Mr Schulz’s decision to stand down was made after he lost the confidence of the party membership but a row immediately broke out over attempts to install Andrea Nahles as new leader without a contest. And the latest row threatens fresh instability for Mrs Merkel desperately trying to cling onto a fourth term in power.

Ms Nahles, the 47-year-old former employment minister, remains favourite to succeed Mr Schulz and become the first woman to lead the party but Simone Lang, the relatively unknown mayor of Flensburg, a small city near the Danish border, has announced she will stand and force a vote.

Three powerful SPD regional associations have also declared they will block any attempts to appoint Ms Nahles as interim leader until an election can be held. The crisis comes just a week before the start of a postal vote by the SPD’s 460,000 members on whether to join a new coalition under Mrs Merkel.

The postal ballot on whether the party should go ahead with the agreement its leaders clinched last week to renew their power sharing alliance with Mrs Merkel’s conservative bloc opens on February 20.

The coalition deal envisages stronger Franco-German cooperation, allocating budget funds for economic stabilisation in Europe, increased German contributions to the EU budget, and transforming the ESM bailout fund into a European Monetary Fund.

But EU reform, which has moved up the agenda with Britain poised to leave the bloc next year, is an issue that fails to resonate with many party members who are more concerned with jobs and working conditions. Many within the SPD harbour misgivings about sharing power with Mrs Merkel, believing the party should rebuild in opposition after suffering its worst result in last September’s election since Germany became a federal republic in 1949.

Results are due on March 4 and “no” vote would almost certainly mean new elections and yet more uncertainty in Germany.

Ms Nahles is trying to persuade wavering party members to support the coalition deal but it is not clear whether she will be able to do so as leader.

Kevin Kühnert, the leader of the party’s youth wing and chief opponent of a new coalition, said the way emerged as frontrunner without any meaningful debate was an example of the “old politics” he was trying to end. Ms Nahles is still backed by most of the current leadership and several senior officials have stepped in to try to restore calm.Malu Dreyer, regional prime minister of Rhineland-Palatinate, said: “The SPD cannot remain leaderless. It was right when Martin Schulz proposed Andrea Nahles take over the interim leadership.”

Ralf Stegner, the regional SPD leader in Schleswig-Holstein, said: “Each of us would be well advised to put the interest of the party and the country before their own ambitions. No more indiscipline in the SPD.”

But three regional associations led by the powerful Berlin local party said installing Ms Nahles as interim leader is against party rules and one of the current deputies should step in until members can vote on a new leader.

A formal election will now have to be held after Ms Lange declared her candidacy.

BERLIN: Coalition talks between Germany’s centre-left and conservative parties were still going on Wednesday morning, as Chancellor Angela Merkel negotiated through the night to break four months of paralysis in Berlin.

Merkel and Social Democratic Party (SPD) leader Martin Schulz sat down Tuesday morning for what was supposed to be the final day of haggling over details in a process begun in early January.

Leaders are under pressure to form a government and clear the roadblocks that have Germany lame since inconclusive elections in late September.

If the present talks fall through, Merkel could be forced either to govern with an unstable minority government or to return to the polls and ask voters to think again – with the risk that more will turn to the far-right Alternative for Germany (AfD).

But the SPD is deeply divided on whether to back her for chancellor for a third time, with opponents in the party pointing to the 155-year-old movement crumbling from almost 35 per cent of the vote to just 20.5 during the Merkel era.

Major sticking points are reportedly reforming to Germany’s two-tier health insurance system and setting limits to temporary work contracts, questions the SPD is determined to address in the coalition agreement.

If they reach an agreement with conservatives, SPD leaders will have to submit their final results to a vote by more than 460,000 party members, which could be completed by early March.

The prospective partners in Germany’s new government resumed their push to nail down a coalition deal on Monday, but it was unclear whether they would clinch an agreement before the day is over.

Chancellor Angela Merkel’s conservative Union bloc and the center-left Social Democrats originally set a Sunday deadline to wrap up talks on extending their alliance of the past four years, but budgeted two extra days as a precaution when formal negotiations started Jan. 26.

Still on the table are two points that are important to the Social Democrats: curbing the use of temporary work contracts and trying to narrow differences between Germany’s public and private health insurance systems.

“I assume that we can get this finally done today,” Volker Bouffier, a deputy leader of Merkel’s Christian Democratic Union, told reporters as he arrived for the talks. “I’m not certain, but confident. We may need until early tomorrow.”

Germany’s effort to put together a governing coalition after its Sept. 24 election is already its longest since World War II.

It won’t finish with these talks. A deal will have to be approved in a ballot of the Social Democrats’ members, many of whom are skeptical after a disastrous election result. That process will take a few weeks.

Merkel’s attempt to put together a government with two smaller parties collapsed in November. Social Democrat leader Martin Schulz, who had previously ruled out renewing the “grand coalition” of Germany’s biggest parties, then reversed course.

Failure to reach an agreement, or a deal’s rejection by Social Democrat members, would leave a minority government under Merkel or a new election as the only viable governing options.

The SPD gathered in Bonn today to decide whether to start formal coalition talks with Angela Merkel’s conservatives, a move which would bring Europe’s economic powerhouse one step closer to a stable government.

Leader Martin Schulz faced a strong backlash from the party’s left and youth wings, which argue that the SPD should reinvent itself in opposition.

The party recently scored its worst election result in September since Germany became a federal republic in 1949.

But this afternoon the 600 Social Democrat delegates voted to allow leaders to enter into formal coalition talks with Angela Merkel’s CDU.

The vote will help move Europe’s economic powerhouse one step closer to a stable government after months of political uncertainty.

SPD delegates voted by 362 ‘for’ to 279 ‘against’ to move ahead with negotiations after the centre-left party’s leaders agreed a preliminary coalition blueprint with Merkel’s conservative bloc earlier this month. There was one abstention.

Talks are now expected to start this week, bringing relief to Germany’s partners in Europe, where Merkel has long played a leading role in economic and security affairs.

SPD party members still get to vote on a final coalition deal, if there is one.

The two blocs, which both bled support to the far right in the September 24 election, struck a preliminary deal last week but critics, including the party’s youth wing leader Kevin Kuehnert, say the agreed blueprint does not bear enough of the SPD’s hallmarks.

Sunday’s vote has also been watched closely abroad as Germany has Europe’s largest economy and Merkel has long played a leading role in the continent’s economic and security affairs.

Senior Social Democrats cited progress in efforts to win support for formal talks after the SPD’s biggest regional branch in North Rhine-estphalia (NRW) recommended its members vote in favour of entering negotiations.

Mr Schulz defended the preliminary deal despite calls for more concessions on labour, health and migration policies.

“To seize the opportunity to considerably help many people is a duty for me.”

Speaking at a party congress earlier today, he urged delegates to allow the SPD to serve as Merkel’s junior coalition partner again – a sign of the party’s diminished fortunes.

“The SPD must and will be visible, audible and recognizable!” Schulz, sounding hoarse after a week of lobbying delegates, said to loud applause.

“We ask for your consent to start coalition negotiations. We will fight for further improvements in the coalition negotiations if we can continue the talks.”

Arriving for Sunday’s congress, SPD parliamentary leader Andrea Nahles added she was “cautiously optimistic” about securing a ‘yes’ vote.

A ‘no’ would have prolonged a four-month political deadlock just as its regional partners look to Berlin for leadership on European Union reform in light of Britain’s decision to leave the bloc.

German politicians have achieved a breakthrough in talks aimed at forming a new coalition government.

A blueprint for formal negotiations was agreed between Chancellor Angela Merkel’s Christian Democrats (CDU) and their former coalition partners, the Social Democrats (SPD).

Politicians stayed up all night to discuss the 28-page document, with the talks lasting more than 24 hours.

But they managed to reach agreement on key sticking points such as migration.

They plan to limit asylum-seeker arrivals to about 200,000 annually. The blueprint also speaks of capping at 1,000 a month the number of migrants who will be allowed to join their family living in Germany.

Stress on ‘social cohesion’

Mrs Merkel and SPD leader Martin Schulz told a news conference they were optimistic that a new “grand coalition” could be formed.

They spoke of a “fresh start” for Germany, and Mr Schulz said that in Europe “we are determined to deploy Germany’s strength”.

Both stressed the need to ensure Germany’s “social cohesion”, a veiled recognition of voter frustration with centrist politics, amid tensions over the influx of asylum seekers.

The September election saw the far-right Alternative for Germany (AfD) win 94 seats in parliament – a first for post-war Germany.

Both the CDU and SPD suffered their worst election results for more than 50 years.

Uneasy partnership

By Jenny Hill in Berlin

After a gruelling all-night session – fuelled by currywurst – Angela Merkel appears to have clinched the deal.

The breakthrough is no doubt a relief to the chancellor, who might have faced the prospect of fresh elections had the talks failed. But Mrs Merkel won’t be cracking open the Sekt straight away.

These were just exploratory talks, aimed at establishing whether there’s a basis upon which a coalition can be formally negotiated. Before the next round of talks can go ahead, the SPD must give the go-ahead at a special party conference.

Bear in mind that many in the SPD – which had originally refused to work with Mrs Merkel again – blame her for their disastrous election result, and are still uncomfortable about another four years in her shadow.

Even if they approve the negotiations, any coalition treaty will be put to the SPD’s 400,000 members in a postal ballot. Mrs Merkel is not out of the woods yet.

Merkel’s coalition marathon keeps Germany waiting

German official figures show that 280,000 asylum seekers arrived in 2016, a drop of more than 600,000 on the total for 2015. Arrivals fell after EU countries and Turkey tightened border controls.

However, the number of asylum applications continued to rise in 2016. The huge 2015 influx – many of them Syrians, Iraqis and Afghans fleeing war – created a major integration problem for German authorities.

Stumbling blocks

The centre-right CDU and its Bavarian CSU ally have been unable to form a government since the inconclusive election.

The German daily Die Zeit published the text of the CDU/CSU-SPD blueprint for formal negotiations. Under a coalition the parties would seek to:

Crack down on tax avoidance in the EU, plugging tax loopholes exploited by US tech giants and other big corporations

Press for “equal pay for equal work” across the EU, to make the labour market fairer

Turn the European Stability Mechanism (ESM) – the main bailout fund – into a European Monetary Fund under parliamentary control

Seek joint policies with France on all major international issues

Create a centre for artificial intelligence with France

Adopt measures to reduce child poverty, strengthen equal rights for women and attract more foreign skilled workers to Germany

Promote renewable energy, so that it achieves a 65% share of power generation by 2030.

Initially the SPD ruled out governing with Mrs Merkel in charge again. But Mr Schulz changed his mind after CDU coalition talks with the liberal Free Democrats (FDP) and Greens broke down.

It is Germany’s longest ever post-war period of coalition-building and there is still a long way to go before a coalition deal can be clinched.

The SPD will hold a special congress in Bonn on 21 January to decide how to proceed.

He said:

“We do not consider these people to be Muslim refugees, we regard them as Muslim invaders.”

“One has to cross four countries to arrive from Syria in Hungary”, Orban said.

“Those people do not run for their lives but seek a better life. The refugees should have requested admission in advance, but instead they had breached the border illegally.”

As Deutsche Welle reports, according to Orban what Europe has seen was not a wave of refugees, but an invasion. He mentioned that he never understood how in a country like Germany the chaos and the illegal crossing of borders could be celebrated as something good.

When asked by Bild whether it was fair for Germany to accept hundreds of thousands of refugees and migrants while Hungary accepted none, Orban responded:

“The difference is, you wanted the migrants, and we didn’t.”

Migration, he said, threatens the “sovereignty and cultural identity” of Hungary.

The Hungarian prime minister rejected the idea that his country should accept people from Muslim-majority countries.

“We believe that a large number of Muslims inevitably leads to parallel societies, because Christian and Muslim society will never unite,” he said.

“Multiculturalism is only an illusion.”

Orban added that Germany’s SPD leader Martin Schulz should have more respect for his country.

Schulz earlier criticised Orban’s visit to a CSU party conference in Germany. Schulz said that Orban’s refugee policy can be considered as “dangerous”.

BERLIN (Reuters) – Germany’s Social Democrats (SPD) held their first formal talks on forming a government with Angela Merkel’s conservatives on Wednesday, more than two months after the national election that plunged Europe’s largest economy into unaccustomed uncertainty.

Merkel, weakened by heavy election losses to the far-right and then by the collapse last month of talks on a three-way alliance, is pinning her hopes on the SPD for a fourth term as chancellor and to avoid new elections.

Merkel’s conservatives have already been ruling in a “grand coalition” with the SPD since 2013, but the SPD had planned to go into opposition after being punished by voters with its worst election result since World War Two.

However, after coalition talks with other parties collapsed, Merkel has had no place to turn but back to the SPD.

Sensing that her lack of alternatives leaves it in a strong position, the SPD said it would agree to share power only if it wins commitments on more generous social policy.

“A decisive point for the SPD is that the social agenda has more prominence in Germany,” leading Social Democrat Carsten Schneider told German television ahead of the talks, demanding “fairness for ordinary heroes.”

Merkel made no comment as she arrived at the Berlin parliament building for talks with SPD leader Martin Schulz and the leader of her Bavarian conservative allies.

But the mood between the two parties is still sour and Merkel herself has been a frequent target of criticism by the Social Democrats.

The secrecy surrounding the talks underlined their sensitivity. With both sides having a lot to lose, the parties plan no public statements when talks conclude on Wednesday evening.

Schulz has made a pitch for EU integration leading to a “United States of Europe” by 2025, and the SPD wants a big spending boost on education, more nursery spots and a big healthcare reform. Merkel wants to maintain Germany’s solid finances, cut some taxes and expand the digital infrastructure.

The SPD had vowed to go into opposition after its dismal election result and only softened its approach, agreeing to meet Merkel, due to pressure from President Frank-Walter Steinmeier, who wants to avoid new elections.

The SPD pulled no punches in attacking Merkel during the election campaign. Schulz has described Merkel, known for pragmatism rather than vision, as a vacuum cleaner of ideas and has also accused her of silencing debate on issues.

A row last month over a conservative minister breaking protocol to back an extension for an EU license for a weed-killer despite SPD opposition hurt ties at a crucial time.

One of the SPD’s deputies, Ralf Stegner, adopted a combative tone on Wednesday, saying nobody could dictate the terms to the SPD as the conservative bloc needed the party to rule.

One other option is a “KoKo” (cooperation coalition) agreement under which the SPD would agree to work with Merkel in some areas, such as a budget and European and foreign affairs, but force her to seek ad hoc majorities for other policies.

BERLIN
German Chancellor Angela Merkel pushed Monday for quick movement toward a new governing alliance with the main center-left party, saying that only such a coalition will bring the “stable government” needed at a challenging time for Europe.

Merkel stressed her interest in bolstering European unity and suggested that it could underpin a new “grand coalition” of Germany’s biggest parties — her own conservative Union bloc and the center-left Social Democrats.

The two sides will begin discussions Wednesday on a possible extension of their coalition of the past four years. But it is far from certain that a new alliance will come together.

Germany is on course to easily beat its previous record of 86 days — set in 2013 — for the time from an election to the swearing-in of a new government.

After their disastrous election result on Sept. 24, the Social Democrats said they would go into opposition. They reluctantly agreed to reconsider after Merkel’s coalition talks with two smaller parties collapsed.

If they don’t enter a coalition, the only possibilities would be an unprecedented minority government led by Merkel or a new election. President Frank-Walter Steinmeier, who alone has the power to dissolve parliament, has made clear he doesn’t want a new election.

Germany’s political impasse comes at a time when the European Union is considering how to shape its future after Britain’s impending departure in 2019, and with French President Emmanuel Macron championing ambitious EU reform plans.

“I favor quick talks. And I think a stable government is the basis on which we can work best with France and for Europe,” Merkel said after a meeting of her Christian Democratic Union’s leadership.

“I am not exaggerating when I say that the world is waiting for us to be able to act,” she told reporters.

Merkel argued that there is a window of opportunity to make decisions next year, ahead of European Parliament elections in 2019.

Social Democrat leader Martin Schulz, a former European Parliament president, last week suggested moving toward a federal “United States of Europe” by 2025, with countries that don’t join up leaving the EU. Merkel has made clear that that goes too far for her, but also says there is much common ground on European matters.

The Social Democrats have stressed that the talks on a new Merkel government will be open-ended, and that they will also consider some kind of support for a conservative minority government. Any coalition deal would require endorsement by the party membership, which has shown little enthusiasm for joining a new government.

“A minority government would, in any case, of course not be a stable government,” Merkel said.

German Chancellor Angela Merkel said that European Union leaders meeting next week for a summit will discuss deteriorated relations with Turkey but fall short of making a decision on its EU membership bid.

“We definitely won’t make a decision,” the chancellor said in her weekly podcast ahead of the two-day meeting in Brussels that kicks off on Oct. 19. “Yet I want to hear the opinions of my colleagues, how they view bilateral relations with Turkey and what we can conclude from them.”

Appetite in Europe to formally end EU membership talks with Turkey may be lukewarm as the nation continues to help taper the influx of refugees into the European mainland. Merkel seeks consensus with trade-bloc allies over responding to Turkey’s alleged human-rights abuses and has requested a status report from the European Commission.

The podcast comments suggest that Merkel and her European allies — with exceptions like Austria — may seek a more cautious approach to Turkey’s EU membership bid. In a September television stand-off with her main German election rival Martin Schulz, Merkel said she would lobby EU leaders to formally end stalled accession talks.

“We have very many cases of people who in our opinion have been unjustly imprisoned,” Merkel said in Saturday’s Internet broadcast. Germany follows political developments in Turkey “with great concern.”

Trading Partners

Relations between Turkey and its largest trading partner plunged to new depths after Turkey arrested a German-Turkish journalist in February. Die Welt newspaper, the employer of jailed reporter Deniz Yuecel, reports daily on his plight.

Human-rights activist and German national Peter Steudtner was arrested in Turkey in July and faces as long as 15 years in prison if convicted of terrorism offenses. The Turkish government in Ankara has parried calls from the German Foreign Office for Steudtner’s immediate release.

EU Commission President Jean-Claude Juncker last month gave an indication of what may appear in the report commissioned by Germany when condemning President Recep Tayyip Erdogan’s crackdown on political opponents and tirades against EU leaders.

“Turkey has been moving away from the European Union in leaps and bounds,” Juncker said in the televised address to the European Parliament in Strasbourg, France. “That rules out EU membership for Turkey in the foreseeable future.”

Turkey, which has been seeking to join the EU since the 1980s, began accession negotiations in 2005. A failed coup last year has sparked the removal of thousands of teachers, judges and soldiers on ideological grounds, as well as a wave of arrests of journalists and opposition politicians.

Some 600 senior members of the Turkish judiciary and executive branches have sought asylum in Germany since the coup, the Funke Mediengruppe reported today, citing the Interior Ministry in Berlin.

The entry of the populist Alternative for Germany (AfD) in the Bundestag (German parliament) has shocked many Germans, but the anti-immigration party’s surge has also unsettled Muslim migrants in Germany.

The AfD gained around 13 percent of votes in Sunday’s parliamentary election, becoming the Bundestag’s third largest party after Chancellor Angela Merkel’s Christian Democratic Union (CDU) and Martin Schulz’s Social Democratic Party (SPD). It is also the first time in more than half a century that a far-right group has made its way into the national parliament.

The AfD capitalized on anti-immigrant sentiment in Germany in the wake of Europe’s unprecedented refugee crisis. The party vehemently opposes Merkel’s pro-refugee policies that have resulted in an influx of over a million refugees from Middle Eastern and North African countries into Germany over the past two years.

The party raised anti-refugee slogans and held protests against what they deem the “Islamization” of Germany.

Winning back voters

In her victory speech, Merkel said she would try to win back right-wing voters in her next four years as German chancellor. This raises the specter of the AfD’s success forcing mainstream political parties to alter their stance on immigration and push the agenda toward the political right that could result in more deportations and difficult asylum conditions.

“I have been having sleepless nights since the election results came out. I fear the government could deport me to Afghanistan,” Kabir Usmani, a Frankfurt-based Afghan asylum-seeker, told DW.

“I left Afghanistan because I feared for my life, but I still live in fear — the fear of deportation,” Usmani, who has been living in Germany for three years, added.

Usmani’s asylum application has been rejected by the authorities but he still hopes to stay in the country for a longer period.

Tougher policies

Even after losing over eight percent of votes compared to the 2013 election, German Chancellor Merkel has bravely defended her refugee policy, insisting that her decision to take in refugees mainly from Syria, Iran and Afghanistan in 2015 was right. But many, even in her own party, are skeptical toward the chancellor’s approach.

Read more: Opinion: Sunny days are over for Angela Merkel

The major concern is that in order to win back right-wing supporters, Merkel could be forced to tighten her refugee policy.

“I’m worried about the future. I fear that in order to gain right-wing support, Germany’s political parties will toughen their stance towards us,” Wafa Khan Wafa, an Afghan refugee living in a village near Cologne, told DW.

Experts point out that the government has already taken a tough line towards refugees. Prior to the election, German authorities decided to resume deportations to Afghanistan that it had stopped after a deadly suicide attack near the German embassy in Kabul in June.

Belief in the system

Some migrants, however, are optimistic that Angela Merkel won’t go too far in appeasing conservative sections of society. They say the AfD cannot undermine secular governance in Germany.

“Post election, the behavior towards foreigners may change to some extent, similar to what happened in the US after Donald Trump became president, but as long as Merkel and other democratic politicians are determined, the system will be protected,” a Bonn-based researcher from Pakistan told DW on condition of anonymity.

Afghan refugee Wafa says the new situation demands that asylum-seekers must also do their best to fully integrate in German society.

“It is very important for refugees to integrate in German society and fulfill their duties as law-abiding people so that the public opinion does not shift against them,” he underlined.
