San Antonio: The bodies of 46 dead migrants were discovered inside a tractor-trailer on Monday in San Antonio, Texas, city officials said, in one of the most deadly recent incidents of human smuggling along the US-Mexico border.

A San Antonio fire department official said they found “stacks of bodies” and no signs of water in the truck, which was found next to railroad tracks in a remote area on the city’s southern outskirts.

Sixteen other people found inside the trailer were transported to hospitals for heat stroke and exhaustion, including four minors, but no children were among the dead, the department said.

“The patients that we saw were hot to the touch, they were suffering from heat stroke, exhaustion,” San Antonio fire chief Charles Hood told a news conference. “It was a refrigerated tractor-trailer but there was no visible working A/C unit on that rig.”

Temperatures in San Antonio, which is about 160 miles (250 km) from the Mexican border, swelled to a high of 103 degrees Fahrenheit (39.4 degrees Celsius) on Monday with high humidity.

The city’s police chief William McManus said a person who worked in a nearby building heard a cry for help and came out to investigate. The worker found the trailer doors partially opened and looked inside and found a number of dead bodies.

McManus said this was the largest incident of its kind in the city and said three people were in custody following the incident, though their involvement is not yet clear.

A spokesperson for US Immigration and Customs Enforcement (ICE) said that its Homeland Security Investigations division was investigating “an alleged human smuggling event” in coordination with local police.

The deaths once again highlight the challenge of controlling migrant crossings at the US-Mexico border, which have reached record highs.

The issue has proven difficult for US President Joe Biden, a Democrat who came into office in January 2021 pledging to reverse some of the hardline immigration policies of his Republican predecessor Donald Trump. Republicans have criticized Biden’s border strategy ahead of the midterm Congressional elections in November.

Mexico’s foreign minister Marcelo Ebrard called the suffocation of the migrants in the truck the “tragedy in Texas” on Twitter and said consular officials would go to the hospitals where victims had been taken to help “however possible.”

A spokesman for the Honduran foreign ministry told Reuters the country’s consulates in Houston and Dallas would be investigating the incident. Ebrard said two Guatemalans were hospitalized and Guatemala’s foreign ministry said on Twitter that consular officials were going to the hospital “to verify if there are two Guatemalan minors there and what condition they are in.”

The I-35 highway near where the truck was found runs through San Antonio from the Mexican border and is a popular smuggling corridor because of the large volume of truck traffic, according to Jack Staton, a former senior official with ICE’s investigative unit who retired in December.

In July 2017, 10 migrants died after being transported in a tractor-trailer that was discovered by San Antonio police in a Wal-Mart parking lot. The driver, James Matthew Bradley, Jr., was sentenced the following year to life in prison for his role in the smuggling operation.

Staton said migrants have regularly been intercepted in the area since the 2017 incident. “It was only a matter of time before a tragedy like this was going to happen again,” he said.

That said, with President Joe Biden’s commitments to welcome an additional 75,000 Afghan and 100,000 Ukrainian refugees, the United States is in increasing need of programs to connect newcomers with stable, well-paying jobs.

Biden, along with other officials from the U.S. State Department, has pleaded with private citizens and organizations to support these resettlement efforts.

“We urge more governments to engage the private sector, NGOs, faith groups, universities, youth, and other parts of society in resettling refugees,” Secretary of State Antony Blinken said in a video statement during a UNHCR event on Monday.

“The more we can make our communities partners in these efforts, the more fully we can integrate refugees into the fabric of all our nations,” he added.

The U.S. refugee admissions ceiling was raised to 125,000 in Fiscal Year (FY) 2022, double the number from the year before, according to the U.S. State Department. In response, the government has launched innovative solutions such as Refugee Cash Assistance, Refugee Medical Assistance, and the Community Sponsorship Hub to support the influx.

The Tent Partnership for Refugees, a non-profit organization, which focuses on mobilizing the global business community to include refugees, has created a unique approach to the job-training challenge.

Building on an effort launched in 2021 that focused specifically on Afghan and Ukrainian refugees, leaders at the Tent Partnership have spent months rallying a group of 103 companies to commit to reducing barriers for refugees looking for jobs and helping them integrate into the U.S. economy.

Headlined by major companies like Delta, Pfizer, and Marriott, the Coalition for Refugees in the U.S. has agreed to provide mentorship and training opportunities to all refugees in the country, regardless of their place of origin.

Gideon Maltz, executive director of the Tent Partnership, called the program “unprecedented and extremely significant,” telling Newsweek he sees it as a welcome shift from previous efforts to support refugees.

“At the height of the Syria crisis in 2015, we saw a lot of companies do token, in-the-moment things to help,” he said. “They might have sent an in-kind donation or wrote a check, but they never really engaged or invested in the issue.”

Maltz said that the Coalition focuses on creating genuine, long-term engagement from the private sector. To accomplish that goal, Tent leaders seek to connect with the spirit of charity and generosity of participating companies, and also emphasize the economic benefits that comes from employing refugees.

Tent recently released a survey conducted with the NYU Stern School of Business that found that 63% of U.S. consumers are more likely to purchase from brands that are involved in helping refugees, a number that exceeds the percentage that back brands selling environmentally friendly or fair-trade products.

And with 11.4 million job openings in the U.S., Maltz also noted that hiring refugees is already helping states across the nation.

“In states with labor shortages, we have seen governors of both political parties increasing the admissions of refugees in the last year, partly because they need to,” he said.

“To get to a place where there’s broad public support for America to bring in more refugees,” he said, “we have to highlight and emphasize the amazing contribution that refugees make to the American economy.”

Maltz is looking beyond the short-term refugee crisis to a brighter future for them, and for their new country.

“We have been focused on creating programs that companies benefit from and see the value in so that in a year or two, when Afghanistan and Ukraine are not in the news, companies will still be engaged because it makes sense with their business,” he said.

Migration reached a peak in 2015, when more than a million refugees and migrants crossed the Mediterranean to Europe. That number declined to 123,300 in 2021. However, the U.N. refugee agency says more than 3,200 died or went missing at sea last year, an increase of nearly 1,000 over recorded fatalities in 2018.

In addition to the rising death toll at sea, UNHCR spokeswoman Shabia Mantoo says even greater numbers may have died or gone missing along land routes through the Sahara Desert and remote border areas.

She says deaths and abuses most commonly occur in and through the countries of origin and transit, including Eritrea, Somalia, Djibouti, Ethiopia, Sudan, and Libya.

“UNHCR has continuously been warning of the horrific experiences and dangers faced by refugees and migrants who resort to these journeys,” said Mantoo. “Many among them are individuals who are fleeing conflict, violence, and persecution. The data visualization focuses specifically on the route from the East and Horn of Africa to the Central Mediterranean Sea.”

Mantoo says refugees and migrants have few options but to rely on smugglers. She says they are exposed to a high risk of abuse from smugglers, whether they take the land route across the Sahara Desert or cross the sea from Libya and Tunisia toward Italy or Malta.

“In many cases, those who survive the journey through the Sahara and attempt the sea crossings are often abandoned by their smugglers, while some of those leaving Libya are intercepted and returned to the country, where they are subsequently detained,” said Mantoo. “Each year, thousands perish or go missing at sea without a trace.”

More than 4,000 migrants illegally crossed the border via the Rio Grande Valley over the course of the long weekend, Fox News has learned.

“There’s no effort to actually secure the border and to figure out who and what’s coming in when you create a chaotic situation like this, and they have created this through their policies,” Scott said.

According to U.S. Customs and Border Protection, Border Patrol has encountered 1,219,920 undocumented migrants so far in 2022, and that number appears far from slowing amid the administration’s efforts to end Title 42, a health order that allows the U.S. to turn away undocumented migrants seeking asylum.

The Department of Justice announced it will appeal a decision handed down last week by a federal judge that blocked the administration from ending Title 42, however the DOJ has not officially filed the appeal.

Once Title 42 expires, the Department of Homeland Security predicts up to 18,000 migrants could cross the border daily.

Border Patrol Chief Raul Ortiz announced Friday that agents had nabbed 10 sex offenders, a slew of deadly drugs, and other illegal immigrants wanted for serious crimes in three days.

The caravan departed just hours before Mexico President Andrés Manuel López Obrador announced that he would not be attending the Summit of the Americas because the Biden administration did not invite Cuba, Venezuela and Nicaragua to participate.

Luis García Villagrán, an activist accompanying the migrants in Tapachula, said they wanted to send a message to the region’s leaders that “the migrant women and children, the migrant families are not bargaining chips for ideological and political interests.”

Venezuelan migrant Ruben Medina said he and 12 members of his family found themselves in southern Mexico because of his country’s president Nicolás Maduro.

“(We have) been waiting about two months for the visa and still nothing, so better to start walking in this march,” Medina said.

“They gave us an appointment for August 10 in (the asylum commission), and we don’t have the money to wait,” said Joselyn Ponce of Nicaragua. “We had to walk around hiding from immigration, there were raids, because if they catch us they will lock us up.”

The phenomenon of migrant caravans took off in 2018. Previously, smaller annual caravans moved through Mexico to highlight migrants’ plight, but without the stated goal of reaching the U.S. border.

But then several thousand migrants began walking together, betting on safety in numbers and a greater likelihood that government officials would not try to stop them. It worked at first, but more recently the Guatemalan and Mexican governments have been far more aggressive in moving to dissolve the caravans before they can build momentum.

An October 2021 caravan grew to about 4,000 migrants before it diminished in southern Mexico. Another that was broken up by authorities in Guatemala in January of that year was estimated to be even larger.

While the caravans have garnered media attention, the migrants traveling in them represent a tiny fraction of the migratory flow that carries people to the U.S. border every day, usually with the help of smugglers.

A federal judge on Friday temporarily blocked the Biden administration from ending the Title 42 public health order on May 23 — stopping the administration from a move that had seen significant Republican and Democratic opposition amid fears it would exacerbate the border crisis.

Judge Robert Summerhays, in the Western District of Louisiana, granted a preliminary injunction on the Biden administration’s plan to end the order on May 23. It was in response to a lawsuit by two dozen Republican states, led by Arizona, Louisiana and Missouri.

“Today’s ruling is a significant win as Title 42 is one of the few policies that is actually working,” said Arizona Attorney General Mark Brnovich. “I’m grateful to the court for upholding the rule of law and helping maintain some level of sanity as we continue to battle the Biden-made border crisis.”

FEDERAL JUDGE EXTENDS ORDER BLOCKING BIDEN ADMIN FROM ROLLING BACK TITLE 42 AHEAD OF HEARING

The Centers for Disease Control (CDC) had announced in April that the order, which has been used since March 2020 to expel a majority of migrants at the southern border due to the COVID-19 pandemic, would expire at the end of May.

“After considering current public health conditions and an increased availability of tools to fight COVID-19 (such as highly effective vaccines and therapeutics), the CDC Director has determined that an Order suspending the right to introduce migrants into the United States is no longer necessary,” the agency said.

The move sparked outrage from both Democrats and Republicans, who warned that the move would lead to a surge in illegal immigration at the border and more people being released into the U.S.

DHS has acknowledged these concerns, saying it is planning for up to 18,000 people a day. However, it has also said that it believes that over time it will reduce the numbers encountered at the border when it re-implements criminal penalties for repeat border crossings.

A number of moderate Democrats joined Republicans in signing onto legislation preventing the administration from lifting the order until 60 days after the CDC says the national emergency on COVID-19 is over. That legislation has not yet been voted on in the Senate.

The Republican lawsuit, seeking the injunction, claimed the lifting of the order violated the Administrative Procedures Act, which requires a notice-and-comment period and also bars moves deemed “arbitrary and capricious.”

The lawsuit claims the administration failed to estimate or account for the costs to the states. They cite “increased health care costs for aliens infected with COVID-19 and the cost of increased illegal immigration caused by the Termination Order and the presence of much greater numbers of paroled aliens with non-meritorious asylum claims who were induced to enter the United States because of the Termination Order.”

“This suit challenges an imminent, man-made, self-inflicted calamity: the abrupt elimination of the only safety valve preventing this administration’s disastrous border policies from devolving into an unmitigated catastrophe,” the complaint read.

Summerhays, in his order, said that the record supports the states’ position “that the Termination Order will result in increased border crossings and that, based on the government’s estimates, the increase may be as high as three-fold.” He also agreed with states that lifting Title 42 will increase costs on healthcare and education – and said the government did not dispute that claim.

“In sum, the Plaintiff States have demonstrated that the Termination Order will affect their ‘quasi-sovereign’ interests based on its impact on their healthcare systems and their interest in the health and welfare of their citizens,” he said.

The judge also agreed with the states that the lifting of Title 42 was subject to the ACA, and that the government did not overcome “the presumption of reviewability under the APA.”

Summerhays, a Trump nominee, was widely seen as likely to issue the injunction, particularly as he had granted a temporary restraining order preventing the Department of Homeland Security from transitioning away from Title 42 by removing migrants via a process called “expedited removal” instead.

The Justice Department is expected to appeal the federal district court judge’s ruling, and the Supreme Court may be asked to weigh in with an emergency order, but that may not happen for the next several weeks.

Meanwhile, the number of migrants encountered at the southern border has remained at highs not seen in decades. There were more than 234,000 migrant encounters in April, compared to 178,000 in April 2021 and just 17,106 in April 2020.

Inamullah Niazai sits on the front porch step of his red-brick St. Louis home and smiles at the bustle of activity around him — his mother and father chatting in the front yard, his two young daughters munching chocolate ice cream bars.

“Anything is possible here,” Niazai, 23, said. “We are so lucky that my family can be here, together.”

An aggressive effort in St. Louis is trying to lure Afghan refugees like Niazai. About 600 have arrived so far, and another 750 are expected later this year.

AFGHAN REFUGEES IN US TO RECEIVE TEMPORARY PROTECTED STATUS

Civic leaders are hopeful that over the next few years, thousands more will decide to relocate to the Midwestern city, helping to offset seven decades of population loss and rejuvenate urban neighborhoods — just as the arrival of Bosnian refugees did three decades ago.

It’s been nearly nine months since the Afghan capital of Kabul was ceded to the Taliban. Since last summer, more than 76,000 Afghan refugees have relocated to the U.S. While California and Texas have taken in most of the displaced Afghans, many will eventually go elsewhere.

In the 1990s, St. Louis became America’s most popular landing spot for Bosnians displaced by war in the former Yugoslavia. Among the estimated 300,000 who fled to the U.S., some 40,000 now call St. Louis and the region home.

They revitalized an area of the city’s south side that is now often referred to as Little Bosnia. The area features Bosnian-owned markets, coffee shops, auto repair shops and other businesses. They have their own online newspaper, their own chamber of commerce.

The Bosnians also provided a badly needed population boost in a city that’s been losing people at an alarming rate, dropping from a peak of over 850,000 in 1950 to just under 300,000 today.

BIDEN ADMIN GIVES TEMPORARY PROTECTED STATUS TO TENS OF THOUSANDS OF AFGHAN EVACUEES

St. Louis’ Afghan Resettlement Initiative is backed by over $1 million in donations and more than 800 volunteers, and it has support from the Roman Catholic Archdiocese of St. Louis, the International Institute of St. Louis and other nonprofit groups. Advocates say they’ve received no opposition to their efforts.

Jerry Schlichter, an attorney who is the organizer and a major funder, said the initiative helps find housing and jobs, connects new arrivals to training, such as classes on computer coding, and provides grants for business startups.

The St. Louis effort also provided money to establish an online Afghan newspaper, a chamber of commerce and a community center.

“There’s a mutual need. We have been stagnant,” Schlichter said. “With this one-time opportunity with Afghan refugees ending up somewhere in this country, we should take advantage of it.”

Arrey Obenson, president and CEO of the International Institute of St. Louis, said he’s confident that the new refugees will revitalize neighborhoods, just as the Bosnians did.

“The reality of the circumstance we face is that if we look at St. Louis city and the rate the population is declining, we have to find a way to bring people into the community to turn that around,” Obenson said.

St. Louis isn’t the only city with a declining population trying to attract Afghan refugees.

Detroit also reached its population apex in 1950, when 1.85 million people lived there. Today, the population has dropped by two-thirds, to about 640,000.

Detroit corporate and community leaders in April launched the Detroit Refugee Network, with hopes of raising more than $1 million to provide services such as housing, education, transportation and language training. About 250 Afghan refugees have settled in Detroit, with another 400 or so elsewhere in southeastern Michigan.

Like St. Louis, history in Detroit has proven the value immigrants can bring, said Steve Tobocman, executive director of Global Detroit.

Tobocman and Alan Mallach, a senior fellow with the Center for Community Progress, studied two Detroit neighborhoods filled with immigrants from Bangladesh, Yemen, Mexico and Central and South America. Those two neighborhoods have grown by nearly 50% in the past two decades or so.

The result is less crime, well over 100 new businesses and reductions in home vacancies and tax foreclosures, the study found. Residents surveyed were more satisfied and optimistic than Detroit residents as a whole.

“Depopulation is what really cycles these neighborhoods into some pretty dire circumstances,” Tobocman said. “The vacancy, the lack of retail opportunity, the lack of jobs. Just stabilizing the population or, in a couple of cases, regrowing the population can reverse that course.”

A major hurdle for Afghan refugees is housing. Across the country, thousands still live in hotels.

But by early May, only two Afghan families were still in St. Louis hotels because the initiative has a program guaranteeing payment to landlords, Schlichter and Obenson said.

Niazai, his wife and their two young daughters fled Kabul last year. They were sent first to Washington, D.C., then to temporary housing in Texas. They chose to end up in St. Louis because other relatives were already there.

The initiative helped find them a place to rent — a brick home on a quiet street a few miles south of the Gateway Arch that now is home to 11 family members. Volunteers provided furniture, food and what Niazai called “welcome money.” Someone even gave him a car.

Niazai said he feels at home in St. Louis.

“We will stay,” he said. “My future is good here.”

In Biden v. Texas, the attorneys general of Missouri and Texas sued after the Biden administration ended the Migrant Protection Protocols (MPP), also known as the “Remain in Mexico” policy.

The Department of Homeland Security began the MPP in 2019 under President Donald Trump. It tasks agents with returning illegal immigrants seeking asylum to Mexico as they work their way through the U.S. legal system.

On his first day in office, the Biden administration announced it would no longer carry out the program. The administration argued the policy in question was inhumane, strained the U.S. relationship with Mexico, and created chaos. Texas and Missouri argued the administration’s plan is more chaotic and hurts the American public by releasing thousands of illegal immigrants into U.S. communities.

The federal government argued it needs Mexico’s cooperation to carry out the policy, which ties its hands.

In a news conference after oral arguments, Texas Attorney General Ken Paxton rebuffed that claim, pointing out the Trump administration was able to successfully work with Mexico to quickly deport migrants.

“This is a really important case… In my opinion, we’ve all become border states. It affects all of us,” Paxton said.

Since Biden took office, illegal immigration has soared, raising more concerns about the president’s policies. Border Patrol reported more than 2 million encounters with people crossing the southern border illegally in 2021. Those numbers remain elevated this year.

“In total, there were 221,303 encounters along the southwest land border in March, a 33 percent increase compared to February,” U.S. Customs and Border Protection reported earlier this month. “Of those, 28 percent involved individuals who had at least one prior encounter in the previous 12 months, compared to an average one-year re-encounter rate of 14 percent for FY2014-2019.”

U.S. District Judge Matthew J. Kacsmaryk of the Northern District of Texas ruled in August that the Biden administration must reinstate the MPP, saying they violated federal law by discontinuing it. In August, the Supreme Court said it would not immediately overturn that order.

“The applicants have failed to show a likelihood of success on the claim that the memorandum rescinding the Migrant Protection Protocols was not arbitrary and capricious,” that order read.

But the case was back before the nation’s highest court Tuesday.

During oral arguments, the justices grilled both sides and questioned the public benefit of releasing illegal immigrants into the U.S. and the process used by the Department of Homeland Security to evaluate and release migrants. They also raised concerns about funding, asking what else could be done if DHS does not have the resources to detain migrants and Mexico is hesitant to take them back.

The federal government stressed that it did not have the room to detain the hundreds of thousands of migrants encountered at the border every month.

“So you agree that Congress has expressed a preference for detention when that is available,” Justice Brett Kavanaugh asked the federal government’s attorney, to which she agreed.

Supporters of the Biden administration’s policy change argued it was more humane to migrants.

“For over three years, MPP has forced thousands of asylum seekers to wait for their asylum hearings in dangerous border towns, subjecting them to systemic danger and violence,” said Joan Rosenhauer, executive director of Jesuit Refugee Service. “JRS works directly with people in northern Mexico as they await their opportunity to pursue asylum and find safety in the U.S. We hear every day of the violence and suffering they experience.”

Biden also has taken fire for his decision to end Title 42 enforcement May 23. A Trump-era provision, Title 42 allows border agents to quickly expel illegal immigrants to prevent the spread of COVID-19 into the U.S. A federal judge on Monday blocked his lifting of that provision.

“I view Missouri as a proxy for all the others states impacted by the crisis we have at the border,” Missouri Attorney General Eric Schmitt said. “Today, this is a central question about the rule of law and border security. We are very hopeful for a positive decision and result here.

“The drug trafficking, human trafficking doesn’t stop in El Paso,” he added.
