A massive brawl happened inside the Georgian Parliament on Monday, during heated discussions over a law deemed Russian-esque by critics.

The legislation under debate will compel media and non-commercial organisations to register as being under foreign influence if they receive more than 20% of their budget from abroad.

Hundreds of protesters have been rallying outside the Parliament while it discussed the law in the juridical committee.

Mamuka Mdinaradze, the head of the Georgian Dream Party fraction, was punched in the face while giving a speech by MP Alexander Elisahsivili.

Elisahsivili accused Mdinaradze of being pro-Russian.

European Parliament Becomes Focus of Corruption Scandal

Belgian prosecutors charged four individuals on Sunday for their alleged involvement in a suspected Qatari bribery campaign to influence the European Parliament in a scandal that has rattled European nations.

The four people, who were not named, were accused of corruption, money laundering, and participating in a criminal organization. Sunday’s charges mark the latest turn in a lengthy investigation that publicly unfolded on Friday, when authorities raided 16 homes—uncovering $631,800 in cash—and brought six people in for questioning. Two were later released.

Investigators “have suspected a Gulf country to influence the economic and political decisions of the European Parliament,” the prosecutor’s office said in a statement. “This is done so by paying large sums of money or offering large gifts to third parties with a significant political and/or strategic position within the European Parliament.”

Boris Johnson faces a showdown in Parliament after he vowed to push for a snap general election if rebel MPs succeed in a bid to seize control of parliamentary proceedings.

Parliament returns on Tuesday after recess, with MPs looking to take control of Commons business to allow them to discuss proposed legislation to block a no-deal Brexit.

Addressing the nation outside Number 10, the Prime Minister insisted “I don’t want an election, you don’t want an election” but moments later a senior Government source said any bid to “wreck” the UK’s negotiating position would prompt motion for an early election.

The source said Mr. Johnson would request a general election on October 14 if the move was successful.

A motion for the snap poll would be tabled by the Government which would require the support of two-thirds of MPs under the Fixed-term Parliaments Act (FTPA).

Ex-justice secretary David Gauke, who is among the senior Tories who have put their name to the cross-party legislation, said if MPs did not act then Britain would leave without a deal on October 31.

But the source said the Government’s motion on an early general election would be published before MPs vote on Tuesday so MPs would know the consequences of voting against the Government.

The source said: “I think if you were to have any chance of securing a deal, which the PM has been very clear that he wants the deal, you would want to have that election on October 14 so that you can go to European Council and secure a deal.”

The source said the vote would be treated as though it is a vote of no confidence, and that any Conservative MP voting against the Government could have the whip withdrawn.

But a source close to the group of rebel Conservative MPs opposed to a no-deal Brexit said: “It’s a bit rich for the Prime Minister to point the finger at colleagues who plan to defy the party whip – colleagues who voted for a deal three times – while he voted with Jeremy Corbyn to inflict the two biggest parliamentary defeats on a government in British history.

“The Prime Minister seems to be doing everything he can to bring about an election while claiming it’s the last thing he wants.”

If MPs agree on Tuesday to allow the cross-party group to seize control of Commons business, the legislation will be considered the following day.

Under the terms of the European Union (Withdrawal) (no 6) Bill, the Government must seek a delay to the UK’s withdrawal from the EU until January 31 if there is no agreement with Brussels in place by October 19 and Parliament has not approved a no-deal Brexit.

Mr. Gauke said he believed Mr. Johnson was threatening a snap poll because he expected to lose the vote in the Commons.

He said MPs had devised a “watertight” mechanism to help avoid the UK crashing out of the EU, but he thought the parliamentary arithmetic was “tight”.

Speaking on the BBC’s Newsnight programme, he said: “I think he is moving in that direction and I think to some extent that seems to be the plan because I think he probably expects to lose tomorrow.

“I don’t know whether he will but I think that’s what he’s expecting and his response will be to go to the country.

“The problem is not, if you like, whether the mechanism works, it’s whether we’ve got the numbers tomorrow, and I think it will be tight.

“But I have to say if we don’t act we know pretty well for certain that we will be leaving without a deal on October 31.

“The test is over the course of the next two days and we may or may not win the votes and that is the test.”

Asked if Tory MPs would risk deselection over their position on Brexit, he said: “All of us believe that it is vitally important that Parliament has a say and that we cannot leave the European Union on October 31 without a deal unless Parliament consents to it.”

Jeremy Corbyn said Labour will “take the fight to the Tories” in a general election, insisting the party is ready.

Speaking at a rally in Salford, Mr. Corbyn said: “I am proud to lead our party, I’m proud to take the fight to the Tories and I will be delighted when the election comes. I’m ready for it, you’re ready for it, we’re ready for it, we’ll take the message out there and above all, we will win for the people of this country.”

Brexit Party leader Nigel Farage predicted Boris Johnson will lose the Commons vote on Tuesday and the country will face a general election in October.

Speaking at a rally in Colchester, Mr. Farage said: “I can’t predict how that vote will go tomorrow but I suspect the Prime Minister will lose and I suspect we’ll be facing a general election probably to take place on October 14.”

Johnson: ‘There are no circumstances in which I will ask Brussels to delay’

BORIS Johnson has raised the stakes over Brexit, paving the way for a general election on Monday, October 14.

He made clear that if MPs backed a move to block a no-deal Brexit today, he would call a Commons vote within 24 hours to authorize a snap poll.

The Prime Minister stressed he did not want an election but warned progress in the talks with the EU would be made “absolutely impossible” if the so-called Rebel Alliance won the vote, expected this evening, to take control of the Commons agenda on Wednesday and “chop the legs out from under the UK’s position”.

Addressing the nation from behind a lectern in Downing Street, Mr. Johnson declared: “I want everyone to know there are no circumstances in which I will ask Brussels to delay. We are leaving on October 31; no ifs no buts. We will not accept any attempt to go back on our promises or scrub that referendum.”

ANALYSIS: Boris Johnson’s big gamble – if rebels take control of Commons, he will seek to call Oct 14 election

As many as 20 Tory rebels are set to join forces with Labour, the SNPand the Liberal Democrats to bring forward a bill designed to stop the UK leaving the EU on October 31 without an agreement.

Under the terms of the proposed law, the Government would have to seek a delay to the UK’s EU withdrawal until January 31, 2020, if there were no agreement with Brussels by October 19 and Parliament had not approved a no-deal Brexit.

Sir Keir Starmer, the Shadow Brexit Secretary, said it could be the UK Parliament’s “last chance” to stop a “reckless and damaging” no-deal Brexit.

After an emergency Cabinet was unexpectedly called, rumors swirled around Westminster that Mr. Johnson was about to announce a snap election. The appearance of the lectern seemed to confirm that a major announcement was about to be made.

To a chorus of “stop no-deal” from protesters outside the Downing St gates, the PM emerged to insist progress was being made with Brussels and UK negotiators had to be allowed to get on with their work without interference from Westminster.

“And without an election,” he declared. “I don’t want an election and you don’t want an election. Let us get on with the people’s agenda, fighting crime, improving the NHS, boosting schools, cutting the cost of living, and unlocking talent and opportunity across the entire United Kingdom with infrastructure, education, and technology.

“It is a massive agenda. Let’s come together and get it done and let’s get Brexit done by October 31,” he added.

The initial reaction from political opponents suggested Mr. Johnson had “bottled it”.

Tom Watson, the Deputy Labour leader, tweeted: “What was that @BorisJohnson statement all about? His press people had spun that he’d threaten to call an election. Has he changed his mind? More hot air, again.”

Nicola Sturgeon claimed it was “plainly obvious” from the PM’s statement that he had no plan to get a Brexit deal.

“If MPs blink tomorrow,” said the First Minister, “he will drive the UK off the no-deal cliff on October 31. He must not get away with it.”

The Greens’ Caroline Lucas said: “More bluster from Boris Johnson outside No 10. The truth is he’s about to lose this week’s vote in Parliament and is running scared.”

READ MORE: Nicola Sturgeon in heated argument with Piers Morgan on Good Morning Britain

But, later, a senior official explained that Mr. Johnson would request a general election on October 14 if MPs backed the cross-party move to seize control of Commons business on Tuesday.

A motion for the early election would be tabled by the Government; it would require the support of two-thirds of MPs under the provisions of the Fixed Term Parliaments Act.

MPs, said the official in a clear message to Tory rebels, would be faced with a “simple choice”; keeping the current PM negotiating a Brexit deal or handing the process over to Mr. Corbyn.

He made clear the Rebel Alliance’s vote to extend Brexit would be treated as a vote of no-confidence in the Johnson Government and that any Conservative MP voting for it would have the whip removed.

“If they vote tomorrow to wreck the negotiation process, to go against giving Britain the ability to negotiate a deal, then they’ll also have to reflect on what comes next,” insisted the official.

He claimed voting to block a no-deal outcome would “destroy” Britain’s negotiating position with Brussels.

“I cannot stress enough; this is what is coming out of Brussels, this is what is coming out of EU leaders.”

The senior source declared: “Tory MPs voting for this motion tomorrow will essentially be taking the Government’s control of the legislative agenda and handing it over to the Opposition; the Opposition led by Jeremy Corbyn.”

He said the motion on an early election would be published before MPs voted on Tuesday so they would know the consequences of their actions.

“If MPs were to vote tomorrow to take control of the order paper, so destroy the Government’s negotiating position, to make it impossible for the UK to negotiate a deal with Brussels, then the vote would then move to a…vote, which I would expect to bring about a general election.

“If you were to have any chance of securing a deal, which the PM has been very clear that he wants the deal, you would want to have that election on October 14 so that you can go to European Council and secure a deal.”

The Council summit meeting of EU leaders on October 17 is seen as the last chance to achieve an agreement before the Hallowe’en deadline.

But a source close the group of rebel Conservative MPs opposed to a no-deal Brexit said: “It’s a bit rich for the Prime Minister to point the finger at colleagues who plan to defy the party whip – colleagues who voted for a deal three times – while he voted with Jeremy Corbyn to inflict the two biggest parliamentary defeats on a government in British history.

“The Prime Minister seems to be doing everything he can to bring about an election while claiming it’s the last thing he wants,” he added.

Mr. Johnson’s Downing St statement came as Tory MPs enjoyed a reception in the gardens of No 10; after being ordered to hand in their phones.

Earlier, the PM was accused of “goading” some Tory MPs to rebel so he could force a snap general election having ejected opponents of a no-deal Brexit from the party.

“They seem to be quite prepared for there to be a rebellion, then to purge those who support the rebellion from the party,” said David Gauke, the former Justice Secretary.

Mr. Corbyn, who called a meeting of his Shadow Cabinet in Salford to discuss tactics, said: “First we must come together to stop no-deal; this week could be our last chance.

“We are working with other parties to do everything necessary to pull our country back from the brink. Then we need a general election.”

He will be joined by other opposition leaders in Westminster – including the SNP’s Ian Blackford and Liberal Democrat Jo Swinson – for further talks about their approach on Tuesday.

Mr. Blackford said SNP MPs were standing ready for the “parliamentary fight of their lives to prevent a catastrophic no-deal Brexit”.

Brexiteer and Lord of the Council Jacob Rees-Mogg, Baroness Evans and Mark Spencer MP — were the three counselors who met the Monarch on behalf of the PM.

While the Queen’s decision is a boost for Johnson it would have been unprecedented for her to refuse the request of a sitting PM.

No10 would have expected this step and will now look towards fighting a Corbyn no-confidence vote in the Commons.

MPs would come back for a Queen’s speech on October 14 under the plans, just two weeks before the UK is due to leave the EU.

That would leave just days for a possible vote of no confidence in Johnson, or for rebel MPs to pass a law to push back the Brexit date.

<img decoding="async" src="https://cdn.newsapi.com.au/image/v1/e5eb116ac37ee43164e691a333dc1e31?width=650" alt="Protesters from the European Movement in Scotland hold a walking vigil outside the Scottish parliament, Edinburgh, to demonstrate against Prime Minister Boris Johnson proroguing parliament, in Edinburgh, Scotland.
No10 also confirmed that if Johnson gets a deal with the EU, they will bring it forward for a vote in the Commons before October 31

Johnson said: “We are not going to wait for October 31 before getting on with our plans to take the country forward.

“That’s why we are going to have a Queen’s speech and we are going to do it on October 14.”

“We are going to get on with it.”

He argued there was “ample time” for MPs to debate Brexit still.

Rebel MPs had discussed plans yesterday to try and scrap the conference recess altogether to give them as much time to wreck Brexit as possible.

DON’T WRECK MY PLANS

Johnson also delivered a threat to rebel MPs — that if they try and derail his Brexit negotiations it will be their fault if the UK leaves without a deal.

He wrote: “These weeks leading up to the European Council on 17/18 October are vitally important for the sake of my negotiations with the EU.

“Member states are watching what parliament does with great interest, and it is only by showing unity and resolve that we stand a chance of securing a new deal that can be passed by parliament.”

MPs are set to come back to parliament after their summer break next Tuesday, September 3.

But they are then expected to go off on the traditional three-week conference recess on around September 12, for the final few weeks of the month.

Every year the PM shuts down parliament for several weeks to allow time for conferences — but not usually for such a long period of time.

MPs will be told to stay at home for at least an extra week.

BRUSSELS

The Latest on Britain’s exit from the European Union (all times local):

2:05 p.m.

Brexit? What Brexit? British lawmakers have for the most part avoided the hot-button topic of the day during the prime minister’s weekly appearance before Parliament.

Prime Minister Theresa May didn’t face the usual level of harsh questioning during the Wednesday session just hours ahead of a vital European Union summit in Brussels.

She was asked more questions about tax policy and police funding than about her request for a delay in Britain’s April 12 departure from the EU.

Opposition Labour Party leader Jeremy Corbyn did not bring up Brexit, and many lawmakers shied away from the usual bickering as May prepares to ask the EU for an extension.

May did say her position on holding a second EU referendum has not changed, meaning she is still opposed.

___

1:50 p.m.

German Chancellor Angela Merkel says she favors granting an extension of several months to the Brexit deadline.

Merkel told German lawmakers Wednesday that she will meet before the European Union summit later in the day with French President Emmanuel Macron, who has taken a hard line over recent weeks on Brexit.

Pressed on what kind of extension Germany backs, Merkel replied: “I favor, if there is a broad majority for this today, possibly making it a delay of several months — but not delaying anything, so that once Britain has decided the withdrawal can happen immediately.”

Britain is currently scheduled to leave the EU on Friday, with or without a deal. Prime Minister Theresa May has asked for a delay until June 30, and visited both Germany and France Tuesday to make her case.

___

1:30 p.m.

German Chancellor Angela Merkel has set out three conditions for a likely delay to Britain’s departure from the European Union.

Merkel addressed German lawmakers on Wednesday, hours before EU leaders meet in Brussels to decide whether to grant Britain’s request for a delay beyond the current Friday night deadline.

Merkel said the EU has “expectations” of Britain. She said that the EU’s institutions must be able to continue functioning “seamlessly” and that Britain must conduct elections to the European Parliament in late May.

She added that there also needs to be “a readiness to take part constructively in decisions.”

___

1:20 p.m.

German Chancellor Angela Merkel says the European Union may well decide on a longer Brexit delay than the one sought by the British government, but it would be flexible enough to allow Brexit “very quickly” once London approves the withdrawal agreement.

EU leaders are meeting in Brussels later Wednesday to mull Prime Minister Theresa May’s request for Brexit to be delayed until June 30. If no extension is granted, Britain risks crashing out without a deal on Friday.

Merkel told German lawmakers that a disorderly Brexit “is not in our interest.”

She said of Wednesday’s outcome that “it may well be a longer extension than the one the British prime minister asked for, but we will shape this extension in such a way that whenever Britain has approved the withdrawal agreement, Britain can then complete its orderly withdrawal very shortly after” with a two-year transition period.

She didn’t specify exactly how long the extension might be.

___

12:45 p.m.

The European Union’s legislature has warned British Prime Minister Theresa May to come to the Brexit summit with clear indications on how she hopes to turn the cross-party talks with opposition leader Jeremy Corbyn into a success.

The European Parliament said in a statement Wednesday that May “cannot come empty-handed.”

And the legislators told the EU leaders that they have to make sure that Britain will not become obstructionist if a long extension to their departure is granted.

They said the summit “would be advised to provide the U.K. with an extension which should be appropriately framed to respect the principle of sincere cooperation.”

The European Parliament will need to approve any deal May reaches with the EU to make it binding.

___

11:35 a.m.

Groups representing manufacturers in the U.K. and across the continent have appealed to European leaders to work with Britain to avoid a divorce from the bloc without a deal.

Make UK and sister organization Ceemet issued a joint letter to heads of state and chief negotiator Michel Barnier warning of economic shock in the event of a no-deal Brexit.

The groups say that while they recognize efforts have been made to address the chaos that a no-deal scenario would cause, “it must be clear that neither the EU nor the UK are ready, and as a consequence European industry is also not adequately prepared, for this cliff edge scenario.”

Prime Minister Theresa May travels to Brussels Wednesday to ask for another extension to Britain’s departure, until June 30. Britain is currently scheduled to leave the EU on Friday.

___

9:30 a.m.

European Council President Donald Tusk is meeting leaders including British Prime Minister Theresa May ahead of an emergency summit to decide whether to grant the United Kingdom a further delay in its departure from the European Union.

Donald Tusk meets the leaders of Lithuania, Latvia, The Netherlands and finally May shortly before Wednesday evening’s summit begins.

It’s likely to be a rough day for the embattled British leader as she pleads for a second extension until June 30, to prevent Britain’s departure now scheduled for Friday.

Tusk has suggested an even longer delay of up to a year with conditions attached to ensure Britain does not stymie EU decision making if it remains a member.

EU countries have become increasingly exasperated with the political division and uncertainty in Britain.
