										<content:encoded><![CDATA[<p class="yf-1090901">Germany&#8217;s budget for 2026 was approved by lawmakers in the lower house of parliament on Friday, with expenditure of €525 billion ($608 billion).</p>
<p class="yf-1090901">The plans include more than €180 billion in borrowing, greater than at any time in German history other than during the coronavirus pandemic.</p>
<p class="yf-1090901">&#8220;This budget once again has record investments,&#8221; said Finance Minister Lars Klingbeil during the debate in parliament. &#8220;However, it is also important that the investments now flow quickly,&#8221; added the Social Democrat, who is also vice chancellor.</p>

										<content:encoded><![CDATA[<p>TOKYO — Japan’s defense ministry is requesting a nearly 12% budget increase that includes two warships with advanced radar and long-range cruise missiles as it further fortifies the nation&#8217;s military in the face of North Korean threats and Chinese military advancement.</p>
<p>The record 7.7 trillion yen ($52.5 billion) request for the 2024 fiscal year marks the second year of a rapid five-year military buildup under a new security strategy Prime Minister Fumio Kishida’s government adopted in December. It focuses on reinforcing strike capability in a break from Japan’s postwar principle of having a military only for self-defense.</p>
<p>Under the five-year plan, Japan plans to spend 43 trillion yen ($315 billion) through 2027 to nearly double its annual spending to around 10 trillion yen ($68 billion), making Japan the world&#8217;s third-biggest spender after the United States and China. How to finance and justify the growing military spending is uncertain in a country with steeply declining births and increasing costs of caring for its aged population.</p>

										<content:encoded><![CDATA[<p>The Stockholm International Peace Research Institute (SIPRI), a leading global security think tank, reported that countries around the world are spending record amounts of money in defense budgets. Some of the reasons for this new trend, inflation, the war in Ukraine, US efforts to outpace China.</p>
<p>For 2022, researchers recorded a year-on-year jump of 3.7% in worldwide military expenditure. That marks an all-time high and follows several years of continuously higher spending.</p>
<p>“Irrespective of whether economies are doing better or worse than expected, the military is taking up more financial resources than in previous years, or previously ever in history,” Nan Tian, a senior researcher at SIPRI who helped author the report, told DW.</p>

Following passage in the House, the measure will next need to go to the Senate to be approved before it can be sent to President Joe Biden to be signed into law.</p>
<p class="paragraph inline-placeholder" data-uri="archive.cms.cnn.com/_components/paragraph/instances/paragraph_33A025E8-7FC6-E448-C636-F216FE498A55@published" data-editable="text" data-component-name="paragraph" data-analytics-observe="off">As part of its $858 billion topline for national defense funding, the measure authorizes $817 billion specifically for the Department of Defense. The massive bill includes a vast number of policy provisions. Among them, it would authorize a 4.6% pay raise for military service members. It includes provisions to strengthen air power and land warfare defense capabilities as well as cybersecurity. It also aims to bolster US support for Ukraine and NATO.</p>
