<p><a href="https://www.dw.com/en/russia-sends-warships-for-maneuver-amid-tension-near-crimea/a-57238161">Russian President Vladimir Putin</a> on Sunday warned that its navy is ready to carry out an &#8220;unpreventable strike&#8221; on enemy targets if it was in the country&#8217;s &#8220;national interests.&#8221;</p>
<p>Putin was speaking in Saint Petersburg during a parade of warships, just a few weeks after the UK angered Russia by sending a British warship close <a href="https://www.dw.com/en/made-in-germany-ukraine-pendants-without-crimea/a-57943116">to the annexed Crimea peninsula. </a></p>
<p>&#8220;The Russian navy today has everything it needs to guarantee the protection of our country and our national interests,&#8221; he said.</p>
<p>&#8220;We are capable of detecting any underwater, above-water, airborne enemy and, if required, carry out an unpreventable strike against it.&#8221;</p>
<p>His remarks follow an incident in the Black Sea in June when Russia said <a href="https://www.dw.com/en/russia-says-it-fired-warning-shots-at-uk-destroyer-in-crimean-waters/a-58015942">it had fired warning shots</a> and dropped bombs in the path of a British warship to chase it out of Crimea waters.</p>

<p>The British government <a href="https://www.dw.com/en/uk-pm-johnson-slams-russia-over-black-sea-warship-incident/a-58031947">dismissed Russia’s account of the incident.</a></p>
<p>The country&#8217;s Defense Ministry said any shots fired were a pre-announced Russian &#8220;gunnery exercise,&#8221; and that no bombs had been dropped.</p>

<h2>What is the background to the row over Crimea?</h2>
<p>Russia annexed Crimea from Ukraine in 2014 but Britain and most of the world recognize the Black Sea peninsula <a href="https://www.dw.com/en/sea-breeze-ukraine-us-black-sea-drills-raise-tensions-with-russia/a-58081985">as part of Ukraine, not Russia</a>.</p>
<p>Putin said last month Russia could have sunk the British warship HMS Defender, that it accused of illegally entering its territorial waters, without starting World War Three and said the United States played a role in the &#8220;provocation.&#8221;</p>
<p>The Russian leader added that Russia had secured its place among the world&#8217;s leading naval powers, including by developing &#8220;the latest hypersonic precision weapons still unrivaled in the world.&#8221;</p>
<p>There are several other major powers that are planning <a href="https://www.dw.com/en/future-wars-and-how-to-prevent-them/a-57777491">to develop similar technology.</a></p>
<p>They include the United States, China, and France, who say they will soon catch up.</p>
<p>Russia already has <a href="https://www.dw.com/en/us-and-russia-ready-to-freeze-number-of-nuclear-warheads/a-55336703">the second-largest arsenal of nuclear weapons</a> in the world and a huge cache of ballistic missiles.</p>
<p>On Monday, the Kremlin said it had carried out <a href="https://www.dw.com/en/russia-successfully-launches-test-hypersonic-cruise-missile/a-58316424">another successful test launch of a new Zircon hypersonic cruise missile.</a></p>
<p>The missile was reportedly launched from an Admiral Groshkov frigate located in the White Sea in northern Russia on Monday, and hit a land-based target close to the coast on the Barents Sea.</p>
<p>Russia says the Zircon missile will be capable of flying at nine times the speed of sound and have a range of 1,000 kilometers (621 miles).</p>

<p>President Vladimir Putin said Sunday that Russia&#8217;s navy was capable of delivering lethal strikes against underwater and aerial enemy targets during a parade of warships in the port city of St. Petersburg.</p>
<p>The Russian leader&#8217;s boast comes days after military officials announced tests of advanced new weapons, some of which come from an arsenal Putin has described as &#8220;invincible.&#8221;</p>
<p>&#8220;The Russian navy today has everything it needs to guarantee the protection of our country and our national interests,&#8221; he said.</p>
<p>&#8220;We can detect underwater, surface or aerial enemies and target them if a lethal strike is necessary,&#8221; Putin said according to a broadcast on state television.</p>
<p>The Russian leader was speaking on the sidelines of an annual parade of military vessels, flanked by naval officers in white, and also Russia&#8217;s Defense Minister Sergei Shoigu.</p>
<p>Putin said Russia had secured its place among the world&#8217;s leading naval powers, including by developing &#8220;the latest hypersonic precision weapons still unrivalled in the world.&#8221;</p>
<p>The United States, China, France and other major powers have announced plans to develop their own hypersonic weapons and are expected to soon catch up.</p>
<p>With the second-largest arsenal of nuclear weapons in the world and a huge cache of ballistic missiles, Russia already has more than enough military capacity to deter its enemies.</p>

Russian Defense Minister Sergei Shoigu said his country should develop new ground-based hypersonic and cruise missiles in a direct response to the apparent ending of a nuclear treaty between Washington and Moscow.</p>
<p>On Friday, the U.S. confirmed it would suspend its participation in the decades-old Intermediate-Range Nuclear Forces (INF) treaty that bans ground-launched medium-range missiles with a range of 310-3,400 miles. The U.S. administration said it had taken the measure following Russia&#8217;s refusal to accept that its SSC-8 missile directly contravenes the Cold War-era agreement</p>
<p>By Saturday, Russian President Vladimir Putin reacted by also halting his country&#8217;s obligations to the treaty.</p>
<p>Speaking to media, Putin said Russia would provide a &#8220;mirror like response&#8221; to the U.S. by engaging in fresh research and development for nuclear missile technology but would not &#8220;get involved in a costly arms race.&#8221;</p>
<p>According to state media outlet RIA, Shoigu said Tuesday that given the treaty was no longer being observed, it was now important to increase Russia&#8217;s range of land-based missile systems within the next two years.</p>
<p>&#8220;In 2019-2020, we should develop a ground-based version of sea-based Kalibr complexes with a long-range cruise missile, which has proved to be effective in Syria. During the same period, we should create a ground-based missile complex with a long-range hypersonic missile,&#8221; Shoigu said.</p>
<p>The Kalibr missile family differs in size, launch platform, range, and speed but can all pack either a conventional warhead or nuclear payload.</p>

<p>The INF treaty was signed in 1987 by then President Ronald Reagan and Soviet leader Mikhail Gorbachev. The agreement forced both countries to dismantle more than 2,500 missiles.</p>
<p>Now that both countries have suspended it, the treaty will expire in six months if Washington and the Kremlin cannot find agreement. A separate 2010 &#8220;New START&#8221; (Strategic Arms Reduction Treaty) arrangement, which seeks to limit nuclear missile launchers and improve inspections, could also fall by the wayside when its terms expire in 2021.</p>

<h4 class="subtitle">The rise of China, North Korea</h4>

<p>Angela Kane,<strong> </strong>a<strong> s</strong>enior fellow at the Vienna Center for Disarmament and Non‑Proliferation, said the U.S. could be stopping bilateral nuclear arms accords because it sees them as restrictive when competing with other emerging rivals.</p>
<p>&#8220;I&#8217;m guessing here, but I&#8217;m extrapolating that the U.S wants to develop missiles that could also be directed against China or other countries such as Iran or North Korea,&#8221; she said on a panel titled &#8220;Nuclear Brinkmanship&#8221; at the World Economic Forum at Davos in January.</p>
<p>Kane added that with no INF agreement in place, many nuclear missiles could be deployed to any region around the world.</p>
