President Trump announced plans to end all trade with Spain during an Oval Office meeting Tuesday, citing the country’s refusal to allow U.S. use of joint military bases for Iran operations. The threat comes after Spain’s foreign minister said the bases couldn’t be used for strikes not authorized by the UN.

WASHINGTON — During a Tuesday meeting at the White House, President Donald Trump declared his intention to halt all commercial relations with Spain, expressing frustration over the nation’s stance regarding recent U.S. and Israeli military operations against Iran and its reluctance to boost NATO defense expenditures.

Speaking to media during his Oval Office session with German Chancellor Friedrich Merz, Trump stated: “We’re going to cut off all trade with Spain. We don’t want anything to do with Spain.”

German Chancellor Friedrich Merz is on his way to Washington to meet US President Donald Trump, a planned trip now overshadowed by the escalation in the Middle East following the attacks by the US and Israel on Iran.

It is a trip that had been planned for a long time, but under very different circumstances: This Monday, German Chancellor Friedrich Merz will depart for Washington. On Tuesday, he will meet with US President Donald Trump amid an escalating conflict in Iran and the Middle East. Merz had a range of issues with him that have been turned upside down by current events.

Merz: Germany faces a ‘dilemma’ in the Middle East war

On Sunday, Merz insisted that Germany stood behind the US and Israel. He condemned Iran’s attacks on the Gulf states, US military bases and Israel.

Police investigate a pickup truck used in an attack on the West Side Highway in Manhattan, New York, US, on November 1. (REUTERS)

A man rammed a pickup truck through a bike-only path in New York City’s lower Manhattan area shouting “Allah-u-Akbar”, killing eight people and injuring at least a dozen on Tuesday, in a terror strike close to the site of the September 11, 2001, attacks.

Sayfullo Saipov, a 29-year-old Uzbek migrant based in Florida, was shot in the abdomen by a police officer after he got out of his vehicle that collided with a school bus at 3.05 pm (1905 GMT), blocks away from the 9/11 Memorial, and walked in the middle of the street brandishing two weapons that turned out to be paint-ball and pellet guns.

The suspect is in police custody and is being treated at a hospital.

“This was an act of terror and a particularly cowardly act of terror aimed at innocent civilians, aimed at people going about their lives who had no idea what was about to hit them,” Mayor Bill de Blasio said at a news conference.

Authorities had not disclosed his identity, but news reports said Saipov came to the United States in 2010. He had driven to New York City from neighbouring state of New Jersey.

In a note found at the site near the abandoned vehicle, Saipov is reported to have pledged loyalty to the Islamic State terror group. But it was not immediately clear where or how he was radicalised.

Governor Andrew Cuomo said based on preliminary investigation that this was a lone-wolf attack. “This was one individual who meant to cause pain and harm and probably death and the resulting terror. That was the purpose,” said Cuomo.

Confronting what could be the most serious terror-related incident since taking power less than a year ago, President Donald Trump announced he had ordered the Department of Homeland Security to step up his “extreme vetting programme” on foreign travellers to the country.

“We must not allow ISIS to return, or enter, our country after defeating them in the Middle East and elsewhere. Enough!” Trump tweeted about what was clearly the first terrorist attack on American mainland in his term, and in his hometown.

This was the first instance also of a terrorist attack involving fatalities in New York City after 9/11 that had killed 2,606 people, including 34 from India. There were at least two other attempts since— the Times Square car bomb in 2010, and the Chelsea bombings in 2016 that had left 29 people injured.

This was also the first instance of a vehicle being used as a terror weapon in the United States, as in Berlin and Nice in 2016, in Barcelona last August and in London earlier this year. A white supremacist had driven through protestors in Charlottesville, Virginia recently killing one woman but authorities had not described it as an act of terrorism.

The suspect in the Tuesday’s attack had used a rental pick-up from Home Depot, a countrywide retail chain of home furnishings. He drove the truck down the bike-path used by cyclists, joggers and walkers for about a mile, before it rammed the school bus, injuring two adults and two children inside, close to a community college and a high school.

Videos taken by passersby show the suspect running around — “randomly,” as one witness described it — after abandoning the vehicle, with police officers in pursuit. He held up two weapons that were later found to be imitation guns.

Six people died at the site of the attack and two were declared dead on arrival at the hospital, police commissioner James P O’Neill told reporters. The dead include five friends from Argentina.

Eleven people were seriously injured, O’Neill added, but none with life-threatening conditions. The number of those injured could go up.

Security had already been stepped up all over the city for Halloween celebrations and a traditional parade later in the evening, and authorities urged New Yorkers to go about their business.

“We know that this action was intended to break our spirit but we also know New Yorkers are strong, New Yorkers are resilient and our spirit will never be moved by an act of violence, an act meant to intimidate us,” Mayor de Blasio added.

The Trump Administration continues to pound away at North Korea, insisting military options are on the table, but so far the threats have not stopped Pyongyang from pursuing tests of its nuclear weapons and ballistic missiles.

“The United States has great strength and patience, but if it is forced to defend itself or its allies, we will have no choice but to totally destroy North Korea,” said President Donald Trump at a speech to the UN General Assembly (UNGA) in New York on Tuesday. “Rocket man is on a suicide mission for himself and for his regime,” he said. “Rocket man’ refers to North Korean leader Kim Jong-un.

Trump warned last month that “all options are on the table” after the North launched a missile designed to carry a nuclear payload over U.S. ally Japan. That was followed by Pyongyang’s 6th nuclear weapons test on September 3rd, and 12 days later, North Korea launched a second missile over Japan, just days after the United Nations Security Council (UNSC) imposed new sanctions against the North.

U.S. Ambassador to the UN Nikki Haley told CNN on Sunday that the UNSC has “pretty much exhausted” all its options, but indicated Defense Secretary Jim Mattis “has plenty of military options.” And on CBS, Secretary of State Rex Tillerson said, “If our diplomatic efforts fall through, our military option is the only one left.”

Earlier this month, Mattis said the U.S. will answer any threat from North Korea with a “massive military response, a response both effective and overwhelming.” On Monday, when asked at a news conference about whether the U.S. has military options for North Korea that would not put Seoul at risk, Mattis said, “Yes there are. But I will not go into details.”

Meanwhile, Kim Jong-un has vowed to continue the North’s weapons programs, saying the country is getting close to its goal of “equilibrium” to match U.S. military force.

The Cipher Brief’s Kaitlin Lavinder asked Ambassador Joseph DeTrani, the former special envoy for Six Party Talks with North Korea and the former director of the National Counterproliferation Center, if he thinks a military solution is possible – and what the consequences would be.

The Cipher Brief: As the bellicose rhetoric from both the U.S. and North Korea continues, the U.S. is signaling that all options – including a military one – are on the table. Is there a realistic military solution?

Ambassador Joseph DeTrani: Given North Korea’s provocative and threatening behavior, with 16 missiles launched this year, including an ICBM [intercontinental ballistic missile] and IRBM [intermediate range ballistic missile], a likely hydrogen bomb test, their sixth nuclear test, and the vitriolic hyperbole from Pyongyang, it’s understandable that “all options are on the table” in dealing with North Korea.

Ideally, talks that halt the North’s nuclear program and pursue comprehensive denuclearization is the preferred option. However, if North Korean leader Kim Jung-un eschews talks, then we should be prepared to intercept and destroy any ballistic missile that poses an imminent threat to the U.S. or its allies.

A declaratory statement should be sent to Pyongyang making it clear that any “imminent threat” will generate a pre-emptive strike, and Pyongyang should think twice about any response to this pre-emptive strike. In response, it’s possible Kim Jung-un would provoke an attack on the Northern Limit Line (NLL) – similar to the Cheong An incident in 2010, when the North attacked a South Korean frigate, killing 46 sailors – or attack a South Korean island, as they also did in 2010.

TCB: What would a military solution look like? What would be the consequences?

DeTrani: If the U.S. were to conduct a “preventive” attack against a base or facility to deny the North the ability to attack, then I think they would retaliate in a more ferocious way, using conventional weapons to attack Seoul, at a minimum.

TCB: Would the U.S. risk this – an attack on a close ally, Seoul?

DeTrani: I can’t foresee North Korea attacking Seoul if we intercepted a missile posing an imminent threat to the U.S. or South Korea. This is an internationally accepted responsibility of any government to protect his/her country and people. Seoul and Tokyo should understand and concur with this approach, given that missile defense systems are in South Korea and Japan.

To not respond to an imminent threat is the height of weakness, confirming we’re a paper tiger. This would then encourage more aggression from North Korea if we didn’t have a pre-emptive policy of intercepting and destroying any missile viewed as an imminent threat.

TCB: What should the U.S. do?

DeTrani: More missile defense deployments, enhanced joint military exercises with South Korea (which should also include Japan), additional sanctions and secondary sanctions, and more information into North Korea, with a declared pre-emption policy, is the approach I would recommend, if North Korea refuses to halt its nuclear and missile programs and enter into exploratory discussions with the U.S. and possibly South Korea.

President Trump sent another belligerent tweet directed at North Korea Saturday night, saying that if the country’s foreign minister was speaking for North Korean leader Kim Jong Un in his threatening speech at the United Nations, “they won’t be around much longer.”

“Just heard Foreign Minister of North Korea speak at U.N.,” Trump tweeted. “If he echoes thoughts of Little Rocket Man, they won’t be around much longer!”

The president was referring to a speech by North Korean Foreign Minister Ri Yong-ho, earlier Saturday in which he called Trump “a mentally deranged person full of megalomania” who is holding “the nuclear button.”

Ri said by repeatedly calling Kim “Rocket Man,” Trump is making “our rocket’s visit to the entire U.S. mainland inevitable all the more.”

The foreign minister also said Trump is a “gambler who grew old using threats, frauds and all other schemes to acquire a patch of land.” Ri jumped into the nickname game as well, saying Americans call Trump the “Commander in Grief,” “Lyin’ King,” and “President Evil.”

Trump has turned the White House “into a noisy marketing place” and is making the U.N. “a gangsters’ nest where money is respected and bloodshed is the order of the day,” Ri added.

In North Korea, a huge crowd gathered Saturday in Pyongyang’s Kim Il Sung Square for a large anti-U.S. rally. A parade of marchers carried signs with slogans such as “decisive revenge” and “death to the American imperialists.” They shouted phrases such as “total destruction,” according to the Korean Central News Agency, the state news service.

U.S. Air Force B-1B bombers and F-15 jets carried out a show of force Saturday off the coast of North Korea. It was the farthest point north of the Demilitarized Zone, which separates North and South Korea, that any U.S. fighter or bomber aircraft has flown in the 21st century.

Trump has been engaged in an escalating war of words with North Korea and its leader over the communist nation’s accelerating nuclear weapons program and its threat to attack the U.S. and its neighbors.

Last week, Trump said, “Rocket Man is on a suicide mission for himself and for his regime” and threatened to “totally destroy” North Korea. Kim responded by calling Trump a “frightened dog” and a “mentally deranged U.S. dotard.”

JERUSALEM — Israel has flexed its military muscles in recent months as the regional balance of power has pitched further in favor of its most bitter adversaries: Iran and its Lebanese proxy Hezbollah.

Analysts and former senior Israeli military officers say Israel is showing that it will act with force to protect its interests, while using just enough of it to limit its enemies without sparking a war. But it’s a precarious line to tread, and even a small misstep could lead to conflict, they say.

Israel is scrambling to adjust as Syrian President Bashar al-Assad has taken the upper hand in his country’s six-year war, propped up by an emboldened Iran and an array of Shiite militias, including Hezbollah, which has sent thousands of fighters to back him.

The Israeli government had expressed frustration as the Trump administration focused on fighting Islamic State militants without, in Israel’s opinion, sufficiently limiting Iran and its proxies. Israeli Prime Minister Benjamin Netanyahu publicly criticized a U.S.-Russia cease-fire deal in southern Syria for not including provisions to stop Iranian expansion.

Israel is now making itself heard. Last week Israeli jets buzzed so low over southern Lebanon that they shattered windows and caused panic. That followed the bombing of a military site in Syria earlier in the month that had been linked to missile production for Hezbollah.

On Tuesday, the army used a Patriot missile to shoot down a drone that neared its airspace.

[Israel is courting Syrian ‘hearts and minds’ to keep Hezbollah away]

Threats have escalated on both sides. “If the Zionist regime makes any wrong move, Haifa and Tel Aviv will be razed,” Iran’s army chief Maj. Gen. Abdolrahim Mousavi warned this week in comments published by Fars news agency, referring to Israeli cities within the range of Hezbollah rockets.

Hezbollah and Israel fought a month-long war in 2006 that caused heavy casualties, and both sides claimed victory. Since then, the Syrian war has provided Hezbollah fighters with a training opportunity, while Israel estimates that it has built up a stockpile of more than 100,000 rockets.

Israel fears Iran will help Hezbollah upgrade to more accurate precision-guided missiles and establish a permanent military presence in Syria, from where they could eventually turn their focus south.

“Generally speaking, this is the kind of threat we can’t live with,” said Brig. Gen. Nitzan Nuriel, a former Israeli Defense Forces officer who was deputy commander of the division responsible for the Lebanese front during the 2006 war. “This is the kind of threat we need to deal with.”

In recent months, Netanyahu has accused Iran of establishing long-range missile-manufacturing sites in both Lebanon and Syria. Satellite images showing one alleged site, near the port city of Baniyas, were shared with the press.

Israel is keen to leverage more favorable outcomes in Syrian cease-fire deals where it feels its interests have been ignored, and public threats and messages are meant as much for Israel’s allies as its enemies, Nuriel said.

“At the same time we will try to keep Hezbollah weak to remind them what happened in 2006,” he said.

After speaking out against the “de-escalation” deal for southern Syria reached by the United States and Russia on the sidelines of the G-20 summit, Netanyahu traveled to Sochi to meet with Russian President Vladimir Putin. A high-level delegation was also dispatched to Washington.

Russia’s foreign minister Sergey Lavrov later made a public assurance that Israel’s security interests in southern Syria were being taken into account.

[How far could the dangerous endgame in eastern Syria go?]

In a speech last month, Hezbollah Secretary General Hasan Nasrallah mocked Netanyahu for “crying” over the defeat of Islamic State in Iraq and Syria.

Nasrallah has repeatedly warned Israel against attacking Lebanon.

“If the Israelis think they can now make war in Lebanon, then they are making a big mistake. In Syria we have learned to attack,” said a senior official from the military alliance of Hezbollah, Syria and Iran. He spoke on the condition of anonymity because he is not authorized to speak with the press.

“The rhetoric on both sides is a substitute for action — a way of reinforcing deterrence without having to take military action — and a way of saving face,” said Faysal Itani, a fellow at the Washington-based Atlantic Council. “But I do think things are trending negatively.”

Netanyahu tried to drive his point home at the U.N. General Assembly in New York on Tuesday, saying that “those who threaten us with annihilation put themselves in mortal peril.” Israel will act to prevent Iran from opening “new terror fronts” on Israel’s northern border, he said.

He also pushed for changes to the international deal limiting Iran’s nuclear activities.

Israeli Prime Minister Benjamin Netanyahu addresses the 72nd session of the General Assembly at the United Nations in New York on Sept. 19. (Jewel Samad/Agence France-Presse/Getty Images)

“This is all classic Netanyahu,” said Ofer Zalzberg, a senior analyst at International Crisis Group. “Saying ‘hold me back before I do something,’ but I don’t see Israel launching a preemptive war. The next war between Israel and Hezbollah will be dramatic for Israel’s population and will have consequences for whoever is in power.”

But the prospect is not impossible; there are some Israeli officials advocating intervention, he said, describing Israel as “panicked.” “Advocates are saying bomb now.”

They see a window of opportunity. While Syria has restrained from retaliating against Israeli strikes on its soil, that is likely to change as the war draws to an end, raising the stakes of the occasional intervention with airstrikes that Israel is currently engaged in.

In Lebanon, Hezbollah’s growing strength has come at a cost, one that could cause personnel problems in the event of renewed conflict.

The group does not publish figures for the number of their members who have fought and died in Syria, but more than 1,000 have been killed according to one study of Arabic language press coverage of funerals in Lebanon.

On a recent day in the Beirut suburb of Dahiyeh, a steady trickle of relatives passed through a newly opened cemetery for fighters recently killed in Syria. Marble slabs are adorned with photographs of the men in fatigues, some decorated with roses for Father’s Day.

Sitting quietly at the gravestone of a commander killed last year, a woman named Rukiya said her son died in the battle to recapture the northern city of Aleppo. “He knew he didn’t have to go, but he didn’t listen to me,” she said. “The resistance was everything to him.”

But during the war, Hezbollah has also gained experience. The Israeli military now fears a scenario in which Hezbollah, which formed in the 1980s to fight the Israeli occupation of Lebanon, could raid one of Israel’s 22 border communities as war in Syria winds down.

[Hezbollah accuses the U.S. of putting lives at stake by hounding ISIS convoy]

In April, Hezbollah organized a rare press trip to the area to highlight what appeared to be newly constructed fortifications on the Israeli side of the U.N.-patrolled buffer zone between the two countries.

“The Israeli enemy is undertaking these fortifications and building these obstacles in fear of an advance,” said a Hezbollah commander who went by the nom de guerre Haj Ihab.

Israel’s Defense Ministry confirmed that it was indeed bolstering its defenses, including walls near Israel’s northern communities that are vulnerable to cross-border sniper fire or antitank missiles, Israeli media reported. It also said the project will cost some $34.7 million.

“We are strengthening the border based on the understanding that in any future conflict, Hezbollah would make a concerted effort to cross the border,” said an Israeli Defense Forces official in the Northern Command who spoke on the condition of anonymity because he was not authorized to speak publicly.

In the meantime, Israel will continue its strategy of “deterrence and prevention,” Nuriel said, managing the risks of escalation.

“You need to ask yourself, if you do this, what will the enemy do?” he said. “Many times we decide taking action is better.”

But Israel’s 2006 war with Hezbollah began when militants launched a cross-border raid on an Israeli patrol, killing three Israeli soldiers and abducting two. Nasrallah later said that if he’d known how Israel would react, Hezbollah would not have carried out the raid. The war left 1,000 Lebanese and nearly 160 Israelis dead. Now the stakes are higher.

“Syria made the machine faster,” said Kamal Wazne, a professor at the American University of Beirut who studies the group. “A confrontation is going to be deadly, destructive and painful for both sides.”

‘Fix or nix Iran deal – those who defend it forget about North Korea nuclear deal’

‘We must speak the truth about Iran, who vows to destroy my country every day’

NEW YORK – Prime Minister Benjamin Netanyahu told the United Nations General Assembly that “Iran vows to destroy my country every day,” hours after praising U.S. President Donald Trump’s speech as the most courageous speech he has heard in his 30-plus years at the UN.

Netanyahu said the world must fix or nix the Iran nuclear deal, saying that “I know there are those who still defend the Iran nuclear deal.” He said that “this is exactly what they said about the deal with North Korea.”

“We must stop Iran’s development of ballistic missiles and stop its actions in the region,” Netanyahu said. “I have a simple message for the Iranian dictator Ayatollah Khamenei – the light of Israel will never be extinguished.” Netanyahu added that “those who threaten us with annihilation put themselves in peril.”

Netanyahu said that “as long as Iran seeks the destruction of Israel, it will not have a worse enemy than Israel,” but said “I have a message to the Iranian people – we are your friends,” repeating himself in Farsi.

Netanyahu said that he appreciated Egyptian President Abdel Fatah al-Sissi’s support of peace, adding that “Israel is committed to peace with all Arab states, including the Palestinians.”

Netanyahu opened his speech by saying that “we are in the midst of a revolution in Israel’s standing in the world,” adding that “you may not know this, but your government’s do.”

Netanyahu said that “in recent years, Israel gave intelligence that prevented terror attacks around the world and saved many lives.”

“After 70 years, the world embraces Israel and Israel embraces the world,” he said. “Slowly buy surely, there are signs of positive change – even in the UN.”

Netanyahu highlighted his trips to six continents, save Antarctica, but joked that “unlike UN bodies, penguins in Antarctica recognize some things are black and white.”

In his remarks, Trump slammed Iran for “masking a corrupt government behind the false guise of democracy,” adding that it has turned “a wealthy country into a rogue state.” He said “we cannot let a murderous regime continue these destabilizing activities while building dangerous missiles.”

Trump called the Iran nuclear deal “an embarrassment to the United States and I don’t think you’ve heard the last of it, believe me,” to the Israeli delegation’s applause. Trump continued saying that Iran’s behavior is in contrast to that of many of its neighbors, such as Saudi Arabia, who vowed to fight terror.

Trump criticized Iran for calling for “death to America” and for “the destruction of Israel,” saying that “it is time to expose and hold responsible those countries who support and finance terror groups,” Trump continued, calling out “radical Islamic terrorism.” Trump noted that “our country has achieved more against ISIS in the last eight months than it has in many many years combined” and that “I have totally changed the rules of engagement in our fight against the Taliban and other terrorist groups.”

The US president and the Israeli prime minister sit side by side and express their hopes for a fruitful collaboration at UN meeting.

US President Donald Trump expressed his faith in the success of future peace talks between the Israelis and the Palestinians on Monday as he met with Prime Minister Benjamin Netanyahu ahead of the United Nations General Assembly’s 72nd session.

When asked by the press about the state of the peace process, Trump said that “There’s a good chance that it will happen. I think with the capability of Bibi [nickname for Netanyahu] and frankly the other side, I think we have the chance. Israel would like to see it, Palestinians would like to see it. I can tell you that the Trump administration would like to see it.”

Netanyahu echoed Trump’s faith in the process, greeting the American president by saying: Mr. president, it’s great to see you. Under your leadership, the alliance between Israel and US has never been stronger. Never been deeper.”

The Israeli premier went on to suggest that the cooperation between the Jewish state and its great ally was deep “In ways people see and don’t see.”

Netanyahu expressed his hope that the US will eventually help ” to roll back Iran’s growing aggression in the region, especially in Syria.”

He also said that he would like to use the opportunity to “discuss how we can seize the opportunity for peace between Israel and the Palestinians and between Israel and the Arab world.”

Netanyahu concluded by saying he looked forward to the pair’s separate appearances in front of the UN General Assembly, saying that “Under President Trump, America’s position towards Israel at the UN has been unequivocal, it’s been strong, it’s got both clarity and conviction .I want to thank you from the people of Israel and Israel’s many friends around the world.”

He then finished with a greeting for the new Jewish year ahead. “As you well know, it is the Jewish new year this week. I want to wish you and Jewish people all over the world a happy and healthy new year. Shana Tova.”
