										<content:encoded><![CDATA[<p>WINFIELD, Mo. – The city of Winfield will soon have a police department of one. The Winfield Police Department has four employees, and all but one has resigned.</p>
<p>Winfield residents say they had no idea they were about to be left with no real police department.</p>
<p>The police chief, sergeant, and one officer have quit.</p>
<p>The chief posted his resignation to Facebook on Sept. 21.</p>
<p>“It has been an honor to serve this community as your chief of police and I will truly miss serving the community in this capacity. But unfortunately what is right is not always the easy decision,” said the former police chief in the post.</p>
<p>The chief couldn’t comment on why he and others were resigning because he is technically still an employee of the city until his two weeks are up on Oct. 15.</p>
<p>Sgt. Moore is one of the other officers who resigned, and his last day is Friday.</p>
<p>The city of Winfield welcomed him to the police department less than two weeks ago.</p>
<p>The mayor said he couldn’t comment on the resignations because it is a personnel matter.</p>
<p>He agreed to do a Zoom interview and then backed out about 20 minutes before the meeting was scheduled to start.</p>
<p>The aldermen had the same comments as the mayor, saying it is a personnel matter.</p>

										<content:encoded><![CDATA[<p>A new order in Kansas City, Missouri, requires churches to record the names of congregants who attend in-person services.</p>
<p>Kansas City Mayor Quinton Lucas <a href="https://www.kmbc.com/article/kansas-city-unveils-soft-opening-plan-to-reopen-businesses-may-15-coronavirus-covid-19-10-10-10-rule/32316374#" target="_blank" rel="noopener noreferrer">issued the 10/10/10 rule</a> last week so the city could have a “soft opening” of the economy but enforce social distancing practices meant to stop the spread of the coronavirus. The rule treats churches the same as nonessential businesses, requiring lists be kept of people who spend more than 10 minutes on certain premises.</p>
<p>The new policy says specifically about churches, “In-person religious gatherings (including weddings and funerals) may resume, subject to the 10/10/10 rule (if held inside) or limited to 50 people outside, provided social distancing precautions are followed and event organizers maintain records of all attendees.”</p>
<p>The <a href="https://www.kcmo.gov/city-hall/departments/health/coronavirus-covid-19-kcmo-information-and-response/reopen" target="_blank" rel="noopener noreferrer">10/10/10 rule</a> is described on the city’s website as, “Most non-essential business operations that are open to the public (such as non-essential retail stores and personal care services) can resume in-person operations provided business operators follow the &#8217;10/10/10 rule.&#8217; The 10/10/10 rule specifies that these businesses must limit the number of individuals on-site (inclusive of employees and customers) to no more than 10 percent of building occupancy or 10 people (whichever is larger), and record the names, contact information, and approximate entry/exit time of all customers who are on-premises for more than 10 minutes.”</p>
<p>Only medical facilities and grocery stores are exempt from the new policy, <a href="https://metrovoicenews.com/kansas-city-policy-requires-churches-keep-lists-of-those-entering/" target="_blank" rel="noopener noreferrer">according to <i>Metro Voice</i></a>.</p>
<p>The order has received blowback from some, including a nonprofit Christian ministry called the <a href="https://lc.org/newsroom/details/20200501churchgoers-must-register-with-the-government-in-kansas-city" target="_blank" rel="noopener noreferrer">Liberty Council</a>.</p>
<p>“The Kansas City government is now DEMANDING that churches turn over membership lists, along with the names, telephone numbers and physical addresses of anyone who enters a church! This order also applies to all businesses,” Liberty Council founder and Chairman Matt Staver said in a statement Friday.</p>
<p>“Never in our wildest dreams could we have imagined Nazi-like measures designed to surveil, track and spy upon what was once a free American people,” Staver said. “That is exactly what Kansas City’s misguided government officials are now demanding.”</p>
<p>The mayor&#8217;s office did not immediately respond to a request for comment.</p>

<p class="speakable">There were no immediate reports about fatalities. Initial reports in local media claimed dozens were hospitalized with injuries, but state Public Safety officials tweeted Thursday morning that the reports were overblown, and that only nine people were admitted to Jefferson City hospitals with storm-related injuries.</p>

<p>According to the National Weather Service, a “confirmed large and destructive tornado” was observed over Jefferson City, at 11:43 p.m., moving northeast at 40 mph.</p>
<p>The twister appeared to have traveled through the center part of town, the Jefferson City News-Tribune reported.</p>
<p>&#8220;We are currently identifying the location of damages and searching for injured residents,&#8221; Lt. David Williams of the city&#8217;s police department said in a statement to the News-Tribune. &#8220;The primary need at this time is for those not affected to stay clear of the impacted areas so that Emergency personnel can assist those in need.&#8221;</p>
<p>Williams referred to the aftermath of the tornado hit as a &#8220;chaotic&#8221; situation, KOMU reported.</p>

<p>The Missouri Department of Public Safety reported extensive damage along Ellis Boulevard near Highway 54 and warned of downed power lines. Authorities warned residents that all downed lines should be considered live &#8212; and advised that people stay away from areas that have experienced heavy damage.</p>

<p>The National Weather Service had issued a tornado warning for Cole County about 20 minutes before the twister reached Jefferson City, <a href="http://www.newstribune.com/news/local/story/2019/may/23/tornado-hits-jefferson-city/780046/" target="_blank" rel="noopener noreferrer">the News-Tribune reported</a>. The tornado first touched ground in the Eldon and Brazito areas, the report said.</p>
<p>Weather Nation said emergency officials were reporting &#8220;multiple injuries &amp; structure collapses&#8221; in the city.</p>

<p>Earlier in the day, some Jefferson City residents and businesses were ordered to leave as the Missouri River continued to rise after recent rains.</p>
<p>City officials issued a mandatory evacuation order on the north side of the river. The Missouri Statehouse building, state penitentiary and nearly all of the city&#8217;s homes are on the south side of the river.</p>
<p>Residents of several communities in Oklahoma and Kansas also were urged to evacuate.</p>
<p>Jefferson City police Lt. Dave Williams told the Associated Press that only about five to 10 homes were in the mandatory evacuation area.</p>
<p>As a precaution, the Missouri National Guard also moved four helicopters out of the city&#8217;s airport, which also is on the north side of the river. And a Memorial Day weekend airshow was canceled.</p>

<p>Flood waters coming from rain and melting snow are causing havoc in some US states and have resulted in an estimated $3 billion in damages so far.</p>
<p>According to online publication <a href="https://www.vox.com/2019/3/22/18277244/nebraska-flood-2019"><em>Vox</em></a>, the floods are being caused by rain and melting snow as a result of a “bomb cyclone”. Mid-western states that are affected include: Iowa; Illinois; Missouri; Kansas; South Dakota; Minnesota; and Nebraska.</p>
<p>The video below, which was posted to <em>Facebook</em> by Iowa resident Gracie Newman, shows just a fraction of the losses that have been incurred as a result of the flooding.</p>

<p>As can be seen from the video, at this location alone, at least five bins have burst, destroying thousands of tonnes of grain.</p>
<p>Rising water levels have breached levees along the Missouri River and forced several towns to evacuate.</p>
<p>It was also reported that in the state of Nebraska (west of Iowa) the flooding has already caused more than $1 billion in damages, with more than 2,000 homes and 340 businesses lost.</p>
<h2>Missouri Bin Collapse</h2>
<p>In a separate incident, a grain bin which was reportedly holding 21,591t – or 850,000 bushels – of corn collapsed in the state of Missouri, in the early hours of Monday, March 11.</p>
<p>The grain was washed onto a nearby road and also blocked a railway line once its container’s walls split. No one was injured in the incident, which happened at a Bunge plant in LaGrange, Missouri.</p>
