<div class="zn-body__paragraph" data-paragraph-id="paragraph_EE59022C-6B17-C5ED-8A72-483B4BDF789E" data-act-id="paragraph_2">Artist James Powditch put up the testy sign at the Roulette store and art studio he runs on Saturday, as the city of 5 million people, plus towns and cities in its surrounds, <a href="https://www.cnn.com/2021/06/26/australia/sydney-covid-lockdown-intl-hnk/index.html" target="_blank" rel="noopener">went into yet another hard lockdown</a>, this time for two whole weeks. By Sunday, a cluster of coronavirus infections of the <a href="https://www.cnn.com/2021/06/10/health/delta-variant-india-explained-coronavirus-intl-cmd/index.html" target="_blank" rel="noopener">Delta variant</a> that began in Sydney&#8217;s Bondi neighborhood had grown to 110 cases.</p>

<div class="zn-body__paragraph" data-paragraph-id="paragraph_873FE6DB-EBA5-ED51-2053-483B4BE2CBAF" data-act-id="paragraph_5">But with that security has come complacency, particularly in the federal government, which failed to secure enough vaccine doses to prevent the regular &#8220;circuit breaker&#8221; lockdowns that come every time a handful of cases emerge, or even the longer restrictions that Sydney is experiencing now. Australia&#8217;s borders, controlled by strict quarantine measures, have been all but shut for more than a year.</p>

<div class="zn-body__paragraph" data-paragraph-id="paragraph_C3799267-0DF2-0A02-9B88-483B4BE33C24" data-act-id="paragraph_6">Now Australians, who basked in their early successes, are wondering how much longer this can go on.</p>

<div class="zn-body__paragraph" data-paragraph-id="paragraph_60C0B19C-C78E-849F-C8EF-483B4BE470FC" data-act-id="paragraph_7">&#8220;We can&#8217;t leave the country, people can&#8217;t come in, and we end up periodically in lockdowns, which cost a friggin&#8217; fortune,&#8221; said Powditch.</p>

<div class="zn-body__paragraph" data-paragraph-id="paragraph_BD106975-67A2-C9B7-5AFA-483B4BE56D18" data-act-id="paragraph_8">&#8220;People have been accepting that this is a diabolically difficult situation, but once we start watching the rest of the world open up, we&#8217;re going to turn to anger over the way things like vaccines have been rolled out here.&#8221;</p>

<div class="zn-body__paragraph" data-paragraph-id="paragraph_6CAA0398-911E-EA49-9A45-4EF4A6B4259D" data-act-id="paragraph_9">Already there are signs that Australians are getting weary of these sporadic disruptions to their lives. On Sunday, large crowds were seen on Bondi Beach, despite the stay-at-home orders. While outdoor exercise is allowed, images from Bondi showed people bathing in the winter sun and sitting on benches with drinks.</p>

<div class="zn-body__paragraph" data-paragraph-id="paragraph_40BEFA4E-5923-418F-18E5-4EF77756160A" data-act-id="paragraph_10">A 48-hour lockdown was also imposed in parts of Australia&#8217;s Northern Territory, including its capital, Darwin, after four Covid-19 cases were linked to a worker at a gold mine. He is believed to have become infected during an overnight stay at a quarantine hotel in Brisbane. Now painstaking efforts to trace all 900 workers who have left the mine for cities across Australia over recent days are under way, as the country relies heavily on a robust track-and-trace system to keep clusters contained.</div>
<div class="zn-body__paragraph" data-paragraph-id="paragraph_6C16C21D-5DCB-826F-DD18-4C9A7EF51839" data-act-id="paragraph_11">
<h3>Vaccine hesitancy</h3>
</div>
<div class="zn-body__paragraph" data-paragraph-id="paragraph_F2982E18-2EEF-E0D1-CEEB-4C7661A7EB09" data-act-id="paragraph_12">Australia has recorded just 910 deaths in its population of 25 million, one of the lowest per capita death tolls in the developed world, and cases have remained low as well.</p>
</div>
<div class="zn-body__paragraph" data-paragraph-id="paragraph_D75DE1A1-9FE6-CA3B-6F01-483B4BE70DF3" data-act-id="paragraph_13">While it beat much of the world in getting its economy back up and running, its tourism sector has taken a massive hit, its universities are struggling without the fees international students usually bring and some Australians, who travel abroad in relatively high numbers, are starting to feel the itch to go on holidays overseas.</p>
</div>
<div class="zn-body__paragraph" data-paragraph-id="paragraph_A67C57F6-B803-23A0-8D1E-485686314C67" data-act-id="paragraph_14">Even New Zealand &#8212; the only country with which Australians had an open travel corridor &#8212; announced a three-day suspension of quarantine-free travel between the nations starting Saturday because of the outbreaks.</p>
<div class="zn-body__paragraph" data-paragraph-id="paragraph_29E7ED73-1660-BF40-BA0B-483B4BE8377F" data-act-id="paragraph_15">Australia has fully vaccinated just over 4% of its population, compared with more than 46% in the US and 47% in the UK, according to Our World in Data. Its rates are more comparable with Indonesia and India, which, like much of the developing world, were left out of the agreements with pharmaceutical companies that secured hundreds of millions of vaccine doses for most of the rich world.</p>

<div class="zn-body__paragraph" data-paragraph-id="paragraph_2E636A5B-0A19-D42E-1BF0-489F7471BBBD" data-act-id="paragraph_16">Compounding the problem is hesitancy towards Covid-19 vaccines in Australia. One survey by The Sydney Morning Herald and The Age, <a href="https://www.smh.com.au/politics/federal/almost-one-third-of-adult-australians-say-they-re-unlikely-to-get-covid-vaccination-survey-20210518-p57szo.html" target="_blank" rel="noopener">with research firm Resolve Strategic</a>, found 15% of adults surveyed were &#8220;not at all likely&#8221; and 14% were &#8220;not very likely&#8221; to take a vaccination in the months ahead. The survey was taken after an April ruling that the Oxford-AstraZeneca vaccine was linked to a very rare blood disorder side effect, involving blood clots.</p>
</div>
<div class="zn-body__paragraph" data-paragraph-id="paragraph_E5CE19B6-75CE-C825-C91F-489F7473422C" data-act-id="paragraph_17">Australian officials have said they hope to reach herd immunity &#8212; the point at which about 80% of the population is vaccinated &#8212; before reopening its borders. Prime Minister Morrison earlier said that may not be until mid-2022. More recently, he was even <a href="https://www.pm.gov.au/media/interview-ben-fordham-2gb-21-06-21" target="_blank" rel="noopener">unable to commit to a Christmas 2022 reopening.</a></p>

<div class="zn-body__paragraph" data-paragraph-id="paragraph_D03EDAE1-460B-E0B6-60B7-489E69A99296" data-act-id="paragraph_18">In a question to the Prime Minister, journalists on Channel 9&#8217;s Today program on Thursday suggested that Morrison and his slow vaccine rollout were responsible for the ongoing lockdowns.</p>
</div>
<div class="zn-body__paragraph" data-paragraph-id="paragraph_4CE4D570-2149-899B-399D-489EA1FB34EC" data-act-id="paragraph_19">Morrison replied by saying an increase in supply &#8220;will really kick in next month in July,&#8221; and that 600,000 Pfizer doses were due in next week.</p>
</div>
<div class="zn-body__paragraph" data-paragraph-id="paragraph_39B338C6-8D22-80E9-29FF-489EA1FDAA04" data-act-id="paragraph_20">&#8220;The challenge we&#8217;ve had, of course, has been with AstraZeneca. I mean, the medical advice has restricted its availability to those over 60, and prior to that over 50. Now, that was a big shock to the rollout and they are events outside of the government&#8217;s control,&#8221; he said, adding there were new supply arrangements with AstraZeneca, Pfizer, and Moderna.</p>

<div class="zn-body__paragraph" data-paragraph-id="paragraph_E915956C-0DD3-BC1B-CB2A-48A05E909439" data-act-id="paragraph_21">&#8220;So, we&#8217;ll keep working towards that goal, by the end of the year, of offering that vaccine to everybody who would want one and there will be an escalating ramp-up as we move through the second half of the year,&#8221; he said.</div>

<h3>Can&#8217;t get in, can&#8217;t get out</h3>

<div class="zn-body__paragraph" data-paragraph-id="paragraph_0CACB4F9-5AC4-92AA-A5C9-483B4BEFC6AC" data-act-id="paragraph_23">The government has also been criticized for leaving about 36,000 Australians stranded overseas. Caps on arrivals to the country have made booking seats on flights difficult and expensive, and the cost of quarantine is in the thousands of dollars. It&#8217;s the responsibility of the person arriving to foot the bill.</p>
</div>
<div class="zn-body__paragraph" data-paragraph-id="paragraph_033491F8-9065-B154-8DCE-484DAB8F08B8" data-act-id="paragraph_24">It&#8217;s just as hard for some living in Australia to get out. If someone from overseas has Australian citizenship or permanent residence, they need a government exemption to leave the country.</p>
<div class="zn-body__paragraph" data-paragraph-id="paragraph_4A55D170-F75D-1D84-A471-484E2E0E5088" data-act-id="paragraph_25">The result is not just holidays lost, but lost time with family and friends.</p>

<div class="zn-body__paragraph" data-paragraph-id="paragraph_FBA20843-A5B2-92E7-ECD1-483B4BF09FF3" data-act-id="paragraph_26">At the last census in 2016, around half the people living in Australia were either born abroad or <a href="https://www.abs.gov.au/ausstats/abs@.nsf/Lookup/by%20Subject/2071.0~2016~Main%20Features~Cultural%20Diversity%20Article~60" target="_blank" rel="noopener">had at least one parent born </a>overseas.</p>
</div>
<div class="zn-body__paragraph" data-paragraph-id="paragraph_7AF25710-2550-A94B-9BA2-483B4BF37214" data-act-id="paragraph_27">One Brisbane resident from Canada, who is working in a hospital in health care, is hoping a speedier vaccine program will mean fewer border controls and, hopefully, a trip back home.</p>
</div>
<div class="zn-body__paragraph" data-paragraph-id="paragraph_7EEAAE88-7E30-22EE-E7E2-4B27FB06F713" data-act-id="paragraph_28">&#8220;I&#8217;m originally from Canada, and don&#8217;t know when I will see my family again. Honestly, I think at least 2 years,&#8221; the health care worker wrote in a message to CNN.</p>

<div class="zn-body__paragraph" data-paragraph-id="paragraph_8D85004D-D2FF-7438-17F6-483B4BF519B7" data-act-id="paragraph_29">&#8220;We&#8217;re so frustrated! The vaccination process is ridiculous. I&#8217;m a health care worker in the top list of people and there was so much confusion. We were told to email and that we&#8217;d be contacted when our appointment was &#8230; then we&#8217;re told just to show up because that program was actually not recording anything,&#8221; she said.</p>
</div>
<div class="zn-body__paragraph" data-paragraph-id="paragraph_24326F52-436E-6F06-AE4D-483B4BF71923" data-act-id="paragraph_30">&#8220;It&#8217;s still only open to [people age] 50+ even though spreaders are averaging 20-30 years of age. We&#8217;re sick of lockdowns, knowing the vaccine is out there.&#8221;</p>

<div class="zn-body__paragraph" data-paragraph-id="paragraph_343EF600-68FF-520F-D1EA-483B4BF81ADC" data-act-id="paragraph_31">And for some residents with strong ties abroad, there are more serious implications to this global isolation.</p>
</div>
<div class="zn-body__paragraph" data-paragraph-id="paragraph_9409A424-B014-CF10-9138-483B4BF92F57" data-act-id="paragraph_32">Katerina Vavrinec, a 34-year-old from the Czech Republic living in Sydney, said she has sought counseling for mental health issues arising from the separation from her friends and family, and the anxiety that has come with it. She hasn&#8217;t been to her home city of Prague for three years.</p>
</div>
<div class="zn-body__paragraph" data-paragraph-id="paragraph_B2F07287-F780-D968-850C-483B4BFB27ED" data-act-id="paragraph_33">&#8220;Keeping borders shut is going to have a huge impact on people&#8217;s mental health,&#8221; she said, pointing to the high number of Australians with family ties overseas. &#8220;So this is going to have huge impact on the mental health of millions of people.&#8221;</p>
</div>
<div class="zn-body__paragraph" data-paragraph-id="paragraph_350425BF-2981-974D-F08D-483B4BFCA47F" data-act-id="paragraph_34">Vavrinec is on maternity leave and due to return to work in just over a week, though she&#8217;s not sure what that will look like in lockdown. But she&#8217;s found a silver lining.</p>

<div class="zn-body__paragraph" data-paragraph-id="paragraph_D60A5A32-5529-4DFB-604A-4B28FBD4BBD8" data-act-id="paragraph_35">&#8220;I&#8217;m actually quite happy that we&#8217;re in lockdown because I&#8217;ve been quite frustrated with the indefinite border closures. So I&#8217;m hoping that the lockdown forces people to realize that completely isolating Australia from rest of the world is not going to get us out of this.&#8221;</div>

<p>The Australian Defense Force is sending ships to the Victoria town of Mallacoota on a two-week supply mission and using helicopters to bring in more firefighters since roads were inaccessible, according to the Associated Press (AP).</p>
<p>On Tuesday, thousands of people from the town on Australia’s southeastern coast fled towards the water as a fire ripped through the area.</p>

<p>Seven people have died <a href="https://newsroom.ap.org/detail/Australiasendingaidbyseatotownscutoffbywildfires/43d9c5f8857e18d42d61853ac20d1cd0/text?Query=australia%20AND%20fires&amp;mediaType=text&amp;sortBy=&amp;dateRange=Anytime&amp;totalCount=49&amp;currentItemNo=2" target="_blank" rel="noopener noreferrer">since Monday</a>, with fires tearing through communities in New South Wales and Victoria states, according to the AP. The dead include a volunteer firefighter who was killed near the New South Wales-Victoria border when his truck was flipped over by what local authorities called a <a href="https://www.theguardian.com/australia-news/2019/dec/31/volunteer-firefighter-samuel-mcpaul-died-when-fire-tornado-overturned-10-tonne-truck" target="_blank" rel="noopener noreferrer">“fire tornado.”</a></p>
<p>In New South Wales, where Sydney is located, firefighters are battling more than <a href="https://twitter.com/NSWRFS/status/1212041176276250624" target="_blank" rel="noopener noreferrer">100 fires</a>, according to the state’s Rural Fire Service.<strong><br />
</strong></p>
<p>Sydney’s famed New Year&#8217;s Eve fireworks went ahead despite the fires. A petition calling on the government to cancel the display and give the funds to firefighters and farmers instead got more than <a href="https://www.change.org/p/pm-scott-morrison-say-no-to-fireworks-nye-2019-give-the-money-to-farmers-and-firefighters" target="_blank" rel="noopener noreferrer">280,000 signatures</a>.</p>
<p>New South Wales’ Rural Fire Services Commissioner Shane Fitzsimmons said this wildfire season is the worst on record.</p>
<p>“We’ve seen extraordinary fire behavior,” he said Tuesday, according to the AP. “What we really need is meaningful rain, and we haven’t got anything in the forecast at the moment that says we’re going to get drought-breaking or fire-quenching rainfall.”</p>
<p>More than <a href="https://twitter.com/NSWRFS/status/1212156471099691009" target="_blank" rel="noopener noreferrer">900 homes</a> have been destroyed in the state, according to New South Wales Rural Fire Service.</p>
<p>A <a href="https://myfirewatch.landgate.wa.gov.au/" target="_blank" rel="noopener noreferrer">fire tracker map</a> maintained by researchers in Western Australia shows that they are also threatening areas around every major city in the country.</p>

<p>And although the weather cooled slightly in parts of Australia on Wednesday, authorities warned that, with several months of summer left, the worst is not yet over.</p>
<p>“We have three months of hot weather to come. We do have a dynamic and a dangerous fire situation across the state,” Victoria Emergency Commissioner Andrew Crisp said, according to the AP.</p>
<p>Australia experienced its <a href="https://time.com/longform/australia-drought-photos/" target="_blank" rel="noopener noreferrer">hottest-ever drought</a> conditions in 2019, and the country has experienced <a href="https://time.com/5751943/australia-hottest-day-heatwave/" target="_blank" rel="noopener noreferrer">record-breaking heat</a> over the past few weeks.</p>
<p>“When you have very hot, dry, windy conditions, if all of those things come together, a fire can get quickly out of control,” Lesley Hughes, with the environmental group Climate Council of Australia, tells TIME.</p>
<p>“As the climate is warming up, we’re getting more and more extremely hot days and currently, of course, Australia is in the grip of probably unprecedented heatwave conditions almost right across the continent.”</p>
<p>Despite the bushfire crisis, Australia’s Prime Minister Scott Morrison has argued that there is no direct link between Australia’s greenhouse gas emissions and the severity of the fires burning across the country. However, he acknowledged that climate change could be impacting bushfires. Australia is one of the highest per-capita emitters of carbon dioxide in the world, according to <a href="https://d3n8a8pro7vhmx.cloudfront.net/auscon/pages/16166/attachments/original/1562469729/FINAL_Carbon_footprint_report_Formatted.pdf?1562469729" target="_blank" rel="noopener noreferrer">Climate Analytics</a>, an advocacy group that tracks climate data.</p>
<p>On Wednesday, bushfires burned in all directions outside of Sydney, including a fire near the Blue Mountains which has already <a href="https://www.rfs.nsw.gov.au/fire-information/major-fire-updates/mfu?id=4895" target="_blank" rel="noopener noreferrer">destroyed</a> an area larger than the state of Rhode Island.</p>

<p>State authorities issued an emergency warning on Wednesday urging some residents of <a href="http://emergency.vic.gov.au/respond/#!/warning/10994" target="_blank" rel="noopener noreferrer">Sunbury</a>, a town about 25 miles northwest of Melbourne, to leave as firefighters battled a blaze.</p>
<p>The Premier of Victoria posted a New Years&#8217; message on Twitter wishing safety to those fighting the fires.</p>

<p>The climate scientist Hughes tells TIME that the widespread wildfire crisis has made climate change a reality for many Australians.</p>
<p>“Certainly this summer, these conditions, the ongoing drought, the heatwave, and the fires, are really bringing home to people that climate change is not some future hypothetical issue,” she says.</p>
<p>Peter Dunn, a former commissioner for the Australian Capital Territory Emergency Services Authority and a member of advocacy group Emergency Leaders for Climate Action tells TIME that the wildfire crisis has “fundamentally shifted” the climate debate in Australia. He and other climate change activists believe Morrison’s position on the country’s greenhouse gas emissions is hindering the government’s ability to tackle the wildfire crisis.</p>
<p>“By not accepting the link between climate change and bushfires as fully as [the government] should, we’re not getting sufficiently prepared to cope with the problem,” Hughes says.</p>
<p>“It’s really, really frustrating, the ongoing intransigence of this federal Conservative government.”</p>
<p>She’s not the only Australian upset over government inaction. Protests broke out at Morrison’s office in December, with demonstrators demanding action on climate change, while others criticized Morrison for taking a vacation to Hawaii during the fire crisis. The Prime Minister <a href="https://time.com/5753383/australian-prime-minister-vacation-bushfires/" target="_blank" rel="noopener noreferrer">cut short his family holiday</a> and apologized for the timing of his trip.</p>
<p>“We’ve had no leadership from the government whatsoever. They’ve been missing in action,” Dunn says.</p>

										<content:encoded><![CDATA[<p>For the third time since the start of Australia&#8217;s fire season, a state of emergency has been declared in the Australian state of New South Wales due to fires that are burning out of control. The flames have forced thousands to flee in south-eastern Australia and killed at least 17 people, including three firefighters.</p>
<p>At least eight people have died this week in the New South Wales region and the neighboring state of Victoria, The Associated Press reported.</p>
<p>&#8220;More than a quarter of the country is on fire. This state of emergency is rocking Australia to its core,&#8221; said Natasha Exelby, a reporter for Network 10, on &#8220;CBS This Morning.&#8221;</p>
<p>The state of emergency<strong> </strong>is set to last seven days in anticipation of a potentially catastrophic day on Saturday, according to New South Wales (NSW) Premier Gladys Berejiklian. The premier said the state of emergency will allow for emergency personnel to evacuate people, as well as open and close roads. People evacuating from the region have been facing gridlocked traffic and long lines at gas stations and supermarkets.</p>
<p>Under NSW&#8217;s <a href="http://www8.austlii.edu.au/cgi-bin/viewdb/au/legis/nsw/consol_act/searma1989331/" target="_blank" rel="nofollow noopener noreferrer">State of Emergency and Rescue Management Act of 1989</a>, the declaration triggers a range of measures and gives the Rural Fire Service commissioner powers to forcibly evacuate people, control over the allocation of government resources, among other powers.</p>
<p>&#8220;We don&#8217;t take these decisions lightly. But we also want to make sure we&#8217;re taking every single precaution to be prepared for what could be a horrible day on Saturday,&#8221; Berejiklian said at a <a href="https://www.youtube.com/watch?v=na-3FIdj3vU" target="_blank" rel="nofollow noopener noreferrer">press conference</a> announcing the state of emergency.</p>
<p>Strong winds are expected on Saturday, and temperatures are expected to surpass 100 degrees Fahrenheit (at least 40 degrees Celsius).</p>
<p>&#8220;There are a lot of tourists on the move, and allowing us to declare the state of emergency&#8230; will allow us to ensure that we can provide safe access to roads,&#8221; Berejiklian said.</p>
<h3>Where are the fires burning?</h3>
<p>The fires are primarily raging in New South Wales, which is home to Sydney and more than seven million people.</p>
<p>The nearby Australian state of Victoria in the country&#8217;s southeast is also being hit hard. Earlier this week, fires turned day to night in the coastal tourist town of Mallacoota. A siren sounded Tuesday morning, telling about <span class="link"><a href="https://www.cbsnews.com/news/australia-fires-mallacoota-wildfires-trap-4000-people-in-australian-towns-waterfront-today/" data-invalid-url-rewritten-http="">4,000 people to flee</a></span> to the town&#8217;s waterfront, <a href="https://www.bbc.com/news/world-australia-50953591" target="_blank" rel="nofollow noopener noreferrer">BBC News reported</a>. By mid-morning, the sky turned pitch black before turning a shade of red.</p>

<p>Mass evacuations, being facilitated by the military, began on Friday morning in Victoria. Thousands of people were being taken to a port near Melbourne, about a 17-hour-long journey, according to Network 10 reporter Exelby.</p>
<p>Australian Minister of Defense Linda Reynolds <a href="https://twitter.com/lindareynoldswa/status/1212656500700667905" target="_blank" rel="nofollow noopener noreferrer">tweeted</a> that defense helicopters are transporting firefighters, performing recon, as wells as search and rescue operations in Mallacoota. The Associated Press reported the military delivered food, water, fuel and medical expertise to Mallacoota, and about 500 people were going to be evacuated from the town by a naval ship.</p>

<h3>Why are there fires in Australia?</h3>
<p>Bushfires are normally a natural process in Australia. But the combination of drought, record-breaking heat, and strong winds have contributed to the devastating proportions of this year&#8217;s fires.</p>
<p>A drought has plagued eastern Australia since early 2017, and rainfall in November was the lowest ever on record, according to the <a href="http://www.bom.gov.au/climate/drought/" target="_blank" rel="nofollow noopener noreferrer">Bureau of Meteorology</a>, the government agency responsible for providing weather services.</p>
<p>According to a December <a href="http://www.bom.gov.au/climate/current/statements/scs72.pdf" target="_blank" rel="nofollow noopener noreferrer">special report</a> produced by the bureau on their 2019 spring (our fall) fire conditions, the season &#8220;saw the highest fire weather danger as measured by the Forest Fire Danger Index (FFDI), with record-high values observed in areas of all States and Territories.&#8221;</p>
<p>&#8220;The dangerous fire weather conditions during spring 2019 is consistent with the increasingly severe fire weather seen in many areas of the country, owing to increasing temperatures and reduced cool season rainfall,&#8221; the bureau wrote.</p>
<h3>When did the fires start?</h3>
<p>Fires began to intensify at the start of Australia&#8217;s summer, in September.</p>
<p>&#8220;The season began with areas of northeast New South Wales and southeast Queensland having above-average daytime temperatures, very low humidity, and gusty winds leading to dangerous fire weather conditions,&#8221; The Bureau of Meteorology wrote in their spring fire <a href="http://www.bom.gov.au/climate/current/statements/scs72.pdf" target="_blank" rel="nofollow noopener noreferrer">report</a>. &#8220;FFDI values were 100 or above (catastrophic category) at some locations in New South Wales on 6 September, which marked the onset of numerous large fires in eastern Australia.&#8221;</p>
<p>Prime Minister Scott Morrison said at a <a href="https://www.youtube.com/watch?v=HXpNETEPW4U" target="_blank" rel="nofollow noopener noreferrer">press conference</a> on New Year&#8217;s Day that the fires will last until the rain comes.</p>
<p>&#8220;Unlike a flood, where the water will recede, in a fire like this, it goes on. And it will continue to go on — as those in the agencies have advised us — until we can get some decent rain,&#8221; Morrison said.</p>
<p>Forecasters predict the fires will get worse in the coming days.</p>
<h2>How many acres (hectares) have burnt?</h2>
<p>About 7 million acres (three million hectares) have burned in New South Wales since July, according to the area&#8217;s Rural Fire Service, <a href="https://www.bbc.com/news/world-australia-50585968" target="_blank" rel="nofollow noopener noreferrer">the BBC reported</a>. And about 12.35 million acres (five million hectares) of land have burned across the country, according to The Associated Press.</p>
<p>To put that in perspective, about 4 million acres (1.8 million hectares) burned in<strong> </strong><a href="https://www.cbsnews.com/video/playlist/deadly-california-wildfires/" target="_blank" rel="noopener noreferrer" data-invalid-url-rewritten-http="">California&#8217;s 2018 wildfires</a>, and about 2 million acres (900,000 hectares) burned during <a href="https://www.cbsnews.com/video/fires-rage-across-amazon-rainforest-at-record-pace/" target="_blank" rel="noopener noreferrer" data-invalid-url-rewritten-http="">Brazil&#8217;s 2019 Amazon fires</a>.</p>
<p>More than 1,400 homes have been destroyed, according to The Associated Press.</p>
<p>Some flames have been reported to reach up to 230 feet (70 meters) in height, according to the fire service. For comparison, the Sydney Opera House is about 213 feet (65 meters) tall.</p>
<h2>What is being done to stop the fires?</h2>
<p>The NSW Rural Fire Service (RFS), the world&#8217;s largest fire service, made up of 74,000 volunteer members, is working to stymie the fires. The federal government has agreed to a plan to provide financial compensation to the firefighters who have volunteered their time, <a href="https://www.bbc.com/news/world-australia-50932729" target="_blank" rel="nofollow noopener noreferrer">the BBC reported</a>.</p>
<p>Morrison initially rejected the plan, saying it should not lead to permanent pay.</p>
<p>&#8220;While I know RFS volunteers don&#8217;t seek payment for their service, I don&#8217;t want to see volunteers or families unable to pay bills, or struggle financially as a result of the selfless contribution they are making,&#8221; Morrison said in announcing his compensation decision, after weeks of criticism by opposition parties. &#8220;This is not about paying volunteers. It is about sustaining our volunteer efforts by protecting them from financial loss.&#8221;</p>
<p>Emergency Management Minister David Littleproud said at a press conference on New Year&#8217;s Day that &#8220;everything that humanly possibly can be done, is being done.&#8221;</p>
<p>Morrison&#8217;s government has faced criticism for its response to the current crisis, and to climate change as a whole. During a visit on Thursday to the coastal village of Cobargo in New South Wales where two people died and many lost their homes, Morrison was <a href="https://www.bbc.com/news/world-australia-50973232#link=%7B%22role%22:%22standard%22,%22href%22:%22https://www.bbc.com/news/world-australia-50973232%22,%22target%22:%22_blank%22,%22absolute%22:%22%22,%22linkText%22:%22berated%20by%20locals%22%7D" rel="nofollow noopener">berated by locals</a>.</p>
<p>&#8220;Every single time this area has a flood or a fire, we get nothing. If we were Sydney, if we were north coast, we would be flooded with donations with urgent emergency relief,&#8221; a resident in Cobargo told The Associated Press.</p>
<p>Residents directly criticized the prime minister for the lack of equipment to deal with the fires in town. In at least one incident in New South Wales, a woman refused to shake hands with Morrison. He then grabbed her hand to shake it.</p>
<p>In a separate incident during the same visit, a firefighter also refused to shake Morrison&#8217;s hand.</p>
<p>Morrison has urged those who are evacuating to be patient, The Guardian reported. He has defended his climate policies.</p>
<p>&#8220;Let me be clear to the Australian people, our emissions reductions policies will both protect our environment and seek to reduce the risk and hazard we are seeing today. <p>Last month, the prime minister vacationed in Hawaii while the bushfires intensified back home. 										<content:encoded><![CDATA[<p>SYDNEY (Reuters) &#8211; Australian authorities said on Friday they are focused on protecting water plants, pumping stations, pipes and other infrastructure from intense bushfires surrounding Sydney, the country’s largest city.</p>
<p>Firefighters battling the blazes for weeks received a reprieve of slightly cooler, damper conditions over Christmas, but the respite is not expected to last long.</p>
<p>Temperatures in New South Wales (NSW) state are forecast to head back towards 40 degrees Celsius (104 Fahrenheit) early next week, fuelling fires near Warragamba Dam, which provides water to about 80% of Sydney’s 5 million residents.</p>
<p>“In recent days up to the cool change, the fires had been a potential threat to supply and assets, particularly in Warragamba and in the Blue Mountains,” a spokesman for the state’s water authority, WaterNSW, told Reuters.</p>
<p>“With the coming very hot conditions the fire situation may escalate in both those fronts and possibly elsewhere.”</p>
<p>Warragamba Dam is located 65km (40 miles) west of Sydney, catching water flowing from the mountains.</p>
<p>It is at 44.8% capacity, down from almost being full less than three years ago, as a prolonged drought ravages the continent’s east.</p>
<p>Despite the widespread destruction, the state’s water infrastructure network has not been damaged, the spokesman said.</p>
<p>There have been eight deaths, including two volunteer firefighters, linked to the blazes since they flared in spring.</p>
<p>With more than 40 dams across the state, WaterNSW supplies two-thirds of untreated water to the state’s water utilities, which then treat and clean the resource to provide drinking water to cities and regional towns.</p>
<p>Large quantities of ash and burnt material could pose a threat to the quality of water in the dams if the fires are followed by heavy rain.</p>
<p>However, there is no significant rain forecast for NSW in the short-term and WaterNSW has put containment barriers to catch potential debris run-off, the water authority said.</p>
<h3>VOLUNTEER FORCE</h3>
<p>Australia’s reliance on a large volunteer firefighting force has been tested during this fire season that still potentially has months to run through the southern hemisphere summer.</p>
<p>While conservative Prime Minister Scott Morrison previously said compensation for volunteers was not a priority, he said on Tuesday that government workers could receive additional paid leave for volunteering.</p>
<p>A senior government minister said on Friday the government was now looking into providing wider relief. [nL4N28Y0EW]
<p>“The prime minister is looking at this issue further on how we can provide targeted support in these extreme circumstances so that our volunteers get the support they need to keep volunteering,” Defence Minister Linda Reynolds told media in Perth.</p>
<p>While there are different rules across Australia’s states, volunteers tend to negotiate time off directly with their employer.</p>
<p>Morrison has been under intense political pressure after it was revealed he was holidaying in Hawaii shortly before Christmas while the country grappled with an emergency and two volunteers near the fire frontlines had been killed. [nL4N28Y0EW]

<p>Fires are traveling immense distances through bushland before hitting towns and containment lines where volunteer firefighters concentrate their resources.</p>
<p>The bushfires have destroyed more than 4 million hectares (9.9 million acres) across the country, dwarfing the terrain burnt by fierce fires in California during 2019.</p>

										<content:encoded><![CDATA[<p>SYDNEY &#8211; Authorities declared a state of emergency across a broad swath of Australia&#8217;s east coast on Monday, urging residents in high-risk areas to evacuate ahead of looming &#8220;catastrophic&#8221; fire conditions.</p>
<p>Bushfires burning across New South Wales (NSW) and Queensland states have already killed three people and destroyed more than 150 homes. Officials expect adverse heat and wind conditions to peak at unprecedented levels on Tuesday.</p>
<p>Bushfires are a common and deadly threat in Australia’s hot, dry summers but the current severe outbreak, well before the summer peak, has caught many by surprise.</p>
<p>&#8220;Everybody has to be on alert no matter where you are and everybody has to be assume the worst and we cannot allow complacency to creep in,&#8221; NSW Premier Gladys Berejiklian told reporters in Sydney.</p>
<p>The country&#8217;s most populous city has been designated at &#8220;catastrophic fire danger&#8221; for Tuesday when temperatures as high as 37 degrees Celsius (98.6 degrees Fahrenheit) are forecast to combine with powerful winds for potentially deadly conditions. It is the first time Sydney has been rated at that level since new fire danger ratings were introduced in 2009.</p>
<p>Home to more than 5 million people, Sydney is ringed by large areas of bushland, much of which remains tinder-dry following little rain across the country&#8217;s east coast in recent months.</p>
<p>&#8220;Tomorrow is about protecting life, protecting property and ensuring everybody is safe as possible,&#8221; Berejiklian said.</p>
<p>Lawmakers said the statewide state of emergency &#8211; giving firefighters broad powers to control government resources, force evacuations, close roads and shut down utilities &#8211; would remain in place for seven days.</p>
<p>On Monday afternoon, the fire service authorized use of the Standard Emergency Warning Signal, an alarm and verbal warning that will be played on radio and television stations every hour.</p>
<p>NSW Rural Fire Service (RFS) Commissioner Shane Fitzsimmons urged people to evacuate before conditions worsened, warning that new fires can begin up to 20km (12 miles) ahead of established fires.</p>
<p>&#8220;Relocate while things are calm without the pressure or anxiety of fires bearing down the back door,&#8221; he said.</p>
<p>Authorities stressed that even fireproofed homes will not be able to withstand catastrophic conditions, which Fitzsimmons described as &#8220;when lives are lost, it&#8217;s where people die.&#8221;</p>
<p>More than 100 schools will be closed on Tuesday. On Monday afternoon, rescue services were moving large animals from high-risk areas, while health officials warned that air quality across NSW will worsen as winds blow smoke from the current mid-north coast bushfires south.</p>
<p>The fires have already had a devastating impact on Australia&#8217;s wildlife, with about 350 koalas feared dead in a major habitat.</p>
<p><strong>Climate change debate</strong></p>
<p>Australia&#8217;s worst bushfires on record destroyed thousands of homes in Victoria in February 2009, killing 173 people and injuring 414 on a day the media dubbed &#8220;Black Saturday.&#8221;</p>
<p>The current fires, however, come weeks ahead of the southern hemisphere summer, sharpening attention on the policies of Australia&#8217;s conservative government to address climate change.</p>
<p>Environmental activists and opposition lawmakers have used the fires to call on Prime Minister Scott Morrison, a supporter of the coal industry, to strengthen the country&#8217;s emissions targets.</p>
<p>Morrison declined to answer questions about whether the fires were linked to climate change when he visited fire-hit areas in the north of NSW over the weekend.</p>
<p>Deputy Prime Minister Michael McCormack on Monday accused climate activists of politicizing a tragedy at the expense of people in the danger zones.</p>
<p>&#8220;What we are doing is taking real and meaningful action to reduce global emissions without shutting down all our industries,&#8221; McCormack told Australian Broadcasting Corp radio.</p>
<p>&#8220;They don&#8217;t need the ravings of some pure, enlightened and woke capital city greenies at this time, when they&#8217;re trying to save their homes.&#8221;</p>
