The court said in a statement that its decision two days before the run-off was to occur “annuls the entire electoral process regarding the election of the president of Romania.”

Declassified Romanian intelligence documents contained a security services warning that Russia had attacked the election system with an “aggressive hybrid action” to elevate a far-right previously politically unknown candidate.

The declassified intelligence documents said Georgescu’s victory was “not a natural outcome” and a “state actor” elevated him with an artificial coordinated social media campaign.

During the ceremony, Putin was handed a presidential insignia, a symbol of Russian presidential power. The insignia was a gold cross of St. George displaying the Russian coat of arms and a gold chain, according to the state-run news agency TASS.

Putin’s government will go into a reassignment mode after the inauguration ceremonies, where Russian watchers will keep a close eye on what past administrators will get promotions and which ones will get sacked in the process.

Putin faced little opposition in his election victory on March 15, where Russian officials said he received 87% of the vote, with several opponents jailed or barred from the ballot.

The country of some 45 million people will vote in the Nov. 19 run-off election between Sergio Massa, currently economy minister for the ruling Peronists, and libertarian outsider Javier Milei. Opinion polls indicate a tight race and a deeply divided electorate.

On the ground in Buenos Aires and beyond there is fury with the government, which has presided over inflation racing towards 150% that has pushed two-fifths of the population into poverty. That has weakened Massa and driven the abrupt rise of his right-wing rival.

Up against this is fear of Milei, a wild-haired former TV pundit whose outspoken and aggressive style has led some to compare him to former U.S. President Donald Trump. He has often appeared at rallies brandishing a chainsaw, a symbol of his plans to slash state spending.

Military officers in Gabon say they have taken power and put the president, Ali Bongo Ondimba, under house arrest, as the country becomes the latest in Africa to suffer an attempted coup, only weeks after mutinous troops seized power in Niger.

A group of military personnel appeared on state television to announce they were seizing power to overturn the results of a presidential election, seeking to remove a president whose family has held power for nearly 56 years. The officers introduced themselves as members of the Committee of Transition and the Restoration of Institutions.

If successful, the coup would be the eighth in west and central Africa since 2020. The most recent one, in Niger, was in July, while the military has also seized power in Mali, Guinea, Burkina Faso and Chad.

In a video apparently from detention in his residence, Bongo Ondimba called on people to “make noise” to support him.

Crowds instead took to the streets of the capital and sang the national anthem to celebrate the coup attempt against a dynasty accused of getting rich on the country’s resource wealth while many of its citizens struggle to scrape by.

Paraguay’s ruling party candidate, Santiago Peña, 44, has scored a big win in the presidential election, tightening the conservative Colorado party’s political grip and defusing fears that diplomatic ties with Taiwan might have been cut.

Peña, who has pledged to maintain Paraguay’s longstanding Taiwan relations, had 42.7% of the vote with more than 99% of ballots counted – a more than 15-point lead over centre-left rival Efraín Alegre, who has argued for switching allegiance to China.

“Thank you for this Colorado victory, thank you for this Paraguayan victory,” Peña said in a speech. The outgoing president, Mario Abdo, congratulated Peña as “president-elect”, as did the leaders of Brazil and Argentina.
