<p>In every Israeli election since 1948, the top issue has been security. That won’t change on Tuesday when Israelis cast ballots to see who will become prime minister.</p>
<p>But the economy has become a major factor influencing voters as they head to the polls.</p>
<p>Year-to-date, Israel’s vaunted technology index is one of the best performing areas in the world. One way to get exposure is through the BlueStar Israel Technology ETF, which is up almost 20 percent this year, outpacing even red hot U.S. tech stocks.</p>
<p>“Israel’s trade world has expanded well beyond Europe and North America under Prime Minister (Benjamin) Netanyahu,” said Steven Schoenfeld, BlueStar’s founder and chief investment officer. Specifically, Israel has made inroads with Africa and India, opening avenues for exports.</p>

<p>Last week, Brazil’s new President Jair Bolsonaro visited Jerusalem to set up a trade office. Israeli energy executives have made progress on a pipeline that it’s hoped will transport natural gas from Israel’s recently discovered fields in the Mediterranean to Europe, by way of Cyprus and Greece.</p>
<p>Global reach for Israeli trade is critical, because Israel has no trade with neighbors Syria and Lebanon to the north and only minimal trade with Jordan and Egypt, despite having peace agreements with the latter two countries.</p>
<p>Netanyahu has been Israel’s prime minister since 2009. Since then, Israel’s gross domestic product has increased by 70 percent. That’s despite that Israel has very little trade with its contiguous neighbors.</p>
<p>He’s made his economic policies and what he calls a lack of experience by his chief election rival, Benny Gantz, a main point of his campaign.</p>
<p>Tuesday’s vote: The latest poll numbers<br />
The first of the two most likely election scenarios Tuesday would be for Netanyahu’s Likud party to win the most seats in the Knesset, Israel’s parliament.</p>
<p>The second most realistic scenario is for a new party — known in English as Blue and White — to score enough votes to take the top spot. Blue and White is led by Gantz, a former top Israeli general and one-time military chief of staff under Netanyahu. The party hopes to benefit from corruption allegations swirling around Netanyahu.</p>
<p>Here’s how recent poll numbers break down:</p>

<p>Either Likud or Blue and White will need help from multiple, smaller parties to get the 61 seats needed to form a government. And there could be uncertainty in markets, at least in the near term, if Likud is pushed from power.</p>
<p>“Short term uncertainty is a concern if Netanyahu’s Likud loses to Blue and White,” said Ori Greenfield, chief economist and strategist at Psagot Investment House, one of Israel’s largest financials firms.</p>
<p>But Greenfield doubts any impact would last. He said that “because the Federal Reserve in the United States is signaling no more hikes and global Central Banks aren’t moving, it’s unlikely the Bank of Israel will be able to make a move, unless inflation starts to become more of a concern, then they’d be forced to act. ”</p>
<p>One area ripe for change after the election is Israel’s once sky-high housing market. Reforms went into place under Finance Minister Moshe Kahlon designed to help new home buyers, through a lottery system where winners won large subsidies.</p>
<p>That appears to have created a chilling effect on housing, as young families who haven’t won subsidies wait rather than buying a home. Kahlon is not expected to return as head of finance, meaning a new finance minister is likely to come in and shake up Israel’s housing market, a crucial part of the economy.</p>
<p>Greenfield said that “if Blue and White wins, they have a plan to build new projects and focus on long term rents rather than home purchases. That could chill the housing market further.”</p>
<p>BlueStar’s Schoenfeld agreed the Israeli housing market presents uncertainties to investors. But he worries more about one area of Israel’s economic expansion: China.</p>
<p>“Israel is under some pressure to limit its ties with China by the U.S.,” he said.</p>
<p>Schoenfeld said that if Netanyahu wins re-election, he’s already experienced enough to convince the United States to give Israel’s growing economic ties with China room to grow. A new prime minister may have to take a wait-and-see approach before expanding trade with a country that has drawn the ire of Washington.</p>
<p>Another area that has boomed under the leadership of Netanyahu is the jobs market. The labor force has seen significant gains from the ultra-Orthodox sector of Israel’s population, which now counts 53 percent of its men as employed.</p>
<p>Much of the male part of Israel’s fast-growing, ultra-Orthodox community doesn’t engage in paid work and enjoys government assistance. Employment for ultra-Orthodox women has leaped in the last decade, from 50 percent up to 80 percent.</p>
<p>Arab Israelis have also seen significantly improving labor participation rates, up to the 80 percent mark.</p>
<p>The ultra-Orthodox and Arab communities in Israel have both experienced low workforce participation levels traditionally.</p>

										<content:encoded><![CDATA[<p>JERUSALEM (Reuters) &#8211; Israeli Prime Minister Benjamin Netanyahu faced calls on Thursday from his coalition partners to hold an early election, a day after the defense minister’s resignation left the government with a razor-thin majority.</p>
<p>Avigdor Lieberman quit on Wednesday over what he described as the government’s too-soft policy on cross-border violence with Palestinian militants in the Gaza Strip.</p>
<p>The loss of the five seats of Lieberman’s Israel Beitenu faction leaves Netanyahu with control of just 61 of the 120 seats in parliament, raising the prospect that a scheduled November 2019 election would be brought forward.</p>
<p>Lieberman’s resignation takes effect 48 hours after being handed in, which he did early on Thursday. Each coalition partner will then have the power to bring down the government.</p>
<p>To avert a crisis, Netanyahu has been holding talks with ministers in an effort to stabilize the government.</p>
<p>Israel’s Finance Minister Moshe Kahlon, who heads the centrist Kulanu party, said he told Netanyahu in their meeting that the responsible step to take would be to establish a new and stable government.</p>
<p>“The best thing for Israel’s citizens and economy is to hold an election as soon as possible,” Kahlon said in a statement. His call was echoed by Interior Minister Aryeh Deri who heads the ultra-Orthodox Shas faction.</p>
<p>Adding to the pressure, Israel’s Education Minister Naftali Bennett, who heads the far-right Jewish Home party, has demanded the defense brief by given to him.</p>
<p>Both Lieberman and Bennett, who compete with Netanyahu’s Likud for right-wing voters, have spoken in favor of harsh Israeli military action against Gaza’s dominant Hamas Islamists.</p>
<p>Israel has fought three wars in Gaza since Hamas took over the enclave in 2007.</p>
<p>“I asked the prime minister yesterday to appoint me defense minister to fulfill one goal only &#8211; that Israel start winning again,” Bennett said at a conference near Tel Aviv.</p>
<p>Jewish Home said on Wednesday that without the defense brief, there would be no point in keeping the government together.</p>
<p>However Bennett did not repeat this in his remarks on Thursday nor did he render an explicit ultimatum to Netanyahu, with whom he is due to meet on Friday.</p>
<p>It was unclear whether Netanyahu would opt for an early election.</p>
<p>Netanyahu is under investigation for corruption, and speculation has been rife that he may bring the ballot forward in order to win a renewed mandate before Israel’s attorney-general decides whether to indict him.</p>
<p>A poll published on Wednesday by Israel’s Hadashot television news showed Likud falling by one seat from 30 to 29 after months of surveys that have shown it gaining power. Only 17 percent of respondents were happy with Netanyahu’s Gaza policy.</p>

<p>The big news of the day in Israel on Sunday was how dangerously close Prime Minister Benjamin Netanyahu&#8217;s government is to collapse.</p>
<p>According to some sources within the coalition, Israel might have early elections as soon as June of this year.</p>
<p>The issue at hand is passing the national budget, which the ultra-Orthodox parties in Netanyahu&#8217;s coalition are refusing to support unless the prime minister first pushes through legislation exempting Jewish seminary students from serving in the IDF.</p>
<p>&#8220;Secular&#8221; Israelis have long balked at the status quo that enables the religious sector to skirt the obligations and responsibilities carried by every other Israeli Jew.</p>
<p>The heads of the other parties in Netanyahu&#8217;s coalition have vowed to never allow such &#8220;exemption&#8221; legislation to pass.</p>
<p>If the ultra-Orthodox parties were to revolt, the Opposition would presumably call for a vote of no-confidence in Netanyahu, which would pass with the backing of the religious factions, necessitating either the formation of a new government coalition, or early elections.</p>
<p>Complicating matters further is that Finance Minister Moshe Kahlon is threatening to pull his Kulanu Party out of the coalition if Netanyahu gives in to ultra-Orthodox &#8220;blackmail&#8221; and postpones the budget.</p>
<p>Netanyahu bemoaned that &#8220;there is no reason for us to go to early elections&#8221; over the question of ultra-Orthodox Jews doing military service.</p>
<p>But, Israel has gone to early elections over less in the past, and that appears to be where she&#8217;s headed now.</p>
<p>&#8220;Israel will be headed to the polls within the coming months,&#8221; announced Hadashot news (formerly Channel 2 News), estimating that the vote would take place in June.</p>
<p>Netanyahu officially still has another year-and-a-half on his current term.</p>

<p>Israel and Palestinian officials held a rare high-level meeting in Ramallah as the United States seeks to kickstart stalled peace efforts, officials said on Monday.</p>
<p>President Donald Trump’s special envoy for international negotiations, Jason Greenblatt, wrote on Twitter that the meeting on Sunday night in the West Bank city of Ramallah was attended by Palestinian prime minister Rami Hamdallah, Israeli Finance Minister Moshe Kahlon and senior Israeli defence ministry official Yoav Mordechai.</p>
<p>“Important progress last night between Israeli &amp; Palestinian sides,” Greenblatt tweeted.</p>
<p>“Meaningful steps forward on key economic issues—revenues, customs, and investment—that help support the search for peace,” he added.</p>
<p>Mordechai’s office confirmed his participation in the talks but said no more.</p>
<p>Official Palestinian news agency WAFA said that Palestinian finance minister Shukri Bishara also took part as well as head of intelligence Majid Faraj.</p>
<p>WAFA said the talks covered Israeli settlement building in the occupied West Bank, its blockade of the Gaza Strip and joint economic projects.</p>
<p>“A Palestinian-Israeli meeting discussed on Tuesday a number of important issues, foremost of which is the settlement campaign, lifting of the siege of the Gaza Strip and financial issues related to the financial entitlements of the Palestinian National Authority,” WAFA said.</p>
<p>Israeli newspaper Haaretz said the gathering was the second by the same participants in the past six months.</p>
<p>It said that one project on the table was for an industrial zone adjacent to the southern West Bank village of Tarkumia which would employ local Palestinians and Israeli settlers.</p>
<p>Greenblatt and Trump’s Middle East envoy and son-in-law Jared Kushner have been ferrying between Israeli and Palestinian leaders for months.</p>
<p>A White House official said on Sunday that both men had “recently returned from Saudi Arabia”—a previously unannounced visit—following Greenblatt’s earlier talks in Cairo, Amman, Jerusalem and Ramallah.</p>
<p>“As President Donald J. Trump has clearly stated, he is personally committed to achieving a peace deal between Israelis and Palestinians that would help usher in an era of greater regional peace and prosperity,” the official said.</p>
<p>“A few months ago, the president directed his advisers to continue discussions with regional partners about how best to support the peace effort,” the official added.</p>
<p>“Those conversations are still ongoing.”</p>
