<p>Nokia announced the $1 billion investment by NVIDIA on Tuesday, which gives NVIDIA shares in Nokia while providing the capital needed to speed up the development of 6G to replace the current 5G telecommunications cellular technology, <a href="https://www.cnbc.com/2025/10/28/nvidia-nokia-ai.html" target="_blank" rel="noopener">according to CNBC</a>.</p>

<p>Treasury Secretary Scott Bessent said President Donald Trump’s willingness to let TikTok go dark was a decisive factor in shaping a framework agreement with China.</p>
<p>At the same time, China’s ruling against Nvidia over a 2020 acquisition surfaced during the Madrid round of trade discussions, underscoring how technology and national security concerns continue to dominate economic diplomacy.</p>
<p>Both developments are now shaping expectations ahead of Trump’s scheduled call with Chinese President Xi Jinping on Friday.</p>

										<content:encoded><![CDATA[<p><strong>The United States has extended restrictions on exports of high-performance AI processors to some Middle Eastern countries. It concerns chips from Nvidia and AMD.</strong></p>
<p>A filing <a href="https://www.sec.gov/ix?doc=/Archives/edgar/data/1045810/000104581023000175/nvda-20230730.htm" target="_blank" rel="noopener">by Nvidia</a>, <a href="https://www.reuters.com/technology/us-restricts-exports-some-nvidia-chips-middle-east-countries-filing-2023-08-30/" target="_blank" rel="noopener">Reuters</a> writes, would indicate that the U.S. government has imposed new export restrictions on the chip and AI giant’s high-performance AI processors in writing. These include the Nvidia A100 and H100 processors that are especially well-suited for machine learning tasks. The restrictions now also apply to a number of unspecified countries in the Middle East.</p>
<p>According to sources, chip maker AMD has also received a similar written notice to stop exporting its high-end AI processors to Middle Eastern countries. This manufacturer also recently had to stop exporting its AMD MI250 AI processors to China.</p>

<p>Two months after it was <a href="https://www.techarp.com/business/amd-nvidia-banned-ai-china/?amp=1"><strong>banned</strong></a> by the US government from selling high-performance AI chips to China, NVIDIA introduced a new A800 GPU designed to bypass those restrictions.</p>
<p>The new NVIDIA A800 is based on the same Ampere microarchitecture as the A100, which was used as the performance baseline by the US government.</p>
<p>Despite its numerically larger model number (the lucky number 8 was probably picked to appeal to the Chinese), this is a detuned part, with <span class="amp-wp-f6bf23d" data-amp-original-style="text-decoration: underline;">slightly reduced performance</span> to meet export control limitations.</p>
<p>NVIDIA is probably hoping that the <span class="amp-wp-f6bf23d" data-amp-original-style="text-decoration: underline;">slightly slower</span> NVIDIA A800 GPU will allow it to continue supplying China with A100-level chips that are used to power supercomputers and high-performance datacenters for artificial intelligence applications.</p>

										<content:encoded><![CDATA[<p>The U.S. government has put in place new restrictions to cut China and Russia off from high-end artificial intelligence chips, two of the U.S.’s largest chipmakers <a class="sc-bczRLJ doDMbZ" href="https://fortune.com/company/nvidia" target="_blank" rel="noopener">Nvidia</a> and <a class="sc-bczRLJ doDMbZ" href="https://fortune.com/company/advanced-micro-devices" target="_blank" rel="noopener">AMD</a>reported late Wednesday. The measures are intended to restrict China’s and Russia’s military capabilities but could impede technological advances in other industries too.</p>
<p>Nvidia announced in a filing to the U.S. Securities and Exchange commission on Wednesday evening that Chinese customers would be barred from buying its “A100 and forthcoming H100 integrated circuits” and that the company could lose up to $400 million in sales of those high-end chips. Nvidia’s A100 chipset <a class="sc-bczRLJ doDMbZ" href="https://www.nvidia.com/en-us/data-center/a100/" target="_blank" rel="noopener">powers data centers</a> used for A.I., data analytics, and high performance computing. The U.S. government told Nvidia that the new ban would help ensure that Nvidia’s products are not “used in” or “diverted to” Russian or Chinese military equipment, the filing says. Nvidia said its Chinese customers could apply to the U.S. government for exemptions from the restrictions, but noted that it has received no “assurances” that the government would issue any.</p>
<p>AMD, meanwhile, said the U.S. government ordered it to stop sending its top A.I. chip, the MI250 chip that’s used in data centers for high performance computing, to China but said the new restrictions will not block shipments of its MI100 chip to China. AMD does not expect the new restrictions to have a material impact on its business, according <a class="sc-bczRLJ doDMbZ" href="https://www.reuters.com/technology/amd-says-us-told-it-stop-shipping-top-ai-chip-china-2022-08-31/" target="_blank" rel="noopener">to Reuters</a><em>. </em>(Nvidia and AMD did not immediately respond to <em>Fortune</em>’s request for comment on the U.S.’s new restrictions.)</p>
