A defiant President Joe Biden called the Afghanistan evacuation effort a “success” on Tuesday, in a speech that marked the end of the United States’ 20-year engagement in the country.

“As we close 20 years of war and strife and pain and sacrifice, it’s time to look at the future, not the past,” Biden said. “I believe this is the right decision, a wise decision, and the best decision for America.”

His speech came almost exactly 24 hours after Gen. Frank McKenzie, the head of U.S. Central Command, announced that the last military flights out of Afghanistan had departed Hamid Karzai International Airport.

Secretary of State Antony Blinken said on Monday there were between 100 and 200 American citizens who “wanted to leave” Afghanistan but remained in the country. Biden confirmed that estimate on Tuesday and said the U.S. and others would continue to work to evacuate people out of Afghanistan.

“For those remaining Americans, there is no deadline,” the president said. “We remain committed to get them out if they want to come out.”

Biden’s tone was remarkably similar to the one he displayed in his speech following the fall of Kabul a little more than two weeks ago. Both were marked with sharp criticisms for the deposed Afghan political leadership and Biden’s unwavering commitment to bring the war to a close.

“I was not going to extend this forever war,” Biden said on Tuesday, “and I was not extending a forever exit.”

Biden’s speech capped a tumultuous month in which the Afghan government and security forces collapsed with breathtaking speed, forcing the U.S. to cooperate with the Taliban in order to ensure that evacuations could continue as countless lives hung in the balance.

Administration officials have stressed that the operation was “the largest noncombatant” evacuation in U.S. military history. More than 123,000 people were evacuated, including 79,000 since Aug. 14.

But the withdrawal was marred by a terrorist attack last week that killed more than 180 Afghans and 13 U.S. service members, as well as by the government’s acknowledgement that tens of billions of dollars in military equipment had fallen into the Taliban’s hands.

On Tuesday, military officials tamped down reports that the U.S. had abandoned military dogs in Kabul, underscoring the government’s ongoing battle to counter perceptions that final stages of the drawdown were hasty and chaotic.

“To correct erroneous reports, the U.S. Military did not leave any dogs in cages at Hamid Karzai International Airport, including the reported military working dogs,” John Kirby, the Pentagon’s top spokesman wrote on Twitter. “Photos circulating online were animals under the care of the Kabul Small Animal Rescue, not dogs under our care.”

Throughout the process, the Biden administration remained adamant about meeting its self-imposed Aug. 31 deadline, even as doing so infuriated Republicans — some of whom have called for Biden’s removal from office — raised tensions between the White House and Democrats in Congress, and rankled some of the closest U.S. allies.

The president and his advisers have repeatedly said that they were determined to bring the war in Afghanistan to a close and did not want to extend the timeline for withdrawal — potentially upsetting the delicate balance with the Taliban and putting additional people in harm’s way.

“Leaving August the 31st is not due to an arbitrary deadline. It was designed to save American lives,” Biden said.

The White House is eager to put the Afghanistan saga behind it and refocus on pressing domestic concerns, even as the ramifications appear likely to stretch on for months, if not years.

There are tens of thousands of Afghans and their families who will need to be resettled in the U.S. and other countries — a formidable logistical challenge — and a raft of congressional committees are embarking upon investigations of the exit from Afghanistan.

The international community will also have to figure out its approach with regard to the Taliban now that they have seized control of Afghanistan. The United Nations Security Council on Monday passed a nonbinding resolution calling on the Taliban to honor its humanitarian commitments, although China and Russia notably refused to sign on and argued that it was an attempt to distract from the United States’ handling of the withdrawal.

Blinken said on Monday that the U.S. was relocating its diplomatic presence for Afghanistan to Doha, Qatar, after shuttering its embassy in Kabul earlier this month as the situation deteriorated.

Biden’s approval rating hovered in the low to mid 50s since taking office in late January. But his numbers started sliding last month, as the crisis in Afghanistan dominated media coverage and mask mandates started returning in certain spots across the country as coronavirus cases rose.

The president stands at 45%-49% approval/disapproval in an average of the latest surveys compiled by RealClearPolitics, and at 46%-48% in a compilation by the polling and analysis website FiveThirtyEight.

Forty-four percent of Americans questioned in an ABC News/Washington Post poll released this weekend said they approved of the job Biden’s doing in the White House, down six points from June. Just over half of those polled (51%) gave the president a thumbs-down on how he’s handling his duties, a jump of nine points from June.

WITH BIDEN’S POLL NUMBERS DROPPING, DEMOCRATS WORRY AFGHANISTAN EXIT MAY IMPACT 2022 MIDTERMS

Gary Langer, the longtime director of polling at ABC News, highlighted that in data dating back to the Harry Truman administration, “only two presidents have had a lower approval rating at this point in their terms: Donald Trump, at 37% in August 2017, and Gerald Ford, also 37%, in March 1975.”

The ABC News/Washington Post poll, conducted Aug. 29-Sept 1, is among the latest national surveys to indicate that the rocky exit from Afghanistan, ending a two-decade U.S. military presence in the war-torn Central Asian country, is taking a toll on the president’s political standing.

The poll’s release followed by a day an NPR/PBS NewsHour/Marist national survey that indicated Biden at 43%-51%, the president’s lowest approval in Marist polling since taking office. The president stood at 46%-48% in an Ipsos national survey conducted Sept. 1-2.

TRUMP TAKES AIM AT BIDEN OVER AFGHANISTAN IN WHAT MIGHT BE THE FIRST TV AD OF THE 2024 PRESIDENTIAL CAMPAIGN

Marist Poll director Lee Miringoff highlighted last week that “the end of this chapter of American involvement in Afghanistan has taken a significant toll on Biden’s standing with Americans.”

Similar to the Marist poll, the drop in Biden’s overall approval rating in the ABC News/Washington Post survey was fueled by a 14-point plunge in support among independents since late June and a significant slip among Democrats, from 94% approval to 86%. Republican disapproval of Biden – at 89% – was little changed from June.

Biden has been pilloried for his handling of the hastily organized evacuation efforts in Afghanistan. While the president has repeatedly declared the withdrawal and evacuation a success – the U.S. airlifted roughly 120,000 people, including more than 5,500 Americans, after the fall of Kabul through the end of August – he’s been accused by Republicans and some Democrats for underestimating the Taliban and overestimating the strength of the now-collapsed, U.S.-backed Afghan government and military.

Biden’s approval of handling the situation in Afghanistan stood at 30%-60% in the ABC News/Washington Post poll. Among the vast majority of Americans questioned in the survey who supported the U.S. withdrawal from Afghanistan, by a two-to-one margin they disapproved of the way the president handled the withdrawal.

AMERICA’S TOP GENERAL’S TERRORISM WARNING FOLLOWING U.S. AFGHANISTAN EXIT

And with serious concerns that ISIS or al Qaeda may use the war-torn Central Asian country as a platform to launch terrorist attacks on the U.S. mainland or U.S. forces overseas, 44% say the withdrawal made America less safe from terrorism. Just eight percent said the U.S. is safer as a result of the Afghanistan exit.

Biden touted his foreign policy prowess and his competence in running an administration as he challenged former President Trump in the 2020 election. And while the chaotic exit from Afghanistan is the major culprit in the president’s approval rating plunge, it’s not the only issue that’s fueling the fall.

One of the issues that vaulted Biden to the presidency was the coronavirus, the worst pandemic to sweep the globe in a century. Biden vowed to do what Trump seemingly couldn’t do – get COVID cases under control, bring back a sense of normalcy to Americans and boost an economy that was severely battered by the pandemic.

But the late-summer COVID surge due to the Delta variant is another gut punch to the president. Biden’s approval rating on handling the coronavirus in the new ABC News/Washington Post poll stands at 52%-41%. The president’s approval is down 10 points from June, when Biden stood at 62%-31%.

And with rising consumer prices this summer raising economic concerns, the president has also seen his approval on the economy slip, from 52%-41% in an ABC News/Washington Post poll in April to 45%-49%. The poll was conducted before Friday’s dismal unemployment report, which was another key indicator that the spread of the delta variant is hampering the economic recovery.

House Speaker Nancy Pelosi

House Speaker Nancy Pelosi issued a statement about the bombing that claimed the lives of 12 U.S. service members in Kabul while issuing a warning to lawmakers not to travel to Afghanistan.

“Today, we suffered the loss of life of at least twelve U.S. servicemembers and dozens of civilians from the terrorist attack outside of the Kabul airport,” Pelosi said. “We mourn the loss of every innocent life taken, and we join every American in heartbreak over the deaths of the Americans and all killed.”

“Sadly, the gravity of the situation in Afghanistan necessitates reiterating that Members must not request or plan visits to the region,” the statement continued. ” The Departments of Defense and State have explicitly stated that Member travel to Afghanistan and surrounding countries would unnecessarily divert needed resources from the priority mission of safely and expeditiously evacuating Americans and Afghans at risk. It should be clear that any Member presence presents a danger and an opportunity cost of resources, regardless of whatever value that Members consider they may add by such trips.”

Pelosi’s statement comes after Democratic Rep. Seth Moulton and GOP Rep. Peter Meijer, both veterans, made an unannounced trip to Kabul in a move that angered some lawmakers and Biden administrations officials.

The United States has fought against the Taliban, al Qaeda and the Haqqani insurgent groups in Afghanistan for the last two decades, but counter-terrorism experts warn that the imminent threat ISIS-K poses could prove catastrophic. Following multiple attacks near the Kabul airport Thursday, Pentagon officials blamed ISIS, and the terror network claimed responsibility.

The group referred to as ISIS-K is the “Khorasan” branch of the Islamic State, located in Afghanistan. Khorasan is a historic name for the broader region.

The insurgent group formed after a faction within the Taliban splintered and pledged allegiance to Abu Bakr al-Baghdadi – the leader of the Islamic State in Iraq and Syria – in October 2014.

At least 14 people from Iranian forces and affiliate militias have been killed in the Syrian province of Deir Ezzor by Israeli bombing, according to a UK-based war monitor.

The Syrian Observatory for Human Rights said that the attack targeted Iranian forces early this morning, with all of the dead from Iran and Iraq, in rural areas of the province.

The death toll is expected to rise as some are also wounded and in a critical condition.

It is the latest attack by Israeli forces on Iran-linked targets in Syria in recent days. On Monday, Syrian air defenses foiled an Israeli missile attack on a research center and a military base in the northern province of Aleppo, state media said.

The Syrian army said in a statement that Israel hit military barracks in Al Safirah in the eastern Aleppo countryside. Earlier, state television had said a research center was targeted. The army said it was now assessing the damage caused by the strikes.

A regional intelligence source said Israel was stepping up raids in Syria at a time when world attention and the region, including Syria, were distracted by the coronavirus pandemic.

An Israeli army spokeswoman declined to comment on the report. If confirmed, it is the fifth Israeli airstrike in two weeks on suspected Iranian targets.

There have recently been several reports of suspected Israeli strikes inside Syria, the most recent one last week, when the Syrian military and state media said Israeli warplanes flying over Lebanon fired missiles toward areas near the Syrian capital, Damascus, killing three civilians.

Israel rarely comments on such reports, although it has acknowledged carrying out airstrikes inside Syria on numerous occasions in the course of Syria’s nine-year conflict, saying it was going after Iranian military targets in the country.

Israeli Prime Minister Benjamin Netanyahu said in August that Iran has no immunity anywhere and that the Israeli military forces “will act — and currently are acting — against them.”

Western intelligence sources say Iranian-backed militias have long been entrenched in Aleppo province where they have bases and a command center and installed advanced weapons, part of a growing presence across government-controlled Syria.

Israel has launched hundreds of strikes on Syria since the start of the country’s civil war in 2011, against government troops, allied Iranian forces and Hezbollah militants.

Eleven U.S. service members were flown out of Al Assad Air Base in Iraq and treated for concussion symptoms after Iran‘s rocket attack targeting two Iraqi military bases earlier this month, a spokesman for U.S. Central Command revealed Thursday night.

President Trump and U.S. officials had said earlier that no Americans were killed or injured in the Jan. 8 attack.

Several U.S. troops “were treated for concussion symptoms from the blast and are still being assessed. As a standard procedure, all personnel in the vicinity of a blast are screened for traumatic brain injury, and if deemed appropriate are transported to a higher level of care,” Capt. Bill Urban, the Central Command spokesman, said Thursday.

AERIAL IMAGES OF IRANIAN ATTACK ON IRAQ BASE

He said that although no U.S. service members were killed in the attack on Al Assad Air Base, “in the days following the attack, out of an abundance of caution, some service members were transported… to Landstuhl Regional Medical Center in Germany, others were sent to Camp Arifjan, Kuwait, for follow-on screening. When deemed fit for duty, the service members are expected to return to Iraq following the screening. The health and welfare of our personnel is a top priority and we will not discuss any individual’s medical status. At this time, eight individuals have been transported to Landstuhl, and three have been transported to Camp Arifjan.”

The explosions at the base, about 110 miles west of Baghdad, created large craters, knocked over concrete barriers and destroyed facilities that house dozens of soldiers.

The attack on the Al Assad base, where about 1,500 American and coalition forces are stationed, was carried out in retaliation for the killing of Iranian Revolutionary Guards Gen. Qassem Soleimani.

Iraq claimed its sovereignty had been violated by the killing and took swift action in calling for all U.S. armed forces to leave the country.

U.S. forces had first used the base after the 2003 U.S.-led invasion that toppled Iraqi dictator Saddam Hussein. It later saw American troops stationed there amid the fight against the Islamic State terror network.
