On Sunday, Secretary of Defense Pete Hegseth told Marines to prepare for deployment to LA “if violence continues.”

On Monday, he made good on the promise, ordering 700 Marines from Twentynine Palms, California, to travel to LA, CNN and ABC News reported, citing sources.

The incoming marines will join the 300 National Guards troops already on the ground. President Trump ordered 2,000 members of the California National Guard to be ready to deploy in LA.

The State of the Union was last night, I didn’t watch.   I waited for the aftermath, and it’s all over the map.  Apparently the pretender needed to prove he was “with it.”  That might have been a strategic error.  His own Department of Justice just concluded that he was too elderly to be held accountable to the evidence they have, so he just knocked their theory into a cocked hat.  No doubt he played up his elderly-ness in the interview we’ll never see, and must have been convincing.  But that’s all in the past now.  Apparently the pretender acquitted himself reasonably well.  How, is another question.

There’s a phone conference circling the globe that was never supposed to see the light of day.  In it German generals are conferring about how to bomb the bridge to Crimea.  Other things got discussed that were not ready for prime time.  But now it’s out.  The Russians intercepted and released it. Putin already knows.  It threatens to erupt into a scandal, but everybody’s afraid to talk about it.

The farce of equipping Ukraine to fight Russia on the pretext of preventing a full-scale European war is wearing thin.  France has training grounds, and is putting them to use.  Maybe I’m wrong, but it seems to me the specter of you know who becoming president again hangs over most everything.  Not to get too political, but when has the leader of a powerful nation not been important?

Another scandal broke this week.  They’re flying “vetted” foreigners all over the country, but couldn’t tell anyone.  It might compromise the safety of the migrants!   It’s a free-for-all in Haiti.  Crimes we dare not imagine are being committed.  That’s one of the places they’re flying in from, all properly vetted, we’re sure.  They can commit crimes hand over fist, it’s almost accepted.  You better not get in their way.  What are you, prejudiced?

The crime wave has already begun.  You see snippets of it on the news, but that’s not the half of it.  We’ll probably never know the extent of immigrant crime. The authorities are making sure we don’t.  Are they going to have to impose martial law to protect Americans from the immigrants?  They’ve already got the National Guard checking bags in the New York subway.  Are we all going to have to submit to humiliating “checks” to go somewhere?  It’s already happening.

I hope feelings are not running as hot as the comments on news sites.  The news media keeps playing along as if everything is normal, and people know nothing is normal.  Much is being made of Biden’s “black eyes” and there’s a lot of speculation.  None good.  The mainstream is touting the speech as having been “fiery.”  That teleprompter really told us off.

We still have no idea how many times, or with who-all we’ve been compromised.  The family business takes precedence, and it’s none of our business.  The first son walked out of his deposition looking confident.  But there are problems.  One of them was confirming that Daddy is the big guy.  Other witnesses have been interviewed, and there are some…contradictions.  

For days they’ve been touting a cease-fire in the Israel-Gaza war.  Meanwhile…  Things are not going too well between the pretender and Netanyahu.  “It’s disproportionate!” the critics cry about the Israeli response.  I hope you don’t have I-24 news, it’ll break your heart.  Listening to the anguish of close family members of the hostages, or those murdered on October 7 may not be good for your peace of mind.  Israel it seems, doesn’t want this to happen again, ever.  All the diplomatic pressure in the world can’t penetrate the anger and the grief they must feel.  U. S. diplomats have no idea, certainly Biden hasn’t a clue.

As novel coronavirus cases rise, some 2,050 citizen-soldiers and airmen have been activated by state governors, and that number will likely double by the weekend, the head of the National Guard Bureau told defense reporters at the Pentagon on Thursday.

Air Force Gen. Joseph Lengyel said he expects tens of thousands of Guardsmen to be called up over the coming weeks.

Governors in 27 states have activated parts of their National Guard units to counter the effects of the contagious virus, known as COVID-19, with medical testing, transportation, logistics support and, potentially, law enforcement responsibilities, he said.

“It’s hard to tell what the exact requirement will be,” Lengyel added, “but I am expecting tens of thousands [of Guard members] to be used inside the states as this grows, and I think states have the capacity to do those kinds of things.”

Lengyel described the pandemic as a “historic event unlike any we have faced in recent years.”

“When there is a hurricane, you can see it on a map; you have a sense of how hard the storm will hit and how long the story will last,” he said. “With COVID-19, it’s like we have 54 separate hurricanes, [one] in every state, territory and the District of Columbia.”

But for now, there is no plan to federalize Guard personnel on active-duty status, he stressed to reporters.

If President Trump “wanted to mobilize the National Guard under Title 10 federal status, he could do that,” Lengyel said. “But that would not make sense in this situation. The best use of the National Guard is to use the National Guard for the unique authorities that it has, and that is to remain under the command and control of the networks within the states.

“If you mobilize all of the National Guard, it’s going to cost billions and billions and billions of dollars, and a lot of people won’t have things to do,” he said. “There is no need right now to have 450,000 Guardsmen on duty.”

The Guard is “uniquely qualified and postured to act under the command and control of the governors in the states and so, if you were to federalize them, you would lose that ability,” Lengyel added.

He cited the Posse Comitatus Act of 1878, which prohibits active-duty military personnel from being used as law enforcement.

“If you keep the National Guard under the command and control of their governor, in what we call Title 32 or state active-duty status, they have additional authorities that can assist law enforcement,” Lengyel said. “If you were to federalize the National Guard, then you would lose that ability.”

If the situation requires it, governors can order the Guard to assist with police patrols and enforce laws — “anything that the law enforcement capacity normally does, they could be augmented with National Guard troops,” he explained.

“Do I see it happening now? I don’t see any demand signal that’s demanding that we are going to use the National Guard in that kind of scenario, but they could,” Lengyel said. “Governors could under the command and control of law enforcement in their states, they could use their National Guard.”

Defense Secretary Jim Mattis is expected to sign an order sending the troops to the border, bolstering National Guard forces already there, an official said Thursday. The action comes as President Donald Trump has spent recent days calling attention to the caravan of Central Americans slowly making its way by foot into southern Mexico but still more than 1,000 miles (1,600 kilometers) from U.S. soil.

Trump, who made fear about immigrants a major theme of his 2016 election campaign, has been eager to make it a top issue heading into the Nov. 6 midterm elections, which will determine control of Congress. The president and senior White House officials have long believed the issue is key to turning out his base of supporters.

The additional troops would provide logistical and other support to the Border Patrol, said the U.S. official, who spoke on condition of anonymity to discuss a plan that had not been finalized and formally announced.

It’s not unusual for the National Guard to help with border security. Active-duty troops, however, are rarely deployed within the United States except for domestic emergencies like hurricanes or floods. Fears of militarizing the border were fanned by a May 1997 incident in which a Marine on a counter-narcotics mission shot to death an 18-year-old who was herding goats in Redford, Texas.

Troops being sent at Trump’s direction would not be on armed security missions. They would assist the Border Patrol by providing things such as vehicles, tents and equipment. There already are about 2,000 National Guard members there under a previous Pentagon arrangement.

Homeland Security Secretary Kirstjen Nielsen said in an interview with Fox News on Thursday that the Department of Homeland Security had asked the Department of Defense to “bolster” their capabilities with air support, vehicle barriers, engineering and other logistical assistance. National Guard troops can perform those same functions, so it was not immediately clear why active-duty forces were sought.

Asked if the troops would be armed, Nielsen said Mattis would decide the rules of engagement, but added: “We do not have any intention right now to shoot at people. They will be apprehended, however.”

Trump has used the caravan to bolster his election-season warnings that the U.S. is being infiltrated by immigrants “pouring across the border” illegally.

He has claimed, without any apparent basis in fact, that “Middle Easterners” were among the group. At rallies and on Twitter, Trump has tried to portray Democrats as pro-illegal immigration, even claiming, with no evidence, that Democrats organized the caravan.

He tweeted Thursday that “Democrat inspired laws make it tough for us to stop people at the border” and said he was using the military to respond to what he called a “National Emergency.”

Many migrants in the sprawling caravan — once estimated by the United Nations to number more than 7,000 — are hoping to make it to the United States. Most are Hondurans, seeking to escape poverty and violence, and include families with children.

The caravan swelled dramatically soon after crossing the Mexican border on Oct. 19, but sickness, fear and police harassment have whittled down its numbers.

Trump tweeted a direct message to the migrants Thursday, urging them to return home.

“To those in the Caravan, turnaround,” he wrote. “We are not letting people into the United States illegally. Go back to your Country and if you want, apply for citizenship like millions of others are doing!”

The migrants have largely been disconnected from news reports about them. When asked about Trump’s tweets, they have generally responded that he should stop attacking them and said they would keep heading north.

Candy Guillermo, a 37-year-old migrant in the caravan who had heard about the plan to deploy troops, was surprised she and the children in the group would be considered a threat.

“Trump should be more humanitarian,” she said. “We only want to give our kids a better future.”

Migrants who do reach the U.S. border can claim asylum under U.S. and international law. Those who clear an initial screening are often released until their cases are decided in immigration court, which can take several years.

But Nielsen warned: “This caravan cannot come to the United States. They will not be allowed in. They will not be allowed to stay.”

In 2017, the U.S. had 331,700 asylum claims, more than any country in the world, according to the U.N. Refugee Agency. That’s nearly double the asylum claims the U.S. fielded in 2015 and nearly quadruple the claims in 2013.

Trump ordered the deployment of the National Guard earlier this year to respond to an increase in illegal crossings. Those troops are under the control of state governors and are limited to support roles such as providing surveillance.

The planned deployment of active-duty troops is in response to a request from the Department of Homeland Security, which manages the Border Patrol. Earlier this year, Mattis authorized Pentagon funding for up to 4,000 National Guard troops on the border. So far, only a little over 2,000 have been used.

Federal law prohibits the use of active-duty service members for law enforcement inside the U.S. unless specifically authorized by Congress.

Trump hinted at the troop announcement at a rally in Wisconsin on Wednesday. “Wait’ll you see what happens over the next couple of weeks. You’re going to see a very secure border,” he said. “You just watch.”

Trump made the remarks during a meeting with Baltic leaders, where he said he had discussed the matter with Defense Secretary Jim Mattis. A White House official revealed later Tuesday to Fox News that the plan considered by Trump would be a “substantial” mobilization of the National Guard.

“Until we can have a wall and proper security, we’re going to be guarding our border with the military,” he said. “That’s a big step, we really haven’t done that before, or certainly not very much before.”

At a news conference later, he confirmed the plan, saying the border is unprotected by “our horrible, horrible and very unsafe laws.”

“We don’t have laws, we have catch-and-release,” he said. “You catch and then you immediately release and people come back years later for a court case, except they virtually never come back.”

Trump did not offer specifics, but the move appears to be at least partly motivated by a caravan of over 1,000 Central American migrants heading toward the U.S. border. Buzzfeed, which first reported on the caravan, said that Mexican officials had not yet attempted to stop the flow.

In Tuesday’s discussion, Trump and senior officials “also agreed on the need to pressure Congress to urgently pass legislation to close legal loopholes exploited by criminal trafficking, narco-terrorist and smuggling organizations,” White House Press Secretary Sarah Sanders said. She added that Mattis, Homeland Security Secretary Kirsten Nielsen, Attorney General Jeff Sessions, Joint Chiefs Chairman Gen. Joseph Dunford and Chief of Staff John Kelly were among the other officials present.

Reports of the caravan angered Trump, who has sent out a number of tweets threatening to end the North American Free Trade Agreement (NAFTA) and to cut foreign aid to countries such as Honduras, from where many of the migrants originate.
