proposing them.

Trump himself offered the best preview of his move during last Saturday’s Gridiron dinner in Washington, a white tie affair for journalists, where few in attendance expected they’d be covering news of an upcoming US-North Korea summit in a matter of days.

“I won’t rule out direct talks with Kim Jong Un. I just won’t,” the President said. “As far as the risk of dealing with a madman is concerned, that’s his problem, not mine.”

The hermit kingdom has recklessly brushed aside negotiations until the country can “counter” the US’ military might.

A North Korean official said: “Before we can engage in diplomacy with the Trump administration, we want to send a clear message that the DPRK has a reliable defensive and offensive capability to counter any aggression from the United States.”

The careless disregarding of negotiations heightens global tensions shortly after the US and Japan agreed to increase their stranglehold over the hermit kingdom.

The US Undersecretary of State, John Sullivan, stated: “We must, however, with our allies in Japan and South Korea and elsewhere, be prepared for the worst should diplomacy fail.”

The US ambassador to South Korea, Ahn ho-Young, added: “The goal of the Trump administration’s sanctions and pressure campaign is ultimately a peaceful solution to the North Korean problem.

“Whether it’s Defence Secretary James Mattis or Secretary of State Rex Tillerson, they all say the same thing.”

In order for the rogue nation to be able to reach the United States, Pyongyang would have to develop an ICBM capable of exiting and re-entering the earth’s atmosphere without breaking up.

White House chief of staff, John Kelly, declared last week that the isolationist kingdom “is developing a pretty good nuclear re-entry vehicle”.

This week the US has begun 10 days of joint naval drills with South Korea in a move that has provoked the hermit kingdom.

The United States Forces Korea claimed the drill “prepares service members and their families to respond to a wide range of crisis management events such as non-combatant evacuation and natural or man made disasters”.

Despot leader Kim Jong-un’s refusal to participate in diplomatic talks until his deranged nuclear ambitions are achieved are a direct insult to US Secretary of State Rex Tillerson who recently stated that “diplomatic efforts will continue until the first bomb drops”.

North Korea’s reckless move comes as the country is currently grovelling to China as the rogue state faces an economic and military squeeze from the rest of the world.

The isolationist nation’s timely dispatch comes during the Beijing’s 19th Congress of its Communist Party today that has praised the power in an attempt to loosen the world’s grip on Pyongyang.

The North’s ruling Workers’ Party stated that China has made “great progress in accomplishing the cause of building socialism with Chinese characteristics”.

China recently announced that it will cut off imports of coal, textiles, seafood and oil shipments to the North in an attempt to show the world is serious about crippling Kim Jong-un’s expanding military programme.

This decision comes at a time the world braces itself for the possibility of another weapons test from Pyongyang that will coincide with the opening of China’s Communist Party Congress today.

The UK has joined in as the world tightens its grip around the neck of North Korea with Foreign Secretary Boris Johnson backing other foreign ministers in a plan to place fresh sanctions on the rogue state.

Mr Johnson detailed the effort that will dismantle vital sources of revenue that is currently being poured into Pyongyang’s weapons programme.

He said: “North Korea continues to pose an unacceptable threat to the international community, which is why the UK, working closely with our European allies, has secured a set of stringent new sanctions on the regime.

“As I have said before, the North Korean regime must bear full responsibility for the measures that the international community is enacting against it, including these sanctions.

“Maximizing diplomatic and economic pressure on North Korea is the most effective way to pressure Pyongyang to halt its illegal and aggressive actions.”
