Abbas and King Abdullah to present demand in upcoming talks with secretary in Amman, say restoring authority to Waqf would calm tensions

Jordan and the Palestinian Authority are expected to demand from the US that control over Jewish visits to the Temple Mount in Jerusalem be restored to the Muslim authority that administers the site, Palestinian sources say.

PA President Mahmoud Abbas and Jordan’s King Abdullah II were to raise the issue with Secretary of State John Kerry, who is in the region this weekend, the sources said.

Amman and the PA are seeking to return the running of the Temple Mount — the holiest site in Judaism and third-holiest in Islam — to how it was before the start of the intifada in September 2000, and before the visit of then-opposition Likud leader Ariel Sharon, when the Waqf was responsible for Jewish visitors’ access to the site.

The Jerusalem Islamic Waqf, controlled by Jordan, administers the Islamic sites at the compound, including the Al-Aqsa Mosque and the Dome of the Rock. Sharon’s visit is often said to have been the pretext for the Second Intifada, which broke out just a few weeks later and which saw hundreds of Palestinian suicide bombings that claimed the lives of over a thousand Israelis during a span of five years.

Until 2000, the entry of Jewish visitors to the Temple Mount was coordinated with the Waqf. The site was closed to Jews from 2000 until 2003, as the Second Intifada raged. Since then Israel Police have overseen visits by Jewish visitors. Under Israel’s regulations, imposed after the Old City was captured in the 1967 Six-Day War, Jews are allowed to visit, but not pray on, the Temple Mount.

The demand for Muslim oversight on Jewish access to the Temple Mount was first made by the Palestinian Authority on Thursday. “Israel must restore control of the Temple Mount to the Waqf,” said one official close to Abbas. “This is one of the only measures that can help calm the current situation.”

Palestinian sources also told The Times of Israel that Abbas will tell Kerry during their meeting in Amman on Saturday that he is interested in renewing peace talks with Israel and abiding by previous agreements, but that Jerusalem must first freeze all settlement activity and release the final 26 prisoners it had agreed to free last year as part of a US-brokered concession to Abbas.

Israel had agreed to release a total of 104 security prisoners jailed before the 1993 Oslo Accords in four phases. It went through with three of the four releases, setting free some of the worst orchestrators of terrorism, before talks collapsed in April 2014.

Senior Palestinian officials also told The Times of Israel that Israel had tried to create friction between Jordan and the Palestinian Authority by conveying messages to King Abdullah II warning him that Abbas’s inciting statements endangered Jordanian interests on the Temple Mount.

Abbas is expected to demand deeper American involvement in any renewed political process with Israel, and warn that if Prime Minister Benjamin Netanyahu continues with his current policies, he is dooming the region to more violence and bloodshed.

When asked if they understood that meeting their demands would spell the end of the Netanyahu-led government, the sources said the Israeli prime minister must choose between his government and a willingness to make peace.

The PA’s demands for Waqf control of the Temple Mount come amid a wave of Palestinian terror and violence which has seen 10 Israelis killed in the past month and a half. More than 40 Palestinians have also been killed — about half of them while carrying out attacks, and most of the rest in clashes with Israeli security officials in the West Bank and on the Gaza border.

Israel has accused Abbas and the PA of partial responsibility for the terror surge, with Netanyahu repeatedly castigating Abbas for telling “lies” about purported Israeli plans to change the status quo at the Temple Mount and for inciting violence over the issue. Netanyahu, who has denied any such plans and offered to meet Abbas without preconditions, has also vowed to make no concessions to the Palestinians in response to the current surge in terrorism.

The PA officials said that their security forces have prevented a series of recent attacks on Israeli targets, including stabbings, shootings and the planting of explosives. PA security forces have also been active during Palestinian demonstrations to prevent the use of live fire against IDF soldiers, and intervened when a gunman opened fire on soldiers during a recent protest near the Beit El settlement, they said.

Israeli security officials have acknowledged the value of the ongoing PA security coordination.

On Wednesday, the Prime Minister’s Office denied that Israel has offered to reduce the number of Jewish and non-Muslim visitors to the Temple Mount in an effort to calm tensions at the site and help end the wave of terror attacks. Arab diplomatic officials had told The Times of Israel that this offer was rejected by Palestinian and Jordanian leaders as not going far enough to meet their demands.

“We’re at a critical moment when Israel and her leaders and all of us who love Israel must stand strong against what this administration is trying to do,” ZOA President Mort Klein said.

Leaders of the Zionist Organization of America (ZOA) warned supporters to be vigilant against what they believe to be increasing anti-Israel positions from leaders, and the trend of encroaching tolerance for anti-Semitic rhetoric masked as anti-Zionism, during the organization’s annual gala on Sunday.

Due to the coronavirus pandemic, the gala was held as a webcast, highlighted by video addresses from leaders and activists in the ZOA, as well as politicians such as former U.S. Secretary of State Mike Pompeo and Israeli Prime Minister Naftali Bennett.

The event was hosted by Jewish Iranian-American journalist Lisa Daftari, who personally praised the ZOA for its work in teaching about the dangers of a nuclear Iran, a cause she is intimately involved in.

Mort Klein, president of ZOA for the past 28 years, told viewers that advances which the ZOA supports often get reversed by various governments — dating back to the time Great Britain restricted immigration at the outset of World War II despite international treaties giving Jews the right to immigrate to Mandatory Palestine in 1920.

“Britain turned around and slammed shut the doors to Israel, just at the moment when millions of Jews faced annihilation in Europe,” Klein said.

Today too, according to Klein, the ZOA needs to remain vigilant against what he said was the Biden administration backtracking advances made during the Trump administration.

Klein listed the Trump administration’s pro-Israel accomplishments that the ZOA had long backed, including the recognition of Jerusalem as Israel’s undivided capital, moving the U.S. Embassy to Jerusalem, recognizing Israeli sovereignty over the Golan Heights, recognizing the legality of settlements in Judea and Samaria, pulling out of the Iran nuclear deal, adding sanctions against Iran, defunding the United Nations Relief and Works Agency for Palestinian Refugees in the Near East (UNRWA), supporting Israel in the United Nations, opposing the International Criminal Court’s investigations into Israel’s alleged war crimes and cutting off funding of the Palestinian Authority over payments to the families of terrorists.

Almost all these policies have been reversed by the Biden administration, Klein noted.

“We are now facing an administration that is moving to backtrack on some of these very important advances. We’re at a critical moment when Israel and her leaders and all of us who love Israel must stand strong against what this administration is trying to do,” Klein said.

Klein read the words of then-U.S. Sen. Joe Biden from 1995 in support of the 1995 Jerusalem Embassy Act, which enshrined in American law that Jerusalem is the undivided capital of Israel and that the U.S. embassy should be moved there. At the time, Biden emphasized how despite efforts by various empires and regimes tried to sever Jewish ties to Jerusalem, “the Jewish people returned to claim what many rulers have tried to deny them for centuries, the right to peaceful existence, their own country, in their own capital.” Yet today, the Biden administration is working to open a Palestinian consulate in western Jerusalem.

“Such a consulate would undermine Israel’s sovereignty over Jerusalem, it violates the Jerusalem Embassy Act, will likely result in violating the Oslo Accords which prohibit the Palestinian Authority from engaging in foreign relations,” Klein said. “The consulate is a diplomatic insult and danger to Israel and the Jewish people.”

Klein said that opening the consulate would be a reward to the “fascist, terrorist dictatorship” of Palestinian leader Mahmoud Abbas, who he said will continue to encourage Arabs to kill Jews.

The ZOA has placed giant banners on major buildings in Jerusalem, urging Israeli leaders and citizens to say “no” to the consulate. The organization has also urged other Jewish groups to join this effort.

“But no Jewish group has — I’m sorry to say, it pains me to say — not AIPAC, [American Jewish] Committee, not the ADL, not the Conference of Presidents and not any of the other major groups have done so,” Klein said. “We must urge them to do so to support the Israeli government.”

Klein said that the Biden administration is also undermining Israel’s right to build settlements in Judea and Samaria, which was recognized as legal by the Trump administration. Meanwhile, there are no restrictions on Palestinians building in the same areas. Klein called these actions from the Biden administration blatantly anti-Semitic.

He also pointed to Biden’s warning against the scourge of anti-Semitism during a commemoration of the Tree of Life Synagogue massacre in Pittsburgh, but then asked why Biden and Democratic leaders do not condemn by name the anti-Semitic comments by progressive members of Congress.

“While Israel was being bombarded with over 4,400 Hamas rockets, President Biden shockingly, strongly praised the Jew-hater Rep. Rashida Tlaib, who opposes Israel’s very existence,” Klein said. “Shortly after Tlaib again promoted boycotting Israel and called Israel an apartheid state, Biden disgracefully said to Rashida Tlaib … ‘I admire your intellect. I admire your passion. I admire your concern for so many other people. You’re a fighter, Rashida Tlaib, and God thank you for being a fighter.’ What a disgraceful episode in Biden’s administration.”

He also raised alarm about numerous Biden administration appointees who, according to Klein, had a record of anti-Semitic and anti-Israel statements. This was so alarming, he said, that ZOA established a webpage to list and document the statements of 20 appointees.

‘Fighting for Truth’
“The fact that thousands of us are gathered here at this virtual gala shows that so many of us, such huge number of us, do care,” Klein concluded. “We will continue to be strong and with the help of Almighty God and with the help of the Jewish Zionists and evangelical Christians Zionists and remarkable Israeli people, we will overcome all of these serious but temporary obstacles and will ultimately re-strengthen U.S.-Israel relations and promote the truth of the Arab Islamist war against Israel and the West, and will finally implement the moral, principled, wise policies that will strengthen and benefit both Israel and America.”

The event also featured a brief address by the ZOA’s newly elected board chairman, attorney David Schoen, who served on Trump’s legal team during his Congressional impeachment hearings.

“Tonight, we celebrate an organization that is dedicated to fighting for truth, an organization that is brave and bold, and an organization that is determined to share and promote facts,” Schoen said. “As we look around the world at the end of 2021, we see increasing anti-Semitism both in the United States and abroad, including violent attacks on college campuses and synagogues across the country, and a harsh anti-Israel climate on Capitol Hill. Israel bashing has become the norm as few are willing to stand against the current in order to shut down the lies.”

ZOA presented the Mortimer Zuckerman Award for Outstanding Jewish Philanthropy to Gloria Kaylie and her late husband Harvey, as well as the Justice Louis D. Brandeis Award to activist Rubin Margules.

“Like Mort, I was born in a [displaced persons] camp in Germany — in Bamberg, Germany. My father and mother were liberated from concentration camps in which nearly all their former families were murdered. So too my wife’s family,” Margules said. “My father was consumed with pride by the emergence of the State of Israel, a haven then and now for the Jewish people and a source of pride to all of us. He taught me love of Israel and even more importantly, that we must do what it takes to ensure that never again means never again!”

Palestinian President Mahmoud Abbas on Friday said that Israel “had one year ahead to end the occupation” of the West Bank.

Abbas made this statement in a speech addressing the UN General Assembly, adding that if the occupation doesn’t end, “we will head to the International Court of Justice, to have a decision on the legitimacy of the occupation on the borders of 1967”.

Speaking via video-link from Ramallah, Abbas hinted that he could withdraw recognition of Israel.

“If the occupation continues, what does our recognition of Israel within its 1967 borders mean?” he said.

Abbas also strongly condemned the Israeli government’s stated policy of not negotiating with his Palestinian Authority, which has limited self-rule in the West Bank. Last week, Israeli Prime Minister Naftali Bennet said that he won’t meet the Palestinian president.

Abbas accused Israel of “evading a political solution”, warning that “undermining the two-state solution will open the doors for alternatives that will be imposed by facts on the ground, including the return to the Resolution 181 partition plan of 1947”.

He added that Israel’s practices of “ethnic cleansing and annexation” will “consecrate the reality of a single racist state”, saying that the international community “has failed to hold Israel accountable, allowing it to “behave as a state above the law”.

Israel has constructed hundreds of illegal settlements in the West Bank, where approximately 600,000 Israelis live.

Dialogue with the US

The Palestinian president criticized “the states who give money and weapons to Israel, who uses them to kill Palestinians”. His remarks came one day after the US Congress approved $1 billion in funding for Israel’s Iron Dome system.

However, Abbas also referred to “our constructive dialogue with the American administration to restore US-Palestinian relations”. On Tuesday, US President Joe Biden told the UN General Assembly that he supports the creation of a Palestinian state, saying that it is “the best way” to ensure Israel’s future. Biden, however, added that “we are still a long way from that goal at this moment”.

In addition, Abbas called on UN General Secretary Antonio Guterres to organize an international peace conference “under the auspices of the international quartet only”, as well as to “activiate the UN resolutions concerning international protection for the Palestinian people”.

Abbas referred to the UNGA emergency meeting resolution of June 2018 that requested the UN Secretary General to present “recommendations for an international protection mechanism for Palestinians”.

The international quartet on the Middle East is made up of four countries and organizations involved in mediating the Israeli-Palestinian peace process – the United States, the European Union, the UN, and Russia.

Elections and reconciliation with Hamas

Concerning internal Palestinian politics, Abbas said that municipal elections will be organized in the Palestinian territories “in the coming months”.

He also referred to the presidential and legislative elections, which were planned for last May before Abbas called them off in April. He insisted that “we did not cancel the elections, but we postponed them until we have a guarantee that we can hold them in Jerusalem”.

Palestinians last went to the polls in 2006, when Hamas won Palestinian legislative elections. Abbas’s official term as Palestinian president ended in 2009, but no presidential elections have been held since then.

In 2007, Hamas took control of the Gaza Strip following a deadly conflict with Abbas’s Fatah movement. Abbas said that he was “working to form a national unity government” with Hamas which would “help to begin the reconstruction of the Gaza Strip”.

The besieged Gaza Strip is still suffering the effects of 14 years of crippling Israeli blockade and four wars which have happened since 2008.

The 85- year-old Palestinian president said during his speech that “I’ve struggled all my life for peace, and I have followed the legal and peaceful ways, but I have found no partner for peace in Israel.

“We thank the international community for helping the Palestinian people build their institutions and economy, but the time has come to take steps that could put an end to occupation,” he added.

Defense Minister Benny Gantz on Monday said Israel and the United States had restored intelligence ties and were working to develop a “Plan B” if the stalled talks between Washington and Tehran regarding a fresh Iran nuclear deal sputter out, following a meeting between Prime Minister Naftali Bennett and US President Joe Biden last week.

Gantz warned that if Iran becomes a nuclear state, it will trigger an international arms race in which many other nations, in the Middle East and beyond, will attempt to acquire an atomic bomb.

“The United States and Israel share intelligence information, and the cooperation with the United States in this field is only getting stronger. We are working with them in order to establish a Plan B and to demonstrate that if there is no deal, other activities will begin, as President Biden said,” the defense minister said, speaking to military correspondents ahead of the Jewish New Year next week.

On Friday, the US president told a joint press conference with Bennett that his administration was “ready to turn to other options” if diplomatic talks with Iran failed, likely alluding to the possibility of clandestine operations and military strikes.

The White House meeting came a day after US officials told the New York Times that Israel’s previous administration had downgraded intelligence sharing with the US after Biden took office. Bennett has sought to restore ties with US Democrats after their relationship with former prime minister Benjamin Netanyahu became frayed, though Iran was the focus of the Friday meeting.

Gantz did not specify what the “Plan B” could entail, but Israeli officials have signaled a need for a credible military threat to deter Iran from pursuing nuclear weapons.

Gantz’s comments joined a flurry of threats by Israeli defense officials toward Iran in recent days, including Israel Defense Forces Chief of Staff Aviv Kohavi, who told reporters last week that the military was preparing plans and funding for a potential military strike on Iran’s nuclear facilities.

“We are allocating resources in order to strengthen our ability to act against challenges in the region, chief among them Iran,” Gantz said.

The defense minister made his comments during an extended briefing with reporters at the Defense Ministry’s offices in Tel Aviv’s Kirya military base, focusing on Iran along with his meeting Sunday with Palestinian Authority President Mahmoud Abbas, the lingering threats from the Gaza Strip following May’s conflict with terror groups there, the Middle East in general and the ongoing efforts by the government to pass the budget and fund the Defense Ministry’s programs.

“A defense budget allows us to rearm and allows for the operational ability that we need, alongside important social considerations. We are working to improve fortifications in the north and to build the [Lebanese border] barrier that was held up for years,” Gantz said.

Referring to recent efforts by the government to encourage ultra-Orthodox men to perform national service, the defense minister said he was working to expand this in order to get a larger majority of Israelis to enlist, warning that if this is not accomplished within the next decade, Israel will be forced to move to a professional, volunteer military.

“The goal is to get more than 70 percent of people to serve each year, when today we only have roughly 50 percent,” Gantz said.

The defense minister said he instructed the IDF to begin preparing for the possibility that it will have to continue to support the national pandemic response through the end of 2022, after initially planning to scale back the military’s involvement in these efforts following this year’s massive vaccination drive.

Strengthening the PA

Gantz reiterated his support for strengthening the Palestinian Authority, which works closely with Israel on security issues, particularly against Hamas and other terror groups in the West Bank. However, the PA is often maligned in Israel for its financial support for terrorism in the form of stipend to the families of Palestinians imprisoned in Israeli on terrorism charges or killed as they perpetrated terror attacks, as well as for its repeated efforts to gain unilateral recognition as a state in international forums such as the United Nations.

“I told Abbas that we aren’t going anywhere and that the Palestinians aren’t going anywhere. I went to the meeting in order to build confidence and preserve the interests of the State of Israel and the important ties we have with the Palestinian Authority, which I believe we need to strengthen,” Gantz said.

“As the Palestinian Authority gets stronger, Hamas gets weaker, and so long as it has greater governance, we will have more security and we will have to act less,” he added.

The defense minister did not bring up the possibility of renewed peace talks with the Palestinians, and an official close to the prime minister told reporters earlier in the day that “there is no diplomatic process with the Palestinians nor will there be.”

Regarding the Gaza Strip, which has recently seen a significant increase in violence along the border, Gantz said Israel was maintaining its policy of making full reconstruction and further development of the enclave contingent upon the release of two Israeli civilians and the remains of two fallen IDF soldiers from Hamas captivity.

The defense minister said the military would also continue to strike more forcefully than it did in the past in response to low-level violence along the border, such as the launching of balloon-borne incendiary devices.

“We said that what had been will not be again, and what had been is not what is happening now. This is in terms of the nature and strength of our retaliations, in the different mechanism through which Qatari funds are being transferred, also on civilian issues and on the dependence of reconstruction on the captives, as I said at the end of the operation,” Gantz said.

Echoing similar comments made recently by IDF chief Kohavi, the defense minister warned that Israel may be at the outset of a fresh round of fighting in Gaza, continuing the campaign from May’s 11-day conflict, known in Israel as Operation Guardian of the Walls, if the violence along the border continues.

“Our strikes in Gaza have been precise and have hit rearmament facilities that are painful for Hamas and that deny it capabilities. I cannot promise that we will not have to continue with a 12th day of Guardian of the Walls,” he said.

Gantz also noted that rocket attacks from Lebanon, which began during Operation Guardian of the Walls, appeared to be the work of Palestinian terror cells linked to Hamas.

During the fighting in Gaza, three rounds of rocket fire were launched at northern Israel, causing neither injuries nor damage. A fourth attack was launched on July 20 and a fifth on August 4 by these Palestinian cells.

“We have seen that Hamas International is trying to create an infrastructure in Lebanon,” Gantz said.

The IDF does not see these cells as a major threat, but has allocated additional intelligence resources to monitoring them. The main threat in Lebanon remains the Iran-backed Hezbollah terrorist militia.

After Israel retaliated forcefully to the August 4 attack, Hezbollah fired 19 rockets at northern Israel, the first time the organization has openly launched such an attack since the 2006 Second Lebanon War. These rocket attacks from Lebanon raised the specter of a potential two-front war in the future, in which Israel would have to fight both Hamas in Gaza and Hezbollah in Lebanon.

“The humanitarian situation in Lebanon is very worrying, but so are the rearmament efforts of Hezbollah. We are prepared for the possibility of fighting on the northern front, including a situation in which we would be fighting on northern and southern fronts,” Gantz said.

Palestinian Authority (PA) cabinet leader Mohammad Shtayyeh on Monday urged the European Union to play an active role in the future political process related to the Palestinian cause.

Shtayyeh made the call during an online meeting with the European Parliament Committee on Foreign Affairs, attended by 80 people representing different countries and parties in Europe.

“It is necessary to break the status quo that the Palestinian cause is passing through because of the Israeli occupation measures,” said Shtayyeh, according to the Xinhua news agency. He called on the EU to recognize an independent Palestinian state.

During the meeting, he also called on Europe “to end the American monopoly of sponsoring the Middle East peace process through an international conference for peace in which all parties participate.”

“Any political process must depend on ending the Israeli occupation of the Palestinian territories on the basis of the two-state vision under international law and United Nations resolutions,” Shtayyeh noted.

The PA has rejected any US attempts to broker peace talks with Israel, arguing that the Trump administration is biased in favor of Israel and is therefore not an “honest broker”.

PA chairman Mahmoud Abbas has repeatedly pushed for an international conference for peace in the Middle East, aimed at bypassing the US efforts to resume talks.

The last round of peace talks between Israel and the PA failed in 2014 when the PA unilaterally applied to join international organizations in breach of the conditions of the talks.

“Extending sovereignty will be done only alongside the United States,” Netanyahu said. “Without coordination, in the best case, will do nothing, and in the worst case, will harm relations between us. The United States asked that Israel temporarily postpone annexation.”

The joint statement by the three leaders said that as “a result of this diplomatic breakthrough and at the request of President Trump with the support of the United Arab Emirates, Israel will suspend declaring sovereignty” over areas of the West Bank that were envisioned in the U.S. Middle East plan unveiled by Trump in January.

“Israel for the foreseeable future will be focused on building this relationship and pursuing all the advantages that can come from having this new relationship with this country, and we also breaks the ice for doing more normalizations and peace agreements with other regional players as well,” one White House official told Reuters.

A senior political source told Haaretz that annexation is still on the agenda and that Israel is committed to it. “The Trump administration asked that we temporarily postpone declaring [sovereignty over parts of the West Bank] in order to achieve the beginning of this historic peace agreement with the Emirates.”

A senior Likud official praised the agreement, saying: “The Israeli and international left always said that it is impossible to bring peace with Arab nations without peace with the Palestinian people. That there is no other way except from withdrawing from the ’67 borders, clearing out the settlements, dividing Jerusalem, and establishing a Palestinian state. This is the first time in History that Prime Minister Netanyahu broke the paradigm of ‘land for peace’ and brought ‘peace in exchange for peace.'”

Sources involved said that Netanyahu discussed the agreement with Alternate Prime Minister Benny Gantz and Foreign Minister Gabi Ashkenazi only after the agreement was formally announced by Washington. Both Gantz and Ashkenazi deny that they were previously unaware of the agreement.

Meanwhile, Palestinian President Mahmoud Abbas said he “rejects and denounces the surprising announcement by Israel, the United States, and the UAE,” and called it a “betrayal of Jerusalem, Al-Aqsa Mosque and the Palestinian cause.” A senior adviser to Abbas read the statement from outside the PA president’s Ramallah headquarters.

PLO Executive Committee member Dr. Hanan Ashrawi condemned the agreement and its terms on Twitter. “Israel got rewarded for not declaring openly what it’s been doing to Palestine illegally and persistently since the beginning of the occupation,” she wrote, referring to the annexation agreement. “The UAE has come out in the open on its secret dealings/normalization with Israel.
The United States hopes that this brave step will be the first in a series of agreements that end 72 years of hostilities in the region. Although the peace treaties between Israel and Egypt and Jordan have not yet fulfilled their full potential, since the 1978 Camp David Accords and the 1994 Wadi Arava Agreement, we have witnessed significant economic development in Egypt and Jordan, an unmistakable dividend of peace.”

Delegations from Israel and the United Arab Emirates will meet in the coming weeks to sign bilateral agreements regarding investment, tourism, direct flights, security, telecommunications, and other issues, the statement said.

The two countries are expected soon to exchange ambassadors and embassies.

The agreement envisions giving Muslims greater access to the Al-Aqsa Mosque in the Old City of Jerusalem by allowing them to fly from Abu Dhabi to Tel Aviv, White House officials said.

The joint statement said the United Arab Emirates and Israel will immediately expand and accelerate cooperation regarding the treatment of and the development of a vaccine for the novel coronavirus amid the pandemic.

An Israeli unity government, a weak Europe, and very strong ties with the United States means that Israel has options open to it now that it may not have again in the foreseeable future, but time is running short.

Secretary of State Mike Pompeo recently went on a brief six-hour trip to Israel. As Israel’s Prime Minister Benjamin Netanyahu correctly noted to Secretary Pompeo during their joint press conference on May 13, “This is your first trip abroad in some time. I think it is a testament to the strength of our alliance, to the strength of President [Donald] Trump’s commitment to the State of Israel, and to the strength of your commitment to Israel, and the strength of our alliance.” The trip, in our view, reflects the determination of the United States and Israel to take advantage of the rare opportunities present in order to create a dramatically different strategic environment in the near future.

The coronavirus pandemic has changed the agenda of the international community and has forced many states to focus their energy and resources on efforts to minimize the scope of the damage the coronavirus outbreak has caused. It is no secret that many states are now competing in efforts to develop as soon as possible a vaccine for this new disease. Notably, this pandemic has also given certain advantages to states with high technological and scientific abilities, such as Israel and the United States.

In February 2020, Netanyahu ordered the Israel Institute for Biological Research (IIBR) (which is under the authority of the prime minister) “to act as quickly as possible to produce a vaccine against the virus and establish a vaccine plant in Israel.” Earlier, in May, it was announced that IIBR successfully isolated the coronavirus antibody. On May 18, IIBR announced that the vaccine they had developed was successful during testing on rats, with the next stage being tests on other animals before finally starting human trials. Just prior to this announcement, it was revealed that IIBR has filed patent requests for eight types of coronavirus antibodies that it has isolated.

Being aware of Israel’s advanced position in the fight against the coronavirus, it is certain that the United States considers cooperation with Israel in this field to be in its best interests. Pompeo alluded to this in his remarks alongside Netanyahu, stating: “We’ll certainly talk about the challenges the globe faces with COVID—Israeli technologies, Israeli medical expertise, all of the things that you and I and our teams can work on together. I know we’ll deliver good outcomes and decrease the risk for people all across the world from this global pandemic.”

Furthermore, Senators Ted Cruz (R-Texas) and Chris Coons (D-Del.) announced their intention to press for a $12 million appropriation in the upcoming Phase 4 / CARES 2 bill to enhance partnerships between companies in the United States and Israel to develop innovative medical projects aimed at detecting, treating, and curing the coronavirus. The language of this push is modeled on the bipartisan. “Expanding Medical Partnerships with Israel to Lessen Dependence on China Act,” which was introduced by Cruz, Coons, and six other senators, Republicans, and Democrats.

Developing a cure or a vaccine for this pandemic will significantly boost the prestige and revenue of both the United States and Israel. It will also enhance Trump’s position towards the coming election, certainly under the background of harsh criticism against him for his handling of the pandemic. Notably, former President Barack Obama characterized the Trump administration’s response as “an absolute chaotic disaster.”

As far as Israel is concerned, successfully developing a vaccine would enhance ties between Israel and the Arab states (particularly the Gulf States). It could even encourage them to raise existing, yet clandestine, relations to more open, public, and normal relations. It might also encourage Arab states to intensify their pressures on the Palestinians to show more flexibility in the peace process.

In general, the coming months between now and November present the Israeli leadership with rare and unprecedented opportunities to significantly enhance Israel’s strategic standing. Israel can hope to realize those opportunities due to the very wide freedom of action it currently enjoys:

a. The current American administration supports Israel almost in any field, in particular with regard to Iran and the peace process.

b. The existence of a national unity government in Israel enables its leadership to undertake major, far-reaching decisions in both military and political spheres, which it could not do when it was just a right-wing government.

c. The European Union (EU), which for years has been a major factor limiting Israel’s freedom of action, currently finds itself in a weaker position as it is reeling from the coronavirus pandemic and the related economic fallout. There are additionally a growing number of EU states which are taking positions that are more favorable towards Israel. This was recently marked by the unprecedented resolution adopted by the EU parliament condemning hate speech in Palestinian textbooks.

d. The Arab world, including the Palestinian entity, is divided perhaps now more than ever, as it is engulfed in seemingly endless internal violent conflicts, and its revenues from oil are sharply decreasing.

Israel is certainly aware that these favorable circumstances will not be indefinite and are not without vulnerability. In November 2020, Trump will be facing a major challenge in the coming election. Though Trump’s approval rating has remained relatively stable, nobody can guarantee his victory over the highly experienced former Vice President Joe Biden. Though known as being highly sympathetic towards Israel, Biden will be very much influenced by the growing anti-Israeli posture of certain strong elements within the Democratic Party. If this happens, then Israel’s freedom of action will dramatically decrease.

In addition, nobody knows for how long the national unity government in Israel will survive. Netanyahu’s trial for corruption begins next week while major internal economic and social issues divide the parties that compose the present unity government. These controversies might bring a sudden downfall of the present government.

Regarding Iran, it is important to note that the regime in Tehran is under significant stress due to sanctions, an economic crisis, and the coronavirus pandemic. This has led to what appears to be a major strategic success for Israel. According to outgoing Israeli Defense Minister Naftali Bennet, “Iran is significantly reducing the scope of its forces in Syria and even evacuating a number of bases.” Bennet added, “Though Iran has begun the withdrawal process from Syria, we need to complete the work. It’s in reach.” The fact that Israel has managed to force an Iranian withdrawal from Syria while having avoided any direct confrontation with Syria, Russia, or Iran, is a major breakthrough and a successful result of the policy Netanyahu has been carrying out over the past years with the support of the United States.

Over the past several years, Israel has carried out extensive airstrikes on Iranian targets and weapons shipments in Syria as Iran has sought to entrench itself on Israel’s northern border. Recently, Israel seems determined to signal to Iran that it will no longer confine its attacks to Iranian targets in Syria. Rather, Israel will hit Iran on its own soil when necessary. Indeed, it was recently revealed that a major Israeli cyberattack targeting the Shahid Rajaee port terminal in Iran’s largest port city of Bandar Abbas caused complete disarray, managing to bring the bustling port to a standstill.

Riding on its major success in compelling Iran to withdraw from Syria, Israel feels that in the coming months, it has a distinctive window of opportunity to dramatically enhance the pressure on Iran in order to force it into accepting the conditions of Israel and the United States with regard to the Iranian nuclear program. This has certainly been discussed between Pompeo and Netanyahu.

The other subject that is certainly of high priority on Israel’s agenda is the prospect of a preemptive strike against Hizballah’s rocket and missile caches in Lebanon. It is estimated that there are approximately 130,000 rockets and missiles in Lebanon capable of hitting almost any point in Israel. Since the 2006 Lebanon War, Hezbollah has refrained from using this strategic threat against Israel. However, Israel cannot rule out the possibility that local clashes between Israel and Hezbollah could develop even unintentionally into a major conflict in which Hizballah will utilize these capabilities.

Lastly, the present circumstances give Israel a unique and unprecedented opportunity to formulate its permanent borders. Following the recognition of Jerusalem as the capital of Israel and Israel’s sovereignty over the Golan Heights, Israel is now given an illuminating green light to annex major parts of the West Bank, in particular the Jordan Valley, into its territory. The threats of Palestinian President Mahmoud Abbas to end security cooperation with Israel and warnings against annexation by Jordan’s King Abdullah II for the time being do not appear to be of much deterrence against Israel’s current leadership in this regard. The solid support of the United States and the apparent weakness of the EU and the Arab world more or less ensures that no effective factor will pose a significant challenge to such an Israeli move.

All in all, Israel is currently enjoying a period of unprecedented strategic freedom of action. An Israeli unity government, a weak Europe, and very strong ties with the United States means that Israel has options open to it now that it may not have again in the foreseeable future, but time is running short.

Saudi Arabia and Israel are conducting negotiations to allow Saudi representatives to join the Jerusalem Waqf Islamic religious trust that controls the Temple Mount and Al-Aqsa, according to a report Monday by Israel Hayom.

“These are sensitive and secret discussions conducted with ambiguity and low intensity with a small team of diplomats and senior security officials from Israel, the US and Saudi Arabia as part of negotiations to progress the Deal of the Century,” said senior Saudi diplomats to Israel Hayom.

While Jordan had strongly objected to any change in the makeup of the Waqf, in recent months their stance changed after Turkey became involved in east Jerusalem and the Temple Mount.

After the clashes surrounding the Gate of Mercy complex and the attempt to install metal detectors at the Temple Mount, Jordan appointed Palestinian representatives to the Waqf. The Palestinian representatives began to allow Turkish organizations to operate on the Temple Mount by establishing foundations to which the Turkish government provides tens of millions of dollars, according to Israel Hayom.

As Turkish influence increased, the Jordanians told Israel and the US that the kingdom was ready to soften its stance concerning allowing Saudi representatives in the Waqf. The addition of Saudi representatives would occur under specific circumstances that won’t impact the unique position held by the Jordanian kingdom on the Temple Mount and if Saudi Arabia provides millions of dollars as a contribution to Islamic foundations that operate in east Jerusalem and the Temple Mount and place diplomatic and political pressure to remove the Turkish organizations from the area.

An Arab diplomat told Israel Hayom that if the Jordanians were to allow Turkey to operate on the Temple Mount without interfering, Jordan “would remain only ‘on paper’ in their definition in the special position of managing the holy places of Islam. They need money and the influence of Saudi Arabia in order to stop [Turkish President Recep Tayyip] Erdoğan.”

The diplomat added that Israel and the US have an interest in Saudi support in order to progress the Deal of the Century and the annexation process. “Moreover, Saudi Arabia brings with it the support of the UAE and Bahrain,” said the diplomat to Israel Hayom.

The diplomat stressed that it was still too early to say whether the Saudi representatives would actually be added to the Waqf. “The intention is that the integration of the Saudi delegates will be in the constellation of observers only and not binding, in order not to impact the special position of Jordan on the holy area,” said the diplomat to Israel Hayom.

Since Donald Trump became US President, the walls have been rapidly closing in on Mahmoud Abbas, the Palestinian President, and his commitment to negotiating a two-state agreement with Israel.

In January, Mr. Trump issued a “peace proposal” that virtually invites Israel to annex about 30 percent of the occupied West Bank, including the strategically crucial Jordan Valley. Israel’s Prime Minister, Benjamin Netanyahu, successfully campaigned to remain in office on a promise to do exactly that in the coming months.

<img loading="lazy" decoding="async" class="" src="https://www.thenational.ae/image/policy:1.1024044:1590317672/Palestinians-mark-Nakba-and-protest-against-Israeli-plan-to-annex-parts-of-the-occupied-West-Bank.JPG?f=4x3&q=1.0&w=1024&$p$f$q$w=3f71520" alt="A Palestinian man argues with an Israeli border policewoman during a protest marking the 72nd anniversary of Nakba and against Israeli plan to annex parts of the occupied West Bank, in the village of Sawiya near Nablus in the Israeli-occupied West Bank May 15, 2020.

The Trump administration has asked Tel Aviv to wait until a joint Israeli-US mapping committee determines which chunks of Palestinian territory Washington will allow Israel to devour. Palestinians have not been included in any of these conversations whatsoever. Naturally, they are desperate to assert their agency, make themselves relevant, and press the international community to act fast to save the possibility of a two-state peace agreement.

On Tuesday, Mr. Abbas voiced this anguish, declaring: “The Palestine Liberation Organisation [of which he is the chairman] and the State of Palestine are no longer committed to all signed agreements and understandings with the Israeli government and the American government, including security commitments.”

It’s not clear what this announcement will mean in practical terms for the Palestinian Authority government in Ramallah and its considerable administrative and governance role in the lives of Palestinians living under Israeli occupation. But by adding that Israel would now have to “uphold responsibilities before the international community as the occupying power” he was clearly hinting at the PLO’s longstanding “nuclear option” of dismantling the quasi-independent Palestinian administration that has been developed within the occupation’s broader context since 1993.

Dismantling it would certainly create innumerable headaches for Israel. If the PA completely closes its institutions, Israel would theoretically have to step in and directly rule Palestinian towns as well as provide for the basic needs of the population.

That’s not something many Israelis want to do, but it’s not impossible either.

The greatest brunt, especially at first, would be felt by ordinary Palestinians, who would lose a wide range of administrative and social services and, in many cases, jobs; the PA and its subordinate agencies are the biggest employers in the West Bank and Gaza.

Completely renouncing the Oslo Accords and refusing to deal with Israel would also mean giving up most of the PA’s operating budget, which is funded by Palestinian taxes that under the accords are collected by Israel and transferred to the Authority.

But apart from repeated declarations that the Palestinians have ended all security and intelligence co-operation with Israel and the US, there is no sign that the PA has changed its functional modus operandi. No one seems to have resigned from, let alone closed, any office, though Palestinian security forces have reportedly been withdrawing from certain areas.

The bottom line is that Palestinians have not developed any practicable alternative national strategy to seeking a political agreement with the Israelis. If negotiating with Israel now seems a complete dead-end, armed struggle has an even worse track record. And no one in their right mind really believes Israel is going to be brought to heel by the UN or to its knees by grassroots international boycotts.

So, this threat is probably an empty one, at least until a new leadership with an alternative vision emerges – although the dire situation certainly demonstrates the urgent need for both.

It is difficult to understand what Mr. Abbas hoped to gain by this speech under the current circumstances. Some Palestinians whisper that the plan was for him to emphasize that this is what the PA and PLO had always intended to do in the event of a major Israeli annexation. That makes more sense, given that should Israel grab all that land such a response would probably be inevitable and arguably justifiable.

But it hasn’t happened yet. And it may not. Publicly, the Trump administration is not urging Israelis to avoid annexation for the rest of the year, but it isn’t encouraging them either. It’s hard to imagine that Mr. Trump would be disappointed if the Israelis decide to wait and see what happens.

With the looming threat of a Joe Biden presidency, Tel Aviv may feel some urgency to act now. But Mr. Biden has pointedly repeated his commitment to a two-state solution and insists he won’t be bound by any new commitments Mr. Trump makes that would render it impossible and is even prepared to reverse them. Is that a fight Israel really wants to have with Washington in 2021 and beyond?

Since it’s unclear what the Israelis will do, why would Palestinians want to appear to be abrogating the very agreements, particularly the Oslo Accords’ Declaration of Principles, that explicitly disallow annexation?

No doubt Mr. Abbas is trying to remain relevant and to communicate the level of Palestinian desperation and despair to an apparently apathetic international community. But the price for such defiant-but-empty bluster – reminiscent of the “you’re leaving because I want you to go” genre of torch song – is potentially quite high. Much wiser to let Israel administer the rhetorical as well as practical coup de grace to the Oslo process.

The Palestinian leadership has said this kind of thing before, although not quite so categorically, and then decided, in the cold light of day, that canceling co-operation, let alone dismantling fledgling Palestinian national institutions, doesn’t make much sense. It is, we keep discovering, easy, and even habitual for both parties’ rash actions to hurt Palestinians and Israelis simultaneously.

Fortunately, Israel and the US are essentially ignoring the speech. Unfortunately, there may come a time when such drastic declarations and steps become unavoidable. But last week wasn’t it. The immediate goal for all responsible actors must be avoiding such a calamitous, but closer than ever, point of no return.
