UN Secretary-General António Guterres said nuclear war is “back within the realm of possibility” as Russia gave new orders to its nuclear forces as the war on Ukraine drags on.

“Raising the alert of Russian nuclear forces is a bone-chilling development,” Guterres said while addressing media on Monday in New York. “The prospect of nuclear conflict, once unthinkable, is now back within the realm of possibility.”

He added: “It’s time to stop the horror unleashed on the people of Ukraine, and get on the path of diplomacy and peace.”

A few days after Russian forces invaded Ukraine in late February, President Vladimir Putin ordered his country’s nuclear deterrent forces on high alert. Putin blamed his move on NATO and economic sanctions imposed by Western countries.

SEOUL – North Korean leader Kim Jong Un has repeated his warning that Pyongyang could “pre-emptively” use its nuclear weaponry to counter hostile forces, state media reported Saturday.

Kim told top military officers that to “maintain the absolute superiority” of North Korea’s armed forces, the country should be able to “pre-emptively and thoroughly contain and frustrate all dangerous attempts and threatening moves … if necessary,” the official KCNA news agency reported.

Pyongyang should continue to build up its arsenal so that it can have the “overwhelming military muscle that no force in the world can provoke,” Kim said, calling it the “lifeline guaranteeing the security of our country.”

The leader’s comments followed similar remarks at a military parade on Monday, when he said he could use his atomic arsenal if North Korea’s “fundamental interests” were threatened.

Kim made his latest comments at a meeting with top brass to praise their work on Monday’s parade, which commemorated the 90th anniversary of the country’s armed forces and showcased its most powerful intercontinental ballistic missiles.

Despite biting sanctions, North Korea has doubled down on Kim’s military modernization drive, test-firing a slew of banned weapons this year while ignoring U.S. offers of talks.

Last month Pyongyang test-fired an ICBM at full range for the first time since 2017 and satellite imagery has shown signs of activity at a nuclear testing site.

The string of weapons tests comes as South Korea prepares for an incoming president, Yoon Suk-yeol, who takes a more hawkish approach to Pyongyang and has not ruled out a pre-emptive strike if necessary.

Analysts say Kim’s warning shows he is not open to dialogue with Seoul’s new government.

“Kim’s remarks demonstrate no interest in engaging with the incoming Yoon administration in South Korea or restarting denuclearize talks with the United States,” said Leif-Eric Easley, a professor of international studies at Ewha University in Seoul.

The entire idea is based upon a contradiction or paradox … deploy massively destructive weapons for the specific purpose of never using them.

Here’s What You Need to Remember: However, given that Russia and the U.S operate lower-yield tactical weapons, some have raised the question as to whether these kinds of weapons could “lower the threshold” to nuclear war and leave potential adversaries to think some kind of nuclear weapons might be a realistic option?

A newly released Navy war strategy does not rule out the possibility that Russia may envision some kind of scenario wherein they could use nuclear weapons in some kind of limited fashion to achieve a combat effect while precluding retaliation.

“In conflict, Russia may threaten cyber or kinetic strikes against Washington or European capitals, or attack undersea communications cables, causing severe impact to the global economy. It may also gamble that use of nuclear weapons might avert defeat in combat or preclude retaliation,” the Navy, Coast Guard, and Marine Corps strategy, “Advantage at Sea: Prevailing With Integrated All Domain Naval Power,” states.

Upon what kind of strategic basis might Russia think it could “preclude retaliation,” something which would undermine, overturn or just simply contradict the basic premises of the U.S. Strategic Nuclear Deterrence concept intended to prevent first use. The thinking might be that some kind of initial targeted, yet crippling first strike tactical nuclear attack could enable rapid take over a disputed area, all while raising the risk level so high that the U.S. simply might choose not to respond to avoid global catastrophe. If something close to this represents any kind of Russian thinking on the question, it would be an extremely risky approach to take. After all, the entire premise of U.S. nuclear deterrence strategy is to ensure complete destruction with retaliatory strikes should any kind of a first-use of nuclear weapons happen. Nuclear-armed ballistic missile submarines, bombers on patrol in the region, fighter jets, or carrier strike groups operating within striking distance would all be key elements of any U.S. strategic interest in preventing any kind of first strike to happen.

However, given that Russia and the U.S operate lower-yield tactical weapons, some have raised the question as to whether these kinds of weapons could “lower the threshold” to nuclear war and leave potential adversaries to think some kind of nuclear weapons might be a realistic option? This is why many advocates for a strong deterrence posture are clear to suggest that a clear message be sent that any use of nuclear weapons, on any scale, will ensure a significant and highly lethal counterattack.

Instead of lowering the threshold and making some kind of nuclear warfare exchange more possible, many prominent U.S. military leaders are clear that the Pentagon’s ongoing efforts to engineer and deploy low-yield tactical nuclear weapons can actually strengthen deterrence by ensuring an immediate response to any kind of Russian nuclear weapons use. Some of these new tactical, low-yield nuclear weapons are already here, such as the new Submarine Launched Ballistic Missile, an adapted variant of the Trident II D5 missile, the nuclear-armed, air-launched cruise missile called the Long-Range Stand-Off weapon, and various kinds of air-dropped nuclear bombs.

The entire idea is based upon a contradiction or paradox … deploy massively destructive weapons for the specific purpose of never using them.

On Tuesday, North Korea threatened to increase its “deterrent of absolute capacity” and build up its arsenal of “preemptive strike” capabilities in response to new joint military training between the U.S. and South Korea.

Kim Yo Jong, the sister of North Korean leader Kim Jong Un, said in a statement reported by KCNA Watch that the U.S. and South Korea had begun “dangerous war games” which she claimed is “accelerating the instable situation” on the Korean Peninsula. She added that the U.S. continuing such actions “will surely make them face more serious security threat[s].”

“The prevailing situation proves once again that we were quite just when we decided to steadily build up the capabilities for national defense,” said Kim, who also serves as vice-department director of the Central Committee of the Workers’ Party of Korea (WPK).

“The reality proves that only substantial deterrent, not words, can ensure the peace and security of the Korean peninsula, and that it is a vital requirement for us to build up the force powerful enough to fully contain the external threats to us,” she continued.

Kim then said, “We will put more spur to further increasing the deterrent of absolute capacity to cope with the ever-growing military threats from the U.S., i.e. the national defense capabilities and powerful preemptive strike for rapidly countering any military actions against us.”

Ankit Panda, an Asia expert at the Carnegie Endowment for International Peace, told the Washington Post that Kim’s phrase “deterrent of absolute capacity” probably referred to North Korea’s nuclear arsenal.

Vipin Narang, an MIT professor who specializes in nuclear strategy, also told the Washington Post, “I would likely interpret [‘deterrent of absolute capacity’] — in the broader context — to be the overall nuclear deterrent and posture.”

During her remarks, Kim also said “I would like to express my deep regret at the perfidious behavior of the south Korean authorities.” Her comment comes after North and South Korea reopened a line of communication two weeks ago after going a year without dialogue, the Wall Street Journal reported.
