Greetings from Tyler,

Heads spun around when we were told casually this week that agents of the administration were in close touch with social media companies to “flag disinformation.” If that startling admission turns out to be true, the courts have no choice but to weigh in. Assuming they’re just. Otherwise, the First Amendment ceases to exist. Freedom of speech will be an historical phenomenon. But the social media censors, now admitted to be in cahoots with government propagandists, don’t exactly have a perfect record.

You just might be a “dangerous extremist” if you’ve studied up on Dr. Fauci. According to our official lecturers, people that believe the last presidential election was not strictly on the up and up represent the greatest threat since the Civil War. Books and articles make the most sensational claims about Rudy Giuliani, Donald Trump and whoever might believe a word of what they say. Now there are tell-all “insider” books that purport to “prove” that Rudy and Trump cooked up the “stolen election” lie. They call it the Big Lie (the term was used by an earlier fascist dictatorship), and if you should believe such blatantly obvious falsehoods, you might be a “dangerous extremist.” The addled impostor himself used that language this week. He surely doesn’t know of its history.

Given the new set of righteous “values” coming down the official pike, it is reasonable to wonder if everything you believe and know from life experience isn’t somehow “extreme” in the eyes of those who count. Much of the media propaganda is telling us what is proven scientifically and what we’d better “stand for,” lest we be accused of being extreme and therefore “dangerous.” Who wants that label? Nobody wants to be tagged with unsavory epithets. Therefore there are certain things you must believe or condemn. Otherwise…

You notice that there is this flood of emergencies. Not issues you’d like to see resolved, but seemingly an urgent need to add to the problems thinking people are worried about. This is life and death! we’re told. The Mad magazine presidential candidate, who is ever so proud to be married to another man, says they can solve global warming when they requisition some three trillion nonexistent dollars. It’s human infrastructure. That’s a term we’re not familiar with, but that’s a big part of the profligate spending that’s about to be added to a debt that’s already so out of control nobody even wants to speculate as to how that will ever be resolved. Our grandkids will understand, surely.

But the reviled former President Trump is suddenly on the lips of every reporter. He’s even worse than they thought. Suddenly there’s a swarm of insider books and newspaper articles proving that all claims you may come across from time to time were cooked up by a drunken Rudy and unhinged Trump when they realized the election was going sideways. It’s perfect timing too. It just happens to hit as the Arizona election audits are to be aired. If you’re the least bit interested in any of this, you might be a danger to society.

Could we at least wait for the result of the Arizona audits before the name-calling commences? For some reason no court, including the Supreme Court, would hear a case. It didn’t matter if there was eyewitness testimony, it didn’t matter if there was evidence on security camera recordings. It seems none of the states that were concerned about the way the election was handled had “standing.” Sure enough, no court has seen evidence of election fraud. How could they, having refused to consider any case?

The attempt by the State of Texas to positively identify people who vote (according to public statements), is as despicable as Jim Crow laws and segregation. Someone who finds themselves on the wrong side of the government-mandated opinions on any of these subjects is a suspicious and dangerous individual that needs official scrutiny. Even our best attempts to avoid the idiocy being presented with a condescending tone aren’t enough. The habit of being informed is nearly impossible to break given the reach of mainstream media to every conceivable device. There’s no escape this side of the wilderness.

Everything under the sun falls under the accusation of racism. If laws require voters to identify themselves, how racist is that? Not intentionally turning the mainstream argument, delivered with angry vitriol on its head, isn’t it insulting to suggest that there are groups of people unable to prove their identity?

The UN is being tasked with investigating racism in the United States. We can hardly wait! No doubt the various committees and commissions of the UN have the best interests of American citizens in mind. What are these global institutions doing in our business? They haven’t proven to be corrupt to an absurd degree? You’d have to be completely blind not to see that the wrecking crew in D. C. intends to hook us up with international and global concerns. These things need to be universal after all.

Saving the planet, instituting communism, partnering with organizations dedicated to the downfall of the United States. Won’t it be great? Your guess is as good as mine as to why a majority seem to buy into the fear, the false numbers. And here they come again. There’s as much or more Coronavirus scaremongering as last year. Today’s paper (in Tyler) got with the program and reported hundreds of cases in every little berg in the area. This, mind you, is the much more contagious Delta variant, run for your lives. Put on your masks, whether they do any good or not. Show the world that you’ll do whatever they say, you’re that afraid.

But there is one new wrinkle in the current news. That is that even people who have been “fully vaccinated” are getting the virus. Is that misinformation too? Has this been reported before the masters of information had a say? Good luck getting the rest of the population to submit with this kind of information swirling around. Maybe we’ll find out that it’s not true after all. Maybe the social media companies don’t yet have their marching orders. The spokes-lady casually admits that the government is urging social media companies to “do more,” but it seems they’re already running roughshod over freedom of speech at the government’s behest. Maybe someone should sue! (Someone just did). If the courts are not just, it won’t even matter.

For a year it was verboten to suspect the virus escaped the Wuhan Lab, and the social media companies invented algorithms to make sure nobody got away with making that claim. Now the censors have learned the virus may well have escaped the Wuhan lab. So maybe those who dared suspect the truth and were “banned” were right after all. But what does it matter where it came from, or even if Fauci was responsible for the whole thing. We’ve got this predicament regardless. Here it comes again. It’s looking like a permanent excuse to run everybody’s lives. Barely had the report been released about the rasper in chief mumbling “door to door” but squads are making their way through neighborhoods with arguments and needles at the ready. Resist them, and get reported as a danger to society. You don’t suppose they’re overplaying their hand?

Mark

Court finds former NYC mayor gave false statements to courts and others while representing former President Donald Trump.

The Appellate Division of the Supreme Court of New York ruled Thursday that they are temporarily suspending former New York City Mayor Rudy Giuliani from the practice of law based on a finding that he gave false statements to courts and others while representing former President Donald Trump.

The disciplinary proceedings were the result of multiple complaints filed against Giuliani, and are based on allegations of false statements made in court, in the media, and elsewhere about the 2020 election.

GIULIANI CASE: JUDGE APPROVES APPOINTMENT OF ‘SPECIAL MASTER’ TO REVIEW EVIDENCE

“[W]e conclude that there is uncontroverted evidence that respondent communicated demonstrably false and misleading statements to courts, lawmakers and the public at large in his capacity as lawyer for former President Donald J. Trump and the Trump campaign in connection with Trump’s failed effort at reelection in 2020,” the ruling said.

Those statements, the court said, “were made to improperly bolster respondent’s narrative that due to widespread voter fraud, victory in the 2020 United States presidential election was stolen from his client.”

GIULIANI TELLS FOX NEWS THE FEDS ARE TRYING TO ‘FRAME’ HIM

Examples of the statements included claims that more absentee ballots were submitted in Pennsylvania than were distributed, despite state records showing this to be false, and claims that thousands of dead people voted in Philadelphia (sometimes said to be 8,021, but also claimed to be 30,000), including former boxing great Joe Frazier. The court noted that the state canceled Frazier’s voting eligibility three months after he died in 2012. The ruling also said that Giuliani misrepresented the nature of a court case involving the election in Pennsylvania, where he made fraud-related arguments despite the fact that fraud claims were not being made.

Additional claims against Giuliani involve unsubstantiated statements he made about large numbers of underage voters, dead voters, and votes cast by ineligible convicted felons, only for state investigations to show otherwise, statements that ballots counted by voting machines were manipulated in Georgia, and statements alleging that varying numbers of illegal immigrants voted in Arizona.

Giuliani has claimed that any false statements he made were not made with the knowledge that they were false at the time.

The suspension is an “interim” one and will be in effect as full disciplinary proceedings against him play out. The court recognized that this is a severe measure that they believe is appropriate given “an immediate threat to the public interest.”

CLICK HERE TO GET THE FOX NEWS APP

Giuliani’s statements are alleged to be in violation of the New York Rules of Professional Conduct, which govern the conduct of attorneys in the state. The court’s ruling said it is likely that when the full case has concluded, it will “result in substantial permanent sanctions” against the former mayor.

“We are disappointed with the Appellate Division, First Department’s decision suspending Mayor Giuliani prior to being afforded a hearing on the issues that are alleged,” Giuliani’s attorneys John Leventhal and Barry Kamins said following the ruling. “This is unprecedented as we believe that our client does not pose a present danger to the public interest. We believe that once the issues are fully explored at a hearing Mr. Giuliani will be reinstated as a valued member of the legal profession that he has served so well in his many capacities for so many years.”

The VP nominees clashed over coronavirus, the Amy Coney Barrett nomination and taxes.

Democratic vice presidential nominee Kamala Harris and Vice President Mike Pence did not waste time trading fire over President Trump’s handling of the coronavirus pandemic, the idea of packing the Supreme Court and taxes as they faced off Wednesday in their first and only debate during the general election.

The two nominees were significantly more cordial than Trump and Democratic nominee Joe Biden were to each other in their first presidential debate, though they clashed several times throughout the night when Pence spoke over Harris. “Mr. Vice President, I’m speaking. I’m speaking,” Harris said at one point during a discussion on taxes. Pence then shot back: “It’d be important if you said the truth.”

During a spirited opening, Harris and Pence sparred over how the Trump administration has performed during the pandemic. Pointing to a national death toll from the virus that’s surpassed 210,000 — with more than 7.5 million confirmed cases — the Democratic senator from California charged that “the American people have witnessed what is the greatest failure of any presidential administration in the history of our country.”

VICE PRESIDENTIAL DEBATE: PENCE RAISES BIDEN PLAGIARISM SCANDAL IN DEFENDING CORONAVIRUS RESPONSE

Over the past seven months, Democratic presidential nominee Joe Biden has repeatedly criticized the president — charging Trump initially downplayed the severity of the outbreak — and claiming he botched the federal government’s response.

Harris, a former California attorney general and San Francisco district attorney, led the prosecution of Biden’s case at her showdown with Pence in Salt Lake City, Utah.

<img decoding="async" src="https://a57.foxnews.com/static.foxnews.com/foxnews.com/content/uploads/2020/10/640/320/AP20282058890857.jpg?ve=1&tl=1" alt="Vice President Mike Pence looks at Democratic vice presidential candidate Sen.

She argued that “this administration has forfeited their right to re-election based on this” and argued that “they still don’t have a plan and Joe Biden does.”

Pence, defending the administration, emphasized that “from the very first day, President Donald Trump’s has put the health of the American people first.”

VICE PRESIDENTIAL DEBATE: PENCE BLASTS BIDEN AS ‘CHEERLEADER FOR COMMUNIST CHINA’

Touting the president’s curtailing of nearly all airline flights incoming from China, where the pandemic originated, Pence said “that decision along by President Trump bought us invaluable time to stand up the greatest national mobilization since World War Two and I believe it saved hundreds of thousands of American lives.”

The vice president, who leads the White House coronavirus task force, also took aim at Biden’s coronavirus plan, saying “it reads an awful lot like what President Trump and I and our task force has been doing every step of the way.”

“It looks a little bit like plagiarism, which is something Joe Biden knows a little bit about,” Pence added, referring to the infamous Biden plagiarism controversy from his first White House run in 1988.

Harris shot back, saying “whatever the vice president’s claiming the administration has done, clearly it hasn’t worked When you’re looking at over 210,00 dead bodies in our country, American lives that have been lost, families that are grieving that loss.”

Responding, Pence said “there’s not a day gone by that I haven’t thought of every American family that’s lost a loved one.”

The debate – the first since the president contracted COVID-19 — comes as Trump’s sidelined from the campaign, huddling in the White House after being hospitalized for three days at Walter Reed National Military Medical Center as he recovers from the coronavirus.

Harris and Pence sat at desks on the stage – separated not only by 12 feet but also by plexiglass – to try to minimize any potential airborne transmission of the virus. Pence and his team initially objected to the barriers, but relented hours before the debate.

VICE PRESIDENTIAL DEBATE: KAMALA HARRIS CLAIMS SHE WON’T TAKE VACCINE IF TRUMP RECOMMENDS

Pence, defending the president’s decision not to push for a national mask mandate, said “President Trump and I trust the American people to make choices in the best interests of their health and Joe Biden and Kamala Harris consistently talk about mandates.”

Harris, firing back, said “you respect the American people when you tell them the truth.”

And she charged the administration was standing on information and “was unwilling to speak the truth to the American people.”

The pandemic has been the leading issue in the presidential race since the outbreak swept the nation in February and March. And with the president’s COVID diagnosis, the issue – as expected – dominated the start of the debate.

Harris was in the spotlight last month when she said she wouldn’t trust Trump when it comes to a coronavirus vaccine after charging he had severely politicized the quest for a vaccine. Asked by moderator Susan Page of USA Today if she’d take a vaccine approved by the administration, the senator said “if the public health professionals, if Dr. Fauci, if the doctors tell us to take it, I’ll be the first in line to take it. Absolutely. But if Donald Trump tells us that we should take it, I’m not taking it.”

Pence, responding, stressed that the “reality is that we’re going to have a vaccine.. in record time.”

He then argued that “the fact that you continue to undermine public confidence in a vaccine if the vaccine emerges during the Trump administration, I think is unconscionable. Senator, I just ask you, stop playing politics with people’s lives.”

The two candidates also traded fire over the Supreme Court confirmation battle.

The president has nominated Amy Coney Barrett to the Supreme Court to fill the seat vacated by the death of Justice Ruth Bader Ginsburg. The conservative Barrett, 48, currently serves as a judge on the 7th Circuit U.S. Court of Appeals.

The passing of the 87-year old liberal justice — who was a trailblazer and a strong advocate for gender equality and civil rights — has sparked a fierce partisan fight. Trump and Senate Republicans are moving quickly – with the election less than six weeks away – to confirm Barrett and tilt the high court ideologically further to the right.

Pence and Harris sparred over how some of Barrett’s religious views will be central to the confirmation debate. That debate kicks off next week in the Senate Judiciary Committee, where Harris is one of the Democratic members.

“We particularly hope we don’t see the kind of attacks on her Christian faith that we saw before,” Pence said as he pointed to criticism by some Senate Democrats over Barrett’s associated with a Christian group named People of Praise

Harris pushed back, stressing “Joe Biden and I are both people of faith. And it’s insulting to suggest that we would knock anyone for their faith… and in fact, Joe, if elected, will be only the second practicing Catholic as president of the United States.”

Pence then questioned whether a Biden administration would push to add seats to the Supreme Court if Republicans successfully push through the Barrett confirmation ahead of the election.

“This is a classic case of, if you can’t win by the rules, you’re going to change the rules,” Pence said. He then turned to his opponent and asked Harris if she and Biden are “going to pack the Supreme Court to get your way?”

Harris did not answer directly and instead urged the Senate not to push forward with Barrett’s confirmation.

“Joe and I are very clear: The American people are voting right now. And it should be their decision about who will serve on (the Supreme Court) … for a lifetime,” the senator added.

Pence fired back that “you gave a non-answer. Joe Biden gave a non-answer. The American people deserve a straight answer, and if you haven’t figured it out yet, the straight answer is, they are going to pack the Supreme Court.”

Biden also avoided directly answering the same question at last week’s debate – but was opposed to expanding the high court when asked during the Democratic primaries.

<img decoding="async" src="https://a57.foxnews.com/static.foxnews.com/foxnews.com/content/uploads/2020/10/640/320/AP20282055477242.jpg?ve=1&tl=1" alt="Vice President Mike Pence listens as Democratic vice presidential candidate Sen.

The candidates also battled over Beijing, with the vice president slamming Biden for being a “cheerleader for Communist China,” while saying the Trump administration, which wants to “improve” relations with Beijing, will “hold China accountable” for the novel coronavirus. And he accused Biden of “cheerleading for China.”

Harris returned fire, saying the Trump administration over the trade war with China, claiming that the U.S. lost jobs in the midst of it.

But Pence fired back.

“Lost the trade war with China? Joe Biden never fought it,” Pence stressed.

Harris used the debate to target the president for not paying enough money in taxes, and questioning who Trump might owe money to.

“We now know because of great investigative journalism that Donald Trump paid $750 in taxes,” Harris said during Wednesday night’s vice presidential debate. “When I first heard about it, I literally said, ‘You mean $750,000?’ Nope $750.”

Harris was referring to a recent report by The New York Times, who obtained information on the president’s 2016 and 2017 taxes, both of which show he paid a total of $750 in federal taxes each year.

The Times also reported that he paid no federal income taxes for ten of the 15 years prior to winning the presidency in 2016, largely due to the fact that he reported financial loses greater than his income.

“We now know Donald Trump owes, and is in debt for $400 million, and just so that everyone is clear, when we say in debt – it means you owe money to somebody,” Harris said Wednesday in answer to a question about presidential transparency.

Harris added: “And it’d be really good to know who the president of the United States, the commander-in-chief owes money to, because the American people have a right to know what is influencing the president’s decisions and is he making those decisions on the best interests of the American people….or self-interest?”

Trump has disregarded the report as “fake news” and claimed that his tax returns would be available as soon as the IRS had completed their audit.

Pence, however, highlighted the president’s dismissal of the report and said, “the American people have a president who’s a businessman, a job creator, he’s paid tens of millions of dollars in taxes – payroll taxes, property taxes, he’s created tens of thousands of American jobs.”

WHAT A NEW FOX NEWS NATIONAL POLL SAYS ABOUT THE BIDEN-TRUMP PRESIDENTIAL RACE

During a discussion on taxes, Pence claimed Harris said “on Day One, Joe Biden will raise taxes.” Harris responded with laughter: “That’s not true.”

In a moment that lit up social media, a fly briefly landed on Pence’s head at another point during the debate.

Hours before the two candidates faced off at the University of Utah, a new Fox News national poll indicated Biden widening his advantage over the president. The survey – conducted after last week’s combative presidential debate – which appeared to do Trump no favors – and after the president was hospitalized – indicated Biden leading by 10 points, up from a 5-point advantage last month.

New polling in some of the crucial battleground states also pointed to a post-debate bounce for the former vice president.

Aid package comes three years after Puerto Rico was hit by Hurricane Maria.

The White House on Friday announced a $13 billion aid package for Puerto Rico, three years after the territory was hit by Hurricane Maria.

“Under the leadership of President Trump, FEMA will award almost $13 billion to help rebuild Puerto Rico’s electrical grid system and spur recovery of the territory’s education system—the largest obligations of funding ever awarded,” the statement from the White House said, adding that it includes a federal share of $11.6 billion for the projects.

“Together, these grants exceed the total Public Assistance funding in any single federally-declared disaster other than Hurricanes Katrina and Sandy,” the statement said.

The aid package will be to assist Puerto Rico’s energy and education systems as the island continues to deal with the aftermath of the devastation brought by the 2017 hurricane.

Of the funding, $9.6 billion will go to Puerto Rico’s electric power authority so it can repair transmission lines, substations, buildings and make other grid improvements. An additional $2 billion goes to the territory’s Department of Education to restore school buildings and educational facilities.

SUPREME COURT UPHOLDS OBAMA APPOINTMENT OF OVERSIGHT BOARD DEALING WITH PUERO RICO’S FINANCIAL CRISIS

“With the grant awards announced today, the Federal Government will have obligated approximately $26 billion for Puerto Rico’s recovery from Hurricane Maria,” the White House said.. “Today’s grant announcements represent some of the largest awards in FEMA’s history for any single disaster recovery event and demonstrate in the Federal Government’s continuing commitment to help rebuild the territory and support the citizens of Puerto Rico and their recovery goals.”

It comes after President Trump last week approved a disaster declaration for the island, following Hurricane Isaias over the summer. That declaration made funding available to affected areas for housing, loans to cover uninsured property losses and to help individuals and businesses recover.

But the territory had still been recovering from the aftermath of Maria, particularly due to its outdated energy system — which had been wrecked by the hurricane.

Senate Minority Leader Chuck Schumer, in a statement Friday morning, said the funds were “overdue” and criticized the response by the Trump administration.

“Long before the hurricanes, Puerto Rico had a crumbling and dirty energy grid. After the storms utterly destroyed the grid, it created an opportunity to rebuild a cleaner, cheaper and more resilient energy system, but the Trump administration dithered and delayed and refused to deliver timely disaster aid for the people of Puerto Rico,” he said.

CLICK HERE TO GET THE FOX NEWS APP

“I will work with the Puerto Rican community to see that these long overdue and desperately needed funds are put to use in a wise way building the cleaner and more resilient energy grid the island deserves.”

The move comes as polls for the presidental race show a tight race in Florida between Trump and former Vice President Joe Biden. This aid package could potentially move Puerto Rican voters in the state towards Trump.

The Russian military intelligence unit that attacked the Democratic National Committee four years ago is back with a series of new, more stealthy hacks aimed at campaign staff members, consultants and think tanks associated with both Democrats and Republicans.

That warning was issued on Thursday by the Microsoft Corporation, in an assessment that is far more detailed than any yet made public by American intelligence agencies.

The findings come one day after a government whistle-blower claimed that officials at the White House and the Department of Homeland Security suppressed intelligence concerning Russia’s continuing interference because it “made the president look bad,” and instructed government analysts to instead focus on interference by China and Iran.

Microsoft did find that Chinese and Iranian hackers have been active — but often not in the way President Trump and his aides have suggested.

Federal officials insisted that the Microsoft report was consistent with their own warnings, which named Russia, China and Iran as three nations seeking to gather information from the campaigns, and perhaps try to influence the outcome. But the most recent assessment by the director of national intelligence, last month, also said China preferred that former Vice President Joseph R. Biden Jr. win the 2020 election.

The Microsoft assessment may have complicated that finding because it found that Chinese hackers focused their attacks on the private email accounts of Mr. Biden’s campaign staff members, along with a range of other prominent people in academia and the national security establishment, including groups like the Atlantic Council and the Stimson Center.

Notably, only one of the Chinese targets detected by Microsoft was affiliated with Mr. Trump, a former administration official whom Microsoft declined to name.

Firms like Microsoft and Google, because they sit atop global networks, have a front-seat view of suspicious activity, and increasing motivation to make it public to warn their customers. The result, inevitably, is a tumble of reports from the private sector, which government intelligence officials will be forced to assess, along with their own findings.

Thea McDonald, the deputy national press secretary for the Trump campaign, said: “We are a large target, so it is not surprising to see malicious activity directed at the campaign or our staff. We work closely with our partners, Microsoft and others, to mitigate these threats.” She would not comment on specific cybersecurity measures the campaign was taking.

The Biden campaign said that it was “aware of reports from Microsoft that a foreign actor has made unsuccessful attempts to access the noncampaign email accounts of individuals affiliated with the campaign,” and that it was preparing for the inevitable onslaught of attacks in the coming weeks. While the campaign did not confirm the company’s reporting, it has taken issue with the director of national intelligence’s assessment, issued several weeks ago, that Chinese leaders prefer Mr. Biden over Mr. Trump.

The Microsoft investigation also concluded that hackers related to Russia’s G.R.U., the military intelligence unit that oversaw the “hack and leak” efforts in 2016 that made emails from Hillary Clinton’s campaign public, were going to new lengths to hide their tracks. They are routing some of the attacks through Tor, a service that conceals the attackers’ whereabouts and identity, which slowed the effort to identify the hackers.

So far, Microsoft officials said they found no evidence that hacking efforts this year were successful, but corporate officials noted that they had limited vision into Russia’s overall operations. They cannot say definitively that no materials were stolen, or what Russia’s motivations may be. That, they said, was the role of U.S. intelligence officials.

Microsoft’s findings come just two weeks after the director of national intelligence, John Ratcliffe, declared that he would no longer let intelligence agencies give detailed, in-person briefings about election interference to Congress. He said the restrictions were because of leaks.

In a statement, Christopher Krebs, who directs the Cybersecurity and Infrastructure Security Agency at the Department of Homeland Security, said, “We are aware that Microsoft detected attempts to compromise email accounts of people and organizations associated with the upcoming election.”

Mr. Krebs noted that “none are involved in maintaining or operating voting infrastructure and there was no identified impact on election systems.” He also said that the company’s “announcement is consistent with earlier statements by the intelligence community on a range of malicious cyberactivities targeting the 2020 campaign and reinforces that this is an all-of-nation effort to defend democracy.”

Mr. Krebs, who was a Microsoft executive before joining the Trump administration, said his agency was releasing on Thursday “guidance for improving cyberdefenses against account compromise attacks.”

There is no question that Microsoft’s assessment complicates the administration’s narrative that China is a bigger threat to U.S. elections than Russia, as both the national security adviser, Robert C. O’Brien, and Attorney General William P. Barr said in interviews last week.

And hours after his own Treasury Department announced fresh sanctions for election interference, Mr. Trump seemed to claim Moscow’s involvement was a hoax. “What about China?” he said at a campaign rally on Thursday night. “What about other countries? It’s always Russia, Russia, Russia. They’re at it again.”
The report concludes that the Russian military intelligence unit has only accelerated its attacks, even after a series of financial sanctions, indictments of Russian intelligence officers and retaliatory cyberstrikes by United States Cyber Command before the 2018 midterm elections.

Microsoft’s researchers concluded that the G.R.U. hacking unit — alternatively known as Fancy Bear, APT 28 or Strontium to different industry researchers — has been aggressively hacking the personal email accounts of American politicians, campaigns staff members and consultants on both sides of the aisle.

In just the two weeks between Aug. 18 and Sept. 3, the group targeted 6,912 email accounts at 28 organizations, obfuscating the attacks through Tor.

Microsoft’s finding that it is Mr. Biden — not Mr. Trump — whom Chinese hackers are targeting also complicates a narrative pushed by the White House that China is interfering in the 2020 election to help the former vice president’s campaign.

While the Biden campaign said it would not comment on the specifics of the Microsoft findings, it disputed the American intelligence assessment, arguing that China’s preference in the election was clear: the re-election of Mr. Trump.

“There are very obvious reasons China’s leadership would prefer four more years of President Trump,” said Antony J. Blinken, Mr. Biden’s longtime foreign policy adviser and a former deputy secretary of state. “He’s helped China advance its most important strategic goals: weakening American alliances; leaving a vacuum in the world for China to fill; giving Beijing a green light to trample human rights in Xinjiang and democracy in Hong Kong; and debasing our own democracy and so reducing its appeal.”

“He also publicly echoed their propaganda downplaying COVID-19 while privately admitting how dangerous it was,” he said. “All of this benefits China at the expense of our nation.”

Currently, there are sharp and telling differences between the Russians and the Chinese.

China’s attack on Mr. Biden’s campaign appears to be an attempt at standard espionage, similar to its hacking of the presidential candidates John McCain and Barack Obama in 2008, when Chinese spies gained access to internal position papers and emails of top campaign advisers for both candidates. Microsoft’s findings echo those of Google researchers last spring, who determined that the same Chinese group was targeting Mr. Biden’s campaign.

Microsoft also said on Thursday that Iran’s hackers have continued to target Mr. Trump’s campaign, as the company first warned last October, albeit with limited success. Microsoft has managed to take control of 155 of the web domains that Iran is using for its attacks.

But Iran has remained persistent. Between May and June, according to Microsoft investigators, Iran’s hackers went into overdrive trying to break into the personal email accounts of Trump administration officials and campaign officials, apparently without success.

In terms of sophistication, security researchers overwhelmingly say it is Russia’s G.R.U. hackers who present the gravest threat.

“Multiple cyberespionage actors are targeting organizations associated with the upcoming election, but we remain most concerned about Russian military intelligence, who we believe poses the greatest threat to the U.S. democratic process,” said John Hultquist, the director of intelligence analysis at FireEye, which has worked with both parties. “The G.R.U. routinely violates international norms and has not been dissuaded by indictments and other attempts to halt their malicious activity.”

Just before Microsoft’s announcement on Thursday, the Treasury Department announced new sanctions on three Russians and a member of Ukraine’s Parliament — who was described as a Russian agent — for their efforts to influence the upcoming election.

“Russia has used a wide range of influence methods and actors to target our electoral process, including targeting U.S. presidential candidates,” the department said in a statement.

But the whistle-blower complaint made public on Wednesday, with its allegation that federal intelligence analysts were told to edit out references to Russian interference, has put the integrity of the government’s own assessments in doubt. The complaint says that in May, Mr. O’Brien instructed Chad Wolf, the acting secretary of homeland security, to stop providing intelligence assessments on the threat of Russian interference and report instead on China and Iran.

“If that whistle-blower report is true, the people responsible are violating their oath of office,” said Thomas P. Bossert, Mr. Trump’s first homeland security adviser. “Short of war, the best way to defeat a foreign influence operation is to expose it publicly. Sanctions alone aren’t going to stop Putin from messing with U.S. elections.”

Intelligence officials privately warned the White House and lawmakers in February that Russia was actively working to re-elect Mr. Trump and divide Democrats by supporting Senator Bernie Sanders of Vermont. The Trump administration has contended that it has been tough on Russia, despite Mr. Trump’s refusal to criticize President Vladimir V. Putin and its latest efforts to downplay Moscow’s recent interference.

For two years now, Mr. Trump has been unwilling to lead meetings on election security related to Russia. In April 2019, The New York Times reported that Kirstjen Nielsen, then the homeland security secretary, was instructed not to hold meetings in Mr. Trump’s presence describing the concerns about renewed Russian interference. Ms. Nielsen was soon forced to resign.
