Caracas meeting comes just weeks after a quiet visit by US officials in the midst of rising global oil prices due to Russia’s invasion of Ukraine

CARACAS — Iran’s oil minister has paid an official visit to ally Venezuela to meet President Nicolas Maduro and discuss ways to “overcome” the effects of US sanctions against both nations, officials said.

“I received His Excellency Javad Owji, Oil Minister of the sister Islamic Republic of Iran,” Maduro said on Twitter, calling it a “a productive meeting to deepen the ties of brotherhood and cooperation in energy matters.”

State television showed images of the meeting at the presidential palace in Miraflores.

Earlier, Owji met his counterpart Tareck El Aissami to discuss “the construction of routes and mechanisms to overcome the unilateral coercive measures imposed by the United States government and allied countries,” according to a statement from the Venezuelan Oil Ministry.

Javad Owji’s visit to Venezuela, which sits on the world’s largest proven reserves of crude, came just weeks after a visit by United States officials in the midst of rising global oil prices due to the war on Ukraine.

In March, a US delegation held a hushed meeting with Maduro, whose very legitimacy as president Washington disputes.

Iran is a major oil producer and said last month that production capacity was back to levels before the reimposition of US sanctions in 2018.

El Aissami, named a narcotics “kingpin” by the United States which has placed him on a most-wanted fugitives list, posted a video on Instagram Monday of him receiving Owji at his office with a handshake.

Bilateral ties between the two oil producers were strong under the reign of socialist leader Hugo Chavez (1999-2013) and bolstered further under his successor Maduro.

Venezuela, under strict US sanctions that it blames for the collapse of its once-flourishing oil industry, has strong allies in Iran, Russia and China.

In 2020, Venezuela received two shiploads of fuel and derivatives from Iran to help address crippling domestic shortages. Just a few years earlier, it was still the United States’ main supplier.

Also in 2020, on a visit to Caracas, Iranian Foreign Minister Mohammad Javad Zarif said his country would remain on Venezuela’s “side.”

The March meeting with Maduro caused questions to be raised in Washington, prompting the White House to clarify it was not in “active conversation” with Venezuela on oil imports.

Now to Venezuela and the ongoing struggle for power amid a growing humanitarian crisis.

Next week, a new Parliament is set to be sworn in, after members of the opposition boycotted elections earlier this month. That leaves opposition leader Juan Guaido in an even more precarious position and the country with an uncertain future.

Special correspondent Marcia Biggs reports.

Marcia Biggs:

They are lines that seem to go on forever, all across Venezuela, hungry children waiting to receive a meal.

Last winter, we visited this community kitchen in a poor barrio of Caracas, where volunteers from the foundation Alimenta La Solidaridad providing food for members of the community to prepare for their neighbors.

We met the head of the organization, Roberto Patino. He told us that, in 240 community kitchens throughout Venezuela, his team was serving around 25,000 people.

Early this month, we learned that their office was raided, their bank account frozen, and Patino was wanted for arrest on charges of terrorism and corruption.

Why do you think that they’re going after you?

Roberto Patino:

I’m not sure what their intentions are. They are very paranoid. And they see conspiracies all over. They think that everything that is being done on the community level might have the purpose of overthrowing them.

And we’re trying to make them see that this is a big mistake, that they’re not hurting me. They’re not hurting the opposition, which doesn’t own this program. We are open for everyone.

Marcia Biggs:

Patino told me they never ask anyone whom they support, President Nicolás Maduro or the opposition.

But politics permeates everything in Venezuela and can determine whether you support Maduro and eat or go hungry. In early December’s parliamentary elections, Maduro’s ruling party was widely denounced for promising food for votes.

It was the latest turn in a years-long political crisis that has left the country in chaos and with two presidents, Maduro, whose election in 2018 was declared illegitimate by the opposition-led Parliament, and Juan Guaido, the former speaker of Parliament who in 2018 was constitutionally first in line to the presidency.

President Donald Trump:

Mr. President.

Marcia Biggs:

For the almost two years since, and despite being recognized as the true president by the U.S. and more than 50 countries, Guaido has not been able to win the support of the military, and therefore hasn’t taken control of the country.

We were there almost one year ago when National Guard troops barred him from entering Parliament. Maduro’s party essentially ran unopposed in this month’s election. Only one-third of registered voters actually showed up.

Leopoldo López:

We did not boycott the election. This was not an election. This was a fraud. We want elections.

Marcia Biggs:

Leopoldo López was once the face of the opposition, until his imprisonment in 2014.

In 2017, he was released on house arrest, under the condition of silence. His protege and fellow activist Juan Guaido took up the mantle. And, together, they made a failed attempt to oust Maduro from power 18 months ago.

In October, López made headlines when he escaped the country and fled to Spain, where he was able to reunite with his family.

Leopoldo López:

I was increasingly more isolated. And I needed to contribute from the outside.

Repression in Venezuela has increased a great deal. For example, President Guaido does not sleep in the same place every night. He needs to move every night in order to be safe.

Marcia Biggs:

In response to what he calls a fraud, López recently joined members of the opposition from exile in staging its own referendum, with six million Venezuelans both in country and abroad demanding new elections.

For its part, the government has responded to this by saying those voters look like zombies and the results have no bearing on reality.

How do you go forward with these two dueling realities? This strategy has not seemed to work so far.

Leopoldo López:

We have been many times in a moment with huge enthusiasm, with tens of thousands of people in the streets pushing protests and pushing and rallying support, and then we fall into a period of demobilization and loss of hope.

And then we need to regain and we need to continue to push forward into a new upside cycle.

Marcia Biggs:

But, meanwhile, the Venezuelan people suffer. U.S. sanctions hammered a country already facing economic collapse and humanitarian crisis.

The COVID pandemic dealt a further blow to a crumbling health care system and a country already starving. Patino says, as his organization is shut down, the neighbors have come together, each contributing a little something to the kitchens.

But, with supplies dwindling, the kitchens may be forced to close, a prospect too much for some to bear.

This single mother broke down in tears.

“This kitchen is helping me and my daughter so much,” she says. “There are so many children that are hungry.”

Patino worries that the current opposition strategy focuses too much on international efforts to change the political system and not enough on the people suffering at home.

Roberto Patino:

If you put yourselves in the shoes of the average Venezuelan, you have to consider how the struggle for democracy relates to this person, how this person can see it has a — there’s a connection between her or his immediate needs and the aspiration of a democratic outcome.

I think that’s the big question that all of us who want democracy in Venezuela need to struggle with.

Marcia Biggs:

Leopoldo López agrees that the Venezuelan people are at the center of this fight, but says they must continue fighting to see real change.

Leopoldo López:

The only way in which there will be a change in the humanitarian situation for the Venezuelan people is if there is political change. We have been top. We have been in the bottom. And — but, at the end, we will win the final battle.

Marcia Biggs:

But for those still on the ground in Venezuela, it seems the wait for that day never ends.

For the “PBS NewsHour,” I’m Marcia Biggs.

BRASILIA (Reuters) – U.S. Secretary of State Mike Pompeo met with Venezuelan migrants at a refugee reception center in northern Brazil on Friday at the third stop of a regional tour to ramp up pressure to oust Venezuela’s leftist President Nicolás Maduro.

“They want what all human beings want – dignity, they want a democratic, peaceful, sovereign Venezuela to call home, one where they and their children can find jobs and live,” he said at an air base in Boa Vista, capital of Roraima state.

He blamed Maduro for a “man-made crisis” of unprecedented proportions in Venezuela and called the Venezuelan president a “drug-trafficker,” in comments to reporters.

Pompeo also visited a soup kitchen serving hungry migrants with Brazilian Foreign Minister Ernesto Araujo. Brazil’s right-wing government two weeks ago declared Maduros’s diplomats personae non gratae but stopped short of expelling them.

Pompeo praised Brazil’s humanitarian efforts to receive 250,000 Venezuelans who have crossed the border, some of the more than 5 million that have left their country due to the political and economic turmoil.

He said Washington was announcing another $348 million to help Venezuelan refugees, including $30 million for those in Brazil, bringing total US contribution to more than $1.2 billion

Brazil’s border with Venezuela has been closed since March 18 due to the coronavirus pandemic, and the flow of migrants crossing into Brazil has dropped from an average of 600 a day to a handful of Venezuelans who walk along cross-country trails.

Pompeo visited Guyana and Suriname before Brazil and continues on Friday to Colombia, all neighbors of Venezuela.

International efforts to encourage democratic change in Venezuela appear to have stalled and Maduro has asserted his grip on power.

Pompeo’s stopover was deplored by former Brazilian leftist President Luiz Inacio da Silva, who said the U.S. official had only visited Brazil to “provoke Venezuela.”

“Whether we like him or not, Venezuela has an elected president. The United States needs to drop this habit of wanting to be the world’s sheriff,” Lula told Reuters in an interview.

The court, which has traditionally supported the president, made the decision even though the Venezuelan constitution states the National Assembly — which is controlled by the opposition — should elect the members of the Electoral Council. The ruling was part of a pattern whereby the top court has refused to recognize the legitimacy of the assembly.

Hailing the rulings on Tuesday, Maduro declared: “We’re going to change everything that must be changed at the National Assembly. With lots of strength and lots of faith, our action will be grandiose.”

Coronavirus politics

The rapid-succession rulings by the Supreme Court suggest the equilibrium is tilting in Venezuela and that Maduro feels confident enough to cement his rule while the opposition has been effectively silenced by coronavirus.

Until at least March 2020, Venezuela lived through a sort of institutional limbo: on one side was Maduro, who has ruled the country since 2013 and who is accused of rigging election after election and transforming his presidency in a dictatorship. On the other side was Juan Guaidó, the leader of the National Assembly who the US and tens of other countries recognize as the legitimate interim president as long as Maduro stays in power.

Guaidó had no authority in Caracas, but he had the support of the international community, exemplified by when he was invited as a guest to President Trump’s State of the Union address in February.

Coronavirus changed all of that: Suddenly political and institutional clashes were pushed aside and Maduro asserted himself as the person in charge of combatting the pandemic.

He issued curfews, received medical aid from China, and started appearing on television detailing measures and announcing new cases and deaths almost every day.

With a population in lockdown to prevent virus spread, the opposition could no longer organize street protests or even gather in person at the National Assembly.

“It’s pretty clear that Maduro took advantage of the pandemic,” Geoff Ramsey, a Venezuela expert at the think tank Washington Office for Latin America, told CNN. “If at any moment in the past two years he appeared weak or not in charge, he’s making up for it now.”

To date, Venezuela has registered less than 3,500 coronavirus cases and only 28 deaths, although experts doubt the reliability of those figures as the country’s health system is in disarray and has limited capacity to perform Covid-19 tests.

Luisa Ortega Diaz, a former attorney general turned Maduro’s foe, told CNN she could not believe the success story painted by the government. “It sickens me that Maduro claims to be this anti-COVID paladin when he has no interest in the welfare of the people.”

Ortega though admitted Maduro has been able to use the pandemic to strengthen his rule.

Maduro’s great leap forward

Maduro’s latest moves have not passed under-noticed. On Monday, US Secretary of State Mike Pompeo called the new Electoral Council “illegal” and said the sentence “takes Venezuela further away from a democratic transition.”

Similar criticism came from the European Union and the Lima Group, which pulls together several Latin American countries that do not recognize Maduro.

But apart from condemning the latest push by the Venezuelan leader, there seems to be little that the international community can do to bring change to Venezuela for now.

Maduro and some of his closest officials have been under direct US sanctions since 2017, followed by an oil embargo in 2019. He survived several attempts to topple him and almost as many negotiations aimed at brokering a peaceful solution. Despite all this, he’s still standing.

Moreover, Latin America has become the hotspot of the pandemic and most of its governments are more occupied with battling the virus than with finding a solution for the political impasse in Venezuela.

“The pandemic was like the perfect opportunity for Maduro,” said Margarita López Maya, a Venezuelan historian at the Central University in Caracas.

His decision to put the military in charge of the coronavirus response strengthened his social control, she said. [10] In March, the Venezuelan Army was deployed to impose strict social distancing measures throughout the country, while recently soldiers have been manning gas stations to ration fuel.

“In Venezuela, we have an expression — fleeing forward,” López Maya said. “Evidently, the government felt this was the right time to execute a great leap forward to position themselves ahead of the future.”

What comes next?

The future remains unclear in a country as volatile as Venezuela.

One of the five new members of the Electoral Council, Rafael Simón Jiménez, told CNN that he sees himself as an opponent to Maduro and that the opposition should consider his appointment as an advance toward fair elections.

Jimenez is part of a large grouping of “dissident chavista” opposition figures: politicians who worked with Maduro and his predecessor the late Hugo Chavez before falling out with the ruler. Similar to former AG Ortega Diaz, Jimenez is no ally of Maduro, but neither automatically a member of the opposition led by Guaido.

So far, Guaidó has said he does not recognize the Supreme Court ruling, and that he will not participate in an election organized by the new Electoral Council.

Nevertheless, the opposition parties new leaders appointed by court order this week could decide to compete in the election, further disintegrating the opposition field between groups that recognize Guaido’s leadership and groups that do not.

Ramsey, the analyst, still finds some hope for a peaceful solution in Venezuela.

The international community in particular, he said, still sees a negotiation between Maduro and the opposition as the best possible outcome, and while it condemned the new Electoral Council it seems to be open to the possibility that Maduro himself will participate in the next round of elections.

Maduro’s departure has long been touted as a prerequisite for any meaningful negotiation in Venezuela, but if the opposition would drop that requirement the government could be persuaded to engage in meaningful negotiations to obtain sanctions relief, Ramsey said.

Pompeo’s statement on Monday listed five “key areas” as essential for free and fair elections. None of them addressed Maduro’s role, leaving the door open to eventual participation. “The window is small, fading, but the door is not shut completely,” Ramsey said.

López Maya on the other hand has a more pessimistic outcome in mind. “I don’t see the logic behind the government’s push,” she said. “Even by stealing the election and winning the National Assembly, what do they do? What comes the day after? More conflict and division and the Venezuelans are tired of it.”

(Bloomberg) — Venezuelan politics descended into disarray on Sunday when security forces barred opposition leader Juan Guaido and his backers from entering the National Assembly, allowing loyalists to President Nicolas Maduro to choose an assembly president instead of Guaido.

His suit torn from scaling a fence, Guaido and his supporters went elsewhere and re-elected him anyway, drawing backing from Washington and Latin American and European powers that consider Maduro illegitimate and condemned his actions.

“This is a farce,” said lawmaker Stalin Gonzalez, a Guaido lieutenant after the assembly chose a new leader. “Where is the vote, the list of attendees or the quorum necessary for a vote like this?”

U.S. Secretary of State Mike Pompeo in a statement congratulated Guaido on re-election, adding that “arrests, bribes and blocking access to its building were unable to derail“ the assembly. But with Washington preoccupied over threats of retaliation from Iran, this could prove an opportune time for Maduro to pressure Guaido with relative impunity.

Maduro’s Growing Confidence

The move certainly illustrated growing confidence by Maduro that, despite the country’s spiraling poverty, hunger and dysfunction, Guaido’s yearlong attempt to oust him is losing steam.

A year ago, when Guaido, 36, announced that, as president of the National Assembly, he was interim president of the country since Maduro’s election was rigged and illegitimate, he was greeted with hundreds of thousands of citizens backing him in rapturous rallies. His popularity topped 60%.

On Sunday, the streets didn’t ring out with support for him. They were largely empty. He is polling now in the high 30s, according to Datanalisis. He is still the most popular politician in the country and when guards barred him, he shouted, “Does your girlfriend or your mother agree with what you’re doing? What do they say to you at home?”

After being re-elected by his colleagues, Guaido said they’d go to the assembly on Tuesday to meet. It seems unlikely to occur without a struggle. He added, “Today we defeated the dictatorship again. They did not succeed. 2020 is a second opportunity for Venezuela. We have no doubt that we have the majority, we will use it, we must pressure the dictatorship.”

Three Legislatures

But Maduro controls all the key institutions, including the military, electoral council, and judicial system. In 2017, he also set up an alternative legislature, the National Constituent Assembly. As of now, there appear to be three legislative bodies in an increasingly authoritarian system.

On Sunday, Maduro said new assembly elections were coming this year — and Guaido and his backers will have to decide whether to take part in them. By doing so, they risk losing in a rigged process; by staying away, they lose the only body they still control. Even if they have little power to do much, they have the moral suasion of having been elected.

The man who has now declared himself president of the assembly is Luis Parra, a deputy ensnared in a corruption scandal. While officially a member of the opposition, he has abandoned Guaido. Maduro saluted Parra on television, declaring that the nation’s legislature now has new leadership.

Luis Vicente Leon, head of Datanalisis, called Sunday’s events “the equivalent of a coup against the only legitimately elected institution” in the country. “For an opposition that was already very weak, this is not good news.”

Guaido and the rest of the opposition went to the eastern Caracas headquarters of El Nacional newspaper to hold their vote. Inside a cramped room, a large flag framed Guaido and his deputies, who sat on plastic chairs and listened as lawmakers announced their votes, yelling out “traitor” and “sellout” when Parra and his supporters’ names were called. He won with 100 votes.

Agents in Ski Masks

From dawn on Sunday, the streets around the National Assembly were dominated by the National Guard and National Police. They closed vehicular access with checkpoints and anti-riot trucks. The information ministry barred a number of journalists. Nearby, intelligence agents armed with rifles patrolled wearing ski masks.

Several opposition lawmakers who spent the night in a hotel said agents knocked on their doors claiming there was a bomb threat, checked around and left.

Carlos Romero, a political analyst at Central University of Venezuela, said, “Tomorrow Maduro’s government will undergo even more criticism than before. What happened went beyond what anyone could have predicted. Maduro’s government feels strong enough to carry this out right now because they have succeeded over Guaido’s failed plan to end his government. Maduro was able to forge international allies and divide the opposition.”

While the U.S., most of Europe and most Latin American countries have backed Guaido, Maduro has maintained the support of Russia, China, Cuba, Iran and Turkey, evading U.S. oil and other key sanctions by trading through those countries.

The UN Security Council has rejected rival resolutions on the crisis in Venezuela presented by the United States and Russia.

The United States supports opposition leader Juan Guaido, while Russia backs leftist President Nicolas Maduro, who has been criticized for alleged human rights abuses and for his handling of Venezuela’s economy.

A resolution needs nine votes to pass the 15-member Council and no vetoes by the permanent members — the United States, Russia, China, France, and Britain.

The U.S. resolution received the minimum nine votes on February 28, forcing Russia and China to use their veto rights.

The vote on the Russian resolution was four in favor, seven opposed, and four abstentions.

The U.S. draft urged “the peaceful restoration of democracy” in Venezuela, “free, fair, and credible” presidential elections, and unobstructed delivery of humanitarian aid to all Venezuelans in need.

President Donald Trump has all options are on the table in dealing with Venezuela.

Maduro has blocked aid deliveries from the United States, saying they are part of a plot by Washington to remove him from office.

The Russian draft voiced concern at threats to use force against Venezuela and interfere in the country’s domestic affairs.

Maduro took office in 2013 after the death of Hugo Chavez, and was sworn in for a second term in January following elections in May 2018 that were marred by an opposition boycott and claims of vote-rigging.

Venezuela’s military is “on alert” against any border violations as it remains loyal to acting President Nicolas Maduro, Defense Minister Vladimir Padrino Lopez has said.

“The armed forces will remain deployed and on alert along the borders, as our commander in chief has ordered, to avoid any violations of territorial integrity,” Padrino said in a statement on Tuesday.

He said the military “only has one president,” referring to Maduro, and the armed forces are “not mercenaries who sell themselves to the highest bidder.” He said the army will not accept “a puppet government” or “orders from any foreign government power.”

Juan Guaido, who declared himself the interim president last month in an effort to oust Maduro from office, has tried to recruit the military to his side and let aid into Venezuela. The opposition leader has been rallying for international support for his challenge to Maduro.

But the military high command has maintained its allegiance to Maduro, a factor deemed key to keeping the acting president in power.

Closed to aid

Humanitarian aid, including emergency food and medicine, is being stored in Colombia, Venezuela’s neighbor to the west, and three Dutch Caribbean islands, namely Curacao, Aruba and Bonaire. Venezuela has instituted a maritime and airspace ban on the three islands.

Guaido said he is organizing caravans through Brazil and the Colombian border city of Cucuta on Saturday to bring aid provided by the United States into the country. The opposition has claimed that 300,000 people face death without the aid, but Maduro has denied there is a humanitarian crisis in the country.

A Brazilian presidential spokesman said Tuesday that the country was cooperating with the US to supply aid, but would leave it to Venezuelans to take the goods across the border.

Maduro has claimed that the aid relief is a smokescreen for a US invasion of Venezuela, and has blamed US sanctions and “economic war” for Venezuela’s crisis and fiscal woes.

Trump’s ‘extreme arrogance’

On Monday, US President Donald Trump, who backs Guaido, warned the Venezuelan military not to continue supporting Maduro.

“You will find no safe harbor, no easy exit and no way out. You will lose everything,” Trump said.

Defense Minister Padrino Lopez responded Tuesday by calling Trump’s words “foolish,” and said the US president exhibited “extreme arrogance.” He said the US is using “blackmail” and seeking to “intimidate” with “coercion.”

MOSCOW (AP) – A senior Russian diplomat says Venezuela hasn’t asked Russia for military assistance amid the South American country’s political crisis.

Alexander Shchetinin, the head of the Russian Foreign Ministry’s Latin America department, said Monday that Moscow hasn’t received any such request from Caracas, according to Russian news reports.

Asked to compare the situation in Venezuela to Syria, where Russia has waged a military campaign to shore up President Bashar Assad’s government, Shchetinin said “there is a big difference” between Syria and Venezuela but wouldn’t elaborate.

At the same time, the Russian diplomat strongly warned the U.S. against making calls on the Venezuelan military to drop support for President Nicolas Maduro, saying it represented an “unthinkable meddling into foreign affairs of a sovereign nation.”
